MINUTES
June 19, 2020
The Nebraska Game and Parks Commission met in the Nebraska Outdoor Education Center in
Lincoln, NE for the transaction of business, advance public notice having been given through
release to news media and official public notice published in the Lincoln Journal Star on June 4,
2020.
The meeting was called to order at 9:00 A.M. Chairman Kreitman advised this meeting was
being held in conformance with the State Open Meeting Act and the act was available for review
on the table at the back of the room. He also reviewed the precautions being taken to maintain
social distancing due to the Coronavirus COVID-19. Members present: Chairman Dan
Kreitman, John Hoggatt, Kearney; Pat Berggren, Broken Bow; Bob Allen, Eustis; and Doug
Zingula, Sidney. Members; Jim Ernst, Columbus; Scott Cassels, Omaha; Rick Brandt, Lincoln;
and Donna Kush, Omaha were present via video conferencing.
Minutes of the business meeting held May 8, 2020 were reviewed.
Motion by Mr. Allen and seconded by Mr. Cassels to approve the May meeting minutes. Voting aye: Kush, Zingula, Berggren, Cassels, Ernst, Hoggatt, Allen, Brandt, and Kreitman; voting nay: None. Motion carried.
Financial vouchers for May were reviewed.
Motion by Mr. Cassels and seconded by Mr. Zingula to approve the financial vouchers. Voting aye: Zingula, Berggren, Cassels, Ernst, Hoggatt, Brandt, Allen, Kush, and Kreitman; voting nay: None. Motion carried.
Director's Report
Director Douglas reported on the re-opening of camping and other activities at state parks and
recreation areas, as well as the ongoing progress with planning for re-opening of park and
district offices, as well as headquarters and some of the steps being taken in that regard.
At the Director’s request, Education Specialist Larry Pape presented briefly on the Fish Art
Contest that NGPC sponsored and shared the prize winning artwork.
The Director also shared information regarding current legislation at the federal level and its
positive effects on the Land and Water Conservation Fund should it pass both houses, and be
signed by the President. There is a good likelihood that it will.

Chairman Kreitman opened the public hearing at 9:22 AM to consider amendments to Chapter 4
Wildlife Regulations Section 037, Mountain Lions. Furbearer and Carnivore Program Manager
Sam Wilson reviewed staff recommendations. There were 44 comments received in support and 189
in opposition by the deadline. The following appeared to testify:
Scott Smathers 6140 Richland Circle Lincoln, NE spoke in support of staff recommendations
on behalf of the Nebraska Sportsmen’s Foundation and the Nebraska Big Game Association.
Jocelyn Nickerson 15538 Seward St. Omaha, NE representing the Humane Society of the US
had submitted a letter and appeared at the hearing to speak in opposition of the proposed
mountain lion season.
Wes Sheets 6710 Ln. Lincoln, NE voiced support of staff recommendations on behalf of the
Izaak Walton League Lincoln Chapter.
Robert Rieck 1050 N 8th St. Lincoln, NE had submitted a letter and testified in opposition,
reading excerpts from a letter of opposition by the Mountain Lion Foundation.
Mark Pinkerton 1258 Bobwhite Circle Firth, NE testified in support of staff
recommendations.
With no others present to testify, Chairman Kreitman announced there were 233 exhibits on the
attached Exhibit List that will be included the permanent record. Chairman Kreitman closed the
hearing at 10:28 AM.
Motion by Bob Allen, seconded by Pat Berggren to approve staff recommendations. Berggren, Cassels, Ernst, Hoggatt, Brandt, Allen, Kush, Zingula, and Kreitman; voting nay: None. Motion carried.
The meeting was recessed for a ten-minute break and resumed at 10:40 AM.
Chairman Kreitman read the staff recommendation to call for a public hearing at the August
Commission meeting to consider amendments to Commission Order, C14, Mountain Sheep.
Motion by Mr. Brandt and seconded by Mr. Berggren to approve staff
recommendations. Voting aye: Cassels, Ernst, Hoggatt, Kush, Brandt, Zingula,
Berggren, Allen, and Kreitman; voting nay: None. Motion carried. Chairman Kreitman read the staff recommendations to call for a public hearing at the August
Commission meeting to consider amendments to Chapter 2 Fisheries Regulations Section 006 Sport
Fishing Regulations.
Motion by Mr. Ernst and seconded by Mr. Zingula to accept staff
recommendations Voting aye: Ernst, Hoggatt, Allen, Brandt, Kush, Zingula,
Berggren, Cassels, and Kreitman; voting nay: None. Motion carried.

Commission meeting to consider amendments to Administration Regulations, Chapter (1) Section

006, Rules relating to fees for licenses and permits and deployed military permits.
Motion by Mr. Berggren and seconded by Mr. Allen to approve staff
recommendations. Voting aye: Hoggatt, Allen, Brandt, Kush, Zingula,
Berggren, Cassels, Ernst, and Kreitman. Voting nay: None. Motion carried.
Wildlife Diversity Program Manager Sarah Nevison gave a point presentation via Zoom on the
Statewide Wildlife Action Plan also known as the Nebraska Legacy Project. The mission of the
Natural Legacy Project is to refine and implement a blueprint for conserving Nebraska’s flora,
fauna and natural habitats through the proactive, voluntary conservation actions of partners,
communities and individuals. Sarah highlighted several ongoing projects.
Budget and Fiscal Division Administrator Pat Cole gave a presentation on building a biennium budget request to explain the process that NGPC is currently going through for fiscal years 2021-22 biennial budget which they will be voting on in August. Commissioner Kush had to excuse herself from the meeting at 11:35 AM. Fish and Wildlife Education Division Administrator Lindsay Rogers shares a video on the Pallid Sturgeon for Critter Moment. Committee Chairs shared their Committee Reports.
Mr. Hoggatt made a motion, seconded by Mr. Allen to go into Executive Session at 12:07 PM to discuss legal/litigation issues. Voting aye: Allen, Brandt, Zingula, Berggren, Cassels, Ernst, Hoggatt and Kreitman. Voting nay: None. Motion carried. Regular session resumed at 12:28.

Motion by Mr. Allen and seconded by Mr. Berggren to adjourn the meeting at 12:35 PM. Voting aye: Brandt, Zingula, Berggren, Cassels, Ernst, Hoggatt, Allen, and Kreitman. Voting nay: None. Motion carried.
