STEPS TAKEN
1. Steps taken by Govt. to control smuggling of Narcotics from Pakistan are as
under:—
a. 25x Police stations of ANF are working in the country to control the narcotics.
b. Deployment of ANF personnel at all international airports, seaports and dry ports to
counter narcotics trafficking through passengers and goods.
c. Formulation of new National Anti Narcotics Policy-2010.
d. Launching of campaign/ crackdown against drug peddlers involving Police under
IATF forum.
e. Creation of Inter-Agency Task Force (IATF) to strengthen Inter-agency cooperation
and to coordinate efforts against the menace of narcotics.
f. Capacity building of ANF officials and other Law Enforcement Agencies (LEAs)
through training and provision of equipment for counter narcotics activities.
g. Establishment of Canine Units (sniffer dogs) at each Regional Directorate (Khyber
Pakhtunkhwa, Rawalpindi, Lahore, Sindh and Balochistan).
h. Extension of ANF‘s jurisdiction to FATA.
i. Destruction of Poppy Crops in coordination with Provincial Govt. and FATA
Administration.
2. In order to monitor the trafficking and use of synthetic drugs, Regional Directorates
of ANF are taking stringent measures. With regard to diversion of precursors for manufacturing
of narcotics drugs, an elaborate SOP has been formulated and being implemented in letter and
spirit. Moreover, Pre-Export Notification (PEN) online system is also in practice to have check
on misuse/ diversion of precursors.
3. Capacity building courses at National and international level are being imparted to
enhance the capacity of ANF personnel for effective narcotics checking. Presently ANF has a
very modest training institute which runs courses on drug law enforcement not only for all the
law enforcement agencies of the country but also hosts training courses for officials of regional
countries.
4. ANF is striving hard to control drugs trafficking through Pakistan. Unprecedented
and record seizures affected by ANF are indication of ANF's resolve to combat the menace of
drugs. Its achievements in seizures of narcotics are appreciated by the world community.
Pakistan is reported to be one of the top three countries which have affected the largest drug
seizures.

(a) the number of Qaumi Razakars appointed in Civil Defence, Islamabad during the
last five years;
(b) the amount granted as remuneration to those Razakars during the said period; and
(c) the details of duties performed by the said Razakars in time of emergency during
that period?
Ch. Nisar Ali Khan: (a) The Civil Defence Department appointed 70 Razakars during
the last five years.
(b) An amount of Rs. 5,488,900/- has been paid to Razakars as remuneration, during the
last five years.
(c) The emergency duties performed by the Razakars is attached as Annex-A.

(a) the major achievements of the Livestock Department / Section of Islamabad Capital
Territory Administration during the last two years;
(b) the details of dairy forms in ICT; and
(c) the number of visits of the said forms undertaken by the officers / officials of the said
Department / Section during the said period?
Ch. Nisar Ali Khan: (a) The Livestock & Dairy Development Department, ICT
Islamabad aims at enhancement of livestock productivity through provision of veterinary
healthcare as well as breed improvement services at 11 veterinary field outlets located in the
rural ICT. Accordingly, the progress achieved during the last 02 years (2011-12 & 2012-13), is
briefly enumerated a under:—
Treatment / Vaccination of Animals = 151,251 Nos.
Artificial Insemination (A.I) Services. = 17,352 Nos.
Pregnancy Tests. = 5,296 Nos.
(b) Data pertaining to the dairy farms, established by the private sector in the rural
areas of ICT is as under:—
• Number of dairy farms = 343
• Total Livestock harbored in dairy farms = 17,540
• Average No. of Animals per dairy farm. = 51
• No. of serving vet. Outlets of LS & DD ICT. = 11
• No. of union councils harboring dairy farms. = 12
Detail of dairy farms is enclosed as Annexure-A.
(c) The technical field staff, comprising of 25 officials, deployed at the 11 veterinary
outlets in ICT, in accordance with the need furnished by the Dairy Farmers, undertake around 01
visit of each farm, every month, so as to carryout vaccination, treatment and artificial
insemination services, of the livestock, located in the respective area of each veterinary outlet.
During the last 02 years, 8,232 visits have been undertaken by the officials of the
livestock and Dairy Development Department, ICT. Year-wise break-up is as under:—

achievements of the Fisheries, Agriculture and Agriculture Engineering Department /
Sections of the Islamabad Capital Territory Administration during the last five years?
Ch. Nisar Ali Khan: The department of Fisheries, ICT is undertaking fish culture
activities in the water bodies located in ICT Area. The progress achieved by the Fishieries
Department, ICT during the last 05 years is as under:—
Agriculture Department:
Main functions of the Agriculture Department, ICT are provision of extension services to
the farmers of ICT, construction of green houses, or
offseason vegetable cultivation, training & motivation of farmers for adaption of the recent
technologies and establishment of demonstration plots. Progress achieved during last 05 years
(2009-10 to 2013-14) is as under:-

Will the Minister for Interior and Narcotics Control be pleased to state the details of
work carried out by the National Programme for water courses in Islamabad Capital
Territory during the last five years with year-wise village-wise breakup?
Ch. Nisar Ali Khan: National Program for Improvement of Watercourses in ICT is one
of the Component of National Project, launched by the Ministry of Food & Agriculture,
Islamabad (MINFA). It was commenced in fiscal year 2004-05 and closed in the year 2011-12.
Following work has been carried out and completed, under the said project in Islamabad Capital
Territory, during the last five years of the said project:—
Year-wise and village-wise detail of the water courses / irrigation schemes completed
during the period under report, is attached as ―Annexure-A‖.
CONSTRUCTION OF IRRIGATION SCHEMES/WATERCOURSES AND PROVISION OF
PUMPING UNITS TO THE FARMERS FOR LIFTING OF WATER FOR IRRIGATION
An amount of Rs. 18.232 millions was allocated by the Federal Steering Committee of
the project for the year 2011-12. However, physical work for the fiscal year 2011-12 could not
be carried out as funds were not released, due to devolution of Ministry of Food & Agriculture.

Will the Minister for Interior and Narcotics Control be pleased to state:
(a) the names of persons who have been issued prohibited and non prohibited bore
arms licenses by the present Government; and
(b) the procedure adopted for issuance of the said licenses?
Ch. Nisar Ali Khan: (a) Prime Minister‘s Office vide letter dated
30-6- 2014 directed Ministry of Interior that fool proof security may be given to Justice Tassadq
Hussain Jillani and his family (even after his retirement) due to serious threat to him and his
family. Two relatives of the Hon‘ble Justice were also kidnapped in Multan. In addition to the
provision of fool proof security, the Hon‘ble Judge also requested for PB/NBP arms licences in
favour of his son Mr. Muhammad Saqib Jillani who resides with him. Accordingly 2 x NPB and
1 x PB arms licences were issued (with the approval of Prime Minister).
Also in view of life threat to Mr. Justice Sarmad Jalal Osmany S/o Ali Irtiza Osmany 1 x
NPB arms licence was issued.
(b) The following procedure has been adopted:—
(i) The Government of Pakistan (Ministry of Interior) has imposed ban on issuance of
arms licences w.e.f. 27-6-2013. The above Arms licences were issued in relaxation
of ban as security of individual/family was involved and in pursuance of directions
of P,M Office
(ii) Prohibited Bore arms licence is issued with the approval of Prime Minister of
Pakistan as per arms Policy 2012.
(iii) NPB arms licences are issued with the approval of Minister for Interior.
(iv) The approvals are forwarded to NADRA for issuance of computerized arms licences
after fulfilling all codal/ legal formalities.

Will the Minister for Interior and Narcotics Control be pleased to state:
(a) the percentage of amount being paid to the Islamabad Traffic Police out of the
amount of fine / penalty imposed by them through challans of vehicles in Islamabad;
and
(b) the amount collected through challans / penalty and the amount paid to Islamabad
Traffic Police out of the same during the last quarter of 2013?
Ch. Nisar Ali Khan: (a) Fifty percent (50%) of fine money is paid to Islamabad Traffic
Police ( 25% as cash reward and 25% for road safety education) in accordance with Ministry of
Interior‘s sanction letter No.2/27/2006-ICTI, dated 22-11-2007 duly endorsed by Finance
Division.
(b) Traffic Violation Tickets for fine money of Rs. 61,977,600/- have been issued during
last quarter of 2013 ( October to December, 2013) out of which
Rs. 51,168,153/- have been deposited in public exchequer as per reconciliation statement for July
to December, 2013 , received from the Federal Treasury. No payment has so far been made to
Islamabad Traffic Police against this amount.

Will the Minister for Interior and Narcotics Control be pleased to state the number of
public transport wagons challaned in Islamabad due to overloading and non-completion
of their routs from December, 2013 to February, 2014?
Ch. Nisar Ali Khan: During the period from December, 2013 to January, 2014, a total of
9935 Traffic Violation Tickets have been issued for overloading in the public transport vehicles.
Similarly, 5370 Traffic Violation Tickets have been issued, for the same period to Public
Transport Wagons on violation of non-completion of their respective routes. Month-wise detail
is as under:—

Will the Minister for Interior and Narcotics Control be pleased to state:
(a) whether it is fact that the public transport is not being plied in Islamabad since
long; if so, the reasons thereof; and
(b) whether there is any proposal under consideration of the Government to launch a
public transport service in ICT; if so, when it will be implemented?
Ch. Nisar Ali Khan: (a) It is correct that public transport is not being operating in
Islamabad. However, private transport is plying on different routes in Islamabad Capital
Territory.
The ICT Administration exercises regulatory and supervisory role on the private
transport operating in ICT. It has no role / authority for launching a mass public transport system
in ICT. However, CDA is working on a proposal to launch public transport service in Islamabad.
It is pertinent to mention that at present 23 Inter-City routes are plying in Islamabad
whereas 07 routes are added from time to time, keeping in view the public demand and urban
sprawi. Two new routes were launched in the past 06 months. Detail of routes are attached as
Annex-A, Annex-B & Annex-C.
(b) The ICT Administration exercises regulatory and supervisory role on private
transport in 1CT. There is no proposal with ICT Administration for launching a mass public
transport system in ICT. However, CDA is working on a proposal to launch public transport
service in Islamabad. Besides Metro Bus Service Project is also under process which will
facilitate the general public.

(a) the steps being taken by the Government to control the increasing incidents of rape
particularly of minors in the country; and
(b) whether there is any proposal under consideration of the Government to introduce /
make more stringent laws to control the said crime?
Ch. Nisar Ali Khan: (a) The Steps being taken by the Government to control the
increasing incidents of rape are reproduced verbatim and placed at Annex- ‗A‘.
(b) It relates to Law & Justice Division and particularly the provincial governments.

Will the Minister for Interior and Narcotics Control be pleased to state:
(a) the role / functions assigned to National Counter Terrorism Authority in the
National Security Policy for countering terrorism in the country;
(b) the names of 26 intelligence agencies which will come under the preview of that
authority as per the said policy; and
(c) the steps taken by the said authority for coordinating the counter terrorism efforts /
activities of those agencies?
Ch. Nisar Ali Khan: (a) *The contours of National Internal Security Policy (NISP) have
been described from Para 33 to 55 of the Policy documented as Annex-A.
*National Counter Terrorism Authority (NACTA) would play direct enabling role in
implementation of contours of National Internal Security Policy (NISP).
(b) *The following 26 Civil and Military Agencies have intelligence capability. These
agencies would be represented within NACTA for the purpose of pooling and fusion of
Intelligence.

(3) Military Intelligence (MI)
(4) Air Intelligence (Al)

(c) The National Internal Security Policy (NISP) 2014-2018 has been approved in
principle by the Cabinet. Process of implementation of National Security Policy (NISP)
including provision of requisite financial and human resources has been initiated.
Annexure-A
THE ROLE/ FUNCTIONS ASSIGNED TO
NATIONAL COUNTER TERRORISM AUTHORITY (NACTA) IN THE NATIONAL
SECURITY POLICY (NISP) FOR COUNTERING TERRORISM IN THE COUNTRY;
NATIONAL INTERNAL SECURITY POLICY (NISP) - 2014-18

33. The contours of response mechanism of NISP hinge upon the major activities under taken
by various stakeholders implementing the CRP and CDP.
34. Construct a national narrative on extremism, terrorism, sectarianism and militancy to
dispel the wrong perceptions created by the terrorists on ideological basis by engaging media,
civil society organizations, overseas Pakistanis and international community to elicit support and
cooperation.
35. Design and implement national de-radicalization program for the people vulnerable to
extremism that can be rehabilitated and reintegrated in the society.
36. Integrate the mosques and the madrassas in the national and provincial educational
establishment by mapping and thereafter mainstreaming the existing and new madrassas and
private sector educational institutions.
37. Develop social and physical infrastructure in terrorism-affected regions through sustained
and inclusive efforts by all state institutions at federal and provincial levels.
38. Rehabilitate all victims of terrorism especially vulnerable groups like women, children,
elderly, minorities and people with special needs.
39. Improve worsening law and order situation by eliminating trends of targeted
assassinations, extortion, kidnapping for ransom and other serious and organized crime.
40. Ensure protection of key installations and places of national importance.
41. Enforce a comprehensive arms control regime across the country.
42. Prevent misuse of social, electronic and print media; mobile phone Sims and (electronic
devices, and prevent cyber crimes for any purpose threatening internal security.
43. Integrate national database and registration plan to identify people residing in Pakistan
and their assets.
44. Design and implement plans to regulate lawful movement of Afghan refugees within the
country.
45. Enforce a robust border control regime to interdict illegal cross border movement of
persons, goods, drugs and precursors, weapons or any other material threatening internal
security.
46. Capacity building and modernization of all pillars of Criminal Justice System including
judiciary, police, prosecution and high security prisons in all geographic entities of Pakistan.
47. Establishment of Directorate of Internal Security (DIS) under NACTA where thirty three
civilian and military intelligence and operational agencies are represented having clear
articulation of command and control by integrating all grids of tactical, operational and strategic
intelligence, civil and military, under one roof.
48. Capacity building of DIS for collection, analysis and dissemination through integrated
qualitative intelligence gathering efforts having direct bearing on Internal Security to develop
operational capability of conducting ‗Intelligence Based Operations‘ to contain, pre-empt and
eliminate terrorism and other threats to public safety.
49. Establish a modern, well equipped Federal Rapid Response Force (RRF) comprising of
Counter Terrorism Departments and Police with experts from other security institutions with
nationwide reach and capability to interface and operate in close coordination with Police, CAFs
and Pakistan Armed Forces.
50. Reorganization and activation of Counter Terrorism Departments (CTD) within Police
organizations of all the Provinces, Islamabad Capital Territory, Federally Administered Tribal
Areas (FATA), Azad Jammu and Kashmir and Gilgit-Baltistan, preferably with uniform
structure and unified command at provincial, regional and field level.
51. All CTDs to comprise of intelligence, operations, investigations, Provincial Rapid
Response Forces (RRF) and other technical sections enabling themselves to tackle the entire
spectrum of internal security threats including terrorism and subversive activities.
52. Modernization of RRFs under CTDs with matching capabilities as that of Federal Rapid
Response Force (RRF) for ensuring uniformity.
53. Establishment of a dedicated CAF headquarter under Mol for integrated border
management and modernization and coordination of CAFs, i.e. Pakistan Rangers (Punjab and
Sindh), Frontier Corps (Khyber Pakhtunkhwa and Balochistan), Frontier Constabulary, Gilgit-
Baltistan Scouts, Pakistan Coast Guards, and Anti-Narcotics Force.
54. Modernization of law enforcement components of Pakistan Customs besides Levies in
FATA and Balochistan and other LEAs.
55. Making concerted diplomatic efforts for international cooperation to break transnational
affiliations of terrorists through prevention of money laundering, organized crime and
transnational movement of substances used in biological and chemical terrorism.

has been provided by any international organizations/ donor agencies in formulating the NACTA
Act or National Internal Security Policy.

INTERIOR DIVISION
No recruitment has been made by the Ministry of Interior (Main) during 2011-12.
Further, there are fifteen (15) departments / organizations working under the administrative
control of Ministry of Interior. Out of them only following have recruited non Muslims during
the period 2011-12:—
(i) National Database and Registration Authority (NADRA),
(ii) Islamabad Capital Territory (ICT),
(iii) Frontier Constabulary (F.Con), Khyber Pakhtunkhwa,
(iv) Federal Investigation Agency (FIA),
(v) Directorate General of Immigration & Passports.

(vii) Pakistan Rangers Sindh,
(viii) Gilgit-Baltistan Scouts,
(ix) Frontier Corps (FC), Balochistan, and

(b) whether the validity of the said licenses will expire on the issuance of licenses by
NADRA; and
(c) whether the fee already paid for manual licenses and validity period thereof is
adjusted at the time of issuance of new licenses by NADRA in lieu of manual
licenses, if not whether that fee will be reimbursed to the license holders?
Ch. Nisar Ali Khan: (a) The Federal Government has imposed ban on issuance of arms
licences on 27th June, 2013, in order to contain illegal arms. Currently, the process of
verification and computerization of issued arms licences is under way.
(b) NADRA issues computerized arms licences initially with one year validity and
retain manual arms licences for onward verification from Ministry of Interior. After verification
from Ministry of Interior NADRA issue computerized arms licences for five years.
(c) Initially one year computerized arms licence is issued to applicant on submission of
manual arms licence booklet. On due verification of arms licence from Ministry of Interior a five
years computerized arms licence is issued to the applicant in which fee already paid for manual
licences is adjusted.

Card (SNIC) being issued by NADRA are as under:—
1. Most advanced security features in pre-print and post print personalization e.g.
Changeable Layer Image (CLI), Multiple Layer Image (MLI), Ghost image,
Diffractive Identification Device image (DID), Micro text printing, multilayered
printing, etc.
2. Data is encrypted in chip ensuring high level of security.
3. One to one finger print matching in Match on card applet.
4. Latest personalization technology – Laser Engraving.
5. Card is capable to be used not merely as an identity document but also other services
can be offered.
6. The card can support subsidy and conditional cash disbursement schemes thus
promoting good governance.
7. Services that can be offered include - Life insurance, conditional cash transfers, hajj
funds, loyalty schemes, committee schemes, government subsidy schemes etc.
(b) The features of the smart cards are already activated. However, thte time by which
the card is capable of attaining critical mass of around 30 million then commercial use of
services like remittance transfer, access control frequent flyer, pension payments, subsidy
payment etc. will be feasible. So far, NADRA has issued 3.2 million smart cards.

on the same;
(b) the punishment provided in the law of the land for spending amount of members /

be taken by the Cooperative Department of ICT in such cases; and

Housing Society is not constructing roads, sewerage, electricity, water and gas network for
Jinnah Garden-I on the land which is not owned by the society itself.
(b) The Cooperative Societies Department, ICT, can take following action under the
law:—
(i) issuance of a Show Cause notice under Rule 48 (6-a) of the Cooperative Societies
Rules, 1927.
(ii) Supersede the Committee under Rule 48(1) of Cooperative Societies Rules, 1927.
(iii) Take action against the Committee under Section 50-A of Cooperate Societies Act,
1925 for recovery of damages.

Ch. Nisar Ali Khan: (a) At present 86 Auqaf managed mosques are under the
administrative control of Auqaf Directorate, ICT, Islamabad. Sector-wise and Maslak-wise list of
the Mosques is attached as Annexure-‗A‘.
(b) The utility bills of 86 Auqaf managed mosques are being paid by the Auqaf
Directorate, ICT regularly but due to shortage of funds bills are outstanding. Till to date no
disconnection notices have been received from IESCO and SNGPL in respect of any mosque
under the control of Auqaf Directorate, ICT.
(c) An amount of Rs. 19,587 million is outstanding on account of utility bills of the
Auqaf managed Mosques in Islamabad upto April, 2014. Break-up of outstanding amount of
electricity and sui gas is as under: —
(i) Electricity - Rs. 11.1753 million
(ii) Sui Gas - Rs. 08.4117 million
Detail of amount of utility bills unpaid and presently outstanding, against each mosque is
given in Annexure-B.
(d) This Administration is making continuous efforts for demanding funds through
regular budget or supplementary grants in order to clear the outstanding utility bills of the Auqaf
managed mosques. Detail of funds demanded by the Auqaf
Dirostrrate, ICT, in regular budget each and every financial year and the funds allocated is
attached as Annexure-‗C‘. It is pertinent to mention that in the previous years, this
Administration had approached the Ministry of Finance through Ministry of Interior for
provision of additional funds as supplementary grant for clearing the outstanding utility bills: —
i. Rs. 20.00 million demanded during financial year 2008-09

ii. Rs. 22.00 million demanded during fiscal year 2009-10

But no additional funds have been provided for this purpose, due to which the
outstanding liability of the utility bills could not be cleared and it is gradually increasing with the

It is not out of place to mention that during current financial year 2013-14, the
government imposed 30% cut on the allocated budget of government departments. This also
resulted in shortage of funds under the relevant Head of Accounts.
The ICT Administration is also holding meetings with Ulema of the concerned mosques
and stress upon them to control the utility bills. As a result of these meetings, utility bills of some
mosques are now being paid by the Ulema through Mosque Committees from their own
resources/funds collected from general public.

―NADRA started revalidation of arms licences in August, 2011. When an applicant
applies for revalidation of manual arms licence, his old booklet is submitted to Ministry
of Interior for verification whereas computerized arms licence with one year validity
being issued. NADRA renews/issues arms licence for further 5 years once the
verification of manual arms licence is received from Ministry of Interior‖
2. Ministry of Interior has so far authenticated 47,015 old booklets. Out of that
23,558 licences have been renewed by NADRA and remaining 23,457 verified booklet holders
have yet not approached NADRA for renewal. These individuals have been contacted through
media and SMS service to renew their expired licences from NADRA at the earliest.
3. Ministry of Interior has fixed 31-12-2014 as target for renewal/revalidation of all
pending cases.

been delayed, if so, its reasons;

(d) the proposed location of the said hospital and

Ch. Nisar Ali Khan: (a) The Development Project ―Establishment of hospital in the
rural area of Islamabad‖ was cleared by Islamabad Development Working Party (IDWP) on 07-
04-2009 at a cost of Rs. 945.878 million and was forwarded on 24th March, 2011 to Ministry of
Planning Development & Reform for approval by Central Development Working Party (CDWP).
The said PC-I was placed in agenda of CDWP scheduled for 22-1-2013, but was
postponed. Subsequently, Ministry of Planning Development & Reform on 17th Sep, 2013
returned the said PC-I for re-validation of cost.
(b) The ICT, Administration Islamabad re-costed the PC-I at an estimated cost of Rs.
1920.303 million and has been forwarded to Ministry of Planning Development & Reform on
21st Jan, 2014 for consideration/approval of CDWP.
(c) The subject project has already been included in the current PSDP 2014-15 with a
toke allocation of Rs. 1.00 million, whereas remaining funds will be released, after approval of
PC-I from CDWP for implementation.
In addition, Ministry of Planning Development & Reform asked to approach JICA
(Japan) for financing of this project, therefore a concept clearance paper has been submitted to
Ministry of Planning Development & Reform on 18th July 2014 for concurrence to take up with
JICA through Economic Affairs Division.
(d) The said hospital / project will be constructed at Tramri Chowk, Tarlai Kalan,
Islamabad.
(e) According to PC-I, the execution period is confine to 36 months subsequent to
approval by CDWP and availability of funds.

mechanism has been evolved to compensate the damages of people caused by fire and
natural calamities in the Islamabad Capital Territory, if so, the details of such cases and
the amount paid as compensation to the affected people during the last two years?
Ch. Nisar Ali Khan:
(i) With regard to injury or loss of life, necessary verifications are carried out from the
concerned Hospital where the deceased or injured persons are taken, after the
incident.
(ii) In case of deceased or injured persons, the case for payment of compensation is
recommended to the Government for provision of funds and after availability of
funds, compensation is paid to the affectees.
(iii) In case of loss of properties, the assessment is carried out through the technical staff
of ICT Administration and on the basis of that assessment, case is taken up with the
Ministry of Interior for provision of funds. On availability of funds, compensation is
paid to such affectees.
It is pointed out that during the last 02 years, no such incident of fire or natural calamities
took place in ICT.

arrangements have been made in F-9 park, Islamabad, if so, the details thereof indicating

Ch. Nisar Ali Khan: Regarding the security of F-9 Park, ICT Police has deployed one
Mobile and Eagle Motorcycle who are performing patrolling / security duty alongwith patrolling
of Sector G-9 and F-9 in two shifts (each of 12 Hours) in order to avoid any unpleasant incident
with following break-up of police personnel:—
• Police Mobile – 01 Sub Inspectors with 02 lower subordinates.
• Eagle Motorcycle – 02 Lower Subordinates.
In addition, one Naka (A-9) has been established near main gate of F-9 on road where
one ASI and 03 constables are performing duties round the clock. In case of any eventuality, the
officer / official can proceed to F-9 Park for initiating appropriate action.

Ch. Nisar Ali Khan: (a) The ICT Police adopted Punjab Police Rules, 1934 as amended
from time, to time and Punjab Police (E&D) Rules 1975 mutatis mutandis vide Administration
(now Chief Commissioner), ICT, Islamabad‘s Notification No. 4/1/1981-AFT, dated 26.01.1981
(Annex-A). Hence, ICT Police is functioning under Punjab Police, Rules, 1934, Punjab Police
(E&D) Rules, 1975, Police Act, 1861, Cr. P.C., PPC, Evidence Act and other local and special
laws.
Rest of the part of Question relates to other provinces of the country and as such report to
this effect is to be obtained from the respective provinces.
(b) There is no difference amongst the rules and laws applicable in ICT Police and

Ch. Nisar Ali Khan: (a) There is no laboratory established / set up by ICT
Administration for checking the quality / standard of food items. However, the National Institute
of Health (NIH), Islamabad carrying out this task and the Food Department and the Health
Department, ICT, are getting the samples of food items checked from the said Institute. The
NIH, Islamabad is under the administrative control of Federal Government i.e. National Health
Services & Regulation Division.
(b) The Health Department and Food Department, ICT got 722 samples of food items
checked / examined from the NIH, Islamabad since the year 2002.
(c) The detail of action taken by the ICT Administration during the last one year,
against the companies and individuals involved in adulteration of food items, is as under:—

Ch. Nisar Ali Khan: (a) During the last five years 107,010 persons were issued official
(Blue) Passports (w.e.f 01-09-2009 to 31-08-2014) out of total 1,53,73,422, constituting 0.69%
of issuance of all types of Passports.
(b) Yes, it is a fact that number of non-entitled persons were issued official passports in
relaxation of rules during the said period on the directions of Ministry of Interior.

(a) whether it is a fact that CDA had written numerous letters to the Deputy
Commissioner / Registrar, Cooperative Department, ICT, for taking action against
the management of Federal Employees Cooperative Housing Society for converting
all sites for parks, green / open spaces, schools, hospital, community centre and
graveyard into residential and commercial plots and for creation of plots on the
state land left for the “right of way” of Nullah, if so, the details of action taken in
this regard; and
(b) whether it is a fact that the Cooperative Department has not taken any action
against the said management / society for those violations and irregularities so far,
if so, the reasons thereof and the time by which appropriate action will be taken
against that committee / society?
Ch. Nisar Ali Khan: (a) The fact is that C.D.A. has issued a Show Cause Notice
(Annex-I) addressed to the President of Federal Employees Cooperative Housing Society,
Islamabad and endorsed to Registrar, Cooperative Societies, Islamabad wherein it was asked to
stop development work and construction of buildings in the housing scheme until NOC is
obtained by the Society from CDA, Islamabad. In addition, Managing Committee was directed to
comply with directions of CDA, Islamabad and furnish required documents (Annex-II).
(b) As per Zoning Registration 1992, action for such violations in Layout Plan is the
responsibility of the CDA, Islamabad therefore no action by Cooperative Societies Department,
ICT, Islamabad.
