1. Please provide more detail on how the needs of customers within Surrey andSussex will be addressed.
Avanta have incorporated a number of end to end and specialist support providers withinour supply chain, to address the needs of customers in Surrey and Sussex. Examplesinclude:
• Disability Works a consortia of 9 providers including Action for Blind People, Advance,
Scope, Pluss, pure Innovation, Mencap, Mind, United Response, Leonard CheshireDisability. As a consortium they are able to provide specialist screening and diagnosticstools for customers with a disability or health condition in Surrey and Sussex. Examplesof support include specific interventions for customers with: Autism, NeurologicalConditions, Brain injury, Back pain, Arthritis, Sight Loss, Hearing Loss, Mental HealthProblems, learning difficulties and heart conditions to enable effective support toovercome the complex needs and challenges these customer face in their journey toemployment.
A localized example is as follows. Brighton & Hove has the highest rate of problem drug users in the South East. Approximately 2% of the local working
age population are injecting drug users. For customers requiring support tomanage drug use, A4E have a network of partnerships for referrals and signpostingincluding Vaughan House (Alcohol Rehabilitation), the Exchange (drug rehabilitation) toassist customers with their issues to progress them in their journey to employment.

Other key organisations involved in supporting the needs of customers across the Surrey& Sussex area include:
• Brighton & Hove Council will be able to level in support through wider social servicesincluding debt, housing, and addiction services.
• Citizens Advice Bureau will address customer financial inclusion needs, providingfinancial/ debt advice for customers in financial difficulty.
• A4E – provide customers with an integrated service with Expert Patients delivered fromtheir Brighton centre, providing access to the NHS Living Well programme andoccupational therapists for customers to manage health conditions and emotional
change• Learndirect will provide customers with accredited (literacy, numeracy, ESOL) andnon accredited training, including on-line and self service modules for job readycustomers.• GFE South (a consortium of 17 colleges across the CPA) will provide vocationalshort courses including First Aid, SIA and CSCS and sector specific routeways toaccess jobs in the Retail, Construction, Hospitality, Health Care, Environmental andLand Based growth sectors.
Question 5.4
1. Please provide more detail on your outreach community based venues anddelivery throughout the Contract Package Area (CPA), particularly for Surreyand Sussex.
Sercc will deliver peripatetically, utilising community based outreach venues, utilisingvillage and parish halls for customers living in rural areas across Kent, Surrey and Sussexas well as providing a holistic outreach service in Storrington, West Sussex, providingaccess to services through the use of a mobile unit (full details of venues available across theCPA can be supplied).
Avanta have reciprocal arrangements with Nacro and Turning Point to support outreach
facilities for customers with drug/alcohol and homeless issues. Locations include:o Chatham ME4 6BA & ME4 5AU
o Sittingbourne ME10 3RY & ME10 1DR
o Brighton BN2 3LH
o Staines TW18 4QX
o Woking GU22 7PJ
2. What are your contingency plans if Jobcentre Plus offices are not availablefor outreach use?
If Jobcentre Plus offices are not available for outreach use, Avanta are in advancednegotiations with local councils including Brighton & Hove to explore the shared servicesagenda, for example Sure Start, community centres, libraries and health centres.

3. What was your rationale for choosing your key delivery locations in thisCPA?
Avanta has utilised our GIS system to identify areas where there is a high density of WorkProgramme cohort groups. We have then mapped our supply chain premises to ensurethat they are located within close proximity to customers and are easily accessible throughpublic transport. In the South East we have also selected partners including DisabilityWorks, SERCC and Babcock Enterprise within our supply chain that will also utilise
additional outreach locations. For example the Disability Works Consortia will utiliselocations with social services and IAPT services to ensure they are able to provide the fullcoverage across each CPA.
4. What is the impact on customer journey times for customers in Lewes whoare expected to travel to Uckfield?
Customers in Lewes will not be expected to travel to Uckfield, customers will be expectedto travel to the nearest centre available to them. Our Supply Chain for delivery in Lewesincludes SERCC and NewCEP, providing delivery centres and outreach locations at thefollowing addresses to ensure journey times for customers are kept to a minimal:
• 212 High Street, Lewes– BN7 2NH (Sercc)• Western Road, Lewes BN7 1LR (NewCEP)• Denton Island, Newhaven, BN9 9BA (NewCEP)• Hillcrest Road, Newhaven, BN9 9EA (NewCEP)• Marshall Lane, Newhaven, BN9 9RB (NewCEP)• Sercc will also provide access to a further 11 outreach venues, utilising village and
parish halls for customers living in rural areas of Lewes.
Question 7.1
1. Your response focussed on your engagement strategies with key local
stakeholders in Kent. How will you and your supply chain engage with keystakeholders in Surrey and Sussex to ensure effective ongoing relationships?
Avanta’s engagement strategy incorporates key local stakeholders across the CPA. Weare in discussion with local key stakeholders in Surrey and Sussex as well as Kent to forgeon-going partnerships to support the delivery of the Work Programme and to link thedelivery to local economic strategies. Key representatives will be invited as members toattend the South East Advisory Panel to ensure effective on-going relationships throughoutthe lifetime of the Work Programme.
Examples of key local stakeholders engaged post announcement include:
• Brighton & Hove City Council – Joe Davenport/Mike Eaton have agreed to organiseand host a meeting with key stakeholders in the Brighton & Hove and the wider

• Sussex area –stakeholders will include JCP, Local Authority, LEP’s and localnetworks, awaiting confirmation of date and attendees – likely to be held early May.
• Surrey County Council – Avanta have been in discussion with John Wilson andChristina Earl who have agreed to arrange and host a meeting with all CountyCouncils across the CPA, to ensure Avanta and our Supply chain link with localeconomic strategies and agree support mechanisms for the delivery of the WorkProgramme, including the promotion of services to vulnerable individuals (Meetingto be confirmed week commencing 9th May).
• Probation Trust –Discussions in place with the Probation Trusts in Surrey & Sussex(Suzanne Purcell) and Kent (Donna Leigh) as a strategic partner, to ensure theneeds of offenders/ex-offenders are embedded into the Work Programme delivery
model and to support Avanta and our supply chain with:o Practical support such as direct referrals, outreach facilities to support initial
engagement and to maximize attendance on the Work Programme. o Support Avanta and our supply chain to understand MAPPA processes/
support to provide accurate risk assessments for offenders accessing theWork Programme.
In addition, Avanta have agreed to sponsor the Brighton evening employer networkreception at the Brighton Dome on 9th June 2011. The sponsorship will enable Avanta tohave a stand at Brighton Jobsfair during the day as well as the evening event, providing anopportunity to launch the Work Programme and engage with over 300 local businesses
from Brighton & Hove and the surrounding areas. The event will also be covered by localpress including Argus, Leader, Latest and will also be featured on Juice FM.
