Welcome I find the theme of the 23rd World Scout Jamboree particularly pertinent and important, since I think that we need to nurture, more and more, “A Spirit of Unity”. A Jamboree is an extraordinary opportunity to do this and each of us is in a privileged position to have a role in developing that spirit. And this starts from now. I encourage each one of us to prepare ourselves well to this exciting adventure. Not only to prepare our backpacks, our uniforms, our materials, but also to prepare our minds and our hearts to be ready, and open, to discover others and to learn from them. And, more importantly, to work together. Our friends of SAJ (Scout Association of Japan) are working hard to provide the best possible experiences to all those who will have the privilege to travel to Kirara-hama (Yamaguchi City), in August next year. But the success of this World Scout Jamboree lays on each young participant, each Scout leader or each IST member. All of us will make this event memorable. Looking forward to see you in Japan! ArrivalsOn the main IST arrival day (Saturday 25th,Sunday 26th July) andmain Participant arrivalday(Tuesday28th,Wednesday29thJuly),Meet&GreetteamswillwelcomeandhelpContingentsattheEntrypointsinJapan.Therewillalsobealimitedserviceavailableforthosearrivingonotherdates with prior arrangement with JamboreeOffice.

TheMeet&GreetteamswillbelocatedattheEntryPoints(YamaguchiUbeAirport,FukuokaAirport,KansaiInternationalAirportandShin-YamaguchiStation),aswellasTokyoInternationalAirport(Haneda)andNaritaInternationalAirport.

Bustransferswillbeavailable fromdesignatedEntryPointstotakeISTmembers,UnitandCMTtotheWelcomeCentreattheJamboreeSiteforcheck-in.

DeparturesAt theendof the Jamboree,bus transferswillbeavailablefromtheJamboreeSitedirectlytoDeparturePoints.ThemaindepartureperiodisfromtheendoftheClosingCeremony(Friday7thAugust)tothemorningofSunday9thAugust.

TheTransportDepartmentwillschedulethetimeofdeparturefromtheJamboreeSiteinordertomeetflights,etc.ConfirmationofdeparturesfromtheJamboreeSitewillbedonebyContingentsduringtheJamboree.

Transport from Kansai International AirportFurther to information on Bulletin 3, we arecompelledtoannouncethatbustransportbetweenKansaiInternationalAirport(KIX)hasreachedourcapacityasof1stAugust2014.FukuokaAirport(FUK),YamaguchiUbeAirport(UBJ),andShin-YamaguchiStationwillremaintoserveasEntryPointswithbustransportationforallContingents.

If your Contingent wishes to use KIX, pleaseconsider utilizing Shinkansen train to Shin-YamaguchiStationbyJapanRailway.PleasealsoconsiderarrivingatUBJbystop-overinHanedaAirport (HND) or FUK by stop-over in one ofmany connected airports such as KIX, NaritaAirport (NRT), Nagoya Airport (NGO), IncheonInternational Airport (ICN), Taiwan Taoyuan

International Airport (TPE) and so on. ThoseContingents who have informed the JamboreeOffice of the arrival and departure schedulebut have not received confirmation from theJamboreeOfficearerequestedtocheckwhetherthebusarrangementisavailable.

Travel Arrangement Survey In order to plan the transportation from theEntrypoints to the JamboreeSite,we requesteach Contingent to complete the “PreliminaryTravelArrangementSurvey”(Appendix12)andreturn it to the JamboreeOfficeby theendof10thNovember2014.Thissurveywillbeusedtodeterminethetrend.Actualtravelarrangementof individual IST members or Units shall beinformedbyParticipantRegistration.

Bicycles Therewillbealimitednumberofbicyclehire(orpurchase)available for ISTandCMTmembers.Forsafetyreasons,allcyclistswillberequestedto wear a helmet. Helmet will not come withthe bike, therefore please bring a helmet withyou or purchase one at the Jamboree. Furtherinformation about costs and the process forbicyclehirewillbeprovided ina futureBulletinorCircular.

Shipping items to the JamboreeIfyouwishtosendequipmenttotheJamboreeSite in advance, you should use containersor pallets measuring 6 meters/20ft as thesecanbeplaced in themainparkingareaat theJamboreeSiteforunloadingandaccessduringthe Jamboree. Larger containers cannot beunloadedneartheJamboreeSite.Palletsshouldbewrapped in plastic or havepallet collars astheywillbestoredoutdoors.

Shippingcanarriveat the JamboreeSite fromthe 21st July until the 24th July and have tobepickedupbetweenthe10thAugustandthe12thAugust.Goodswillnotbehandledoutsidethese dates. Contingents will need to provideuswithshippinginformationinadvance.Pleasecompletethe“PreliminaryGoodsTransportForm”(Appendix13),andsendittotheJamboreeOfficenolaterthan31stJanuary2015.Inadditiontotheinformationof“PreliminaryGoodsTransportForm”, we will also contact you for detailedinformationtocompletethepreparation.

IST Opportunities Catalogue The IST Opportunities Catalogue (Appendix14) distributed with the Registration Manualto registered Contingents is attached to thisBulletin. Contingents are reminded that eachISTmemberneedstoselectthreeJobChoicesas part of the registration process. Pleasenote that the JamboreeOfficewill not receiveapplicationsdirectlyfromindividualISTmembernor contact them directly. All the applicationsand communication will be coordinated withContingents.TheallocationoftheISTmemberswillbeinformedtoContingentsinMay2015.ItisthenuptoeachContingenttoinformtheirISTmembersoftheirjoballocation.

IST Training Uponarrivalat theJamboreeSiteon the25thandthemorningof26thJuly2015,ISTmemberswill receive IST training. Following thegeneraltraining, includingsiteorientation,providedbytheHumanResourcesDepartment,ISTmemberswillreceiveJob-specifictrainingprovidedbytheteamtowhichtheyareallocated.

IST Contact Person InBulletin4,werecommendedthatContingentsnominate,aspartoftheregistrationprocess,aCMT(s)whoisexclusivelydevotedtoISTissues.We intend to build relationships in the run-uptotheJamboreewithCMTsandContingents inordertoensureeffectivecoordinationduringtheJamboree,especiallyonISTissues.

IST (Update)

We are compelled to announce a furtherpostponementofthestartoftheonlinetraining,until February 2015, in order to allow further

develop the content. Additional information onthiswillbeincludedinBulletin6.

Safe from Harm Training (Update)

Asmentioned in Circular 2, we are no longeraccepting new applications for the HomeHospitality programme (HoHo) organised inJapanasthecapacityhasbeenreached.Ifyour

ContingentstillwishestoarrangeHoHo,pleaseconsider arranging it elsewhere in the Asia-Pacificregion.

ContingentswillbeofferedsupportfortheirownPR andmedia work at the Media Centre. ThesupportattheMediaCentrewillincludeaccesstopressmaterialssuchasfactsheets,newsreleases,photosandvideoclips,accesstoalimitednumberofcomputers,Wi-Fiforlaptopsandtabletcomputers,and some printing facilities. These facilities attheMediaCentrewillbeavailableforregisteredMediaContactPersons(MCPs)andjournalists.

Media Contact PersonEach Contingent is asked to appoint one MCPbycompletingandreturningthe“MediaContactPersonRegistrationForm”(Appendix15)bytheend of December 2014. Once we receive theforms,wewillcontactMCPsandshareJamboree-relatednews,whichcanbeusedformediawork

inyourNSO.Inaddition,MCPswillfunctionasthe contact points for Young CorrespondentsandarerequestedtoprovidenecessarysupportbeforeandduringtheJamboree.

Registering JournalistsWeencourageContingentstoinvitejournaliststotheJamboree.23WSJwillbeagreatopportunitytodemonstratethevalueoftheScoutMovement.To ensure effective support is provided,journalistsmustberegisteredbeforearrivingatthe Jamboree.Please completeand return the“NSO Journalist Registration Form” (Appendix16)bytheendofJune2015.PleasenotethatitistheresponsibilityoftheContingentstotakecareofthejournalistswhomtheybring,suchasforaccommodationandmeals.

At the 23rdWorldScout Jamboree, the YoungCorrespondentProgrammewillbeofferedtoenablerepresentativesfromeveryContingenttopromotetheWorldScoutJamboreetotheirlocalmedia.

Who can be a Young Correspondent?Young Correspondents must be selected fromamong the registered participating Scoutswho are members of Contingent. Each YoungCorrespondentshouldbeconfident,enthusiasticaboutScouting,andhaveadesiretosharethatenthusiasm.TheyshouldbeabletocommunicateinEnglishand/orFrench,bemotivatedtoworkasacorrespondent,andbewillingtosharetheirexperienceandrelatestoriestothemediaintheircountry.Whenmakinganappointment,pleasetake into account the desirability of balancewith respect to gender, age and geographicalorigin.Contingentswithupto200memberscannominate up to 2 Young Correspondents, andlarger Contingents can nominate one YoungCorrespondentforeveryadditional100members.

What Young Correspondents do?ThemainroleoftheYoungCorrespondentswillbe to tell the story of the Jamboree to thoseattendingtheJamboreethroughJamboreemediaandtothoseathomecountry.

YoungCorrespondentswillhavetheopportunityto:•Providestoriestothemediaintheircountry

•WritearticlesfortheJamboreemedia(newspaper,websiteandsoon)

•Learnaboutmediawork–howtowritearticles,usecameras,editvideoandsoon.

Intherun-uptotheJamboree,weareplanningtoprovidesometrainingforYoungCorrespondents,and establish an online platform where YoungCorrespondents can interact with one anotherand share stories. Further information will becommunicateddirectlytoYoungCorrespondentsviatheContingentMediaContactPerson.

TonominateoneofyourScoutstobeaYoungCorrespondent, please complete and returnthe “Young Correspondent Nomination Form”(Appendix17)bytheendofMarch2015.

Young SpokespersonsAmongtheYoungCorrespondents,theJamboreeMarketing and Communication Departmentwill select some Young Spokespersons. YoungSpokespersonswillspeaktoprofessionaljournalistsvisitingtheJamboree.Therefore,itwillbehelpfuliftheyhaveexperienceofworkingwithmediaorhavehadexperienceasaYoungSpokesperson.InordertonominateyourYoungCorrespondentto be a Young Spokesperson, please completeandreturnthe“YoungSpokespersonNominationForm”(Appendix18)totheJamboreeOfficebytheendofMarch2015.

The23rdWorldScoutJamboreewillofferaSpecialGuestProgrammeinvolvinginvitationofalimitednumber of prominent citizens of participatingcountriestotheJamboree.EachContingentcannominateSpecialGuestsusingthe“SpecialGuestNominationForm”(Appendix19).

Who might qualify as a Special Guest?ThoseeligiblefortheSpecialGuestProgrammewill include suchdignitaries asheadsof state,membersofparliament,governmentministers,andambassadorsrepresentingyourcountry,aswell as other prominent citizenswhowill helpyoubuildgreaterlinksbetweenyourcommunityandScouting. In principle, officials ofNationalScout Organizations should be registered asScoutGuests.

At the Jamboree siteWe will welcome Special Guest during theJamboree on the days excluding arrival anddeparturedays.Allarrangementswillbecloselycoordinated with the relevant National ScoutOrganizations.

Special Guest will have briefing and guidedtourontheJamboree.Ourinvitationwillcoverregistration,guidedtourandrefreshmentuponarrivalattheJamboree.

Registering Special GuestsContingents are invited to nominate SpecialGuests using the “Special Guest NominationForm”. This form needs to be returned to theJamboree Office by the end of March 2015,including the information on the nominee andanyone accompanying the nominee. In April2015,wewillsendaninvitationtoeachSpecialGuest inconsultationwith the relatedNationalScoutOrganization.PleasenotethatduetothelimitonthenumberofSpecialGueststhatcanbe accepted, not all those nominatedmay beabletoparticipateasSpecialGuest.

Therefore in order to avoid disappointment,please do not contact your proposed guestdirectlybeforeconfirmationfromtheJamboreeOffice.

Special Guest

AccessShuttle bus service (charged)will be availablefromShin-YamaguchiStationandYamaguchiUbeAirport. The schedule and price of the shuttlebuswillbeannouncedinBulletin6.FreeparkingisalsoavailableattheJamboreesite.

Day Visitor experienceDay Visitors will be greeted at the WelcomeCentreforcheck-inandwillbeconductedonaguided tourof theJamboreeSite.DayVisitorswillbeabletovisitthepublicaccessareassuchastheWorldScoutCentreandthePlaza.LightmealsandcuisinesoftheworldcanbeenjoyedatthePlaza.JamboreeitemscanbepurchasedattheScoutshop.

The Jamboree Site may be hot during theJamboreeandtheremaybeoccasionalrain.DayVisitorsarerecommendedtopreparefortheseconditions.

cateringincludingdrinks. JPY800perpersonfordrinksonlyContingentsthatdonotrequirecateringwillbechargedtheroomfeeaccordingtotheroomsizetheywishtoarrange.

Asforfoodatreceptions,thereareverystrictfoodsafety regulations in Japan on the preparationandservingoffoodataneventliketheJamboree.Wewillcoordinatewithprofessionalcaterersand

plantoprovidesetmenusatasetprice.

The reception tent will be divided into severalspaces;eachspacewillbeabletoaccommodate50to200peopleatatime.Formorethan200people,acombined roomwithopenspacewillbeavailable.Thereceptiontentwillbeequippedwithanaudiosystem.

Contingentswishingtoarrangeareceptionneedtocompleteandreturnthe“ContingentReceptionApplicationForm”(Appendix21)indicatingtheirpreferreddayandtimeandtheestimatednumberofguestsbytheendofMarch2015.ThefeeforthereceptionneedstobereceivedbytheJamboreeOfficebytheendofMay2015.Pleasenotethatweonlyhavealimitednumberofreceptionareasandtimeslots,andbookingswillbeacceptedona first-come, first-served basis.We encourageContingentsthatareplanningtohostareceptionto send the completed form to the JamboreeOffice as soon as possible.Wealso encourageContingentstoco-hostareception.

Contingent Receptions

ContingentscaninvitealimitednumberofofficialsfromtheirNationalScoutOrganizationstovisittheContingentat the Jamboree.ScoutGuestsshould be registered in advance by returningthe completed “Scout Guest Application Form”(Appendix 20) to the Jamboree Office by theendofMarch2015.PleasenotethatContingentsneedtotakeresponsibilityfortheinvitedScoutGuestsforthedurationoftheirstay.

ScoutGuestscanstayforamaximumof2nightsand3daysduringtheperiodfromthe29thJulytothe7thAugust,andneedtoenterandleavetheJamboreebetween9:00and17:00.

For accommodation, Contingents can arrangetheirowntentsorusetheJAMTELatadditionalcost.MoreinformationonJAMTELcanbefoundonPage14.

Fee:JPY5,000perpersonperdayFeewillincludeneckerchief,IDcard,Handbook,3mealsattheStaffRestaurant.

Scout Guests will need to check in at theWelcomeCentre andwill thenbeput in touchwiththeirContingentthatwillberesponsibleforthemthroughouttheirvisit.

Delegates for Peace Memorial CeremoniesAs mentioned in Bulletin 1, there will be aspecialprogrammecoveringtheHiroshimaPeaceMemorialCeremony,whichwillbeheldonthe6thAugust2015.ThisprogrammeinHiroshimawillcompriseattendanceattheCeremony,presentingpapercranesattheChildren’sPeaceMonument,communityserviceatHiroshimaPeaceMemorialPark,andexchangeswithScoutsfromHiroshima.

Wearealsoplanning to senddelegates to thePeaceProgrammeinNagasakifromthe5thtothe6thAugust2015.Thisprogramme inNagasakiwill comprise visiting the PeaceMemorial ParkandparticipationinNagasakiPeaceForumwithlocalstudents.

Contingents will be asked to select delegates(Scouts,notLeaders)tothosePeaceProgrammes.Further information and the appointment formwillbedistributedinBulletin6.

Jamboree Contingent Programme – Reminder - In Circular 2, we distributed the “JamboreeContingent Programme Information Vol.1” andapplication form.Wewould like to remindyouthat the deadline for applications for grantsis the end of October 2014. The applicationswill be reviewed by the Jamboree ProgrammeDepartmentandeachContingentsubmittinganapplicationwillbeinformedoftheamountofthegrant(uptoJPY100,000)fromNovember2014.

Jamboree Song – “A Spirit of Unity”The23WSJSong,“ASpiritofUnity”isavailableon the23WSJwebsite togetherwith the lyricsand score (also attached to this Bulletin asAppendix22).Let’spractisetheJamboreesong

andsingtogetherattheJamboree!Itmightbeagoodideatomakeaversioninyourlanguage.

Inaddition to the Jamboree song,wehope toshareafewsongsfromJapan.Oneis“Flowerswill bloom (Hanawa saku)”, a songwritten tosupport the recovery of areas affected by theGreatEastJapanEarthquakein2011.Wehopeto sing the English version of this song witheveryone at the Jamboree.
