PE Won't Extend LeaseOn LB Rails Beyond Dec. 31

THE PACIFIC ELECTRIC RAIL-WAY has informed the Authoritythat the lease under which MTAoperates service on the PE tracks be-tween Los Angeles and Long Beachwill not be extended beyond Dec. 31.

Gerald G. Kelly, general counselfor MTA, told the Authority at theSept. 6 meeting:

"This unilateral and arbitrary ac-tion of the Pacific Electric raises twoserious questions: one, the right ofMTA to compel PE to consent to theuse of the tracks; and second, theright of MTA to terminate the leasewith PE on facilities at Sixth andMain."

C. M. Gilliss, executive director,pointed out at the meeting that MTAwould have "a lot less use" for Sixthand Main facilities without the use ofthe tracks. The lease runs until thefall of 1963.

The Authority directed Messrs.Gilliss and Kelly to determine whatrights MTA has in this matter.

Bids to Be SoughtFor 175 New Buses

THE SEEKING OF BIDS for thepurchase of 175 new 48-to-51-passen-ger buses at an approximate tost of$5,300,000 was authorized by theAuthority at its Sept. 6 meeting.

"The purchase of the new vehicleswill enable the Authority to retire 180older-type buses of 45-passenger ca-pacity and assign new buses, togetherwith other modern equipment, to allmajor lines," said Executive DirectorC. M. Gilliss.

The greater seating capacity of thecoaches, together with expected sav-ings in fuel, tires, and replacementparts, will save MTA from $325,000to $339,000 a year, Mr. Gilliss de-clared.

One hundred fifteen of the buseswill be of the urban type and 60 of

DMJM Submits Final ReportShowing Technical Data

A FINAL TECHNICAL REPORTon rapid transit systems, routes, andcosts was submitted to the AuthoritySept. 6 by Daniel, Mann, Johnson,and Mendenhall, consulting engineers.

The 125-page report gave detailssupporting the recommendation whichthe consultants made June 27 that themost economical system to build andoperate would utilize fast, rubber-tiredelectric trains, and would run mostlyoverhead, without subway.

The final report described tworoutes for a rapid transit system, theone which was recommended June 27and an alternate route, partially insubway. Cost estimates were given forbuilding different rapid transit sys-tems along the alternate routes, alongvarious combinations of the tworoutes, and along shortened routes.

Three DepartmentsTo Move to Macy St.

RELOCATION of the headquar-ers of the Way and Structures, Elec-trical, and Mechanical Engineeringdepartments from Division 2 andVernon Yard to the Macy St. propertywill occur before the year is over,according to General Manager ConeT. Bass.

The former warehouse near MacyGarage will be altered so as to makeoffices for these three departments,Mr. Bass said.

The present building at Division 2where offices are located is to be torndown.

Equipment and materials stored atVernon Yard will be moved to Macy,Mr. Bass said.

New Safety Committee FormedTHE FORMATION of a staff

safety committee in the Transporta-tion Department was announced byGeorge F. Goehler, general superin-tendent, early in September.

"To take a good hard look at everyangle of safety as it relates to theTransportation Department, and tosee what can be done to improvesafety practices" is the purpose of thenew committee, according to JackStewart, assistant general superinten-dent of transportation and chairmanof the committee.

"We're interested in making MTAthe safest transit operation in thecountry," he declared. "To accom-plish this purpose—and we know itcan be done—we are undertaking anexpanding program which will beginwith the consideration of every possi-bility of reducing accidents, as well asthe consideration of means of still

further improving morale among ouroperators.

'Because safety is a many-sidedprogram, we hope eventually to haverepresentatives from all departmentson the committee. Already we haveinvited a representative from Equip-ment Maintenance.

"The staff safety committee willsupplement—not supersede—the pre-sent Safety Department, two mem-bers of which are on our committee.We will make much use of the sta-tistical information on accidents fur-nished by Safety Engineer Joe Pruts-man and his staff, and will also learnfrom them the steps toward greatersafety being taken by other transitoperations whose safety programs arebeing handled by Transit Casualty,"Mr. Stewart concluded.

Test Your Driving Skill!General Superintendent Urges All Employees

To Visit the Safety Coach At Their Divisions

AN OPPORTUNITY for all em-ployees to find out their strong andweak points as drivers is currentlybeing given in the Transit CasualtyCompany's safety coach at the variousdivisions. Loaded with driver-testingdevices, the coach is stopping forfrom one to three days at the divi-sions. Hours are from 8:00 a.m. to4:00 p.m.

All employees, whether they havedone so before or not, are urged byGeneral Superintendent of Transpor-tation George F. Goehler to test theirvision, Kearing, and reaction time onthe apparatus installed in the coach.

"I am sure you will find informa-tion that will be helpful to you," hedeclared. "Fear of failure on the testsshould deter no one from takingthem," he continued. "No record iskept of anyone's performance, goodor bad."

The safety coach tour of divisionsis now about at the halfway mark. Theremaining schedule is:

Safety Coach(1) On entering the safety coach,Operator Kenneth R. Moore looks intothe glass, is greeted by Safety Sam,the electronically operated puppet, andsees—himself! "You're the best safetydevice known," says Safety Sam. (2)Safety Supervisor Francis J. Donnellytests Mr. Moore's vision for keenness,depth perception, side vision, andcolor perception. Accident Facts Now WeeklyIN AN EFFORT to reduce acci-

dents by getting information on themto key Transportation Departmentpersonnel more quickly than has for-merly been possible, the Safety De-partment is producing three new typesof weekly statistical reports, it is an-nounced by Safety Engineer JoePrutsman.

One report shows the four kinds ofaccidents which last year (1959) ac-counted for 11% of the accidents butrepresented 46% of the total claimcosts. The report shows the number ofthese accidents by types for each divi-sion.

A second report shows the totalnumber of accidents of all kinds bydivisions for the current week as com-pared with the previous week.

The third report shows lines whichare experiencing a higher traffic—or

passenger—accident rate than the Sys-tem average, on the basis of the pre-vious six months. On this report abogey is set up for each of the high-accident-rate lines. The bogey is thenumber of accidents the line may notexceed in one week without also ex-ceeding the system accident frequencyrate.

Those lines which exceed this rateare designated as target lines; that is,lines to which special attention will begiven by the Transportation Depart-ment in an effort to bring the ratewithin the bogey.

"Reports of accident statistics havepreviously been issued on a monthlybasis," Mr. Prutsman pointed out."By bringing them out weekly, wecan Spot the trouble before it has achance to grow—the information isn'tcold."

Safety Refreshers for AllAUDIENCE PARTICIPATION is

a special feature of a new type ofhour-long refresher course being of-fered 'at the various divisions by theSafety Department.

All employees, according to SafetyEngineer Joe Prutsman, are invited toattend these meetings, which are be-ing held on scheduled dates in thedivision instruction rooms.

Looming large among the subjectsof discussion are time, distance, andspeed and their relation to transit ve-hicle operation. An effort is made tosharpen the ability of the Operator togauge time and distance so that hemay drive more safely, and also sothat if he should ever be called to thewitness stand in an accident case, hisanswers to questions concerning time,distance, and speed will be reasonablyaccurate estimates instead of mereguesses, Mr. Prutsman explained.

"For instance, in order to improvethe ability of employees to estimatethe passalte of time, we may ask agroup to start at a given Signal andraise their hands when they think 10seconds have passed," declared thesafety engineer. "We know from ex-perience that the hands go up at manyvaried times. But when we suggestmentally counting the seconds start-ing with 1001, the variation in hand-raising decreases. We find that em-ployees like such audience participa-tion activity and profit by it."

Many visual aids are used in therefresher course in order to create amore lasting impression on the mindsof the learners.

"Consult your division bulletinboard for the date and time of thecourse scheduled in advance at yourdivision," advises the safety engineer."We will also hold other sessions ifthere is sufficient demand."

Now operating on the PasadenaOak Knoll and Pasadena Short Lines,from whose passengers the lettercame, the veteran began his transitservice Sept. 10, 1917, with the Paci-fic Electric Railway as conductor andmotorman on all lines out of Pasa-dena. From 1921 to 1935 he carriedpassengers and freight regularly onthe Mt. Lowe line. He also worked onthe one-man local cars in Pasadenauntil they were replaced by buses inthe mid-thirties.

Mr. Hunt, who has Iived in thePasadena area since 1915, was mar-ried in 1919 and lives with his wife,Bernice, at 126 W. Manor St., Alta-dena.

In his spare time, Mr. Hunt, whowill reach retirement age in 1962,plays tennis regularly twice a week.

In order to keep passengers happy,he says, "Just be kind to them."

Division 12, Long BeachMTA's Sole Division Offering

Bus and Interurban Rail Service

IN LONG BEACH, on the eastbank of the Los Angeles River-usually referred to as the "flood con-trol" at that point because of leveesbuilt along both banks as the river ap-proaches the harbor—and south of theAnaheim St. bridge across the sameriver, is MTA's one interurban railand bus division, known as Division12.

Those unfamiliar with the divisionoften have trouble reaching it, eventhough they can see the red rail carsand the green-and-white buses in the

yard from the Anaheim St. bridge.The simplest directions for reachingit from Los Angeles have come fromTed Huemerich, foreman of the railmaintenance yard.

"Leave the Long Beach Freewayat Anaheim St. and go east across theriver," he said. "Turn right at thefirst light signal—that's Daisy St.-and from then on keep turning rightevery chance you get, even at ChesterPlace, where there's a sign that says,'Not a Through Street.' Chester Placebecomes a little road that turns to the

right around a paper warehouse. Fol-low it and pretty soon you're at thedivision."

The first building one reaches whereMTA work is carried on is the LongBeach Garage, presided over by Fore-man Joel D. ("Shorty") Hall. Some50 yards farther on down the roadone can see the red interurban cars

standing in a rail yard, just to theright of which is a long thin buildingknown as Fairbanks Car House. Thisis the domain of Maintenance Divi-sion Superintendent Wheeler F. Ellisand Mr. Huemerich. (Mr. Ellis, as in-dicated in the August issue of THEEMBLEM, is also superintendent atDivision 20.) Near the car house and

just to the west of the tracks is abuilding which houses TransportationDepartment activities under the super-vision of Division Superintendent Ro-land W. Krallt.

GARAGE AND CAR HOUSE

At the garage, Mr. Hall maintains47 buses on a seven-day a week basiswith the assistance of three shifts ofworkers, including three leaders, sev-en mechanics, three utility "A's"(men cleaners), one utility "B" (wo-man cleaner), a clerk, and a janitor.The clerk serves both the garage andthe car house.

Long Beach Garage maintains allbuses on Lines 33, 34, 37, and 66;and many of the buses on Lines 55,59, and 61. Some coaches on Lines55 and 61 are maintained at MacyGarage; some on Line 59, at River-side Garage.

At the Car House, the 33 big inter-urban rail cars and two line cars usedon the Los Angeles-Long Beach line

(36) are maintained by three shiftsof mechanics and cleaners workingaround the clock seven days a week,as at the garage. The total forte con-sists of three leaders, 16 mechanics,three utility "A's," seven utility"B's," and a clerk.

A world of experience is at thecommand of Messrs. Ellis and Huem-erich. According to the latter, theaverage Car House mechanic hasserved MTA and its predecessors forover 30 years. Thomas Cassidy ob-served his 48th year of service onJuly 3. Tom Higgie has worked over40 years; H. B. Cherry, nearly 40years; G. M. Boswell, 39 years. Lead-ers Mattie Laakson and Frank E. Had-sell have served, respectively, 381/2and 34 years.

TRANSPORTATION DIVISION

Under the leadership of Superin-tendent Roland W. Krafft of theTransportation Division, 154 opera-tors man the vehicles on the one rail

line and the seven bus lines whollyor partially within Long Beach juris-diction. Assignments are made en-tirely at Division 12 for the Los An-geles-Long Beach Rail line (36) andfor four bus lines, including SanPedro - Wilmington - Compton (33),Los Angeles - Bellflower (34), Har-bor Freeway Flyer (37), and Hunt-ington Park - Long Beach - San Pedro(66). Three bus lines are assigned inpart by Long Beach and in part byother divisions: Los Angeles - New-port Beach - Balboa (55) and LongBeach - Pasadena (61) partially byDivision 11 (Sixth and Main Sts., LosAngeles); and Long Beach - River-side (59) partially by Division 11and Division 9 (El Monte).

Assisting Mr. Krafft are seven di-vision clerks, of which three are regu-lar men, one, relief, and two, extra;and a stenographer. One instructor,E. B. Stowe, is assigned to the LongBeach Division.

TWO EXTRA BOARDS

The office routine is typical of thatin other divisions except for the factthat Long Beach has two extra boardsinstead of one, according to Mr.Krafft. "That's because this divisionhas both rail and bus service," he

said. "One board is for operators whoare qualified as both motormen andbus drivers; the other, for operatorswho are qualified as both conductorsand bus drivers."

As stated in the August issue ofTHE EMBLEM, Long Beach operat-ors responded 100% to see the safetyfilm, "Knowing's Not Enough."

HEADS PROUD OF DIVISION

"This response was typical of thefine cooperation my men alwaysgive," said Mr. Krafft. "They havealso responded splendidly to the newemphasis on the securing of courtesycards and the reduction of accidentsin the current safety program underthe leadership of Safety Engineer JoePrutsman. I'm proud to be associatedwith such a group."

And, of course, Messrs. Ellis, Hue-merich, and Hall are equally proudof their maintenance forces.

Assistant General Manager M. Ed-win Wright, who has general super-vision over both maintenance andtransportation, stated, "I'm proud ofall our divisions and I'm not takingsides, but it can certainly be said thatLong Beach Division, transportation-and maintenance-wise, is as fine asany on the MTA system."

Two New DepartmentsCreated by Authority

T WO NEW DEPARTMENTS,one entitled the Office of the ChiefEngineer and the other, Real PropertyManagement, were created by theAuthority, effective July 1.

Headed by Chief Engineer ErnestR. Gerlach, the Office of the ChiefEngineer, Department 2400, includes13 members of the former PlanningDepartment—the title of which hasbeen discontinued, and the number ofwhich, 3100, has been assigned toReal Property Management.

The latter department, headed byReal Property Manager Charles E.Haudenschield, consists of 36 build-ing employees of the Transit Author-ity Building, the Sixth and Main Sts.Depot, Division 11, and Whittier Sta-tion; and 48 telephone and informa-tion operators.

All employees in Real PropertyManagement were transferred fromthe Transportation Department exceptbuilding employees of the TransitAuthority Building. These last weretransferred from the AdministrativeDepartment, 2100.

Haudenschield AssumesNew Responsibilities

DEPARTMENT HEAD STATUSwas given Charles E. Haudenschield,real property manager, when the Real

Property Man-agement Depart-ment was estab-lished July 1.

He now hasthree major fieldsof duty, carriedout under the su-pervision of thegeneral manag-er's office.

Two of theseC. E. Haudenschield fields of duty areindicated in the story on the two newdepartments elsewhere on this page.The third is handling matters relativeto the management, purchase, or leaseof property necessary to the Author-ity's operations; as well as mattersrelative to the sale, lease, or use ofAuthority property by other persons.

Mr. Haudenschield began his tran-sit career in 1945, and has served asOperator, schedule maker, traffic an-alyst, and building manager.

Coverdale and Colpitts Re-EmployedTHE AUTHORITY has re-em-

ployed the consulting firm of Cover-dale & Colpitts to find the answers tofour questions essential to the devel-opment of rapid transit in the LosAngeles area.

The questions are:How many people will ride the 75 -

mile rapid system now proposed?How much revenue will their rid-

ing produce?How much of this revenue will be

required for Operation and mainten-ance of the proposed system ?

How much revenue will remain topay interest and principal on the half

billion dollars that would have to beborrowed to build the system?

Coverdale and Colpitts, employedfor 90 days beginning Sept. 6, is tocomplete its work at a tost not to ex-ceed $25,000, according to ExecutiveDirector C. M. Gilliss. The firm willuse information previously gatheredin its origin and destination survey,together with the engineering datasubmitted to the Authority June 27 byDaniel, Mann, Johnson, and Menden-hall.

MTA tabulating facilities and em-ployees will be used to process thedata.

War Medical Training HelpsOperator Revive Motorist

HIS MEDICAL TRAINING inthe Korean war enabled OperatorWilliam R. Hardie, of Division 5, torender first aid to a motorist on a

morning in mid-August.

While north-bound on West-ern Ave., on aLine 84 run, Mr.Hardie, who serv-ed as a medicalaide in the 187thAirborne Battali-on in Korea, no-ticed the erraticmovements of an

automobile which had just started upfrom the curb. Looking through therear view mirror of the auto, he sawthe driver toss his arms and slumpback in the seat.

"From his actions, I was sure hehad had a heart attack," said theOperator.

A woman sitting beside the victimmade no movement to assist as thecar weht crazily along.

The operator was able to stop hisbus, run to the car, turn off the igni-tion, and successfully give first aiduntil the ambulante came.

Singer, at car corner, painted the car inside and out in MTA colors afterstandee windows had been eliminated and car had been reconditioned and prepared forpaint. Approximately 130 gallons of paint, paint thinner, and undercoating were used.Seats were re-upholstered, rubberized flooring was placed in vestibules and on steps, andnew cords for bell signals, register, and emergency stops were installed.
