The ruling party was changed in the 2009 general

election. The new policy for flood control is that

“depends as little as possible on dams”.

The Ministry established “The future flood

management advisory board” in December, 2009.

It released the interim report in September, 2010.

Evaluate ongoing projects based on “cost,
