Spanish quotations for both paddy and milled rice remained relatively stable during the week

September 14-20, 2015 compared to those in the week September 7-13, 2015, according to data

released by the Ministry of Agriculture.

The data shows that Indica paddy in Badajoz grain exchange was firm at 280 euros (about $312)

per ton during the two weeks. Indica paddy in Sevilla grain exchange was also firm at 286 euros

(about $319) per ton during both weeks.

Japonica paddy in Badajoz grain exchange did not move from 290 euros (about $323) per ton

during the two weeks. Japonica paddy in Sevilla grain exchange was firm at 286 euros (about

$314) per ton on both weeks.

Milled rice in Tarragona was out at 580 euros (about $647) per ton during both the weeks. Milled

rice in Valencia also remained firm at 597 euros (about $657) per ton on both weeks.

Milled rice in Badajoz was shown at 570 euros (around $630) per ton in the week September 14-

20. It was shown at 526 euros (about $587) per ton in the Sevilla exchange. These quotations

were not present last week.

India 2015-16 KMS Rice Procurement Target

High, Say Analysts

Analysts have expressed concern that India's rice procurement target of 30 million tons for 2015-

16 kharif marketing season (October - September) seems to be high given the production

prospects during the on-going kharif crop, according to Business Standard.

India received 15% below-average rainfall as of September 17, according to the Indian

Meteorological Department (IMD). The North-west, Central, Southern and North-East regions

received 21%, 18%, 13% and 8% below-average rains respectively. However, the IMD expects

most parts of the country to receive normal to above-normal rain from September 19 to October

3, 2016.

Analysts told local sources that the revival of monsoons in the third week of September may not

be of much help to paddy in most parts of the country. But improvement of rainfall during

October may help some long-duration varieties in the eastern states.

Though the actual impact of the below-average rains can be known precisely in the first week of

October, analysts are expecting a 5% decline in the 2015 kharif paddy rice output. The

government of India also in its first advance production estimates of major Kharif crops during

2015-16 forecasts 2015-16 kharif (June - December) rice production at around 90.6 million tons,

slightly down from around 90.86 million tons in 2014-15.

However, a senior Food Corporation of India (FCI) noted that "the fears of low procurements are

exaggerated as the irrigated states contribute close to 14 million tons." "The draught-like

situation in Chhattisgarh and Odisha can make a dent in meeting the target, but we will try to

make up for the loss by ramping up procurement in states like Assam and Madhya Pradesh," he

added.

The procurement of short-duration, early sowing varieties of paddy would begin from October 1,

2015 in Punjab, Haryana and Uttar Pradesh, according to local sources.

Thailand Exports 6.9 Million Tons of Rice in

January 1 - September 22, 2015; Down 5%

from Last Year

Thailand has exported around 6.9 million tons of rice during the period January 1 - September

22, 2015, down about 5% from around 7.26 million tons exported during the same period last

year, Reuters quoted a Commerce Ministry official.

The Director General of the Ministry's Foreign Trade Department told reporters that Thailand

will achieve its annual export target of 10 million tons despite a likely fall in production due to

drought.

"We believe there is still a chance to achieve this target as many other countries are starting to

increase their rice imports due to their own drought impact as well," she was quoted as saying.

According to the official, average rice export quotes declined by about 3% y/y to around $480

per ton.

The military government is preparing to auction around 462,931 tons of stockpiled rice on

September 29, 2015. This is the seventh auction this year and the eleventh one after the military

government took over in May 2014. The government sold around 4.56 million tons of rice

raising around 48.6 billion baht (around $1.36 billion) from the first ten auctions.

The military government is still holding over 13.5 million tons of rice in its stockpiles.

Philippines Researchers Recommend

Capillary-Based Irrigation System to Cope

with El Nino

Researchers from the Philippine Rice Research Institute (PhilRice) have recommended a

capillary-based irrigation system to help small-scale farmers to cope with the El Nino-induced

drought conditions, according to a news release on the PhilRice website.

The system will serve as an alternative to the drip irrigation system, which is considered costly

for ordinary farmers, say PhilRice researchers.

Drip irrigation system involves delivery of water through a pipe distribution network of the main

pipe, sub main, manifold and lateral pipes. The water is emitted through small outlets or drippers

into the soil to be irrigated. On the other hand, in the capillary irrigation system, the water flows

from the water source towards the capillary pipes, and through gravity, the water is introduced

directly to the crops through a wick. The system is cheaper than the drip irrigation system

because it can be made from cheaper or even recycled materials rather than conventional plastic.

The Lead researcher of the project noted that the wick is biodegradable as it is made from cotton

yarn and is readily available. It has a uniform water discharge rate (WDR) of 32 millilitres per

hour (ml/hr) at temperatures between 36-37 degrees centigrade. He also noted that the distance

between the water level and the tip of the wick does not affect the WDR.

Researchers say the system can last for at least two cropping seasons.

Indonesia Statistics Agency May Rework on

2015 Paddy Rice Production Estimates

Considering El Nino Effect

Indonesia's Central Statistics Agency (BPS) may re-estimate this year's paddy rice production

figures after taking into effect the effect of El Nino on the crops, according to local sources.

The BPS Head told local sources that its estimate of 75.5 million tons was based on real

production between January and April and the potential losses from the El Nino induced drought

conditions between May and December were not considered.

He noted that the BPS production estimate between May to August based on total cultivated

lands from the prior four months, while the estimate from September to December was based on

last year's pattern. ―But the prediction for May to August needs to be recalculated to include the

El Niño impact. For the government’s policy, there is additional information to be considered

such as harvest failure,‖ he was quoted as saying.

The Vice-President of the country has urged the BPS to re-evaluate the data, saying the estimates

was too high. He noted that the government may have to import rice to ensure adequate stocks.

He noted that the country's output may not be sufficient to meet the consumption demand of the

country. The country's current stocks of 1.7 million tons would not be sufficient to meet the

consumption demand of around 2.7 million tons.

USDA estimates Indonesia to produce around 36.3 million tons of rice, basis milled (around

57.17 million tons, basis paddy), and import around 1.25 million tons of rice in MY 2014-15

(October - September).

Government of Thailand Plans to Modify

Bidding Rules for Upcoming Auction

The government of Thailand is planning to modify bidding rules for the upcoming auction on

September 29, 2015, to encourage a healthier price competition, according to local sources.

The Commerce Ministry will reportedly auction about 462,931 tons of stockpiled rice in the next

auction. As per the new rules, the government is understood not to disclose the floor prices in the

terms of reference. The changes in the bidding rules follow criticism that offer prices were too

low in the recent two auctions. The government is also cautious to ensure that the auction does

not negatively impact the market prices.

The Foreign Trade Department under the Commerce Ministry has called on the interested parties

to submit documents for qualification checks on September 28. 2015.

Meanwhile, the National Rice Policy Committee chaired by Prime Minister has ordered all the

provincial governments to supervise the stockpiles to decide on the amount of good-quality and

rotten rice. The findings are understood to help the government decide on appropriate pricing of

the stocks. The inspection of rice stored at 1,800 warehouses across the country is likely to be

completed by mid-October.

The military government still holds 13.5 million tons of rice in its stockpiles. It sold around 4.56

million tons of stockpiled rice raising around 48.6 billion bahts (around $1.36 billion) since it

took over in May 2014.

World's Largest Rice Database Available

Online to Help Researchers Develop New

Varieties

Information on the genetic sequence of 3,024 rice varieties from 89 countries is now available

for free on the Amazon Web Services (AWS) Public Dataset and can be used by researchers to

develop new varieties of rice. They can develop rice varieties that have high nutritional value;

high tolerance to pests, diseases, and environmental stresses; require less water, fertilizer, and

pesticides; as well as emit lesser greenhouse gasses.

The dataset was formed by sequencing the genomes of 3,024 rice varieties and lines housed in

the International Rice Research Institute (IRRI) and the Chinese Academy of Agricultural

Sciences (CAAS). The information in the dataset is useful to understand natural genetic variation

in rice and apply the same for large-scale discovery of new genes associated with economically

important traits.

When researchers combine the genomic sequences (that are formed from diverse set of rice

varieties) with phenotyping observations, gene expression, and other information, they can

establish unique gene-trait associations and build predictive models, which can be further useful

in developing new rice breeds.

The 3,024 genomes are particularly analyzed against five popular varieties that represent the

three main subgroups of cultivated rice—indica, japonica, and aus.

According to a Senior Scientist in the IRRI's T.T. Chang Genetic Resources Center, the dataset is

immediately useable. "It also comes with tools to help researchers visualize and analyze genetic

information," he said.

The Director of the Arizona Genomics Institute at the University of Arizona said: "the dataset is

a powerful tool that will unite researchers from around the world to help drive the next green

revolution."

Chicago rough rice futures for Nov delivery settled 16.5 cents per cwt (about $4 per ton) higher

at $12.910 per cwt (about $285 per ton). The other grains finished the day higher; Soybeans

closed about 0.2% higher at $8.6300 per bushel; wheat finished about 2.3% higher at $5.0700

per bushel, and corn finished the day about 0.7% higher at $3.8300 per bushel.

U.S. stocks traded in a range Wednesday as investors weighed oil prices and weak

manufacturing data in China, amid a rally in Europe. The major averages struggled to hold slight

gains. The Dow Jones industrial average briefly fell more than 100 points, remaining in

correction territory or more than 11% away from its 52-week high. The S&P 500 and Nasdaq

composite were within 10% of their 52-week highs. Investor focus remains on the Federal

Reserve and concerns about slowing growth in China. Asian shares skidded deeper into negative

territory following the data, with the benchmark Shanghai Composite stock index closing more

than 2% lower. Japanese markets were closed for a holiday. European markets reversed early

falls but gave up gains to close mildly higher, with the DAX up less than half a percent.

Investors also eyed Fed speakers for clarity on the central bank's decision last week to keep rates

unchanged amid concerns about global growth. Atlanta Fed President Dennis Lockhart reiterated

in remarks Wednesday that a 2015 rate hike is still likely, Dow Jones reported. Fed Chair Janet

Yellen is scheduled to speak Thursday. In early afternoon trade, the Dow Jones Industrial

Average declined 82 points, or 0.5%, at 16,248. The S&P 500 traded down 6 points, or 0.3%, at

1,936, with materials leading eight sectors lower and utilities and information technology the

only advancers. The Nasdaq traded down 7 points, or 0.15%, at 4,749. Gold is trading about

0.5% higher, crude oil is seen trading about 3.6% lower, and the U.S. dollar is seen trading about

0.2% lower about 1:30pm Chicago time.

Tuesday, there were 418 contracts traded, down from 223 contracts traded on Monday. Open

interest – the number of contracts outstanding – on Tuesday increased by 193 contracts to

10,960.

Italy Paddy Sales Pick Up in New Crop Year

Despite a Slow Start

Italian paddy sales in the new crop year 2015-16 (September 1, 2015 - August 31, 2016) are

picking up despite a sluggish start, according to data provided by Ente Nazionale Risi, the

National Agency for Rice. Paddy sales have been sluggish in the first week due to low

availability of stocks.Around 89,683 tons of paddy were sold as of September 22, 2015; up about

3% from around 87,071 tons sold during the same period in the 2014-15 crop year.

About 39,757 tons of paddy have been sold during September 15-22, 2015. About 20,627 tons of

Long A varieties (including 8,282 tons of Loto-Ariete, 3,813 tons of Arborio-Volano, and 2,133

tons of Baldo varieties), around 12,261 tons of Long B varieties, and around 6,869 tons of round

varieties were sold during the week.Local sources they currently there is no information on the

available amounts or the remaining stocks from the last crop year. However, most of the last

year's stocks are expected to be worn out by this time.
