Merita Waitoa-Paki was last week appointed principal of Rich- mond’s Te Kura Kaupapa Maori o Tuia te Matangi. She says the re- gion is one of the lowest Te Reo speaking centres in New Zealand, but the introduction of the school will not only increase the number of Maori speakers but also ensure the language is not forgotten. “Research says that in 20 years it will be lost,” says Merita. “It’s our campaign to ensure that our mother tongue doesn’t become a language that is part of the 200- odd indigenous languages that researchers say will be lost in the near future. It’s all about the cul- ture, your identity, what makes us unique being Maori in Aotearoa.” e kura will be open in term three of this year and the first stages of the building process be- gan last week behind Salisbury School. Te Kura Kaupapa Maori o Tuia te Matangi is a co-educational school catering for new entrants through to year 13 students. It will apply for National Certificate of Educational Achievement ac- creditation and currently there are 31 students enrolled, however the majority will be in the junior syndicate. of Maori speakers. Students need to be able to speak Maori outside of the classroom.” It’s something that won’t just happen over night. Because a lot of the whanau, they only have one language. But it’s creating a community, inviting and bringing in a new language.”The short term focus will be building the word bank of the students that are new to Te Reo. English will be taught in time, but the im-mediate future will focus on creating a real Maori environment.Merita has worked in Maori immersion schools with a roll of 140 students. But she says the smaller the capacity, the easier it

is to ensure all of the students are learning at a successful rate. The higher the school roll gets, the more Maori language teachers that need to be brought in. She hopes that by 2017 the school will not have more than 100 students. “We don’t want to get too big, too soon.”While she has been appointed principal, Merita says it is the whanau that “govern” the school. “They drive the school. Main-stream schools have board of trustees and with this kind of school, the mana, the sta-tus really goes to the whanau. It’s all about empowering our people.”Te Kura Kaupapa Maori schools have been in New Zealand for nearly 30 years.Merita will officially begin work at the school in term two.

Tasman District Council’s new chief executive says he is looking forward to the challenges that face him and getting to know the region.Lindsay McKenzie was appointed to the role as CEO yesterday, announced mayor Richard Kempthorne. And it appears he will be missed in his current role as the chief of Gisborne District Council. One employee told Waimea Weekly he was “a choice guy” and The Gisborne Herald editor Jer-emy Muir said he would be a “huge loss” to their region. “You guys are very lucky to have him,” he said.Speaking shortly after the appoint-ment, Lindsay says the pull of moving back to the South Island and to such a beautiful region was strong.“I actually had a pitch for the Tasman role in 2006 when it was vacant but missed out. I was born and breed in the South Island and there was a strong desire to live and work in the area.”Lindsay will replace Paul Wylie, who left to take up a role at the Buller Dis-trict Council last year. He will make the move south after finishing a three month notice in Gisborne. The appointment of Lindsay will keep council focused on its key goals says Richard and is an exciting move for the region. “Throughout the [hiring] process councillors were united in the need to find someone who brought proven leadership with a focus on delivering sound community outcomes. Add to that an awareness and famili-arity with the obligations and objectives of a uni-

tary authority and I believe the council has made a sound choice.”Lindsay says he is a natural collaborator, has a strong science background and will bring key goals of rates affordability and economic perfor-

mance with him.He has worked in local government since 1994 and was general manager of Southland Regional Council before taking up a five year role with Gis-borne’s council. He is originally from Invercargill.He says dealing with the amalgama-tion – of which the region will get some clarity on next week when the Local Government Commission an-nounces whether the issue will go to the polls – will be one of his earliest

challenges. “There are a number of different ways it can go and I don’t have a crystal ball. But whether we are managing a transition with Nel-

son or having to rebuild a relationship with Nelson City Council I’m up for the challenge.”Richard says choosing a candidate with experience was important.“Lindsay comes to Tasman with a proven track record and is a highly-experienced chief executive officer who has delivered in a district not dis-similar to Tasman. He is well aware of the current challenges facing the district and his experience will prove invaluable as we continue to deliver

affordable and sustainable development and face the challenges of recovering from the recent nat-ural disaster.” Dennis Bush-King has been acting chief execu-tive for Tasman.

Truck driver calls it a day after 42 yearsRay Waterhouse has put the brakes on his truck driving career after 42 years on the road with TNL.When a truck hits 1,000,000 kilometres it is often retired and now that Ray has clocked up a similar number and is spending three nights a week away from home, the 65 year-old Brightwater resident has retired to spend more time with his family. “I go from anywhere between Auck-land and Invercargill and I was getting bloody sick of be-ing away all of the time,” he says. Ray was originally from Rai Valley and started working for the TNL agency there. The self confessed country boy knew when he first began that it was something he wanted to do for the rest of his life. “I hate working in cities, and in this job, while I’m based in a town, I’m out in the country most of the time and that was my country fix if you want to put it that way.”

He worked for TNL Rai Valley twice during a six year period and has been with TNL Nelson since 1975.While a country boy at heart, the horse power Ray prefers isn’t out in the paddock, and it was his love of machinery and travelling that drew him to the job all those years ago.His first jobs for TNL included carrying a lot of stock, shifting machinery and superphosphate for the farms.But behind the wheel on the open road, with the radio volume so he can only just hear it is when Ray is in his element. “I still like being out in the country without much traffic around and just being one in the wilder-ness, being on my own in open spaces and just going.”When he shifted to Nelson he switched to moving freight and now travels anywhere in New Zealand. “You can be away for two weeks at a time and in that time you could do 4000 kilometres. But New Zealand is only a small country; you can’t go too far can you?”

Ray says it is impossible to tell how far he has travelled throughout his career, but estimates it to be 1,000,000 kilometres. He says there was not much routine to the job but enjoyed carting 18 metre steel on a “trombone deck” from Nelson to Christchurch. “It was the closest I got to a routine. But that was the job I enjoyed the most.”The camaraderie Ray has had at TNL has been great, he says. There are around six others who have been there for 40-odd years. The worst part of the job is the ferry trip over the Cook Straight, but that was only five or six times a year.

Ray will continue to work part-time during the busy spell before retirement starts. He will spend the start of it paint-ing his house.

LAKE FESTIVAL A HUGE HIT: 1500 peo-ple visited the Nelson Lakes Festival on the weekend. The power-free festival was in its first ever year and despite some weekend rain was well recieved. Organiser Jennifer Sloots says the feedback from stall hold-ers was great. Activities on offer included a Mad Hatter tea party, outdoor movies and a four-wheeled drive up the mountains as well as local food, drink and other fun things made without power.

The Richmond Mall Foundation Ride for Hope fundraiser is just weeks away.The ride, from Nelson to Motueka and back to Hope, will be raising funds for the Rich-mond Mall Foundation and is held on Feb-ruary 11.These funds then go back into the communi-ty, supporting local charities and people who are at risk, says Richmond Mall manager Da-vid Hill.The Richmond Rodeo and the Ride for Hope are the two big fundraisers for the founda-tion this year.Entry is just $10 for either rider or passen-gers and includes a badge, spit roast, soft

drink and entry into the prize draw featur-ing a whopping 20-30 prizes. Prizes include two one-year motorcycle registrations, radio controlled helicopters, All Blacks and Rugby World Cup gear, hundreds of dollars worth of Richmond Mall vouchers and much more. “It’s not only a fun day out but there’s an enormous amount of prizes donated to give away as well,” says David.Riders can register on Saturday February 11. They are to meet at the Trafalgar Centre at 9am before a briefing and take off. Skate tour a flipping successAnother action-packed Tasman Skate- park Tour came to an end on Saturday with hundreds of people taking to the Richmond Skatepark for one final hit-out. needing one point to claim victory, but instead he claimed all five with a epic showing on his deck.Leo Calcasola, also of Nelson, won both the overall scooter and BMX. His ability to back flip on his scooter made him a crowd favourite on the day as he eased to wins in both disciplines.The winners took home a skateboard, BMX bike or scooter, depending on which they entered in. The Tasman Skatepark Tour is an annual event.

Organisers eye bright corn festivalGet out your grandpa’s oldest pants and the straw hat the dog ripped up, and start making your most wonderful, wacky scarecrows for Eyebright’s Sweet Corn Festival.Eyebright is launching its new season’s summer look with the inaugural Eyebright Sweet Corn Festival, kicking off what co-owner Adrienne Owen

plans to be an annual event. There will be a spectacular dis-play of authentic vintage farm machinery, owned by Dave Walker. Included in the line up will be innovative colourful horse drawn vehicles, ploughs, a model T Fire Engine and the wagon that was used in The Lord of the Rings. Lester Rountree from Motueka

Gala gets going again at gardensThe annual Washbourn Gardens Fair, held on Nelson Anniversary, is set to be another fantastic day out for the family.The gala, which has been run by the Richmond Playcentre for the past three years, will be held on Monday January 30 in the picturesque backdrop of Rich-mond’s Washbourn Gardens.Staff of the playcentre says it is always a popular event in Richmond because of its unique spot, which draws plenty of people outside.On offer at the gala will be local arts and crafts, local produce, plenty of food and Devonshire tea made by the Church on

the Hill.There could also be a chance to feed the ducks when you are done.The playcentre is not government fund-ed, so staff rely heavily on fundraising to pay for the everyday goings on.The last fundraising exercise has result-ed in a brand new playground, which is soon to be opened.They are encouraging families from all over the region to visit the gala on their day off as it’s sure to be a fun day in the sun.The gala starts at 9am and runs until 2:30pm.

Police donate $500 to trustA police golf tournament has had an unexpect-ed windfall for the Life Education Trust.The Mondo Travel South Island Police Golf Tournament was held at Greenacres Golf Course last November. More than 100 offic-ers from around the island participated says organiser Sergeant Craig Barker, of Richmond.During the tournament the Life Education Trust ran a closest to the hold competition and raised several hundred dollars from it.But the news got even better for the trust af-ter the tournament. Craig says once organisers covered costs they had some money left over so donated $500 of it to the trust.“We had great support for the tournament lo-cally, local businesses really got behind us and the tournament. It’s great that we can then pay that support forward and donate the money to a worthy trust.”The last time the tournament was held in the Nelson area was 1999 says Craig.Waimea Weekly was one of the local businesses that supported the tournament.

Washbourn Gardens was a fine setting as 22 local artists exhibited their work on Saturday for the Tas-man Visual Arts Group Annual Summer Art Expo. The influence of the group is so great you prob-ably have one of their art pieces in-stalled in your kitchen. In fact it is probably installed in the second or third draw down from the top as Jean Jackson, a group member, has her painting ‘Busy Bees’ on the cover of the 2010/2011 White Pages. Jean was one of the artists on display as Saturday’s fine weather saw good numbers through the gardens and one artist alone selling up to five pieces.The event was supposed to run for two days, unfortunately the weather intervened and cut short

Sunday’s viewing. “It was a little disappointing, we were hoping to get quite a few people through on Sunday,” says Lois Morgan. “The oil paints and acrylics might have been fine, however watercol-ours and rain don’t mix well.”A washout still won’t slow down this group too much. They have a number of regular Art Group ac-tivities pending including, their monthly meetings, guest speakers, workshops and weekly outdoor painting trips. Lois says the group are looking to grow their membership and they would encourage anyone who is a practicing artist to get in touch. My own children encouraged my wife and I to adopt a dying child because at least we would have her for six months before her burial. The child within us loves and trusts without fear of being hurt. For a child it really is better to love and lose than never to of loved at all. The Pharisee within us is too sophisticated to ‘feel’ the Father’s embrace at that level.Children naturally embrace the Father. The Pharisee within me tries so hard to measure up, look up and shape up. He plots each move with measured statistics on the ladder of spiritual success and achievements. The child within me knows the Father in liberty and freedom. The Pharisee within me demands others to know me

and gain their approval. In fact, their disapproval only deepens my conviction of ‘rightness’. The child simply is. Anthony de Mello explained, “the first quality that strikes one when one looks into the eyes of a child is its innocence; its lovely inability to lie or wear a mask or pretend to be anything other than what it is.”The Pharisee within me knows about the Father. The child within me knows the Father and really

likes his love. The child is at home, whilst the Pharisee will only one day hop to find a home.Within me dwells a Pharisee. He tries so hard to meet the spiritual disciplines of the day. He refuses certain thrills and frolics from the TV. He does not smoke, does not ‘mix’. He does a lot of ‘do not’s’. All in the vain hope of reaching a spiritual nirvana called Christian maturity. The only problem is this type of groping and grappling the spiritual reality is simply not the way for the follower of Jesus.

When his followers tried to climb the hill of spiritual greatness He simply: “…called a little child and had him stand among them. And he said: “I tell you the truth, unless you change and become like little children, you will never enter the kingdom of heaven. (St. Matthew 18:2-3).The child lives in the smile of the Father’s glowing love. The child does not pull the petals off the daisy mumbling “He loves me, He loves me not”.The child within me knows I am loved as I am, not as I should be, for none of us are living as we should be! The child is the beloved. The child lives in the pleasure of a voice from heaven saying: “You are my son, whom I love; with you I am well pleased.”

Commission to announce amalgamation decisionA decision on whether ratepayers in Tasman and Nelson will need to vote for amalgamation of its councils is scheduled to be made a week from today.The Local Government Commission last June announced its draft decision, saying a merger of Nelson City and Tasman District councils would be best for the two regions.After seven months of further review, consultation, and analysis, the commission will next week announce its final decision.If it reverses its opinion from last year the issue will be dead and buried. If it upholds its original decision, the contentious issue will go to the polls.A majority vote in both regions will be needed before the two councils can amalgamate.Tasman mayor Richard Kempthorne is opposed to an amalgamation, putting him at direct odds with counterpart, Nelson mayor Aldo Miccio. Richard says he is hopeful of a decision saying amalgamation should be taken off the table because it would save ratepayers money in a referendum that would likely say no anyway. “Walking around talking to people in Tasman, I don’t think they would like to see amalgamation come in and I’d be surprised if a majority of Tasman residents voted for it,” he says.If, as expected, the LGC sends the issue to a vote, the polls will likely open on March 31, closing on April 21.

Schools are back next week which means there will be more children out and about, especially in the mornings and afternoons.

Schools are back…

Drivers – school bus incidents can happen on both high and low speed roads. However, the faster your vehicle is travelling, the more likely it is that a child will be killed if they are hit. 75% of fatalities around New Zealand from school bus incidents occur on roads with a 100km/h speed limit. If cars were to keep to the 20 km/h speed limit there would be fewer incidents, fewer injuries and fewer deaths.

Parents – when dropping off or collecting your child from the school bus, try to do it so that you are on the same side as the bus. This will cut out the need for your child to cross the road. Park your car well away from the bus stop or other children so you don’t block drivers, children’s or the bus driver’s visibility. Get out of your car and meet your child or walk with them to the designated bus stop.

Students – wait at the nominated bus stop area and stand well back from the road edge. Bus stops have usually been chosen as a safer place to stop. After you have got off the bus wait as far away from the road edge as possible, until the bus has moved away. If you need to cross the road, wait until the bus has driven off and you can see clearly up and down the road.

School crossingsPedestrian crossings are places where pedestrians should be able to cross the road in safety. Drivers need to slow down as they approach them and be prepared to stop. Students and families will also be reminded of the importance of using the correct place to safely cross the road outside the school.

To remind drivers about the need to be extra careful around schools there will be a herd of zebras visiting school pedestrian crossings. These zebras made their debut last year and will again be out and about in force this February.

So watch out for kids, and watch out for zebras!

20 km/h past a stationary school busRemember – the speed limit for passing a stationary school bus when children are getting on and off is 20 km per hour. This speed limit applies no matter which direction you are travelling in.

Tasman Bay still appears to be the hotspot in the top of the south for snapper. The word is you need to be up and about very early in the morn-ing, burley up, get your lines down past the sharks and hopefully into the snapper. Lots of 30-35cm fish are being caught in front of Rabbit Island in about 8-10m of water.Long lining seems to be the most predominant way for catching most of the big snapper out in the mid-dle of Tasman Bay, with barra-cuda and squid being the best baits. Large rig are also in the Bay and good catches in set nets have been reported. Ka-hawai are also in abundance with good schools being seen from the main wharf. They have been easy to spot with the birds working flat out above them. Try soft bait or lure from the any spot along the wharf or points on Rocks Rd and you might be pleasantly surprised with the result.Kenepuru is still quite slow and a lot of patience is required to land fish. Pelorus sound produced the winning snapper for Gavin Williams of the DBFC in the Motueka RSA competition held on the weekend. Gutted and gilled the fish tipped the scales down to just under 7kgs. The Boulder Bank is still going off! Large numbers of kingfish are now smashing lures around, so if you ever wanted to land one of these awesome fish, get in your boat and get out there. We have also heard

of a few groper caught in the outer sounds up to 10kgs but the Mafia will put a contract out on our heads if we disclose exactly where.Some nice crayfish have been taken over in the Abel Tasman recently with some Dawnbreaker divers leading the way. Once again we have been sworn to secrecy but suffice to say some crays up to 8lb have been taken.Hopefully the wind will start to die down a bit more and looking ahead

at the long range forecast for the weekend it looks to be a cracker. The website that we use is www.metvuw.com which gives up to seven days of forecast of the South Island with predicted rain and wind. Used in conjunction with www.swellmap.com which provides the wind direction, swell heights and tides of many points around the top of the south. Between them they provide a great way to pick the best fishing days.

Filmer ready to cross paths with NZ champTom Filmer has a mountain to climb at the Ra-boDirect Mountain Bike National Champion-ship this weekend – he is up against the coun-try’s top export Anton Cooper.Tom, a talented cross country cyclist, hopes a podium finish in his hometown will put him in the shop window for national selectors, and will be doing everything he can to push Anton for the title, although he doesn’t seem optimis-tic that anyone has a chance against the rider ranked number one in the world for his age group. “I don’t think he can push himself against us because we’ll most certainly be behind him,” says Tom. “If nothing happens to him, he’s guar-anteed first place. He’s been New Zealand’s fast mountain biker since last year at the age of 16. But it’s sort of a benchmark to see where we are at. It’s really good to have Anton in New Zealand because we can see how he does things.”

This is the final year Tom will be entered in the Under-19 category, following a fourth place in Dunedin last year, so he is out to prove a point.Tom is keeping quiet on his own goals, but says it will be a privilege to ride against Anton and any spot on the podium would equal success.Tom’s main focus this year has been on the New Zealand Cup. There are four events held throughout the country in the lead up to the Oceania Championship in Rotorua on March 11.Tom believes a top three at both the national championship and the Oceania Championship would all but guarantee him a spot in an over-seas based mountain biking camp. “I’d be happy with a podium finish, but I want second place.”The cross country will be held at Codgers Mountain Bike Park in Nelson. There is one race that lasts around 90 minutes, with all male cross country competitors in. Once they finish, they are separated into their age divisions.

What a difference a week can make.Ian Burson set aside his New Zea-land Super Saloon Championship disappointment with a spectacular first place drive at Woodford Glen to claim the New Zealand Super Saloon Grand Prix on Friday night. He also managed to win the cash prize pool on offer in the Super Saloon Hoopla just one day lat-er, capping off a stellar weekend for the driver.The 21n driver was the region’s best chance at the Nelson-hosted New Zealand Championship a week ago, but a flat tyre ruined his chances on the final day of rac-ing. Local drivers Neville Wood and Mark Carey took 2NZ and 3NZ re-spectively, but it was Ian and Shane Carey who faired better down south at the Grand Prix fixture, taking first and third. Paddy North was second.Ian says it is great to see the local drivers doing so well on the na-tional stage, claiming two podium finishes in both of the two major events of the 2011/12 calendar.

“It’s great for little old Nelson. We’d usually only have four or five cars out there racing on a good night, so to have them in the top five of the two big events is huge,” he says.Ian started the feature race at the front of the grid, after qualifying top. He ran from the field and was

never caught. Ian admits the New Zealand Championship result was just part of speedway life and his weekend performance has boosted his confi-dence. “It was such a good weekend. We raced nine races and we won seven of them and got two second places in the other two.”Despite winning two separate events on the

weekend, Ian says the G.P has much more prestige to it. “The car was so good, everything just clicked.”This weekend’s racing at the Tahu-na Beach Holiday Park Speedway will be one of the highlights of the season as the Demolition Derby comes to town. There will also be the stockcar and street stock club champs. Racing starts at 7pm.

RUGBY: Just days after he was named in the training squad for the New Zealand Sevens team, James Lowe was cautioned by the New Zealand Rugby Union that his focus should be on the New Zealand Under-20 team ahead of the IRB Junior World Championship in South Africa. James pulled out of the training squad, ending his hopes of earning a contract for the 2012 IRB Sevens Circuit. Five players were deemed unavailable, resulting in another five replacements, one being Tasman Mako Shane Christie. James is one of three local players in-volved with the New Zealand Under-20 train-ing squad, along with Mike Wells and Reuben Northover, although the final squad has yet to be decided. James hopes the NZRU’s decision has increased his chances of making the age-grade side, which will be selected following further training camps.

Draft Plan Changes– Water Metering– Managing Fire Risk for New Rural Dwellings Tasman District Council has prepared draft Plan changes to the Tasman Resource Management Plan for water metering and for managing fire risk for new rural dwellings.

SummaryWater MeteringThe Council is proposing to amend the Tasman Resource Management Plan water metering requirements to ensure they are consistent with the national regulations.The draft Plan change is intended to ensure that Council meets its obligations to continue to require water meters for nearly all water takes, including those less than 5 litres per second. The Council will continue to manage manual water meter returns, but is developing electronic reporting and recording systems to allow both Council and water users to take advantage of improvements in technology.The Council is also intending to amend the rules for taking water from storage. Water takes from dams will generally be permitted, however the effects of the damming at all times of the year will be managed through the consent to dam water.

Managing Fire Risk for New Rural DwellingsThe current Tasman Resource Management Plan (TRMP) provisions for managing the risk of fire in rural dwellings are inadequate and inconsistent with best practice requirements specified by the NZ Fire Service. Current camlock coupling requirements do not meet the requirements of the NZ Fire Service for fire appliances used to fight rural structure fires.A number of options for managing fire risk have been considered by the Council. These allow new home owners some discretion to choose the most appropriate fire risk management system for new dwellings where there is no appropriate water reticulation service provided.

Availability of the Draft Plan ChangesThe draft Plan changes are available for public inspection at Council’s Richmond office, and Motueka, Takaka and Murchison service centres. They are also available on the Council website (www.tasman.govt.nz) under ‘Policy/Plans/Tasman Resource Management Plan (TRMP)/Draft Planning Proposals’. Comments on the draft Plan changes can be sent to the Manager Policy, Tasman District Council, Private Bag 4, Richmond 7050 to be received by 4.30 pm on Tuesday 31 January 2012. An online response form can be completed via the Public Consultation webpage under ‘Policy’.

Consideration of the Draft Plan ChangeComments are invited on both draft Plan changes until 31 January 2012. Council will then consider all comments received and prepare and release a Proposed Plan Change to the Tasman Resource Management Plan in light of the public’s contribution.
