In the lecture, entitled “The Anti-Corruption Warin the Nigerian Judiciary: How Far? How Well?”, Mr.Falana noted that apart from the fact that the commonman is economically disabled from having a field day incourt, the constitution, he said, has ousted the jurisdictionof the court to adjudicate on the provisions of theFundamental Objectives and Directive Principle of theState Policy which have guaranteed the socio-economicrights of the Nigerian people.

“No doubt the judiciary has contributed to theprotection of political and civil rights, but as such rightsare meaningless to the majority of the poor disadvantagedcitizens, the courts should use their judicial powers todefend and promote socio-economic rights,” Mr. Falanasuggested.

He added that if Nigerian judges are not preparedto re-invent the wheel like their Indian counterparts havedone by making socio-economic rights justifiablethrough judicial activism, they should be prepared todiscard the reactionary doctrine of in order toallow public interest litigators to enforce the very manywelfare laws that have been enacted by the Parliament.He stressed that these laws are now being breached withimpunity by the government.

The Senior Advocate of Nigeria commended theappointment of Justice Maryam Aloma Mukhtar as theChief Justice of Nigeria despite what he called a “dubiousmeans to promote her to irrelevance.”

He commended Justice Mukhtar for repositioningthe National Judicial Council to take up the urgent task of

restoring confidence in the judiciary, expressing the hopethat the heads of the various courts and the Nigerian BarAssociation (NBA) would monitor and drive the reformagenda of the CJN in order to restore the confidence of theNigerian people in the courts.

Mr. Falana said, “In a country where impunity hasbecome the order of the day, the forces of darkness thathave profited maximally from the judicial rot areunderstandably not comfortable with the courage anddetermination of the Chief Justice to clean out theAngeanstable in the judiciary.” He therefore urged the CJN toforge ahead with the purging to enhance the image of thejudiciary and lead to the restoration of the confidence ofNigerians in the institution.

The Chairman of the occasion, Justice MustaphaAkanbi (rtd.), described Mrs. Solanke as a woman ofgreat ability and a good lawyer who has done much for thecountry. The pioneer Chairman of the ICPC furthertasked the students to emulate her.

Also speaking, the Vice-Chancellor, Prof.AbdulGaniyu Ambali, represented by the Deputy Vice-Chancellor (Management Service), Prof. Y. M. Fakunle,commended the lawyers for doing their things in alearned way.

The acting Dean, Faculty of Law, Dr. I. A. Abikanin his own remarks, noted that the quality of the journalhas never waned since the past 18 years.

In her address, the honoree, Mrs. Solanke,expressed gratitude to the students for choosing topublish the journal in her honour.

The ceremony, which holds under the Chairmanshipof the former Chief Justice of Nigeria, Hon. Justice S.M.A.Belgore, will feature a keynote address presentation by Hon.Justice Mustapha Akanbi (rtd.) on the conference theme,''Ilorin: History, Culture and Lessons of Peaceful Co-existence'' and a lead paper presentation by Prof. D.O.S. Noibi

on ''Ethno-religious Plurality and Harmonious Co-existence inNigeria: The Ilorin Lessons”.

During the conference, which has attracted severalpaper presenters, Prof. Isaac Albert will also make a leadpresentation tomorrow at 10.00a.m. on '' Re-thinking PeacefulCo-existence in a Multi-Cultural Setting''.

The Chief Host is the Vice-Chancellor, Prof.AbdulGaniyu Ambali while the Host is the Director, CILS,Prof. A.G.A.S Oladosu. The conference ends on Wednesday(May 29, 2013).

Sale of sweet orange seedlings

The Faculty of Agriculture will in June sell some sweet orange seedlings at and per seedlingdepending on the budded stock and age.

Interested members of the University community should please contact the Dean's Secretary, Faculty ofAgriculture from now till 29 May, 2013.

Collection of seedlings will start from June 10, 2013 at the Teaching and Research Farms (Horticultural Unit).

Submitting that the group is the handiwork of thedestructive Nigerian politicians, Prof. Quadri said that ifthe country must know peace, “the Nigerian politiciansmust resolve to achieve it not through the manipulation ofreligion but by becoming nation builders.”

The lecturer identified other causes of religiouscrises in the country as ethnicity, unhealthy competition,rivalry, fear of domination or extermination, aggressiveapproach to evangelism, impunity, selfishness, mistrust,suspicion, ignorance and intolerance.

In the well-received lecture, Prof. Quadri said“Nigerians need to tolerate one another and respect thereligious teachings of one another as long as suchteachings do not infringe on other Nigerians' rights.

“Nigerians need mutual understanding to movethe country forward. Everybody needs to enjoy religiousfreedom guaranteed by Section 38 of the 1999 NigerianConstitution, just as everybody is free to propagatehis/her religion within a reasonable limit withoutattempting to force one's religion either overtly orcovertly on others.

“The recent attacks on places of worship, wantondestruction of valuable properties and killing of Nigeriansby that camouflage as an Islamicorganization call for a critical examination. From allindications, the group is not an Islamic organization. Itsdemands and mode of operation are far from beingIslamic.”

Espousing religious tolerance as the first steptowards harmonious co-habitation of all religious groups,the eminent scholar explained that the Prophet of Islam,Prophet Muhammad, granted freedom of worship to theChristians and instructed Muslims to protect them.

Prof. Quadri called on Nigerians to study religionin order to understand God and discover the purpose oftheir existence, saying that Nigerians need to cultivate thespirit of live and let live in order to stop the incessantethno-communal-religious crises in the country.

Accusing the mass media in the country of not

living above board in addressing the issue of religiouscrisis, the former Dean of Arts, University of Ilorin, saidthe media have “been part of the problem rather thanmake attempt to solve it.”

He noted that “hardly would a day pass withoutmany of the print media publishing one negative report orthe other on Shari ah depicting it in cartoons asunprogressive law and agent of disintegration in thecountry.”

He also urged the government to solve theproblem of poverty in the country by creating meaningfuljobs for the idle youth to discourage them from being usednegatively and counselled parents to take proper care oftheir children especially the disabled ones in order not topush them to the street to beg for alms.

He said, “The high unemployment rate in thecountry is a factor responsible for the disturbing level ofpoverty among Nigerians. The youths in particular areidle; they must be rescued from the devil's worship ofarmed robbery, kidnapping and terrorism. Governmentmust find solution by creating meaningful jobs andempowering the youths in order to be positively engaged.The wide gap between the rich and the poor must bebridged to enable all experience peace and tranquility inthe Nigerian society.”

The erudite scholar blamed what he called theindiscriminate practice of polygyny among NigerianMuslims for the scourge in the northern part ofthe country.

He then urged Islamic groups and organisations toeducate Muslims on the requirements a Muslim mustmeet before going into polygamy, stressing that “anyMuslim who does not meet them should not be allowed tomarry more than one wife.”

The lecture was attended by traditional rulers,former Vice-Chancellors, serving and retired justices, theclergy as well as past and current students of Prof.Quadri.

How to promote research output – OloyedeBy Fatima Abubakre

Aformer Vice-Chancellor of Fountain University,Osogbo, Prof. Hussein OB. Oloyede, hasstressed the need for collaborative research and

appropriate mentorship among scientists and researcherswhich would lead to a better research focus.

Prof. Oloyede made the call on Friday May 17,2013 while speaking at the academic seminar organisedby the Nigerian Society for Experimental Biology(NISEB), University of Ilorin chapter.

In his paper, entitled “Towards Conducting aSuccessful Research in Experimental Biology”, theformer Vice-Chancellor, who was the guest speaker, said,Mentorship is very important and it is not synonymous

to spoon feeding; it is about guidance because the peoplewho are coming in don't have any idea of what is expectedof them. Many a times when it comes to the issue ofresearch, they don't know how to do it; so the onus is onthe senior colleagues in that department to train and guidethem appropriately as to what is right. If you do that, youare likely to have a better focus in research.”

Emphasising the importance of research to thefunctions of a University, the don advocated an enabling

environment for researchers to flourish so that they couldcontribute to the economy of the nation.

He called on the government to tackle thechallenge of epileptic power supply, provideinfrastructure and adequate funding for postgraduatestudies through research grants and well equippedlaboratories coupled with improved stocking of reagents.

Prof. Oloyede, who called for improvedrelationship between universities and research institutesacross the country, commended the Department ofBiochemistry in the University of Ilorin for itsoutstanding successes in research, attributing it toimparting appropriate knowledge, mentoring, exemplaryleadership and the creation of an enabling environmentfor its students.

He said, “The Department, using its seniorcolleagues, creates the enabling environment for thejunior colleagues and mentors them appropriately. Theissue of pursuing postgraduate studies is taken seriously,right from the time of commencement and ensuring thatthe candidate completes the program as and when duewithout sacrificing quality.”

With the evolution of the Nigerianentertainment industry into one of the mostlucrative sectors of the nation's economy, a

University of Ilorin don, Prof. Ayobami Akinwale, hasurged parents and guardians who still show disdain forthe Performing Arts as a chosen profession to have achange of heart.

The theatre sociologist and Professor ofPerforming Arts, who explained the reason behind therush for training programmes of the Performing Arts,said, “It is the only professional course in the Faculty ofArts.”

Prof. Akinwale made this observation whilespeaking with on the recent honourgiven him inAbuja during the launch of a book written by

one of his former students, CollinsAdeyemi.He said, “We have gone far beyond the Baba Sala

and Ogunde era; the world is moving and the industry isalso moving. It was in those days when eyes were blindthat people believed that Performing Arts is not a course,but today we are battling with students, a remarkabledifference from those days when we were looking forstudents.”

Prof. Akinwale who commended the bookwritten by one of his former

student, Collins Adeyemi, disclosed that the alumnus isthe first to document experiences and major issuessurrounding his work as a Director of Ceremonies. Henoted that the award given him during the launch of thebook inAbuja was in honour of the author's mentors.

The Registrar of the University of Ilorin, Mr.Emmanuel Dada Obafemi, has assured membersof the University radio station, Unilorin 89.3 FM,

of his total support to place the station where it should be.Mr. Obafemi disclosed this on Tuesday, May 14,

2013 while receiving members of staff of the radio station,who were in his office to congratulate him on his recentappointment.

Expressing his appreciation for the visit, which hedescribed as the first of its kind by any Unit in theUniversity since his appointment, the Registrar disclosedthat he considered himself a member of the Unilorin FMand the Directorate of Corporate Affairs' family becauseas a trained journalist and public relations person, his firstduty post on joining the services of Unilorin was the thenInformation Unit.

Mr. Obafemi pointed out that the visit was anindication that his professional colleagues have not

abandoned him.The Registrar said that journalism is a profession

that one cannot say one knows it all and that if one is nottrained there is no way one can grow, stressing thattraining cannot be compromised.

There was a rumble in the Nigerian universitysystem, the University of Calabar as a microcosm,two months ago when the eerie news concerning

some senior academics of the University jolted the world.It was the first time that a “heist” of that magnitude anddimension would be unearthed within the universitysystem.

In a press release issued by the Registrar andSecretary to the Council of the said University, Dr (Mrs.)Julia Omang, five lecturers were dismissed and ten otherswere demoted for “academic dishonesty”. Four of thedismissed lecturers were guilty of plagiarism while thefifth one was dismissed for financial fraud. The fraud wasthat of salary overpayment, through which the lecturerenriched himself to the tune of N7,268,044.95, over aperiod of 11 months. The dismissed lecturers are DrAzubuike Iloeje, Dr Maurice Bisong, Mr Odeh Ubi, DrPaulinus Noah and the fifth, Dr DamiamAgom.

The lecturers were said to have published theirworks in fake or cloned journals which they submitted andon account of which they obtained promotion. Prof.Udoayang and Dr Asuquo Akabom were thereforedemoted to the rank of Senior Lecturer while Dr A. I.Afangideh, Dr Francis Okpiliya and Dr K. B. C. Ashipuwere demoted to the rank of Lecturer I. “Besides theirdemotion, they are to refund all monies earned from theirunmerited promotion and barred from promotion for thenext six years”, the Registrar added in the release ascontained in many newspapers on March 15, 2013.

While justifying the action earlier this month, theVice-Chancellor of UNICAL, Prof. James Epoke, said itis important “to promote discipline among…staff andstudents” and act on the discovery of the committee set upby the University to assess the lecturers.

While many people have hailed the University ofCalabar for its courage and firmness in addressing acankerworm that has deeply eaten into the fabric of manyuniversities, the development would ginger many othersto beam searchlights on their institutions. It is well knownthat students plagiarise their long essays and projects bydoing “cut and paste” and it would be good for supervisorsto be vigilant in order to imbue them early enough with thevirtue of academic integrity. What is academic integrity?

Academic integrity (AI) concerns truth,transparency and self-discipline in all academic activities.It places a lot of expectation on all members of theacademic community to act honestly in all situations.According to the Centre forAcademic Integrity (CAI), thehallmarks of AI are “honesty, trust, respect, fairness andresponsibility.”

It is actually lack of academic integrity thatmanifests in the low credibility accorded the degrees ofour universities in some quarters, with some people inhigh places claiming that Nigerian graduates are notemployable which I think is a half-truth. And of the half-truth, Lord Alfred Tennyson once wrote: “A lie that's ahalf-truth is the wickedest lie of all/ For a lie that's all a liecan be met and fought outright/ But a lie that is a half-truthis a harder matter to fight.”

There are researchers in some universities that areknown to have taken their lack of academic integrityfurther by submitting their students' projects forcompetitive awards and grants. They even lack thedecorum to acknowledge such supervisees and theconscience to give them ordinary crumbs from the largessthey get, which should have ordinarily accrued to theoriginal researcher. Their cups will be full one day.

In confronting academic indiscipline frontally, theUniversity of Ilorin is known to take a front seat. There isno culture of impunity here among staff and students afterthe University purged itself some years back the same waythe irrepressible Lagos lawyer, Mr. Femi Falana, SAN,said last Wednesday at the University that the ChiefJustice of Nigeria, Justice Aloma Mariam Mukhtar,should continue to purge the judiciary.

While the staff know that there are rules, studentsas well appreciate that they will “face Tanke”, to use theirlingo, if they violate the principle of academic integritythrough examination malpractices or conductunbecoming.

So, as our students enter the examination hallstoday as the 2012/2013 Rain Semester examinationscommence, and wishes them resoundingsuccesses, it is important for them and all to always bemindful of academic integrity. It is better to fail honorablyand repeat a class than to “expo” and be humiliatedout of the University, page 5 of this publication.
