NIOS results declared The National Institute of Open Schooling (NIOS) under the Department of School Education and Literacy, Ministry of HRD, has successfully completed the NIOS exams. About 1.40 lakh number of learners appeared for the secondary examination and 1.60 lakhs number of learners appeared for the senior secondary examinations. The results are out on NIOS website www.nios.ac.in. Communication workshop A communication workshop was organised at NTPC Faridabad for senior executives. The workshop was inaugurated by N.N. You will then be presented with links that you can embed in your website or share with friends on social networks. www.tubechop.com TECHTONIC book marks — Savio D’Souza and Ashutosh Desai New Delhi: Rationalization of coal linkages to power plants would help save Rs 6,000 crore, coal and power minister Piyush Goyal informed the Lok Sabha on Thursday. Replying to ques- tions, the minister said the gov- ernment was working on a plan under which coal blocks would supply fuel to the nearest power plants. This would be done by swapping coal linkages. He explained that under pre- sent arrangement, most of the power plants have linkages to coal blocks located far away. This leads to heavy expenditure on transportation. Citing an example, he said recently NTPC and Gujarat State Electricity Corporation entered into a pact for swapping one million tonne of coal, which is expected to save over Rs 300 crore for the state government. This experiment would be expanded to other states, which would help save Rs 6,000 crore and benefit consumers. Separately answering a que- ry on whether public sector banks give credit against coal linkages, he said 11 public sector banks have more than Rs 51,000 crore worth exposure to various coal linkages. Goyal said the new long term coal linkages or Letter of Assurances have not been granted to any sector since 2010 due to low coal production. According to him, availability of fuel was not sufficient to cater to requirements of linkages grant- ed to all power projects. “The growth in production of coal in India was only 0.2% in 2010-11 and 1.3% in 2011-12 as against 6.1% in 2007-08, 7.8% in 2008-09 and 8% in 2009-10. Hence, the production of coal in the country was not commensurate with the projections of its availa- bility.” Goyal said there were well established procedures for pro- viding coal linkages. Recently, a case came to government's at- tention where the shareholding of the company was changed af- ter it received permission for coal linkage. Subsequently, the government has denied permis- sion to that entity, he said. He, however, did not give spe- cific details. Responding to an- other query, Goyal said the larger focus is on providing coal linkages to independent power projects where the electricity tariffs are regulated. In case of captive power plants, there is no price control and the price is determined by the market. The minister said no new coal linkage has been given to such plants in recent years due to various factors, including low fuel production. Coal linkage rationalization to save `6k cr, says Goyal New Delhi: German car major Audi may drive in the A3 hatch- back in India next year as the company looks to main- tain its leadership in the lux- ury car market at a time when compatriot Mercedes Benz closes in. The company, which ex- pects to clock a double-digit growth this year over the 10,000 units it sold in 2013, said it will drive in as many as 10 new products in 2015 which will include upgrades and refreshes and also all- new ones. “We are confident of de- fending our leadership, and we will be competitive,” Joe King, head of Audi in India, told TOI here after the com- pany drove in the A3 Cabrio- let priced at Rs 44.75 lakh (ex- showroom Delhi). “We are confident of maintaining double-digit growth in 2015 as well, and volumes can move up by 15-20%.” Audi, which had overtak- en BMW to gain leadership in the Indian luxury market, has been coming under in- creasing pressure from Mer- cedes Benz that has been on a roll since the launch of new- generation models. Mer- cedes has been driving in new cars in India and these include the A- and B-Class compacts, apart from the GLA SUV and the CLA entry premium sedan. King refused to confirm the entry of the A3 hatch- back, but said the new models will include upgrades to the Q3 and the Q7 SUVs. “We are also looking at some other models as well as newer seg- ments.” The market for luxury ve- hicles in India is about 35,000 annually and apart from the three German brands, the other major player is Tatas- owned Jaguar and Land Rov- er. King said that the econom- ic slowdown in India has had some impact on the demand for luxury vehicles, though the entry of the Modi govern- ment in May has eased off some of the pressure. “The situation is improv- ing, though we still need re- lief measures like a lower ex- cise duty regime that was introduced to give a leg-up to demand.” Audi plans to in- crease localisation efforts in India as it drives in new mod- els which will be assembled in the country. TNN New Delhi: Providing big re- lief to car manufacturers, who have been objecting to the stringent mandatory re- call norm, the road transport ministry has suggested a change in the proposed Road Transport and Safety Bill. Re- placing the earlier provision of “100 complaints” to trigger a recall, the revised draft does not specify any such number. The bill proposes setting up of a national authority that would look into all as- pects of vehicle safety. The re- vised provision of the bill says that the authority will have the power to recall, based on certain specified conditions in the bill. For example, the author- ity can recall a car or a varia- nt where a defect may cause harm to the driver or occu- pants of that vehicle or to oth- er road users. The bill says this provision can be invoked when “a defect in that partic- ular type of motor vehicle has been reported to the na- tional authority by such per- centage of owners as speci- fied” by it. Sources said this was done after looking into the representation of differ- ent stakeholders, including the car manufacturers, who were against any specified number to trigger a recall. Sources said the focus is to make the law implementable and not arbitrary. However, other condi- tions for recall include manu- facturers shall be liable to pay compensation in case of damage caused due to a crash where it was caused by a me- chanical or electrical defect in the vehicle that existed at the time of manufacture. New Delhi: Rationalization ofcoal linkages to power plantswould help save Rs 6,000 crore,coal and power minister PiyushGoyal informed the Lok Sabhaon Thursday. Replying to ques-tions, the minister said the gov-ernment was working on a planunder which coal blocks wouldsupply fuel to the nearest powerplants. This would be done byswapping coal linkages.

He explained that under pre-sent arrangement, most of thepower plants have linkages tocoal blocks located far away. Thisleads to heavy expenditure ontransportation.

Citing an example, he saidrecently NTPC and GujaratState Electricity Corporationentered into a pact for swappingone million tonne of coal, whichis expected to save over Rs 300crore for the state government.

This experiment would beexpanded to other states, whichwould help save Rs 6,000 croreand benefit consumers.

Separately answering a que-ry on whether public sectorbanks give credit against coallinkages, he said 11 public sectorbanks have more than Rs 51,000crore worth exposure to variouscoal linkages. Goyal said thenew long term coal linkages orLetter of Assurances have notbeen granted to any sector since2010 due to low coal production.According to him, availability offuel was not sufficient to cater torequirements of linkages grant-ed to all power projects.

“The growth in productionof coal in India was only 0.2% in2010-11 and 1.3% in 2011-12 asagainst 6.1% in 2007-08, 7.8% in2008-09 and 8% in 2009-10. Hence,the production of coal in thecountry was not commensuratewith the projections of its availa-bility.”

Goyal said there were wellestablished procedures for pro-viding coal linkages. Recently, acase came to government's at-tention where the shareholdingof the company was changed af-ter it received permission forcoal linkage. Subsequently, thegovernment has denied permis-sion to that entity, he said.

He, however, did not give spe-cific details. Responding to an-other query, Goyal said thelarger focus is on providing coallinkages to independent powerprojects where the electricitytariffs are regulated.

In case of captive powerplants, there is no price controland the price is determined bythe market. The minister said nonew coal linkage has been givento such plants in recent yearsdue to various factors, includinglow fuel production.

New Delhi:Providing big re-lief to car manufacturers,who have been objecting tothe stringent mandatory re-call norm, the road transportministry has suggested achange in the proposed RoadTransport and Safety Bill. Re-placing the earlier provisionof “100 complaints” to triggerarecall, the revised draft doesnot specify any such number.

The bill proposes settingup of a national authoritythat would look into all as-pects of vehicle safety. The re-vised provision of the billsays that the authority willhave the power to recall,based on certain specifiedconditions in the bill.

For example, the author-ity can recall a car or a varia-nt where a defect may causeharm to the driver or occu-

pants of that vehicle or to oth-er road users. The bill saysthis provision can be invokedwhen “a defect in that partic-ular type of motor vehiclehas been reported to the na-tional authority by such per-centage of owners as speci-fied” by it. Sources said thiswas done after looking intothe representation of differ-ent stakeholders, includingthe car manufacturers, whowere against any specifiednumber to trigger a recall.Sources said the focus is tomake the law implementableand not arbitrary.

However, other condi-tions for recall include manu-facturers shall be liable to paycompensation in case ofdamage caused due to a crashwhere it was caused by a me-chanical or electrical defectin the vehicle that existed atthe time of manufacture.
