This year’s conference will again cover a wide variety of issues from fire risk assessments to the new

Highways Act and a lot more in between. The speakers range from lawyers to insurers and industry

experts as well as members of the Gibbs Laidler team. As per our previous conferences, you are

guaranteed plenty of opportunity to network, as well as sharing experiences with both sector

colleagues and the speakers.

The conference has been extended this year with an extra night, but we are keeping the cost down to

£210.00 per delegate for our retained clients and £400 for all other attendees (VAT included). The cost

of the conference will include two nights at the 5* Macdonald Bath Spa Hotel, two days of conference

and speaker packs. All meals and refreshments will be covered also.

To celebrate our 21st anniversary we will be donating a proportion of the proceeds to a number of

worthy causes; Shelter, Riding for the Disabled and CASPA.

Gibbs Laidler 21st Anniversary

Since our formation in 1997 Gibbs Laidler Consulting has been providing independent advice and

assistance to housing associations from the largest to some of the smallest. The housing sector

continues to change and develop, with mergers, joint ventures, modular houses and activities where

the sector embraces to look after their various stakeholders.

With a constantly evolving sector the risks an association face are constantly changing but many risks

are the same as we faced back in 1997 when Gibbs Laidler was initially formed. However, in 1997

insurance premium tax was insignificant and Cyber was something associated with science fiction films.

L&Q started with one property in 1963 and now owns and manages in excess of 100,000 properties. The mission is

to combine social purpose with commercial drive. In the last few years L&Q have merged with East Thames,

acquired a strategic land business, created a joint venture with Trafford Homes and have ambitious plans for a

100,000 home development pipeline.

Risk management suffers from the benefits and disadvantages of being a much vaunted term. This session will

explore; What is meant by risk management in housing, what the reality is around delivering effective risk

management, and what skills, experience and direct control makes up the role across a range of organisations. The

session will be interactive and include some best practice material..

The four terrorist attacks of March 2017 meant that many businesses, retail outlets and offices were unable to trade or access their properties for what turned out to be more than a few days. Some misunderstood the insurance cover they had with their insurers and Pool Re. Many had no cover at all. For housing associations the inability to access head office may test the cover they think they have. Understanding how the cover works and planning ahead for the sad inevitability of more such events is key.

path or the wrong road

The Highways Act comes into effect in October 2018 and if you

are not prepared for the changes and the ability to defend slip

and trip claims you could be affected. The new regime requires

an integrated approach across not only your highways, which

will include footpaths, but with adjoining associations and local

authorities too. The ability to defend claims on the basis of

current inspection regimes and procedures may be limited.

As well as dealing with claims on behalf of housing

associations, local authorities and other Zurich clients, Clive

has also been on the working party looking at the new code of

conduct. Therefore he is ideally placed to share his knowledge

of the new act and how it may require changes to current

inspection regimes that associations use to defend claims.

From Newcastle to Cornwall associations are seeing increases in the number of reported disrepair incidents. There are signs that associations are being targeted as changes to the civil litigation landscape mean that Claimant solicitors are moving their focus away from personal injury claims to new areas. Disrepair claims are considered a primary focus and with associations bearing the brunt of that they will want to adopt a robust approach to dealing with the claims they are faced with.

An incident such as Grenfell thankfully only happens once in a

generation but its effects will be continued to be felt in the way

fire risks are assessed. The role of the fire and rescue service

has also changed and following Grenfell may change again.

Belvidere Park Consultants provide a range of risk

management services including audit, critical review and fire

safety compliance. The service is provided by professionals

with extensive UK fire and rescue service experience. The team

has extensive private sector risk management experience, including fire engineering and professional advisor services to

organisations such as, Social Housing, The Peel Group (Media

City), The Health and Safety Executive, Bentley Motors and

The National Health Service.
