Mechanical Engineering in the Czech Republic: 2013The Czech Republic is one of the most industrial countries in Europe. The sector employs more than 1.2 million employees, the added value generated is around 31%, and 2012 sales reached 5 trillion Czech crowns. Within the Czech industry, the mechanical engineering holds an important position as one of the pillars of the Czech economy with a tradition of more than 150 years. Currently we can see a combination of factors encouraging further development and investments in the form of highly-qualified labour available in a sufficient quantity, the relating infrastructure and technical background facilitating a focus on research, development and application of new technologies. Although traditional, the sector has been witnessing significant changes in the last decades, apart from upgrading and a bigger emphasis on new technologies it is primarily the changing structure of production in response to foreign demand. The foreign demand is a key aspect for the Czech industry because over 50% of its sales is generated by direct export. A survey made in certain enterprises shows that 89% of them delivers a part of their products to foreign customers. In terms of export, 81% of the Czech industrial export is to EU countries. This aspect thus has a significant influence on the development in the industry, or else mechanical engineering, which was strongly hit by the world economic crisis and subsequently by the one in the Eurozone.

However, since the end of 2013 the industry, and likewise the mechanical engineering, have started to recover thanks to the renewed demand from abroad and a growth of new jobs, mainly in the automotive industry. The growth has mostly been boosted by the production of motor vehicles, which in the third quarter of the last year increased by up to 13.4%. It is a proof of the long-term trend when the production of motor vehicles becomes the most significant and dynamic branch of the Czech industry. For example, the car manufacturer Škoda produced 920 800 cars in 2013 whereby its share in the European market grew to more than 4%, while in the Czech Republic it holds 38.2% of the market.

Nonetheless, in 2013 the production increased in several branches, be it the manufacture of other means of transport or machines and equipment, where the increase was mainly generated by foreign demand from the EU countries. It is good news, though, that at the end of 2013 the Czech industry was growing even faster (by 6.1%) than the average production in the European Union (by 1.6%). Focusing on the technological exigency of the industrial branches it is quite positive to see that the most significant position is held by the medium high-tech (such as the automotive, electrical engineering and mechanical engineering industries), forming over 50% of the sales and increasing (by 3.6% in 2013).

The mechanical engineering growth was drawn by foreign demand – while new domestic jobs grew by 4.8% in the last year the growth of the foreign ones was still one percent higher. Foreign demand constituted more than 70% of the total volume and the biggest influence was the renewed production in Germany. The biggest increase was seen in the automotive sector (over 22%), while the biggest growth of domestic jobs was in the production of machinery and equipment (by 11.3%).

This trend of growing industrial production is expected to continue in 2014, too. This assumption is supported by the latest surveys from April 2014 according to which the industrial production has grown by 7.7% to date, drawn primarily by the automotive sector and production of electrical equipment. The sales of industrial activities have grown by more than 10%, and a reanimated interest from foreign countries can been seen in the growing sales of direct export, which have grown by more than 14%.

From the point of view of export, a key aspect for our mechanical engineering, it is wonderful to see a record surplus of the business balance in 2013 reaching 350.7 billion CZK. In terms of the commodity structure, the export of machinery and means of transport took part in this outstanding result by more than 50%. Looking at the mechanical engineering sector in more detail we can see that there were large swings – while machine tools slightly decreased the export of forming machines witnessed a dramatic growth of 48.77 %. The Czech Republic has thus confirmed its significant position in this sector as well. The export of Czech mechanical engineering products goes mostly to the European markets (Germany, Slovakia, Poland) but Czech manufacturers are very well established in Russia and China, too.

ACRI is an organization associating companies engaged in the Czech railway supply industry. The Agricultural and Forestry Machinery Association A.ZeT was established in 1990 by Czech manufacturing, commercial, research and service enterprises. The purpose of the Association was to form a base for common resolution of problems in the areas of development, production and sales of farm machines, domestically as well as abroad. The Association at the present time has 41 accredited members.The ongoing activity of the Secretariat of the Association of Agricultural and Forestry Machinery Manufacturers is to provide information service to member businesses. For this purpose an information database is being created about members of the Association as well as further producers and sellers of agricultural and forestry machinery in the Czech Republic as well as abroad.

Among the main activities of the Association belong: organizing enterprising contacts, finding and opening co-operation programs between Czech enterprises on one side and foreign firms on the other side for the purpose of production or business cooperations,

transfers of technologies, products and know-how, promoting and providing information about products and services of the Association’s members,

The Association of Engineering Technology is an interest associa-tion established in 1990. Nowadays, it associates 48 most prominent companies in the branch of metal cutting and metal forming machines operating in the Czech and Slovak Republics. Considering a long tradition of engineering in Bohemia, which dates back over one hundred and fifty years, we can take pride in a number of brands highly acknowledged all over the world. The most famous ones are TOS, MAS, Šmeral, Škoda, ŽĎAS and others.

At the present time, member companies are expecting from their professional association mainly promotion of their specific interests in relation to the government, state authorities and general public. Obviously, it has to make various PR steps to foster and maintain its own social prestige and visibility. Apart from the top level lobbying, the association also arranges for mani-fold forms of cooperation of the state and entrepreneurs within the Czech Republic as well as between individual associations which are members of the European Committee for Cooperation of the Machine Tool Producers CECIMO. At this level, the identification of developmental trends and intensification of the information exchange take place.

In the area of marketing, SST provides an organizational backup to its member companies in domestic or foreign trade fairs and ensures financial support from the Ministry of Trade and Industry. The Association is also involved in the organization of a number of accompanying events to the most prestigious engineering trade fair held in the Czech Republic every year, i.e. International Engineering Fair in Brno.

Effective support both for the member companies and the whole industry can be granted through the sphere of science and research and care for the education and training of young technicians looking for the way to encourage young people to study technical disciplines.

An integral part of both the internal and external communication are the cooperation with the Association of Industry and Transportation CR and the Chamber of Commerce CR, as well as collecting, processing and follow up distribution of the economic and mainly statistic materials from the industry in question. It is done through the cooperation with the Czech Statistical Office, Economic and Statistical Committees of CECIMO in Brussels and with the company Oxford Economics. The members of the expert section collaborate with the staff of the Czech Trade agency and Diplomatic Corps of the Czech Republic to develop territorial studies which are of great help to our manufacturers in the rapidly changing conditions of the world market.

Association of Exporters– established in 2002 with the aim to maintain and improve the competi-tiveness of Czech companies, especially those in export. Representatives of the Association monitor the tendencies and development of European Union legislation and point out possible risks for the Czech Republic. Association profileThe Association of the Glass and Ceramic industry of the Czech Republic was established in 1990 as an interest group of producers of flat, container, technical, utility and lighting glass, glass and mineral fibres, household china, household ceramics and sanitary ware, trade companies, suppliers of machinery, machine and technological equipments and services, specialized schools. Association of Small and Medium-Sized Enterprises and Crafts of the Czech Republic (AMSP ČR) associates small and medium-sized enterprises, as well as tradespeople and their organisations from the entire republic on an open apolitical platform. It represents the interests of more than 260 000 entrepreneurial subjects and keeps its important position within European structures. The association was founded in 2001. Since 2009 AMSP implements a series of unique independent surveys on the views on the problem areas in business. The results are a key basis for the key positions of the Association.

Actual focus of the AMSP ČR is to two main fields: FAMILY BUSINESS and YOUNG BUSINESS, the greatest project of AMSP ČR focused on young entrepreneurs. From 2014 has started two new projects focused on CRAFTS and support of WOMEN’S ENTREPRENEURSHIP.

Through its members the association promotes its opinions regarding current economic and social problems being debated in administrative and legislative bodies and thus assists in the creation of a favourable framework and climate for business. The AMSP ČR requires on bodies of the state administration constant interest, effort and specialist ability in order to create a realistic strategy for developing and viable business activities and ensuring suitable conditions for the business climate in the CR.

The Association also announced its own grant program for members of the AMSP ČR with direct financial reward. In order to make the entrepreneurs more visible, the AMSP ČR nominates expert evaluateor and/or provides the auspices of many competitions such as: “Pikes of the Czech Business”, “UNICREDIT DHL Export Award” competition “Czech Businesswomen Awards”, “Festival of Czech Innovation”, “Best Innovator”, “Visionaries”, “Via Bona” and others. The Association is one of the co-founders of the Coalition for Trans-parent Business.

THE AUTOMOTIVE INDUSTRY ASSOCIATION (AIA) is a professional association of 145 manufacturers of road vehicles, their parts, modules and accessories as well as other institutions involved in the automotive industry of the Czech Republic.

Vision: The Czech Republic – the best place for the automotive industry.

The AIA develops the Czech automotive industry and represents its interests within the Czech Republic and abroad.

The AIA provides: exchange of information among its member companies and other institu-tions;

representation of interests of both Czech and EU automotive industries towards the national, foreign and international governments, bodies and institutions;

support to the automotive industry in legislation; information, studies, overviews, analytical and statistical documents aimed at the automotive industry.

Chamber of Trade and Industry for CIS Countries is a special economic chamber which was set up by the Economic Chamber of the Czech Republic in 1997.Its main goal is to assist Czech businessmen and entities in their activities in the CIS countries.Over more than 17 years of its existence the Chamber has built a significant position among Czech companies. At the moment, there are more than 150 members plus several hundreds of other enterprises with interests in the CIS countries the Chamber co-operates with. The Chamber closely co-operates with Czech governmental institutions – the Ministry of Industry and Trade, the Ministry of Foreign Affairs, the Ministry of Agriculture, both Parliament chambers, and others. The Chamber organises various events focusing on the development of business co-operation between the Czech Republic and individual CIS members. Among others, we can highlight business missions to the CIS regions and countries, seminars and expert conferences, or B2B sessions with CIS entrepreneurs coming to the Czech Republic. Significant partners of the Chamber are the Embassy of the Confederation of Independent States in the Czech Republic, Czech embassies and general consulates in the CIS countries, and most of all central and regional chambers of commerce and industry in individual states. The Confederation of Industry of the Czech Republic is the biggest employers association in the Czech Republic, consists of 28 collective members and 121 direct members, altogether about 1550 companies with nearly 800 000 employees,

The Czech and Moravian Electrical and Electronic Association (ElA) was founded in January 1992 as an economically as well legally independent union of employers and entrepreneurs. This organization associates legal as well as natural persons from within the electronic and electrical industry, and further subjects with common interests with the electrical industry. The association defends the interests of employers based on the principles of entrepreneurial democracy. We enable for our members to take part in the process of creation of new legislation, in the work of diverse professional groups, and in other related activities.

EMPLOYER RELATED AREAWe hold negotiations with labour unions in line with Act no. 2/1991 Coll. on collective bargaining, as amended, on behalf of those member organizations that give us their consent for this. We pursue a social dialogue with the KOVO Labour Union, and we conclude higher-level collective agreements. This way, we help our members to ensure social conciliation. We supported the found-ing of the Electrotechnical Sector Council which prepares a profession cata-logue including definitions of requirements for employees. We search for and substantiate projects supported by state aid in the area of human resources; we help our member subjects to be assigned these projects and to complete them. We created and administer the jobs.electroindustry.cz portal which serves to acquire quality staff.

ENTREPRENEUR RELATED AREAWe support export activities of member companies.We exercise a liberal policy and we actively support the elimination of non-tariff obstructions in trade business. We provide for Association presentations and accompanying programmes at trade and business fairs, exhibitions, and con-ferences in the domestic area as well as abroad. We are one of the founding members of the Trade Fair Bureau of the Confederation of Industry of the CR where we suggest electro-technical fairs to be included in the list of events supported by the state. We participate at, and we ourselves also organize business missions, cooperate with partner electro-technical associations, and search for business opportunities that you might use. We maintain contacts with relevant embassies and partners from abroad. We negotiate with indi-vidual fair managements that organize exhibitions or fairs in the electric and electronic sectors to provide discounts and other benefits for our members.

We promote out membersWe publish a member organizations catalogue, the ElA DIRECTORY, which not only is distributed abroad but which is also delivered to foreign embas-sies in Prague, and to Czech business and economic embassy departments throughout the world. We have an own collective system, RETELAIn order to comply with the obligations resulting from the Waste Electric and Electronic Equipment legislation, we founded and are administering an own collective system for the disposal of WEEE. There are already over 1000 subjects taking advantage of this system. Our system is transparent, it covers all groups of WEEE including PV power plant technology equipment. The Cluster is an association of more than 70 companies active in the machinery and engineering industry. Founded in 2003, its members include also follow-up businesses, firms providing services and academic institutions. The overall annual sales of the member companies reach 3.1 billion USDand in aggregate the Cluster has 28 000 employees.

The Cluster focuses in particular on the development of supply chains, establishment of purchase alliances and organization of educational projects for its members, as well as conferences, seminars and workshops for specialists and the general public.

Our companies contribute tens of millions of Czech Crowns each year to the support of technical education promoting scholarship holders, co-financing the development of matching branches at universities, running in house technical schools and organizing networking events.

The production program of our companies covers almost the entire field of mechanical engineering ranging from individual machinery products to the construction and assembling of the biggest technological units. The Cluster is successful also in the manufacturing of industrial pumps, all kinds of valves, tubes and pipe equipment.

Czech Woodworking Machinery Manufacturers Association (SVDSZ) has been established in the year 1991 as a result of an effort to push ahead the collective requirements of Czech producers of woodworking machines, equipment and tools towards the State Authorities and for the development of their commercial and production possibilities.

SVDSZ associate 17 Czech companies incl. The Faculty of Forestry and Wood Technology of Mendel University in Brno.The members have in their production programme variety of woodworking machines, accessories and tools and they can also offer and deliver complete technological equipment for sawmills, for drying kilns, for production of glued balk and battenboard , for building-joinery production, for the furniture, windows and doors production, wooden waste processing, etc.

Main activities of SVDSZ are linked with the organization of exhibitions and fairs abroad and in the Czech Republic on advantageous conditions with close cooperation with EUMABOIS.

The Defence and Security Industry Association of the Czech Republic (DSIA CR) associates about 100 important corporate bodies engaged in research, development, production, trade, distribution and marketing services with military and security techniques, materials and infrastructure. The union is an interest group of production co-operatives that are mostly, within the context of companies in the Czech Republic, small and mid-sized firms. It is companies in this category that are the foundation and stabilizer of the economy of every country that is managed in a reasonable way.The Union of Czech Production Co-operatives secures its members a wide range of services, and it supports and promotes the interests of its member co-operatives at the national and international level. Our co-operatives can rely on the high standards and professionalism of our consulting in the area of legal services and legislation, tax and financial consulting, assistance with preparing projects for European and national funding programs, expert assistance in questions of energy and the environment, and also support for business through joint promotional events and participation at trade fairs and exhibitions.We secure centralized purchasing for them with the goal of lowering operating costs, and we organize expert training and other individual forms of requested support and services. The union assists co-operatives with their export activities.

Members:The Union’s membership base consists of hundreds of production co-opera-tives achieving sales worth many billions of Czech crowns. The broad scope of branches of industry of the co-operatives includes large producers in field of mechanical engineering, manufacturers of chipboard materials and furniture, suppliers for the automotive industry (with hundreds and even thousands of employees), mid-sized firms in the construction, chemistry, and garment industries, and also small firms successfully manufacturing toys, packaging, or Christmas decorations, as well as firms providing services. These are successful, independent entrepreneurial subjects manufacturing a whole range of high-quality products, mostly for customers in the Czech Republic and the European Union.There is great depth to the history of co-operatives, and in Czech-speaking countries, they have been building their tradition for over 150 years. They have always been able to find their place on the market in Europe and beyond, and to this day, because of their quality, they convince a broad spectrum of customers about their ability to react flexibly to the demands of the market. The typical characteristics of co-operatives are efficiency, potential for innovation, and a personal relationship of their members with the co-operative, which gives a number of co-operatives the character of reliable family companies.One of the major assets of production co-operatives is the fact that in addition to doing business under the tough, demanding conditions of the European market, they also pursue the social interests of their employees. Several dozen of our co-operatives are going the route of attempting to integrate people with a reduced ability to work into the labor process. These are production co-operatives with disabled employees accounting for more than 50% of their workforce, or social co-operatives. SOVAK CR (Water Supply and Sewerage Association of the Czech Republic) is a voluntary, non-governmental association representing inter-ests of companies, suppliers and other relevant organisations involved in the sector of public water supply and wastewater collection and treatment. The association was established in 1989 and now represents 111 regular and 138 associated members of which the regular members provide public water supply to more than 95 % of the Czech water market. The association has 15 specialist groups and ensures that all legislation and norms relevant for its members are thoroughly reviewed and consulted before they are approved in the legislation process. The mechanical engineering industry is part of the main creditportfolio of the Czech Export Bank. "However, the Czech firms mayalso establish their foothold in the area of intellectual property export,"says Ing. Karel Bureš, the Chairman of the Board of Directors and CEOof the Czech Export Bank.

Since the start of its operations on the banking market, the CzechExport Bank (CEB) has been an important part of the government'spro-export policy. In 19 years of its existence it has supported dozensof projects in 82 countries around the world, with the total assets of thebank reaching almost CZK 100 billion. The vast majority of projectshave been implemented in the field of mechanical engineering, morespecifically in the area of machinery and equipment for energyproduction and machinery and equipment for wide array of industrialsectors.

More than competitive financingThe critical mission of CEB is to improve competitiveness of theCzech Republic by promoting export to countries with an increasedrisk according to OECD or business cases that may not be carriedout by commercial sector due to their scope. Without CEB, manylarge Czech companies exporting predominantly technologies inthe form of investment units, would face serious challenges. Moreover,there might be situations where even large Czech firms would notbe in the position of suppliers but subcontractors, which meanslower margins. In addition, not only CEB works with major, traditionalpro-export oriented companies, but it has a lot to offer even to smalland medium enterprises. Furthermore, these enterprises are oftensubcontractors of the said large exporters. In order to succeed ininternational markets where opportunities are sought by other ma-nufacturers from the European countries, the Czech firms must, inaddition to competitive financing, offer both quality and expediencewhile executing the contract.

Czech Export will not manage without new approachThe support of national interests, being a high Czech participationin the business transaction, is one of the criteria in the approval processof each credit case. However, CEB is equally interested in new territo-ries, the export of a unique technological know-how and intellectualproperty. Ing. Karel Bureš summarizes the priorities of CEB manage-ment as follows: "We are interested in diversification and simultaneousgrowth in the new territories. At the same time, we would like to diversifynot only from the territorial perspective but also from the sector aspect.For instance, at present we provide support for business transactionsconsisting in the export of the Czech intellectual property. This is thefirst instance when a Czech company may establish its foothold inthe supply of goods of intangible nature."Export financing then hasa new dimension – common in the countries of Western Europe –where they can finalize the ideas into the specific export cases. Asopposed to us where it is foreign competition that benefits from theaccomplishments of the Czech wits. Therefore, CEB is interested infinancing even untraditional business cases thus supporting localfirms in their growth. At the same time, this year's increase in businesstransactions in the area of export financing is anticipated not onlyby analysts, but representatives of commercial banks, as well. Whenasked about the relationship of commercial banking sector to bothCEB and EGAP, Tomáš Hron, the director of Global Transaction BankingUniCredit Bank CR and SK, said the following: "The cooperation ofcommercial and state institutions promoting export is a very importantone. I believe that after many years of success of the Czech exportfinancing, one that may set an example to other countries of Easternand Central Europe, we will, after a short pause, return to a situationwhere the government will promote successful export transactionsthrough CEB and EGAP, with the export being a sector of the economyyielding the highest added value.
