ABSTRACT
The implementation of lump sum contract on Toll Road project is one of the new things in Indonesia. One of them is in the Semarang - Batang toll road project which is built using a lump sum contract. Highly scattered work on toll roads has high risks both in terms of technicality, cost and time. The implementation of a lump sum contract which is a fixed price contract in this project raises various problems; that is land acquisition, payment certainty and the number of additional works. Problems that occur indicate a deep improvement. The research is conducted qualitatively with the object of research is Semarang - Batang toll road project through direct observation and interview in the completion of the data.
The lump sum contract has the advantage of being a fixed price, allowing for efficiency to gain profit. But it does not allow for the addition of volume so it is not suitable for work with high uncertainty. Uncertainties such as land acquisition on Semarang - Batang toll road projects are hampered by land acquisition issues that force contractors to lease unoccupied land where these fees can not be billed. Added work that often happens is the addition of structure, the beginning of the contract is 38 buildings into 75 buildings that must be done because of the demands of the citizens. The issue forces an addendum to include the addition of such volume in the contract. The concept of lump sum in this project has not been fully implemented, it can be seen from the composition of bill of quantities (BOQ) which still follow the format of unit price so it requires a more mature concept because it will become irrelevant. The concept drawn up in this study is to compile a BOQ lump sum both on structural and ground work calculated or expressed in the function of a single item of structure, unlike the unit price that describes the structure in its constituent material.
The result of the evaluation in this research is that in starting the lump sum contract the land must be 100% free first, the certainty of payment must be done no later than 30 days after the first handover, and the lump sum project is not allowed any added work so the contract value must be fixed . In addition, the concept of progress calculation must be in accordance with BOQ lump sum more to the physical form and function. Then addendum volume addition can only be done as long as the addition of volume is not within the scope of the contract.
