DESCRIPTION AND OBJECTIVES OF PROJECT_(DGC)

The Government of Indonesia is vitally interested in the electrification

of rural Indonesia and has taken steps with the assitance of the United

States Government (USAID) to implement pilot rural electrification

programs Fewer than 1 of the rural people in Indonesia presently enjoy

the benefits of electric service and rural electrification is essential

in developing the wealth of forest and agricultural land minerals and

water rpsources The area coverage concept of electrification will

bring better living conditions for millions of rural residents and will

spread benefits to all of Indonesia

Ten Pilot Rural Electrification Project areas have been selected

Three of the projects will be located on the outer island locations of

Central Lampung (South Sumatra) East Lombok and Luwu (South Sulawesi)

and are to be constructed and developed by the member-consumers themselves

through the organization of Rural Electric Cooperatives Each cooperative

will own and operate a diesel generating plant to provide power for the

distribution system (The Canadian Government is assisting with the

generatinq projects) A special agency known as the Project Development

Office under the Directorate General for Cooperatives (DGC) is the

irplerentinq agency for the Rural Electric Cooperatives

The IaLional Rural Electric Cooperative Association through their

Internatinnal Progra s Division are serving as consultant to DGC in

organization rianagement and cechnical areas The services for DGC

includes complete assistance in the or(ganization of a PDO staff to

supervise the cooperatives and assistance in the organization of

the individual cooperatives including staffiiig patterns job descriptions

cost accounting 0 amp methods training planning policies and procedures

housewi ring etc

OUTER ISLAND PROJECTS

Loi-ibok - Sinar Rinjani Rural Electric Cooperative

A meeting was called by PDO Chief Mr Sjoufjan Awal on October 26 1979

to discuss the current status of Project REIL Attending were representatives

of PDO PDO Task Force REIL USAID CT Main NRECA and the Lombok Project

Coordinator Mr Awal asked Advisors and USAID for progress reports and

reports on the materials deliveries There were doubts that the materials

could be delivered and the project started by December 31 1979

Mr Awal then set a project completion target date of December 31 1979

with energization on this date rhe Task Force REIL was extablished to

speed-up the project The Task Force members come from PDO

The PDO Task Force held several meetings the first weekend of the month

with the Board of Directors to review and discuss their plans for the early

energization of Project REIL The Task Force could not get full support

and were rejected of some of their requests by the Board After consulation

with the PDO Chief the Tazk Force returned to Jakarta

The Board of Directors held their regular monthly meeting in November

Mr Ridwan PDO Assistant to the Chief of Cooperative Development explained

the Membership Applications Rights-of-way Permits and the Housewiring Materials

Loan Contract

A five (5)day Housewiring Training Course for future instructors was begun

in Lombok on Monday November 5 1979 The participants were two (2)

Rural rlember Service Specialists from Lampung two (2) Rural iember Service

Specialists from Luwu five (5)Rural Member Service Specialists from Lombok

and four (4) members of the rP)0 staff from Jakarta thirteen (13) in all

The training consisted of two (lays of cliassroom instruction and two full days

and two half days in the field of actual housewirinq practice FivL ( )

houses were wired

It is felt that this was an excellent training course - cooperation was

good - the field training was completed in a very satisfactory manner

These future instructors should he able to handle the housewiring programs

and to train prospective electricians

This training course was conducted by NRECA Advisor Sansing

Another course Electricians Training Course 250 was held in Lombok with

sixteen (16) trainers from the local area Eleven (11) instructors from

the prior weeks training course were utilized in the course One and oneshy

half (i ) days was spent in classroom instruction one-half (2) day was spent

in the field making housewiring estimates for wiring plans and material

requirements for the twenty (20) houses to be wired during field practice

At the close of the course the instructors evaluated the performance of the

trainees The results were three (3) trainers were good ten (10) needed

more training and three (3) failed

The VfEYA Advisor recommends that more time and longer courses are needed

A training period of at least three weeks is recommended for this course

It is recommended that a full time ManagerCoordinator be appointed The

rt time coordiator has spent very little time with the cooperative

Lampun9 - Sinar Siwomego Rural [1c tric Cooperative

The reloan agreement between Bank Rakyat Indonesia and Sinar Siwomego

Koperasi Listrik Pedesaan Lampung Tengah was signed in a ceremony at Kota

Gajah on October 30 1979 The speakers included the Junior Minister for

Cooperative Bustamil Arifin Bupati Soekirno Chief of PDO Sjoufjan Awal

USAID Director Thomas C (iiblock USAID Project Manager David Devin and

the First Secretary for Development - Canadian Embassy David [ Chaplin

Guests and officials included all of the Camats in the service area

The Cooperative Board of Director organizers of the cooperative the

Coordinator and his staff and employees of PDO

Following the ceremony some of the above were given a brief tour of the

area including a visit to the headquarters and generating site All were

invited to a luncheon at the residence of Mr Soekirno Bupati for Lampung

Tengah before returning to Jakarta

At the Board of Directors meeting held on November 20 the participants of

the Accounting Training Course gave a report to the Board of Directors

A small part of the report was concerned with the accounting course most of

it was concerned with questions that had been asked of the PDO Financial

Department and DOC Amonq the significant questions that were asked

I Uhat is the svstei for appointirg the cooperative manader

2 Who is in charge of controllin tile external activities of the cooperative

3 What is the sta tus of the coOIrdi nator in te rural areas

4 How about honorariu for the Board We have worked for the Electric

Cooperative in Lampung for about Smionths and we havent received

anythine from the Cooperative We have used our own money for the

cooperative activities We have asked about tnis but have never received

a positive answer

This is one of the questions that was not well-answered by PDO The

matter of per diem allowance and travel expense for directors attending

regular and special mleetin(js has been discussed witli PDO and some recoinshy

nendations on the amount of the allawances were made by NRECA A new

proposed Guide Line will be submitted to PDO for approval but it is

si on ifi cant that of guidel ines that have been reRared by N_[CAnone the I

consultants have found their way to the cooperative boards_ through PDO

Somebody must be given authority to review and approve the guidelines shy

they are the basis for cooperative policy

S Can a coordinator work as a manager at the name time

The fact that these questions were asked indicates that the Board of

Directors is not being adequately informed and that they want more information

Some of the questions cannot be adequately answered by the PDO staff or at

least they were not always well-answered

The preparation of more guidelines to help PDO would seem to be the most

practical manner for us to get our suggestions and recommendations finally

adopted into policy

Two additional RMSS (Rural Member Service Specialist) are attending the houseshy

wiring and electricians training course in Lombok The course ran for four

weeks in November and will continue into December

From 17 to 26 employees are attending the English classes that are held every

Friday for two hours The students are making good progress and have been given

Stars and Stripes copies to read

Luwu- Samabotuna Rural Electric Cooperative

The sub-loan signing ceremony between Bank Rakyat Indonesia and Samabotuna

Rural Electric Cooperative was held on Sunday November 18 1979

The sources of the loan funds are

There were approximately sixty (60) persons in attendance Attending the

A 3ookkeeping Seminar was held in Jakarta November 5th - 13th Participants

in this seminar included the three treasures of the Board of Directors from the

three coops and two bookkeepers from each coop Three employees of DGCPDO

attended full-time with additional part-time attendance by other DGCPDO

personnel Approximately forty man-hours of actual presentation was performed

by members of the NRECA team

DESCRIPTION AND OBJECTIVES OF PROJECT_(DGC)

The Government of Indonesia is vitally interested in the electrification

of rural Indonesia and has taken steps with the assitance of the United

States Government (USAID) to implement pilot rural electrification

programs Fewer than 1 of the rural people in Indonesia presently enjoy

the benefits of electric service and rural electrification is essential

in developing the wealth of forest and agricultural land minerals and

water rpsources The area coverage concept of electrification will

bring better living conditions for millions of rural residents and will

spread benefits to all of Indonesia

Ten Pilot Rural Electrification Project areas have been selected

Three of the projects will be located on the outer island locations of

Central Lampung (South Sumatra) East Lombok and Luwu (South Sulawesi)

and are to be constructed and developed by the member-consumers themselves

through the organization of Rural Electric Cooperatives Each cooperative

will own and operate a diesel generating plant to provide power for the

distribution system (The Canadian Government is assisting with the

generatinq projects) A special agency known as the Project Development

Office under the Directorate General for Cooperatives (DGC) is the

irplerentinq agency for the Rural Electric Cooperatives

The IaLional Rural Electric Cooperative Association through their

Internatinnal Progra s Division are serving as consultant to DGC in

organization rianagement and cechnical areas The services for DGC

includes complete assistance in the or(ganization of a PDO staff to

supervise the cooperatives and assistance in the organization of

the individual cooperatives including staffiiig patterns job descriptions

cost accounting 0 amp methods training planning policies and procedures

housewi ring etc

OUTER ISLAND PROJECTS

Loi-ibok - Sinar Rinjani Rural Electric Cooperative

A meeting was called by PDO Chief Mr Sjoufjan Awal on October 26 1979

to discuss the current status of Project REIL Attending were representatives

of PDO PDO Task Force REIL USAID CT Main NRECA and the Lombok Project

Coordinator Mr Awal asked Advisors and USAID for progress reports and

reports on the materials deliveries There were doubts that the materials

could be delivered and the project started by December 31 1979

Mr Awal then set a project completion target date of December 31 1979

with energization on this date rhe Task Force REIL was extablished to

speed-up the project The Task Force members come from PDO

The PDO Task Force held several meetings the first weekend of the month

with the Board of Directors to review and discuss their plans for the early

energization of Project REIL The Task Force could not get full support

and were rejected of some of their requests by the Board After consulation

with the PDO Chief the Tazk Force returned to Jakarta

The Board of Directors held their regular monthly meeting in November

Mr Ridwan PDO Assistant to the Chief of Cooperative Development explained

the Membership Applications Rights-of-way Permits and the Housewiring Materials

Loan Contract

A five (5)day Housewiring Training Course for future instructors was begun

in Lombok on Monday November 5 1979 The participants were two (2)

Rural rlember Service Specialists from Lampung two (2) Rural iember Service

Specialists from Luwu five (5)Rural Member Service Specialists from Lombok

and four (4) members of the rP)0 staff from Jakarta thirteen (13) in all

The training consisted of two (lays of cliassroom instruction and two full days

and two half days in the field of actual housewirinq practice FivL ( )

houses were wired

It is felt that this was an excellent training course - cooperation was

good - the field training was completed in a very satisfactory manner

These future instructors should he able to handle the housewiring programs

and to train prospective electricians

This training course was conducted by NRECA Advisor Sansing

Another course Electricians Training Course 250 was held in Lombok with

sixteen (16) trainers from the local area Eleven (11) instructors from

the prior weeks training course were utilized in the course One and oneshy

half (i ) days was spent in classroom instruction one-half (2) day was spent

in the field making housewiring estimates for wiring plans and material

requirements for the twenty (20) houses to be wired during field practice

At the close of the course the instructors evaluated the performance of the

trainees The results were three (3) trainers were good ten (10) needed

more training and three (3) failed

The VfEYA Advisor recommends that more time and longer courses are needed

A training period of at least three weeks is recommended for this course

It is recommended that a full time ManagerCoordinator be appointed The

rt time coordiator has spent very little time with the cooperative

Lampun9 - Sinar Siwomego Rural [1c tric Cooperative

The reloan agreement between Bank Rakyat Indonesia and Sinar Siwomego

Koperasi Listrik Pedesaan Lampung Tengah was signed in a ceremony at Kota

Gajah on October 30 1979 The speakers included the Junior Minister for

Cooperative Bustamil Arifin Bupati Soekirno Chief of PDO Sjoufjan Awal

USAID Director Thomas C (iiblock USAID Project Manager David Devin and

the First Secretary for Development - Canadian Embassy David [ Chaplin

Guests and officials included all of the Camats in the service area

The Cooperative Board of Director organizers of the cooperative the

Coordinator and his staff and employees of PDO

Following the ceremony some of the above were given a brief tour of the

area including a visit to the headquarters and generating site All were

invited to a luncheon at the residence of Mr Soekirno Bupati for Lampung

Tengah before returning to Jakarta

At the Board of Directors meeting held on November 20 the participants of

the Accounting Training Course gave a report to the Board of Directors

A small part of the report was concerned with the accounting course most of

it was concerned with questions that had been asked of the PDO Financial

Department and DOC Amonq the significant questions that were asked

2 Who is in charge of controllin tile external activities of the cooperative

3 What is the sta tus of the coOIrdi nator in te rural areas

4 How about honorariu for the Board We have worked for the Electric

Cooperative in Lampung for about Smionths and we havent received

anythine from the Cooperative We have used our own money for the

cooperative activities We have asked about tnis but have never received

a positive answer

This is one of the questions that was not well-answered by PDO The

matter of per diem allowance and travel expense for directors attending

regular and special mleetin(js has been discussed witli PDO and some recoinshy

nendations on the amount of the allawances were made by NRECA A new

proposed Guide Line will be submitted to PDO for approval but it is

si on ifi cant that of guidel ines that have been reRared by N_[CAnone the I

consultants have found their way to the cooperative boards_ through PDO

Somebody must be given authority to review and approve the guidelines shy

they are the basis for cooperative policy

Two additional RMSS (Rural Member Service Specialist) are attending the houseshy

wiring and electricians training course in Lombok The course ran for four

weeks in November and will continue into December

From 17 to 26 employees are attending the English classes that are held every

Friday for two hours The students are making good progress and have been given

Stars and Stripes copies to read

Luwu- Samabotuna Rural Electric Cooperative

The sub-loan signing ceremony between Bank Rakyat Indonesia and Samabotuna

Rural Electric Cooperative was held on Sunday November 18 1979

A 3ookkeeping Seminar was held in Jakarta November 5th - 13th Participants

in this seminar included the three treasures of the Board of Directors from the

three coops and two bookkeepers from each coop Three employees of DGCPDO

attended full-time with additional part-time attendance by other DGCPDO

personnel Approximately forty man-hours of actual presentation was performed

by members of the NRECA team

in this seminar included the three treasures of the Board of Directors from the

three coops and two bookkeepers from each coop Three employees of DGCPDO

attended full-time with additional part-time attendance by other DGCPDO

personnel Approximately forty man-hours of actual presentation was performed

by members of the NRECA team

DESCRIPTION AND OBJECTIVES OF PROJECT_(DGC)

The Government of Indonesia is vitally interested in the electrification

of rural Indonesia and has taken steps with the assitance of the United

States Government (USAID) to implement pilot rural electrification

programs Fewer than 1 of the rural people in Indonesia presently enjoy

the benefits of electric service and rural electrification is essential

in developing the wealth of forest and agricultural land minerals and

water rpsources The area coverage concept of electrification will

bring better living conditions for millions of rural residents and will

spread benefits to all of Indonesia

Ten Pilot Rural Electrification Project areas have been selected

Three of the projects will be located on the outer island locations of

Central Lampung (South Sumatra) East Lombok and Luwu (South Sulawesi)

and are to be constructed and developed by the member-consumers themselves

through the organization of Rural Electric Cooperatives Each cooperative

will own and operate a diesel generating plant to provide power for the

distribution system (The Canadian Government is assisting with the

generatinq projects) A special agency known as the Project Development

Office under the Directorate General for Cooperatives (DGC) is the

irplerentinq agency for the Rural Electric Cooperatives

The IaLional Rural Electric Cooperative Association through their

Internatinnal Progra s Division are serving as consultant to DGC in

organization rianagement and cechnical areas The services for DGC

includes complete assistance in the or(ganization of a PDO staff to

supervise the cooperatives and assistance in the organization of

the individual cooperatives including staffiiig patterns job descriptions

cost accounting 0 amp methods training planning policies and procedures

housewi ring etc

OUTER ISLAND PROJECTS

Loi-ibok - Sinar Rinjani Rural Electric Cooperative

A meeting was called by PDO Chief Mr Sjoufjan Awal on October 26 1979

to discuss the current status of Project REIL Attending were representatives

of PDO PDO Task Force REIL USAID CT Main NRECA and the Lombok Project

Coordinator Mr Awal asked Advisors and USAID for progress reports and

reports on the materials deliveries There were doubts that the materials

could be delivered and the project started by December 31 1979

Mr Awal then set a project completion target date of December 31 1979

with energization on this date rhe Task Force REIL was extablished to

speed-up the project The Task Force members come from PDO

The PDO Task Force held several meetings the first weekend of the month

with the Board of Directors to review and discuss their plans for the early

energization of Project REIL The Task Force could not get full support

and were rejected of some of their requests by the Board After consulation

with the PDO Chief the Tazk Force returned to Jakarta

The Board of Directors held their regular monthly meeting in November

Mr Ridwan PDO Assistant to the Chief of Cooperative Development explained

the Membership Applications Rights-of-way Permits and the Housewiring Materials

Loan Contract

A five (5)day Housewiring Training Course for future instructors was begun

in Lombok on Monday November 5 1979 The participants were two (2)

Rural rlember Service Specialists from Lampung two (2) Rural iember Service

Specialists from Luwu five (5)Rural Member Service Specialists from Lombok

and four (4) members of the rP)0 staff from Jakarta thirteen (13) in all

The training consisted of two (lays of cliassroom instruction and two full days

and two half days in the field of actual housewirinq practice FivL ( )

houses were wired

It is felt that this was an excellent training course - cooperation was

good - the field training was completed in a very satisfactory manner

These future instructors should he able to handle the housewiring programs

and to train prospective electricians

This training course was conducted by NRECA Advisor Sansing

Another course Electricians Training Course 250 was held in Lombok with

sixteen (16) trainers from the local area Eleven (11) instructors from

the prior weeks training course were utilized in the course One and oneshy

half (i ) days was spent in classroom instruction one-half (2) day was spent

in the field making housewiring estimates for wiring plans and material

requirements for the twenty (20) houses to be wired during field practice

At the close of the course the instructors evaluated the performance of the

trainees The results were three (3) trainers were good ten (10) needed

more training and three (3) failed

The VfEYA Advisor recommends that more time and longer courses are needed

A training period of at least three weeks is recommended for this course

It is recommended that a full time ManagerCoordinator be appointed The

rt time coordiator has spent very little time with the cooperative

Lampun9 - Sinar Siwomego Rural [1c tric Cooperative

The reloan agreement between Bank Rakyat Indonesia and Sinar Siwomego

Koperasi Listrik Pedesaan Lampung Tengah was signed in a ceremony at Kota

Gajah on October 30 1979 The speakers included the Junior Minister for

Cooperative Bustamil Arifin Bupati Soekirno Chief of PDO Sjoufjan Awal

USAID Director Thomas C (iiblock USAID Project Manager David Devin and

the First Secretary for Development - Canadian Embassy David [ Chaplin

Guests and officials included all of the Camats in the service area

The Cooperative Board of Director organizers of the cooperative the

Coordinator and his staff and employees of PDO

Following the ceremony some of the above were given a brief tour of the

area including a visit to the headquarters and generating site All were

invited to a luncheon at the residence of Mr Soekirno Bupati for Lampung

Tengah before returning to Jakarta

At the Board of Directors meeting held on November 20 the participants of

the Accounting Training Course gave a report to the Board of Directors

A small part of the report was concerned with the accounting course most of

it was concerned with questions that had been asked of the PDO Financial

Department and DOC Amonq the significant questions that were asked

I Uhat is the svstei for appointirg the cooperative manader

2 Who is in charge of controllin tile external activities of the cooperative

3 What is the sta tus of the coOIrdi nator in te rural areas

4 How about honorariu for the Board We have worked for the Electric

Cooperative in Lampung for about Smionths and we havent received

anythine from the Cooperative We have used our own money for the

cooperative activities We have asked about tnis but have never received

a positive answer

This is one of the questions that was not well-answered by PDO The

matter of per diem allowance and travel expense for directors attending

regular and special mleetin(js has been discussed witli PDO and some recoinshy

nendations on the amount of the allawances were made by NRECA A new

proposed Guide Line will be submitted to PDO for approval but it is

si on ifi cant that of guidel ines that have been reRared by N_[CAnone the I

consultants have found their way to the cooperative boards_ through PDO

Somebody must be given authority to review and approve the guidelines shy

they are the basis for cooperative policy

S Can a coordinator work as a manager at the name time

The fact that these questions were asked indicates that the Board of

Directors is not being adequately informed and that they want more information

Some of the questions cannot be adequately answered by the PDO staff or at

least they were not always well-answered

The preparation of more guidelines to help PDO would seem to be the most

practical manner for us to get our suggestions and recommendations finally

adopted into policy

Two additional RMSS (Rural Member Service Specialist) are attending the houseshy

wiring and electricians training course in Lombok The course ran for four

weeks in November and will continue into December

From 17 to 26 employees are attending the English classes that are held every

Friday for two hours The students are making good progress and have been given

Stars and Stripes copies to read

It is felt that this was an excellent training course - cooperation was

good - the field training was completed in a very satisfactory manner

These future instructors should he able to handle the housewiring programs

and to train prospective electricians

This training course was conducted by NRECA Advisor Sansing

Another course Electricians Training Course 250 was held in Lombok with

sixteen (16) trainers from the local area Eleven (11) instructors from

the prior weeks training course were utilized in the course One and oneshy

half (i ) days was spent in classroom instruction one-half (2) day was spent

in the field making housewiring estimates for wiring plans and material

requirements for the twenty (20) houses to be wired during field practice

At the close of the course the instructors evaluated the performance of the

trainees The results were three (3) trainers were good ten (10) needed

more training and three (3) failed

The VfEYA Advisor recommends that more time and longer courses are needed

A training period of at least three weeks is recommended for this course

It is recommended that a full time ManagerCoordinator be appointed The

rt time coordiator has spent very little time with the cooperative

Lampun9 - Sinar Siwomego Rural [1c tric Cooperative

The reloan agreement between Bank Rakyat Indonesia and Sinar Siwomego

Koperasi Listrik Pedesaan Lampung Tengah was signed in a ceremony at Kota

Gajah on October 30 1979 The speakers included the Junior Minister for

Cooperative Bustamil Arifin Bupati Soekirno Chief of PDO Sjoufjan Awal

USAID Director Thomas C (iiblock USAID Project Manager David Devin and

the First Secretary for Development - Canadian Embassy David [ Chaplin

The Cooperative Board of Director organizers of the cooperative the

Coordinator and his staff and employees of PDO

Following the ceremony some of the above were given a brief tour of the

area including a visit to the headquarters and generating site All were

invited to a luncheon at the residence of Mr Soekirno Bupati for Lampung

Tengah before returning to Jakarta

At the Board of Directors meeting held on November 20 the participants of

the Accounting Training Course gave a report to the Board of Directors

A small part of the report was concerned with the accounting course most of

it was concerned with questions that had been asked of the PDO Financial

Department and DOC Amonq the significant questions that were asked

I Uhat is the svstei for appointirg the cooperative manader

2 Who is in charge of controllin tile external activities of the cooperative

3 What is the sta tus of the coOIrdi nator in te rural areas

4 How about honorariu for the Board We have worked for the Electric

Cooperative in Lampung for about Smionths and we havent received

anythine from the Cooperative We have used our own money for the

cooperative activities We have asked about tnis but have never received

a positive answer

This is one of the questions that was not well-answered by PDO The

matter of per diem allowance and travel expense for directors attending

regular and special mleetin(js has been discussed witli PDO and some recoinshy

nendations on the amount of the allawances were made by NRECA A new

proposed Guide Line will be submitted to PDO for approval but it is

si on ifi cant that of guidel ines that have been reRared by N_[CAnone the I

consultants have found their way to the cooperative boards_ through PDO

Somebody must be given authority to review and approve the guidelines shy

they are the basis for cooperative policy

practical manner for us to get our suggestions and recommendations finally

adopted into policy

Two additional RMSS (Rural Member Service Specialist) are attending the houseshy

wiring and electricians training course in Lombok The course ran for four

weeks in November and will continue into December

From 17 to 26 employees are attending the English classes that are held every

Friday for two hours The students are making good progress and have been given

Stars and Stripes copies to read
