MAIN PROBLEM ADDRESSEDThe Workplace Digital Skills project is designed to address the following problem:
DEMAND FOR TRAININGThe demand for training in Rural SMEs is important since their employees in low skilled goods producing and service occupations have much lower levels of literacy skills than level 3 which is considered to be the minimum level to perform in today’s workplace. The digital technology, now a key driver of economic growth, is increasing the demand for digital essential skills in rural SMEs so they can increase their productivity and compete in today’s digital economy.

La demande de formation dans les PME rurales est importante compte tenu que leurs employés des occupations exigeant pu de compétences ont un taux de littératie plus bas que le niveau considéré comme minimum pour performer au travail aujourd’hui. La technologie numérique, un moteur économique clé aujourd’hui, accrpît la demande de compétences essentielles numériques dans les PME rurales afin qu’elle puissent accroître leur productivité et demeurer compétitive au sein de l’économie d’aujourd’hui.

MAIN PROBLEM ADDRESSEDThe Workplace Digital Skills project is designed to address the following problem:
SUPPLY OF TRAININGACCESS to training opportunities for low skilled workers of rural SMEs is part of the problem thus limiting workplace essential skills training in rural SMEs
• Distance from training locations, Costs due to travel and employees time out-of-work, Minimum number of employees needed for a training course to be offered, Class-room approach not adapted to workplace training
LOW SUPPLY of workplace training to low skilled workers, more specifically of NEW DIGITAL SKILLS TRAINING, that go beyond the COMPUTER USE essential skill and reflect technological development and current thinking regarding digital skills in the workplace

Increased the effectiveness of rural SMEs in assessing and enhancing the digital skill levels of employeesIncreased capacity of the field in essential digital skills through knowledge gained following the pilot testing and evaluation of a training model in essential digital skills

Target Groups
Rural small businesses in industries with a low-skilled workforce
Manufacturing and service industries
• For the piloting of the training: Recruit 10 SMEs in 5 participating provinces to pilot-test the training program
Low-skilled workersOccupations occupied by low-skilled workers identified later in the meeting
• For the piloting of the training: Recruit between 50 & 100 employees of level 2 (& 1) literacy to pilot-test the training program

Digital Essential Skills
The digital skills framework of the project is first founded on a research* based on a literature survey of work being undertaken around the world from which a definition of digital skills was proposed with a validation process with 20 key informants from businesses representing different sectors. The proposed digital skills framework is presented on the next page.

Using digital skills in the workplace is defined, for purposes of this project, as:
The ability to use information and communication technologies, communications tools, and networks to acquire and evaluate information and communicate the information with others, in order to perform practical job-related tasks in the workplace that enhance business performance.

Digital Essential Skill (DES) Levels
The training being developed in this project is designed to provide BASIC level digital skills that the employees of SMEs need to be able to use ICTs to perform their job-related tasks more efficiently. Basic skills is one of three different levels of Workplace Digital Essential Skills (DES) that have been identified, as follows:
• BASIC SKILLS: users in this category are able to use basic and generic digital tools (such as: searching on the internet, sending emails) to perform job-related tasks, at a basic enough level to perform in their occupation. For this category, ICTs are not the main part of their job but a tool.
• ADVANCED SKILLS: users in this category are competent users of advanced applications and often sector-specific. ICTs are not the main part of their job but an important tool.
• ICT SPECIALIST SKILLS: users in this category have the ability to create, develop, operate and maintain ICT systems. ICTs are the main part of their job and an essential tool
Niveaux de Compétences essentielles numériques
(CEN)La formation développée par le projet est conçue pour développer les compétences numériques de BASE dont les employés des PME rurales ont besoin pour réaliser des tâches de travail plus efficacement. Les compétences de BASE font partie de trois niveaux différents de Compétences essentielles numériques [CEN] au travail, soient :
• 1. COMPÉTENCES DE BASE : utilisateurs compétents d’outils TIC génériques de base (c.-à.-d., outils reliés à Internet comme un navigateur Internet et un courrier électronique) nécessaires pour réaliser des tâches de travail selon le niveau de performance attendu. Pour cette catégorie, les TIC ne sont pas la principale partie de leur tâche, mais un outil.
• 2. COMPÉTENCES AVANCÉES : utilisateurs compétents d’applications avancées et souvent spécifiques à un secteur d’activités. Les TIC ne sont pas la principale partie de leur travail, mais un outil important.
• 3. COMPÉTENCES SPÉCIALISÉES : utilisateurs ayant la capacité de développer, opérer et maintenir des systèmes de TIC. Les TIC constituent la principale partie de leur travail et un outil incontournable.
Eligible Employees:
The training being developed in this project is designed to help develop the basic digital skills of the following employees, those who …
have less than a high school diploma (OR who have been out of school since 2003 or earlier) AND
are year-round employees (not just seasonal) and are not working on a contractual, term basis, AND
need to have their digital skills in some way developed at the “BASIC SKILLS” level (as defined above).

Laddered Approach to the Development of the Skill
Approche échelonnée au développement de la

Foundation (Basic) Skills
The training program will be developed for a level 2 literacy (foundation) skills
But, employees with level 1 and level 3 literacy rate will also be invited to participate
The Canadian Literacy Evaluation will be used to test foundation skills
The level of foundation skills will be evaluated and the participation of level 3 literacy employees will help to show that any low performance is not due to deficiencies of the tool but rather due to low literacy or numeracy

Le programme de formation sera développé pour un niveau 2 de littératie (de compétences de base)
Mais des employés de niveaux 1 et 3 seront aussi invités à participer

Job-Related Tasks
Practical job related tasks that enhance business success are part of the framework. It recognizes that knowledge or “know-how” only translates to a skill or competency when it is successfully applied to a real life situation in the work place.

Practical job related tasks are intended to be :
“portable (transferable) workplace skill” of analytical problem solving which is similar to other work, including PIAAC.
those in a job profile or performance evaluations from an employer/business point of view
serve as contextual problem solving situations
be achieved using “resources” which may or may not be digital
but it is proposed that if digital resources were used they would be more efficient
Résolution de problèmes
