intergovernmental forum in Australia, comprising the Prime

Standing Council on Tertiary Education, Skills and Employment
(SCOTESE) is one of a number of Standing Councils that report to the
Council of Australian Governments (COAG).
SCOTESE is the successor of the Ministerial Council for Tertiary
Education and Employment (MCTEE).
The purpose of SCOTESE is to ensure Australia’s current and future
workforce needs are met through increased participation, educational
attainment and skills development to achieve greater productivity.

The National Senior Officials
Committee (NSOC) is the
administrative arm of SCOTESE and
is responsible for: supporting
SCOTESE; implementing SCOTESE’s
decisions; driving national
collaboration on tertiary education,
skills and employment matters; and
monitoring the effectiveness of the
national tertiary education, skills
and employment system.

National Skills Standards Council (NSSC) replaces the National
Quality Council (NQC) in the following key areas:
• Develop and maintain national standards for regulation of
VET for approval by SCOTESE
• Provide information to SCOTESE and the VET sector on the
implementation and interpretation of the national standards
• Provide advice to SCOTESE on the operations of the
regulators of VET
• Endorse training packages

NATESE provides support to FLAG
The Flexible Learning Advisory Group (FLAG) is an advisory group of
the NSOC). Key activities include:
• Leads and manages the implementation of the National E-
Learning Strategy
• Advises NSOC on matters related to ICT infrastructure
• Evaluates and advises on emerging technological opportunities
• Facilitates access to e-learning products and practices
• Advises and collaborates with the Australian ICT in Education
Committee (AICTEC)

The National VET Equity Advisory Council (NVEAC)
provides advice to SCOTESE on how disadvantaged
learners can achieve better outcomes from VET

State Training Authorities - Each
Australian state and territory
government has a training authority
that, unless it has referred powers to
ASQA, administers vocational
education and training (VET) –
allocating funds, registering training
organisations and accrediting courses.
The responsibilities of STAs are
changing as many states refer their
audit and registration powers to the
Australian Skills Quality Authority
(ASQA).

The mandate of Australia’s Industry Skills
Councils is to bring together industry, educators
and governments and unite them on a common
industry-led agenda for action on skills and
workforce development.
ISCs are responsible for developing nationally
recognised training packages as well as
professional development and support for these
training packages.

The Australian Qualifications
Framework Council is responsible to
its ministerial council for providing
strategic and authoritative advice
on the AQF to ensure it is nationally
and internationally robust and
supports flexible cross-sectoral

monitor and maintain the AQF,
support its users and promote AQF
qualifications to the community.
