Forecasted DevelopmentCreate the Environmentally Constrained layer by combining the 100 Year Floodplain, Wetlands and Water Bodies

Forecasted DevelopmentClip out these Environmentally Constrained areas to remove those sensitive areas from any future development scenarios
Forecasted DevelopmentOverlay this layer with the Latest Future Land Use to determine the amount of developable land in each FLU category
Forecasted DevelopmentCreate the Buffer layers by buffering the Similar Development parcels (15 year historical), the major roads and the Employment CentersDetermines parcels more desirable for development
Forecasted DevelopmentRank the Developable Vacant Land parcels based on these buffer layers as well as Land Value (Cost/Ac)This determines the development potential for each parcel higher ranked parcels develop first
Forecasted DevelopmentDetermine the Population and Employment control totals by the Residential and Employment SubmarketsSubmarkets could be Census Tract, municipal boundaries, etc.
Forecasted DevelopmentCalculate the population and employment of each of the vacant ranked parcels until the Submarket Control Totals are reached for each forecast year (2010 - 2030)
Forecasted DevelopmentOutput the final Zdata 1 & Zdata2 results to Excel tables summarized by TAZ Numbers

FLUAM ArcMap 9 ApplicationRight-click on the tool bar to add the FLUAM Extension or click on Add from file to browse to the location of the FLUAM dll file
FLUAM ArcMap 9 ApplicationPosition the new FLUAM tool on the tool barClick on the button to start the extension
FLUAM File MenuUnder the File menu, you can do a quick print, export to Jpeg or exit the application
FLUAM - View MenuUnder the View menu, you can view the layers (if they have been created)
FLUAM - Update MenuClicking on the Update menu allows you to access the Update interface
FLUAM - Update MenuBrowse to the locations of the input shapefiles and tables and convert them to coverages
FLUAM - Analysis MenuUnder the Analysis menu, you can access all of the analysis functions of the FLUAM application
FLUAM Developable Land AnalysisThe Developable Land Analysis tool is the first step in determining the Built, Public and Vacant parcels
FLUAM Developable Land AnalysisVerify that the necessary files are available, browse for missing files and press Run to start the process
FLUAM Calculate Existing Zdata FactorsYou can review and change the Existing Growth FactorsClick View TAZ to zoom to that TAZ

Data Sources
Data SourcesParcel Shapefile and Attribute Table from each County Property Appraiser; need such attributes as DOR (Land Use Code), Owner, Building Value and Year Built, Building Square FootageFuture Land Use Shapefile this can be gathered from all of the Counties and Cities in the study area, or the Generalized FLU Shapefile that the ECFRPC produced can be incorporated into the analysisEnvironmental Constraints Data Floodplain, wetlands and water body shapefiles can be downloaded from the FGDL website
Data SourcesDevelopment of Regional Impact Shapefile this data is available from the ECFRPC; some additional research is needed to determine build-out yearsPlanned Unit Developments PUD information is generally produced by County and City Zoning departmentsExisting and Future Roads available from Counties, MPOs, TPOs, FDOT
Data SourcesCensus Block & Block Group Data Census Block Group information is used to produce the development factors that are then assigned to overlaying TAZs. These factors include Single and Multi-Family Vacancy Rates, People per Household, and the number of Autos per household
Software Requirements
Software RequirementsFLUAM is run using ESRIs ArcGIS 9 suite of toolsThe data and factors can be viewed and modified with the standard ArcMap licenseIn order to run the Developable Land Analysis and the Land Use Forecasting steps, an ArcINFO license is necessary
