Bad Radio condition (Bad RSCP or EcNo or both of them) due to
the following:
1) Pilot pollution .
2) Delayed SHO Congestion or wrong SHO parameter definition.
3) HO from UTRAN Failure.
4) Missing neighbor (Bad Rx level).
5) Over shooting.
6) Poor coverage.
Note: all mentioned reasons make a dropped call in case of no HO
from UTRAN occurredsuccessfully.
