County of Santa Barbara required stringent quality assurance testing on emulsions, and emulsion components. Special attention was paid to the use of cationic polychloroprenes in the polymer modified rejuvenating emulsions

• The County has a long history of utilizing preservation techniques, and the scope of work in this contract consisted of scrub seal and micro-surfacing application on approximately 40 roadway locations scattered throughout 5 Districts.

• Santa Barbara County is one of the larger geographical counties in California, and the scope included both arterial and residential roadways with varying daily traffic counts

• A total of 470,031 square yards of pavement received pavement preservation treatments

• Scrub seal, Type II & Type III micro surfacing applications were determined by condition of existing roadway, daily traffic volumes and whether the roadway was residential or rural arterials

The 2012 County of Santa Barbara Pavement Preservation Project :

• Was consistently applied to roads exhibiting wide , fatigue cracking and heavily oxidized pavements

• The project was performed across as wide variety of roads: • Rural farm to market with heavy truck traffic • Hilly terrain with shady areas and tight turning

radiuses • Affluent residential neighborhoods streets • Major thoroughfares and collectors with high traffic

volumes

Existing Roadway Conditions Diverse roads across a large geographical section required several different treatments

This section of Stowell Road above and Black Road to the right show wide, deep cracking on severely oxidized pavements. These section received a Cape Seal

The picture to the right shows the wide cracking of the pavement which necessitated the use of a polymer modified rejuvenating emulsion in a scrub seal application. The scrub seal was applied in both sunny and overcast, cool conditions in October of 2012

Critical to the success of this project was • Intensive pre-planning and staging over a diverse

workzone • Continuous and rigorous quality assurance testing by third

party testing laboratories • The use of advanced materials such as polymer modified

rejuvenating emulsions coupled with enhanced equipment such as scrub brooms

• Next generation materials, such as fiber modified microsurfacing placed concurrent with this job with partnering agencies.

During the execution of this contract several local agencies benefited from the use of synthetic fibers placed as follows:

• The City of Lompoc, California had several residential roadways with severe

alligator cracking. The use of a two step fiber reinforced slurry seal was used in an effort to extend the life of the existing roadways until adequate funding can be secured to replace at a later date.

• The City of Goleta, California agreed to allow the use of fiber reinforced slurry seal on roadways that had been specified to received a hot rubber crack seal ahead of a conventional polymer modified slurry seal product. The fibers were used in lieu of the more conventional crack treatment.
