    Report of the 3rd Co-ordination Committee Meeting of IPPsGranted LTOA in WR held on 6.01.2012

    1. The meeting of the 3rd Co-ordination Committee of IPPs in WR was held inPOWERGRID office, Gurgaon on 5th January, 2012. The meeting was attended byCEA and the representatives of IPPs who have applied for! granted connectivity!LTOA in WR. The list of participants of the meeting is enclosed at Annexure-t.2. POWERGRID welcomed the participants and informed that after obtaining regulatoryapproval of High Capacity Transmission Corridors, POWERGRID has started phasewise implementation of these corridors, considering progress of generation projects invarious complexes. POWERGRID made a presentation about the status ofimplementation of transmission system including establishment of pooling stations inChhattisgarh, M.P and Gujarat. It was emphasized by POWERGRID that all thegeneration developers need to ensure that the corresponding dedicated transmissionsystem and/or interim arrangement, being implemented by IPPs, is in place as pertheir generation commissioning schedule. Before starting implementation of thetransmission system, they have to fulfill statutory requirements like obtaining approvalunder Section-58 and Section-154 of EA 2003 from Ministry of Power. Some of thedevelopers informed that they have already obtained/applied for these approvals,however, balance IPPs need to apply to MoP in this regard immediately.3. POWERGRID informed that some of the developers have submitted the details as per"Format-Con-4" of "Detailed Procedure of CTU on grant of Connectivity, Long Term

    Access & Medium Term Open Access" for signing of connection agreement withPOWERGRID to facilitate interconnection with the ISTS grid substation. However,gthersl1eed tosubmit the details immediately so that connection agreement may beprepared.4. CEA informed that the Wide Area Measurement System (WAMS) is being deployed asa part of the Smart Grid implementation, nationwide by installing PMUs (PhasorMeasurement Unit) at all the important substations and power plants to provideadvance technology to RLDCs & NLDC. The WAMS shall improve the gridmanagement sUbstantially. It will also improve the capability of operators in managingthe grid, during the extreme hours of demand & supply of power. Better gridmanagement shall be helpful to all the generators in optimizing the resourses. On a

    query by IPPs about the suitability of PLCC for the same, POWERGRID informed thatthe installation of PM Us shall require higher bandwidth for flow of data at high speedwhich shall not be possible with the conventional analog PLCC. To meet the higherbandwidth requirement, POWERGRID is installing OPGW Cable to connect all theimportant substations of Central Sector with Fibre Optic. Accordingly, installation ofOPGW cable is also required in the transmission lines emanating from IPPsGeneration switchyard and being constructed by IPPs. It was also mentioned that theincremental cost due to OPGW is very small. Some of the IPPs informed thatconstruction of line is in advance stage and at this stage installation of OPGW may notbe possible. CEA informed that it is responsibility of the IPPs to provide the requiredcommunication up to CTU wide band and requested to examine the possibility ofOPGW installation and inform CTU accordingly.

    5. POWERGRID informed that as per Central Electricity Regulatory Commission(Sharing of Inter State Transmission Charges and Losses) Regulations, 2010, it ismandatory for the Designated ISTS Customers and the CTU to enter into newtransmission services agreement or modify the existing Bulk Power TransmissionAgreements to incorporate the new tariff and related conditions. Such agreement shallgovern the provision of transmission services and charging for the same and shall becalled the Transmission Service Agreement (TSA) and shall provide for, detailedcommercial and administrative provisions relating to sharing of ISTS charges andlosses based on principles derived from these regulations. Accordingly, a model TSA,as approved by CERC, has been uploaded on POWERGRID site which every DIC isrequired to sign.POWERGRID requested all the eligible developers to sign the said Agreement withinJan'12.

    6. Following IPPs in WR had applied for LTOA in Chhattisgarh complex under CERCRegUlations, 2004. However, due to inadequate progress of the projects, LTOA wasn o t g r a n ~ e d to them. The progress of these IPPs was reviewed by CEA andPOWERGRID. The details are given in following paragraphs:(i) Godawari Energy Ltd. (1320 MW)

    Representative of MIs Godawari Energy submitted status report as under.- Land: Total land acqUired is 860 acres, out of which 672 acres is acquired and140.56 is under possession.- Fuel linkage: Coal linkage is awaited.-'EnvirOhmentalclearance: public hearing held, final EIA slibmittedto MoEF,awaiting for the EC. Water linkage has been obtained. No forest is involved.- EPC award for BTG package and BoP is yet to be finalized.- Civil activities not yet started at site.- Financial closure to be achieved.- Mis Godawari Energy also informed that they have signed PPA for with CSPTLfor 458 MW and signed MOA with PTC for sale of 708 MW of power.-Commissioning schedule is U#1 -Jul'15, U#2-Jul'16.

    (ii) Sona Power Pvt. Ltd. (2x 660 MW)Representative of Mis Sona Power submitted status report as under:- Land: 100% land (509 acre) under possession.- Fuel linkage: Coal linkage awaited.

    - Environmental clearance: TOR for 660 MW received. No forest is involved.Water linkage is obtained for 1x660 MW, application submitted to SIPB foradditional 16MCM water for enhanced capacity to 2x660 MW.- EPC contract to be initiated.- Financial closure under process.- Sona Power informed that they have signed PPA with CSPTradeco/CSEB for35% power.- Commissioning schedule was indicated as U#1 - Mar'15 &U#2- Aug'15.

    (iii) Sarda Energy and Minerals Ltd. (1350 MW)Representative of M/s Sarda Energy and Minerals stated that they are yet toreceive coal linkage for their project.

    POWERGRID stated that in view of inadequate progress of Godawari Energy Ltd.,Sona Power Ltd. and Sarda Energy and Minerals Ltd., they can not be granted LTOAat this stage. CEA stated that their progress may be monitored for some more time,and in case no further progress is there, the LTOA applications may be closed.

    7. Following IPPs in WR were granted connectivity in meeting of WR constituents todiscuss Connectivity/ Open Access. The progress of various IPPs in WR wasreviewed by CEA & POWERGRID. The details are given in following paragraphs:

    (i) SJK Powergen Limited (1320 MW)Representative of M/s SJK Powergen did not attend the meeting but submittedstatus report as under:- Land: 100% land acquired (588 acres).- Fuel linkage: Coal linkage is awaited.- Environmental clearance: Final EIA report submitted to MoEF, and is to begranted by MoEF after the coal linkage is obtained.Water linkage obtained.- Forest clearance: Deposit towards NPV and aforestation charges already madealong with other formalities. Formalities for stage -II clearance are completedand awaiting for the same.- EPC award: LOI placed for BTG. LOA is under process. Award for BoP underprocess.- Financial closure: After the coal linkage.

    (ii) Chitrangi Power Pvt. ltd.(5940MWlRepresentative of Mis Chitrangi power didn't attend the meeting. They havesubmitted a letter stating that they are yet to receive forest clearance for one ofthe coal blocks which may impact theiroverall implementation schedule.

    (iii)Gujrat Fluorochemicals Ltd.Representative of Mis Gujrat Fluorochemicals submitted status report as under:- Land: Total land required is 601 acres, out of which 324 acre is acquired and277 acres is under possession.- Fuel linkage: Not required as it is a wind project.- Environmental clearance: Not required. Water linkage not required. No Forestinvolved.- EPC award: Under process.- Commissioning schedule indicated by the developer is U#1-Mar'13, U#2Sep'13, U#3: Mar'14.- Regarding dedicated transmission system, Mis GUjrat Flourochemicalsinformed that engineering work is in progress.

    (iv)M.BPower (Chhattisgarhl Ltd. (1320 MWlRepresentative of Mis M.B Power submitted status report as under:- Land: Total land required is 925.132 acres, out of which 881.862 acres isacquired.- Fuel linkage: Application for coal linkage filed by the company with MoC.- Environmental clearance: public hearing held. Water linkage has beenobtained. No forest is involved. Consent to establish will be obtained afterreceiving Environmental Clearnance.

    - EPC award for BTG package and BoP is yet to be finalized.- Financial closure to be achieved.- Mis M.B Power also informed that they have signed PPA with CSP Tradeco forsale of 35% of power.- Commissioning schedule is U#1 - Ap;'15. U#2-Aug'15.

    (v) NTPC l td. ( GlIndhar-1ll ( 1300 MWlMis NTPC Ltd. didn't attend the meeting. Status regarding their generationproject was also not submitted.

    (vi)NTPC ltd. (Kawas -Ill ( 1300 MW)Mis NTPC Ltd. didn't attend the meeting. Status regarding their generationproject was also not submitted.

    In view of commissioning schedule of these projects, these IPPs were asked to applyfor LTA so that the transmission system for power transfer for these projects may beevolved.

    8. Following IPPs in WR were granted LTA in meeting of WR constituents to discussConnectivityl Open Access. The progress of various IPPs in WR was reviewed byCEA & POWERGRID. The details are given in following paragraphs:(i) Spectrum Coal And Power Ltd. (2x50 MW)Representative of Mis Spectrum Coal and Power submitted status report asunder:- Land: 100% land (197.25 acres) in possession.- Fuel linkage: Long term Coal linkage has been granted by MoC.~ Environmental clearance: EC is obtained and consent to establish received.Water linkage has been obtained. No forest land is involved.- EPC award for BTG package is placed to Qingdao Jieneng Power Station(QJPS), China and award for BoP package is under process.- Construction activities in full progress. Boiler light up in Jan'12.- Financial closure is achieved and loan of Rs. 174.07 Cr. has been disbursed.- Spectrum Coal and Power also informed that they have signed PPA for 5% +30 % with Chhattisgarh and 15 MW with Reliance Energy trading Ltd.- Commissioning schedule is as U#1 - Mar'12. For U#2 schedule is notindicated.- Regarding dedicated transmission line. Mis Spectrum Coal and Power informedthat 132 kV Ole dedicated transmission line from their switchyard to 400/132 kVSubstation of ACBIL Chakabura has been erected.

    Representative of Mis Torrent Energy submitted status as under;-Land: 100% land (1107157.94 Sq Mtr land) is in possession.- Fuel linkage: Ministry of power has recommended Gas allocation.- Environmental clearance obtained. No forest involvement. Water linkageobtained.- EPC award placed for BTG and BoP package to Siemens AG.- PPA with distribution utility of Ahmedabad under consideration of GERC. Alsothey are licensee for distribution in Dahej SEZ, where power generated byDGEN project would be sold at regulated rates.- Financial closure achieved. Loan of Rs. 649.79 Cr. Disbursed.- Civil activities started at site. Boundary work completed, drum lifting is to bedone, foundation of chimney is completed, hydraulic test of HRSG is to bedene,GWpipingandwater-treatmentplantinstaliat ioninprogress,TG buildingconstruction in progress.-Commissioning schedule is indicated as U#1: Jan'13, U#2: Mar'13, U#3:May'13.(iv)Nuclear Power Corporation of India (Kakraparl (1400 MWlMis Nuclear Power Corporation of India Limited didn't attend the meeting. Statusregarding their generation project was also not submitted.

    9. Following IPPs in WR were granted in-principle connectivity in meeting of WRconstituents to discuss Connectivityl Open Access. The progress of various IPPs inWR was reviewed by CEA & POWERGRID. The details are given in followingparagraphs:

    (i) Jain Energy (Chhattisgarhl Pvt. Ltd. (2x660 MWlRepresentative of Mis Jain Energy submitted status report as under:

    -- Land: 210 acre land already possessed against requirement of 950.7 acre.- Fuel linkage: Application submitted. Coal linkage awaited.- Environmental clearance: Draft EIA report has been submitted and publichearing completed. No forest land is involved. Water linkage is obtained for 32MCM and application for enhancement to 36 MCM submitted.- EPC award yet to be placed.- Civil work is yet to be started.- Financial closure under process.- Jain Energy also informed that they have obtained letter of comfort fromCSPTCL for sale of 35% of power.

    - Commissioning schedule as informed by Mis Jain energy is U#1 - Mar'14, U#2Jun'14.- Considering status of project, the commissioning schedule as indicated by IPPis considered unrealistic and the generation developer was asked to submit arealistic schedule.

    (ii) Welspun Energy (Katnil Pvt. Ltd. (1980 MW)Representative of Mis Welspun Energy submitted status report as under:- Land: 1200 acres of total land acquired. Out of which Govt. land is 264 acresand Pvt. Land acquired is 936 acres.- Fuel linkage: Coal linkage applied. As a backup imported coal tie up has beendone with Oorja Resources India Pvt. Ltd. for 6 MTPA and with P.T BatubaraEnergy -Indonesia for 2 MTPA.- Environmental clearance: Final EC letter to be received shortly. No forestinvolvement. Water linkage obtained. No forest land involved.- EPC contract: Under evaluation.- Financial closure: under process.- PPA for 5 % energy signed with GoMP/MP Tradeco.- The erection activity has not initiated at site.- Commissioning schedule is U#1-Nov'15, U#2- Jan'16 and U#3- Mar'16.

( 1980 MW)Mis Regal Energy didn't attend the meeting but submitted status report as under:- Land: Land yet to be acquired against the total requirement of 1000 acres.- Fuel linkage: Coal linkage awaited.- Environmental clearance: Not yet obtained. Got in-principle approval for waterallocation. No forest land is involved.- EPC award: Yet to be placed.- Financial closure: not obtained.- Commissioning schedule indicated by the developer is U#1-Nov'14, U#2Jan'15, U#3- Apr'15, U#4-Jun'15.

    (v) Jinbhuvish Power Generations Pvt. Ltd. (2x300 MW)Representative of Mis Jinbhuvish Power submitted status report as under:- Land: 100% land of 500 acres is under possession.- Fuel linkage:WCL issued Coal linkage for 18,51,000 MT of coal/annum.- Environmental clearance: Final EIA report submitted to MoEF. Water linkage isobtained. No forest land is involved.- EPC award for BTG package placed to China Western Power Corporation andBoP package is yet to be placed.- Financial closure: achieved.- Jinbuhvish Power also informed that they are expecting to sign MOA for sale of75 % power with PTC India for long term tie up. For the balance 25% of powerdiscussions with NWN are being done for tie up of sale of merchant power.

    - Commissioning schedule indicated by the developer is U#1-Aug'14, U#2Nov'14.- Regarding dedicated transmission system, Mis Jinbhuvish Power informed thatline survey is to be awarded shortly.

    (vi)Sintex Power Ltd. ,1708 r"iiiV,Representative of Mis Sintex Power submitted status report as under:- Land: Total land required is 748 acres, out of which 485 acres is acquired and358 acres is under possession.

    - Fuel linkage: MoU signed with Indonesian coal supplier for imported coal. ForIndian coal and for gas allocation applied, to CEA.- Environmental clearance: TOR is approved, EIA study is completed and reportis awaited. Water allocation is under process. No forest land is involved.- EPC award: Yet to be placed.- Financial closure: to be initiated.- Commissioning schedule indicated by the developer is U#1-Aug'15, U#2Oct'15, U#3- Dec'13, U#4- Sep'14.

    Since, the progress of the project is not adequate to grant connectivity, POWERGRIDasked the applicant to inform POWERGRID when milestones are achieved, so thatfinal connectivity may be granted to them. Some of the IPPs stated that they have notreceived connectivity intimations. POWERGRID informed them that connectivityintimations shall be issued after grant of 'Final' connectivity.

    10. Following IPPs had applied for connectivitylLTA in WR and their applications werediscussed in meeting of WR constituents to discuss Connectivity! Open Access. Theprogress of various IPPs in WR was reviewed by CEA & POWERGRID. However, inview of unsatisfactory progress of the project, connectivity!LTA was not given. Thedetails are given in following paragraphs:(i) Welspun Energy Annupur Pvt. Ltd. (1)(600 MW)Representative of Mis Welspun Energy submitted status report as under:- Land: 927 acres of total land acquired. Out of which Govt. land acquired is 158acres and Pvt. Land acquired is 768 acres.- Fuel linkage: Coal linkage is awaited. As a back up coal tie up with P.TBatubara Energy - Indonesia has been done.- Environmental clearance: Public hearing held. Water linkage available. Noforest is involved.- EPC award yet to be placed.- Financial closure is under process.

    (ii) Banas Thermal Power Pvt. Ltd. (1320 MWl- Representative ofMIs Banas Thermal Power informed that total land required is550 acres and process of land acquisition has been initiated and is in advancestage.- Fuel linkage: Coal linkage application has been submitted to MoC.- Environment clearance: TOR has been approved by MoEF, REIA study inprogress. Water linkage has been obtained. No forest land is involved.- EPC award placed for BTG to MIs Harbin, China. (1320 MW)Representative of MIs Astarc Power submitted status report as under:- Land: 254.2 acres of land is in possession against total requirement of 832acres of land.- Fuel linkage: Application for long term coal linkage submitted of MoC.- Environmental clearance: Draft REIAIEMP/DMP report to be submitted toMoEF. Application to MPCB to be filed for consent to establish. Obtained Inprinciple grant for water linkage. No forest land is involved.- EPC award for BTG package and BoP package yet to be placed.- Financial closure: Yet to be achieved.- Commissioning schedule indicated by the developer is U#1-Jun'15, U#2Dec'15.
