Dear Louisiana Housing Council Members,
I want to start by thanking all of you for working so hard each day to
provide affordable housing to tens of thousands of families throughout
Louisiana who would not otherwise have a decent place to call home.
I would also like to thank all of you who were able to make the trip to
Washington, DC in April to voice our concerns to Congressional
Members. I am so proud of everyone for working to educate the State
Civil Service Commission and the general public on the importance
and significance of what we do every day in Public Housing.
This has been a season of change for the Louisiana Housing Council.
We witnessed the formal retirement of a long time servant in our
industry, Mr. Daniel Strange. Dan’s shoes will be virtually impossible
to fill. We also saw Ms. Katie Anderson relocate to Texas and have to leave LHC. Again, losing servants of this
caliber will leave a tremendous void in leadership. We are very fortunate at LHC to have many new members that are
young and eager to serve in Public Housing. We will be working hard to nurture and develop this new talent to
continue the legacy of the Louisiana Housing Council.
We have several great trainings coming forth and being offered to our members at affordable prices. Mrs. Gail
Gillispie, who is a great trainer with NAHRO, will facilitate the Effective Interviewing for Program Integrity and PH
Rent Calculation Workshop in Lafayette July 11-15, 2016. The LHC Maintenance Committee will hold the
Maintenance Workshop in Marksville August 8-11, 2016 and the Annual Fall Conference will be held in Baton Rouge
September 13-16, 2016. Please take advantage of these great trainings being offered by LHC. Register your agency to
attend and become better educated on the housing industry.
On behalf of LHC, I want to congratulate and encourage all of you on improving the perception of Public Housing in
Louisiana. Public Housing Authorities in Louisiana are being run efficiently and effectively in the wake of reduced
funding and other challenges; this is primarily because of the training, teamwork and unprecedented commitment to
ethics in our industry.
Keep up the good work and continue making a difference!!!

On Wednesday, May 11, 2016 the
Louisiana Housing Council awarded
scholarships totaling $23,000.00 to 13
deserving individuals.
6 Scholarships were awarded to
Resident Seniors, Traditional (4
Year Education Programs), totaling
$13,500.00.
4 Scholarships were awarded to
Seniors, Child of Staff, totaling
$6,500.00.
3 Scholarships were awarded to
Resident Head of Household,
totaling $3,000.00.
The top scholarship awarded to Tamia Grant of the DeQuincy
Housing Authority is sponsored by Arthur J Gallagher. The
$5,000.00 scholarship will be paid to Miss Grant over a 4
year period in $1,250.00 installments.
The second place scholarship, awarded to Amber Eldridge
of the Monroe Housing Authority, initially totaled
$2,500.00. This scholarship has been named the Jim
Firmin Scholarship and has since received an additional
donation increasing this scholarship amount to $3,000.00.
The LHC Scholarship Committee members worked very
hard for months reviewing each scholarship application
received. Taking the time to carefully evaluate each
application based on the individual’s GPA, ACT score,
community service, academic excellence, family
composition, essay, recommendation letters, and financial
need.
The LHC Scholarship Program awarded the first
scholarships, totaling $6,000 in May 1988. The program
was considered a success and the following year the funds
were increased to $6,750. As of this year’s awards, the
LHC Scholarship Program has awarded a total of 271
scholarships with a total of $309,850 awarded.

MINUTES FOR DISTRICT “A” QUARTERLY MEETING
The District “A” meeting was called to order on Tuesday,
June 14, 2016, at 10:12 A.M. with Janet Rush, Chairman,
presiding. The meeting was held at Bossier Parish
Section 8 in Bossier City, LA. There were 46 attendees
present.
Doug Gauntt, with Sabine Housing Authority, gave the
invocation. Janet Rush welcomed everyone to the
meeting and thanked Bossier Parish Section 8 for hosting
the meeting. Kennith Starnes, with Bossier Parish
Section 8, recognized his staff and thanked them for their
assistance in preparing for the meeting. Mr. Starnes recognized the employees from Overton
Brooks VA Hospital and Lt. Mike Gibson from the Bossier Parish Sheriff’s Office. Attendees
introduced themselves. Debbie Hunt made a motion, with a second by Donna Land, that the
minutes from the previous meeting be approved. This motion carried.
Unfinished Business
1) The September 2016 meeting will be held at the Fall
Conference in Baton Rouge, LA. We will schedule
the 2017 District “A” meeting in September. The
December 2016 meeting will be hosted by the
Shreveport Housing Authority.
New Business
1) Discussed two possible changes to HUD’s rules and
regulations that may be implemented in the coming
future: banning smoking in Public Housing and no longer denying applicants due to criminal
backgrounds.
Announcements and Reports
1) Jessica Strange announced the upcoming meetings.
Overton Brooks VA Hospital explained how the VASH
program works and thanked Bossier Parish Section 8 for
their willingness to work with them and the knowledge
that they have gained through their partnership with
Bossier Parish Section 8.
Lt. Mike Gibson, Bossier Parish Sheriff’s Office, conducted a presentation regarding meth labs
and things to look for when entering a unit. This presentation was interesting and very informative.
Having no other business, Debbie Hunt made a motion, with a second by Tosha Moore, to adjourn.
This motion carried.

Recently, during the Annual Legislative Conference held in Baton
Rouge, we recognized those that have reached new levels of

DEAR COLLEAGUES OF LHC,
I was very surprised to have the $2,500 Resident Louisiana
Housing Council Scholarship designated in my name, and
I am humbled and very appreciative for that honor.
As I approach my 75th birthday, I also feel quite honored that
the great spirit of life has provided an opportunity for me to
maintain adequate health and mental resource to continue my
work in housing, architecture, and community activities.
Work that I hope would perhaps create a path that may be
helpful for others to find their way.
With that thought in mind I wish to present to you a personal
donation in the amount of $5,500, to help continue and
promote the scholarship program of the Council. I have
considered doing this for some time but until now the time
never seemed right.
Specifically I would request that the first $500 of this money
be used to increase the second place scholarship presented to
the Amber Eldridge of the Monroe Housing Authority by $500
to a total of $3,000. And subsequently that the second place
resident scholarship, be it remain in my name or in the honor
of others, be increased by $500 each year to $3,000, for a
period of at least ten years.
I am grateful for your friendships and I wish you every
continued success with this most important effort.

announced his retirement
from the board for Housing
Authority Retirement Trust
(HART). Frank has been a
long time member of this
agency which now has 454 agencies participating
nationally of which 69 are located in Louisiana. It is
with pleasure that he announces that Beryl Pitre will
replace his position on the board.
Beryl has been executive director of the Housing
Authority of Lafourche Parish for 32 years and with
the agency for 42 years. Beryl has knowledge of
HART’s plan, as the Lafourche Parish Housing
Authority has participated in the HART program for
more than 20 years. She will fill this position with
integrity and wisdom.

SEC 8 NEWS NEWS “U” CAN USE
The LHC Section 8 Housing Committee met Wednesday, May 11, 2016 in conjunction With the Annual Legislative Conference held In Baton Rouge, LA at the Baton Rouge Capitol Center Hotel with fourteen (14) Members present and six (6) guests.
The meeting consisted of the approval of minutes from the previous meeting. We discussed the following agenda items:
LIHEAP agencies requesting certain documentation regarding Utility Allowance for participants
The H.R. 4816 Small Public Housing Agency Opportunity Act of 2016
New Streamlining regulations regarding mandatory / discretionary guidelines - PIH Notice 2015-05
Implementation and review of excluding the use of arrest records in housing decisions as referenced in PIH Notice 2015-19 and PIH Notice 2015-10
Other general discussion was on zero income families and various ways to process them.

The dawn of a new era is upon us!
The awarding of those who have made great accomplishments
in our housing industry has long been a part of the LHC
tradition.
The LHC Awards Program, from its inception, was during
our opening luncheon. When the Scholarship Program began,
it became a part of the luncheon, also. The luncheon program
has increasingly lengthened. Several adjustments transpired,
but none seemed to alleviate the time consumption.
This year a new concept was considered and put in place as a
trial or “let’s see if this works” maneuver for the program. We
decided to move the Awards Program to another day and time.
The only cost effective alternative was to try and incorporate it
in prior to the President’s Reception.
Except for a few “hiccups,” the program went well and the time
slot seemed to be acceptable to many. Of course, some
“tweaking” will do for another year, but overall the feedback
has been positive.
Thank you LHC for your support of this modification to our
program.

“THANK YOU” FROM DAN STRANGE
I wanted to thank our LHC family for the wonderful surprise “retirement”
recognition you offered me May 12th at the Annual Legislative Conference. I
usually know what is being planned, but this time I was totally unaware, and
unprepared to properly say “thanks.” I appreciate the nice letters that many of
you provided for my LHC scrapbook. I will treasure the retirement clock
“Time to stop living at work and start working at living,” the CHAPPUIS
brick presented to me by Chris Simpson, and the “LHC 1975-2015” brick
presented by all of you. More so, thank you for your friendship throughout
the 40 years and the opportunity to serve as Executive Secretary of the
Louisiana Housing Council for 11 years. LHC is one of the most progressive
and successful housing organizations in the nation; thanks to those of you
who have been instrumental in all of LHC accomplishments. A large part of
our successes these past 11 years have been due to the work of Belitha Baker,
LaMeSha Russell, and Susan.
I have had a rewarding career in affordable housing since my first day with the Shreveport
Housing Authority on August 1, 1975. As rewarding as it has been, it has also been
challenging, with many “ups and downs.” (I have been fortunate to use the “down” times
to create better opportunities.) And there have been many more good times than bad.
I have been blessed with a good family, good friends, and a good career. I am not retiring fully at this time as I am helping Susan
market the Housing Benefits Plan in the 17 states of Southwest and Southeast NAHRO, and still working a little with H S A.
We plan to travel more for work and for pleasure and I will be collecting old stamped bricks wherever we travel. Come visit us at
“The Farm” to enjoy the peace and quiet, and see my brick collection.

The 2016 Maintenance Workshop will be
held August 9-11, 2016 at the Paragon
Casino Resort at 711 Paragon Place,
Marksville, LA 71351. Room rates for this
workshop are $89.00 plus tax for a standard
guest room and $110.00 plus tax for a

We have great trainings, good food, and fun times planed for you! LHC has the best maintenance around,
so don’t miss the chance to meet and learn from knowledgeable and experienced maintenance personnel
and trainers. Below is some information on a couple of the classes that we are offering.
US Inspection Group will conduct a 1 and ½ day REAC/UPCS Inspection class. Participants will receive
a CD of the presentation, a manual and pocket guide book. There is no additional fee for this class. It is
included in the workshop registration fee. Ken Pilbin of USIG is the trainer.
Kevin Terry, refrigeration repairman trainer with GE, will conduct a three hour training segment during
the Workshop. The training will cover the steps of determining and fixing problems with refrigerators.
Participants will also receive a training manual with easy to follow steps on refrigeration repairs.
If you plan to ONLY ATTEND THE HQS SESSION ON WEDNESDAY, the registration fee is
$75.00 for LHC members and $125.00 for non-members.
