GENERAL AND TECHNICAL REGULATIONS ON PARTICIPATIONIN THE 3nd WORLD UNIVERSITY WOODBALL CHAMPIONSHIP 2008

1. Name:The 3nd World University Woodball Championship 2008 (herein after referred to as the Championship)

2. Auspices:The Championship is organized under the auspices of International University Sports Federation (FISU)

3. Host:a. Association for University Sports “Academic"

4. Organizer:a. Varna Medical University b. Bulgarian Woodball Federation

5. Date:26th –29th June 2008

6. Venue:The Championship will be held in the Sea Garden of City of Varna. It takes not more than 30 minutes walking from the center of Varna The 24 gates with a beautiful scenery are in a good assignment of vegetation hazards The Sea Garden offers an exciting challenge in a picturesque course.

7. International Supervision, Control and Arbitration Committee (CISCA):Set up by the Executive Committee of FISU, the CISCA will have the final decision during the Championship on all questions of policy or dispute. The Committee is composed of:

8. Technical Commission (CT):

According to FISU’s regulation, the Technical Commission shall be made of:a. Chairman: Technical Delegate of FISU.b. Representative of FSI (International Woodball Federation)c. Technical Representatives of the Organizing Committeed. 3 Experts nominated by the FISU from among participating delegations.

The Commission, following the decisions of the Technical Commission of FISU

will carry out such tasks as technical rules for competitions, checking of

equipment and facilities, assignment of umpires scheduling of the programs, etc.

9. Technical Rules:The competition of Woodball will be run in accordance with 2001 IwbF enacted Woodball Rules and related Rules stipulated by FISU, will the details of the Rules explained at the Delegation’s Head Conference.

10. Composition of each participating delegation:Each country may enter a maximum of 17 persons from whom 12 competitors and 5 officials (team leader, coach trainer and manager).

11. Events:In each event, a country may enter.Team:

Men: 6 playersWomen: 6 players

Individual:Men: 3 playersWomen: 3 players

Mix: 2 pairs (2 men x 2 women)

12. Competition System:a. Team (men and women):

Each team is made of 6 players, of whom the best 4 players’ lowest strokes will be counted as the team’s result. If there are less than four players in a team, their scores will be counted as individual scores. After completing the competition of total of 36 fairways, any team who scores the least strokes is the winner. In case there are more than 2 teams who scores the same strokes, the player of a team who scores the least strokes will be in precedence.

b. Individual (men and women):The scores secured by any individual or a team (men and women) will be counted as the scores of individual. After completing the competition of 36 fairways, the first 12 players (men and women) will take part in another 12 fairways competition. Whoever sores the least strokes will be the winner. In case there are two or more than two players who secured the same strokes, whoever has the most of the least stroke fairways will be the winner. Or alternatively, they may play on one more competition in a fairway designated by the Organizing Committee to determine the classification.

c. Mix (one man and one woman):Along the fairways of odd number (1,3,5,7,9,11), man plays the first shot then woman the second stroke, then man the third stroke and so on until hitting the ball through the gate. Along the fairways of even Number (2,4,6,8,10,12), woman plays the first stroke, then man the second stroke, then women the third stroke and so on until hitting the ball through the gate.After completing the competition of 36 fairways, any pair who secured the least strokes will be the winner. In case there are two or more than two pairs who secured the same strokes, any pair who has the most of the least stroke fairways will be the winner. Or alternatively, the may play one more competition in a fairway designated by the Organizing Committee to determine the classification.

13. Prizes:a. Individual (men and women):

First 3 players will be awarded trophy, medal and diploma.

b. Team (men and women):First 3 teams will be awarded trophy, medal and diploma.

c. Mix (1 man and 1 woman):First 3 pairs will be awarded trophy medal and diploma.

d. Hitting the ball through the gate by one stroke:Whoever hit the ball through the gate by one stroke will be awarded trophy and diploma.

14. The competitors must be a national of the country they represent and reach the age of 17 or less than 28 on January 1st of 2008, the year of the Championship (be born between January 1st 1980 and December 31st 1990).

15. At the first General Technical Meeting, the Head of delegation or his representative shall confirm and sign the official list of the accredited competitors provided by the CISCA (International Supervision Control and Arbitration Committee, FISU).

17. All participants of the Championship shall obtain accreditation From FISU (athletes and officials) and from the Organizing Committee (other persons) for the Championship. The accreditation card with such data as bearer’s name, sex, function, passport no., country code and with card holders photograph will be issued to each card holder according to his/her capacity.

18. Accommodation:During the championship, all the participants will stay at the Black Sea Hotel in Varna

19. Transportation:

The Organizing Committee will provide transportation between the Varna International Airport and the Black Sea Hotel, Separate transportation will be provided for technical officials. For all the travels, there will be escorts going along with the transportation to render necessary assistance. The course is in walking distance from the Black Sea Hotel.

20. Financial Conditions:

a. FISU Registration FeeFISU shall receive from each participating country the following FISU registration fees.

- USD 20 per person for FISU member countries and- USD 40 per person for FISU non-member countries.

b. Participation FeeIn accordance with FISU Regulations. Participation fee should be paid USD 60 per person per day which covers the costs of accommodation and meals, and local transportation. The shortfall, if any, will be made good by the host.

c. DepositAll participating delegations are requested to pay to the following bank a prepayment

of 25% of the participation fees for each athlete and official registered by April 30, 2008 simultaneously with forwarding their Nominative and Individual Entry Form, and pay to the Organizing Committee the remaining balance upon their arrival:

21. Hospitalities:

a. During the Championship the Organizing Committee will be responsible for the costs of participating team’s accommodation, food, and local transportation. But all domestic and international long-distance telephone calls and fax, beverages in mini bar and pay-services at the hotel shall be at the expense of users.

b. Breakfast will be served at the hotel, lunch will be served at the competition site and dinner will be served at the hotel (except the welcome party and the farewell party ) . However, orders that are net included in the menu of the cafeteria and/or orders of beverages or liquors shall be paid by the consumers.

22. Delegation’s Flag:

For the purpose of opening and victory ceremonies, the participating delegations are requested to bring with them 2 National/Regional Flags (96 x 144 cm) as duly registered with the FISU.

23. Some practical tidbits:

Climate : Average temperature of 28-32 C in June.

Currency : Bulgarian unit of currency is Lev ( BGN ).

The exchange rate is exactly 1.95 levs per Euro

( fixed exchange rate)

Electricity and Water : Electric current use throughout Bulgaria is 220 volt AC.

Drinking water served in the hotel is bottled. The tap water is good for drinking, too.

The Championship will be funded by the State Agency of Sports and Youth, the local government of Varna and by the private sectors. Following FISU regulations, the OC will charge US60$ per person per day to cover the cost of meals accommodation , local transport, etc.
