A Navy Reserve Master Chief will be the next Secretary of Defense, if' President-elect Bush gets his way.

Dolores Kepa and her five young children were left all alone last July. Her bus band had been killed in a car accident. Despair cast a shadow over the Waimanaln family

The widowed kepi took on a full-time job with the Honolulu Post Office to keep her family above water.

"I was forced to work six, sometimes seven-days-a- week," said Kepa. As the holiday season neared, a merry Christmas was a dis- tant dream.

Several miles away, GySgt. Greg E. Delahunty, Crash Fire & Rescue (CFR) supply NCO1C, decided his unit was going to do something chari- table. The Crash Crew decided to adopt it family for the holidays.

"We wanted to do this so the Marines rould see who received their presents," said GySgt. Delahunty.

The Kepa's dream came true Dec. 1 when GySgt. De- lahunty promised the sur- prised Dolores Kepa a Christ- mas to remember.

"I was touched," said Kepa. "I needed something like this for lily children."

GySgt. Delahunty drove the Kepas aboard the Air Station Dec. 22 and stopped at Hangar 105, where the SOMS Christmas party was in progress.

The Kepa children scrambled about with new- found friends in the filtered light of the hangar. Dolores Kepa met Marines and dependents of SOMS. A surprise to the family was the arrival of Santa Claus in a CH-46 Sea Knight helicop- ter. The sight of Santa brought hope and a gleam to the Repute' eyes.

Santa Claus sat in a chair on the hangar floor and handed gifts to all. Dolores Kepa, full of emotion, watched her children shine with joy as the jolly man garbed in red handed them gifts.

Once the children opened their presents and a mountain of paper lay on the hangar floor, GySgt. Delahunty announced that there wee still more to come. lie loaded up the Kepas and drove to the home of the crash crew for a gift exchange.

"The whole section pitched in money for gifts. We gave as much as we could," said Sgt Steve J. Garcia, a driver for the crash crew. "No kid should be without Christ-

The Marines of the crash crew took pride in presenting an array of gifts to the Kepa children. As the kids opened their e,cond batch of presents for the day, their mother shed a tear.

"This is definitely a morale booster for all of us,"

said Cpl. Thomas A. Hill, from crash crew.

The crash crew entertained their visitors with a dancing water show using the high pressure nozzles nititinled

aboard their firefighting trucks.

Although this was a Christ. man function, GySgt. De- lahunty hopes to continue relations with the family, and

K-Bay employee picked for top state Red Cross award By Sgt. W.M. Alexander

What the Pulitzer is to writers and the gold medal is to Olympians, the Tiffany Award is to American Red Cross employees. It is given to the marathon achiever who best embodies the spirit of its mission statement. "...to improve the quality of human life... enhance self- reliance and concern for others... and to help people avoid, prepare for and cope with emergencies."

The I 9 8 8 award was somewhat of an early Christ- mas present to Nell Luby, Red Cross service center manager here. She was picked for the honor over employees from the 12 Red Cross of- fices across Oahu and the neighboring islands.

"I was totally shocked," said Luby, who was given the award at a Dec. 19 employee Christmas lunch. eon. "It was just a complete surprise. I mean, you could've knocked me over with a feather that day. I was ju it totally speechless - and let me tell you, I'm never speechless."

The shock was somewhat justified this year because this was one of those rare occa- sions where two Red Cross employees claimed the cov- eted award. Up until the luncheon, Luby was fairly curtain that Dexter I ,iu at Red Cross State Headquarters in Honolulu would he this year's only recipient. She was wrong.

But the sense of shock did not overtake Luby's fellow employees who, when it comes to seeing her in action, have the best seats in the house.

In the custom of the Tif- fany selection process, K-Bay Red Cross employees Kay Taylor and Debbie Davey nominated Luby for the award. In a job where the lull between storms is rare, the two said they were awed by Luby's energy, enthusiasm and contagious knack for looking at the positive side of impossible situations.

"She's the type of person that doesn't like to do things halfway," said Taylor. "Anything she's involved in gets done all the way. Many

times it gets so busy here we don't even have time to breathe between projects. There's been countless times when , if that project needed more work or if people need help at the end of the day, she'd stay as long as she needed to to get the job done."

Taylor added that in the midst of the daily challenges, where some 200 Marines and sailors seek Red Cross' aide monthly, Luby has made time to carve out two other service-oriented programs.

The youngest of these is the task-oriented Station Team Accepting Responsibil- ity (STAR) group, where the Air Station's teenage volunteers team up to provide a variety of services for the military and civilian communities. Operating funds for the group will come from an annual golf tournament/fun- draiser, which was also a Luby project.

Luby is also the architect of the Annual Health and Safety Services Fair, which

Lockerbie to get letters from 'Land of Aloha' By Reginald M. Cole

Pan Am flight 103 disap- peared from radar screens just as it reached cruising altitude of 31,000 feet over west Scotland Dec. 21.

The plane crashed in the small village of Lockerbie. All 259 personnel, including passengers and crew were believed to have been killed in that accident. Before flight 103 came to its final unsche- duled landing destination, it had destroyed many of the local villager's homes.

"I was watching the plane crash on television, and I was moved so much by one incident that I saw," said Mrs. Sandra Zuckerman, the wife of MSgt. Hurry Zuckerman. "A woman was standing in the piles of rubble that was once her home. Instead of blaming America for destroying her home, she was offering condolences for the loss of American lives on the plane.

I thought that she might have lost loved ones herself, and I just literally wanted to reach out and hug her, but there were 10,000 miles between us, so I couldn't do it. I once lived in Scotland, and I think they are the most gentle people around," said Mrs. Zuck- erman." There seems to be no bitterness toward anyone for this terrible accident."

Feeling heartbroken for the people of Lockerbie, Scotland, Mrs. Zuckerman wanted to show them that someone really cared, she wanted to write to them and give them confidence.

Mrs. Zuckerman explained that she wanted to do something for the people of Lock- erbie to help ease the pain of losing loved ones.

"I was just going to write a letter to them, but then I thought, hey why don't I ask the land of Aloha to write to them also," she said. "So I

informed the media and the radio stations about my situ- ation and they responded by broadcasting the information needed to send the letters."

Mrs. Zuckerman had to make many calls to plan the whole operation. The first call she made was to the British Consulate in Los Angeles to receive approval. After getting the permission from the consulate, she then called Pan Am Airlines in New York to ask if they would fly the letters to Lockerbie. They agreed to do it for free.

Mrs. Zuckerman called the post office to ask if they would Allow letters to come in addressed to Lockerbie without stamps. The Post Master General agreed to her request, but they all had to be in one box and all the letters had to be opened.

"The letters had tobe opened for three reasons," said Mrs. Zuckerman. "One, for secu-

This is one of the letters, received from a girl who wanted to help the people of Lockerbie.

"To the people of Lockerbie Scotland, I care about you. Your loss has touched my heart. Can I help you in any way? I will come and help you build your homes so you won't be without shelter. I am 12 years old, and in the 7th

But not all the donations came in a form of tin with paper wrapped around it.

With the money donations amounting more than $1,000, members of the Staff NCO Wives' Club brought perish- able items like turkey, pota- toes, fruits, and bread which were added to baskets distrib- uted to the families before Christmas.

The Staff NCO Wives' Club hasn't stood alone in the food drive. For the last five years, the Armed Seri/ ices YMCA has also played a vital part in the effort which brought the holiday spirit to the Air Station families.

When the Wives' Club had difficulty getting names for the food hoaketa five yen, ago, they turned to the non profit organization for help

sally aware of the existence and purpose of the Uniform Code of Military Justice (UCMJ). The UCMJ is a sword - it authorizes, pro- vides and implements pun- ishments for designated offenses committed by service members. It is also a shield - servicemembers are pro tided due process protections such as right to counsel, right to trail by courts-martial, and freedom from unlawful searches.

The lICM,1 is also a shield for Marines, to the extent it deters and punishes criminal actions of other servicemen against their person and property.

But the UCMJ is not the sole source of law on military installations. Military installations, including Marine Corps Air Station, Kaneohe Bay, Hawaii are subject to federal law.

Federal Icw applies to

military members, dependents and civilians on military installations. In the absence of a specific federal law, state penal law is enforceable on military installations through the Assimilative Crimes Act. The most common local application of this act is traffic laws. Military policemen can issue traffic tickets for violation of state traffic laws aboard military installations.

The Legal Services Center here participates in a system formerly known as the Fed eral Magistrate Court Pro- gram. Under this system, military officers are appointed as Special Assistant United States Attorneys (SAUSA) and function as prosecutors in the federal courts.

Also, the SAUSA position here has changed from an additional duty to a primary duty for a Marine lawyer assigned at the Legal Serv- ices Center. Increased em- phasis on SAUSA responsibilities together with felony prosecution authority will in- crease the likelihood of prosecution for serious offenses committed on the Air Sta. tion.

One felony prosecution is currently underway. It concerns allegations of theft of approximately $10,018) of Marine Corps Exchange funds by a former employee. However, the majority of the federal caseload will continue to be misdemeanors and traffic offenses. Serious offenses committed by juve-

If a summons is issued, or the ticket indicates a manda- tory appearance, or the defendant picots not to mail collateral to CVB, the defendant will receive a notifica- tion from CVB as to his or her court date. Failure to appear on that date will result in the issuanre of an arrest warrant to he executed by U.S. Marshal Service.

The Magistrate may impose an additional assessment for ignoring the direction to appear in court. Marines who fail to appear in court will be listed on the Military Police blotter. Civilians who fail to appear may be subject to administrative sanctions such as loss of base driving privileges, or in more serious cases exclusion from the Air Sta- tion.

Marine Corps lawyers are not permitted to represent defendants in federal criminal court proceedings- Indi- viduals who receive a ticket or criminal summons may consult or retain a civilian lawyer. If a defendant is charged with an offense punishable by a possible jail sentence, and is financially unable to hire a lawyer, the court may appoint the Fed- eral Public Defender as legal representative.

The federal courts are located in the Prince Kuhio Federal Building at 300 Ala Monne Boulevard in Hon- olulu. The 1988 Intramural Bas- ketball Season has passed the halfway point, and competition for the kings of the court is being narrowed down to a few top teams.

In addition, a few All. Marine hopefuls are working on their games in an effort to make the best of the Marines squad.

One of those players, Robert Johnson of MWSS-174, is a past All-Marine player who got his start playing college ball for the University of New Orleans. He recently led his team to a 65-38 romp over the men of Bravo Co., 1/3.

Although the score reflected a blow out, 1/3 is still a top con- tender and has Troy Henley who is looking forward to All- Marine competition this year.

"I look at intramural play as a way to get out and have some fun while supporting the unit," said Johnson. "My goal is to be one of the players from WestPac to make the All-Marine cut."

The intramural season has 10 more games to go. Games are held nightly at the main gym. Showing up to support your unit can help them capture the crown.

Marines encouraged to join Great Aloha Run LtCol. C.D. Tillett, execu-

tive officer of BSSG-1 and Marine coordinator for the Great Aloha Run,has issued a challenge to all Marines and Marine units on Hawaii.

"We can show the other services how much spirit and discipline we have by getting out and running this race," he said while describing the benefits of running the annual race."Traditionally the Army walks away with the most entries; that shouldn't be so. We, as Marines, pride our- selves on fitness and helping others.Let's show the Army as well as local civilians that we

are truly the best." The Great Aloha Run is an

annual 8.2 miles run that starts at Aloha Tower and winds through Honolulu and finishes at Aloha Stadium. It is one of the largest races in the world and raises money for local charities and organizations that help the military. Last year, 24,000 people ran the race.

This year's run will be held Feb. 20, beginning at 6:45 a.m.

There are categories for runners, walkers, different ages and a special one, called Sounds of Freedom, for military teams. This is where

LtCol Tillett says Marines can show their colors.

"You don't have to be fast," he says. "The idea is to get as many Marines as possible into the event. All of the services are pushing the event and we want to be number one."

Last year the Army had about 3,500 runners and the Marine Corps had about 1,000. LtCol. Tillett attributed this to the location of the run and deployments. To make it easier for team runners to get to and from the race, I.tCol. Tillett has arranged for transportation from the Air Station

Team took second place in the Military Rodeo Association's World Rodeo Team Competi- tion recently, being beat out by the let Rodeo Team out of Camp Pendelton, Calif.

It was a precedent for a team out of WestPac to place so high and, according to outgoing president of the Kaneohe team, the beginning of a new era.

"We showed the rest of the military cowboys that Hawaii is the team to watch in the future," said Bruce White, who recently turned the team over to Mark Thomas. "We have a few handicaps, namely less rodeos b, compete in, than people in the states, but we came up with second place. Hopefully we are starting a roll."

The Kaneohe team earned

most of their points in hull riding competition. The title is a cumulation of points earned throughout the Rodeo Season, during which the team corn peted in about six events. while teams from the states have as many as 12 events to chalk up points.

In addition to the number of events the team was com- prised of many new members. Incoming president Mark Thomas says that you don't need a lot of experience to compete. just a good attitude and basic fitness.

"We are looking for new members, we'll start them from the basics and let them work up," he said. 'It's just as safe as any other sport and there are definitely a lot of thrills."

A team can consist of anything from 10 people on up. They must start and finish together and are encouraged to chant the whole distance. An advantage to running in a team is the half price entry fee. The cost for individual runners is $13.50 while team members pay only $6.25; this

includes a T-shirt. In a message addressed to

Marines of Hawaii, 1st MEB Commanding general BGen. J.A. Studds said, "If past performance is any indicator, all that we, as Marines, have to do is show up to be competitive and thereby claim some of the bragging rights in the 1989 Sounds of Free- dom Division."
