Presidents Report May 2019 Hello to all, For those that missed our annual visit to the picnic at Local 67, you missed out. We had about 110 mem-bers present, about 25 members from Columbus Fire and our Ladies, (Jacquie, Crystal and Sallie) from CME. For a grand total of around 130 people. There were many faces that we had not seen for a while, those that would rather spend the winter months somewhere else. We welcome you all back home. This is some rather great news and has been a long time coming. The Ohio Police and Fire Pension Board has finally decided to allow a retiree to sit as Chairman of the Board. Due to the rotation of the Chairman’s seat this will not happen for three years. This is something we have been trying to accomplish and we should all be happy to have finally gotten this done. Healthcare still on the front burner, with some changes that have happened and some to come in 2020. First the board has voted to allow members with recent separation to use their stipend to pay for their COBRA insurance for up to 18 months or until the next open enrollment period. Then starting in 2020 you will be allowed to shop outside of network for your healthcare, but you will be required to sign a waiver. Once you decide to go out of network, you will be out on your own. You will have no one to advocate in your behalf if you have an issue or unre-solved problem with your health insurance. I am not trying to scare anyone or trying to convince you to stay with Aon, I am just letting you know what we were told at the Pension Board. Some good news, several new insurance companies are trying to get into the Ohio market, and they offer Ohio State Uni-versity and Children’s Hospital in network. Aon is also opening an office at the OP&F building at 140 Town St. You will still have to use the same phone number that you have been using and hope for the best. My suggestion is to go in person if you have a problem and are able to get downtown. I will try to let everyone know when the new Aon office is up and running. At the Local 67 meeting, members for their Execu-tive Board introduced Marco Miller and stated that they have endorsed him for the retiree’s position on the Pension Board along with Steve Corvi for the active position. Steve could not be present because he was working. At that time a member from 4 Unit made a motion that 4 Unit also endorse Marco for the retiree’s position. The motion was seconded and ap-proved by all present.

The OP&F will be sending out ballots to all mem-bers, but remember as retirees you will only be vot-ing for the retiree’s open position, not the active po-sition. Several members have received letters from Aon stating that they were going to have their stipend reduced because their spouse was not enrolled with Aon. In most cases the spouse was pre 65 and en-rolled with Ehealth. According to Mr. Chandler this was done by mistake due to a miscommunication between Ehealth and Aon. If you received a letter, please contact Aon. We have been talking with the Executive Board from Local 67 about possibly moving our monthly 4 Unit meeting to Local 67. This has been ongoing, and we had several issues to be resolved. At our May meeting, several members from Local 67’s Execu-tive Board told us they would be pleased to have us and addressed those present. A motion was made and seconded and approved by the membership pre-sent to move the location of the 4 Unit monthly meetings. Effective starting in July 2019 we will meet at Local 67. We hope that with this move we can encourage more members to attend. Parking has been approved in the area between Broad St and the back of Spaghetti Warehouse. Our next (June) meet-ing will still be at the VFW. I spoke with Shanda, and she is sad to see us leave. She understands our need to move to a larger building. I encourage all our members to support OUR VFW. The amount of sup-port we have received from the VFW cannot be measured, and if not for their support, 4 Unit would probably not exist today. I would also like to thank the members of Local 67 for giving up their day off to come and cook for us and address all our needs. This entire day was set up by Lt. Dan Shafer, with the help of Station 1, 3 Unit and the following Columbus Firefighters. Lt. Jeff Miller, FF. Dave Burt, FF. Jeff Fletcher, FF, Steve Siegwart, Lt. Rob Rocchio, Capt. Local 67 has for many years supported 4 Unit and all of our events and I thank those who helped out at the picnic and the Executive Board for their continued support. The Banquet will be held on June 27, 2019. Loca-tion is 379 W Broad St. Columbus, Ohio. This date is different than the usual date, because of Local 67 being booked on our usual date. Everything else should remain the same. Happy Hour Plus 5:00 PM till 6:30 PM. Dinner will be served at 6:30 PM. Cost will be $15.00 for those members under 75. Cost for

Romans 15:13 (NRSV) — 13 May the God of hope fill you with all joy and peace in believ-ing, so that you may abound in hope by the power of the Holy Spirit. We are in the season post-Pentecost in the Church. On the day of Pentecost, we pay lots of at-tention to the Holy Spirit, but in my experience many of us know little about the Spirit and we do not con-sciously think about that “mighty wind”. The word Paul uses in Romans (and elsewhere) can also be translated “wind or breath”. Think about that for a while. Strangely enough in the Hebrew Bible the word “ruach” (often translated as spirit) can also mean wind or breath. God’s wind-breath-Spirit moves where it wills and when it wills. When it moves in YOU it can do many things including, as above, grant you joy, peace and hope. Those words are worth pondering too. The English word “peace” is not entirely in accord with the Hebrew word “shalom”. It has noth-ing to with a cessation of war. It does have to do with inner peace. Joy is not the same as happiness. Hope is for bad times certainly but also for the good times in our lives. May the Spirit speak to you during these summer months and may joy, peace and hope abound in your life.

Report: None President’s Report: Firefighter VFW will be host-ing Veterans Fair on May 4, 2019 from 10AM till 3PM. There will be people on hand to help with Vet-erans benefits. Pets for Vets will also be there to as-sists Veterans with service animals. Free haircut will also be offered.

Pension Board is looking into making some changes. Some will occur this year, some next year. First is the rate that the low-income members are cal-culated. Anyone that takes advantage of this should follow up with the Pension Board. They are also go-ing to allow members to use their stipend to pay for their COBRA insurance for up to 18 months after separation. There will also be an Aon office at the Pension Board. It will not have a dedicated phone line, you will still have to use 844-290-3674.

Sometime next year members will be allowed to have an HRA after signing a waiver and be allowed to shop outside of network. The Board is also hoping that the market will have more choices for members to select from. Several new insurance companies have shown interest. Medicare for those 55 is being looked at with the help of the FOP and IAFF. Sher-rod Brown is supposed to be working on bringing this to the state legislature. The Board also wants to ensure that members who have special needs children will remain insured after the death of the parents. Mr. Chandler from Aon told us at the last meet-ing that we should be covered while traveling out of state. I told him that I did not believe him, because my policy states that I am only covered for life threating injury or illness while out of state. He is going to check into this issue. Members around the state still have issues with HRA reimbursements. I have been watching OPERS and they will likely have some drastic changes to their healthcare in the future. I think they will be worse off than us. We received a very nice thank you letter for the donation of $511.00 made to Jefferson Township. This was made to the family of Brad Haynes, Reminder that our May meeting will be at Station 67, Keep in mind that we have several positions (Trustee, Sgt at Arms, President, and Secretary) that need to be filled. The Credit Union as always sent the ladies. Jacquie, Crystal and Sallie with cookies and gifts for our members. CME is asking for pictures for the upcoming calendar. Pictures should be appro-priate and fire related. If you have something you would like to share, please contact CME. Firefighters VFW is hosting a Veterans Fair on May 4, 2019. From 10AM till 3PM. Members from several Veterans associations will be present to help with Veterans affairs and issues. Pets for Vets will be there, and free haircuts will be of-fered. The VFW is also hosting a fishing charter open to any Firefighter who received a Purple Heart. This event will be on June 18, 19 and 20 with most expenses paid, Food, Fishing License, Char-ter, and Beer paid for. You will need to bring your own fishing stories and provide your own transportation. But if unable to drive, a ride could be provided. Contact Ellis Casto at 614-582-1888 or contact Ron Casto at 614-314-0872. I received an Email from Mr. Mark Chandler from Aon regarding our Health Insurance while traveling out of state. It does state that according to the American Care Act we are insured while out of state for major illnesses and injury if thought to be serious or life threatening. Other upcoming changes, members will be allowed to use their stipend to pay their Cobra after separa-tion from the police or fire service, for up to 18 months or until an open enrollment period. Mem-bers will be allowed to shop outside of Aon for healthcare starting in 2020 but will be required to sign a waiver. But be aware that you will be out on your own and that neither Aon or the Pension Board will be permitted to assist you if you have trouble or issues with your healthcare. There is also supposed to be several new Insurance Com-panies that want to jump into the Ohio market, with Ohio State and Children’s Hospital in Net-work. Aon is also opening an office in the OP& F building at 140 W. Town St. with 6-8 people to assist the members. Some members received a letter that stated their stipend would be lowered because the spouse was not enrolled with Aon. These letters were sent out by mistake because of a miscommunication between Ehealth and Aon.

The 50/50 will stay the same as last year. This motion was passed unanimously by the members present. If you received one of these letters, please con-tact Aon. At the May meeting at Local 67, members from Local 67 offered us the use of their build-ing to hold our monthly meeting. We have been offered the use of the building before, but we had several hurdles we needed to work out first. Most have been resolved at this time. We do hope to increase attendance with this move. I have spoken to Shanda at the VFW and she is sad to see us leave. Please continue to support OUR VFW in the future. They have been very good to us over the years. Our last meeting there will be the June meeting. Late dues notices were sent out to approxi-mately 150 members last month. If you re-ceived one of these by mistake, I am sorry. We did have some errors with the list. I would also like to thank those of you that sent in your dues. The banquet date has changed to June 27, 2019 due to Local 67 being booked on our usu-al date. Everything else has remained un-changed. All details are in the June/July issue of the 4 Unit Newsletter.

OP&F elections will be held in May and you should receive your ballot in the mail. Local 67 has endorsed Steve Corvi for the Active Fire po-sition and Marco Miller for the Retired Fire po-sition. A motion was made at our May meeting to endorse Marco Miller for the Retired Fire po-sition, this was seconded and passed by the members present. 4 Unit will be holding election of Officers at the June meeting at the Firefighters VFW on June 5, 2019. Positions to be voted on are Trus-tee, Secretary and Sgt at Arms and President. Jim Kessler remembered the 35 year old who went into cardiac arrest between first and second base on a softball field. She survived. John Herold recalls the 48 year old who collapsed on him as he bent down to pick up a piece of equip-ment. She also survived. Katy Sampson can’t forget the child who was bleeding to death from a sliced artery one summer day and three weeks later was smiling with one of the firefighters who saved him. Kessler, Herold and Sampson were among the first to serve on Columbus’ pioneering Heartmobile, a coronary-care unit that hit the streets 50 years ago this spring and quickly went beyond its initial mis-sion of treating heart emergencies. The restored vehicle will be on display Friday, outside of Nationwide Arena from 11 a.m. to 1 p.m. “I was just so fortunate to be where I was,” said Sampson, 88, a retired nurse who helped train the first Columbus firefighters to staff the Heartmobile and made many runs with them. “I still look back on it and think,’ How on earth did this ever happen?’” The idea for the Heartmobile came from Northern Ireland, where Dr. Frank Pantridge led the way in developing an emergency vehicle outfitted for coro-nary care. The innovation caught the attention of Dr. James V. Warren, chairman of the department of medicine at Ohio State University. Under Warren’s guidance, a partnership was formed between what was then called Ohio State

University Hospital, the Columbus Division of Fire and other agencies to modify a 1968 gold and cream Clark Cortez recreational vehicle into a coro-nary care vehicle that went into service in April 1969. It is believed to be the first such vehicle in the United States, although Seattle and Los Angles were experimenting with similar services about the same time. George Wolf, who was a member of the first Columbus Division of Fire class trained to work as paramedics on the Heartmobile, said the improve-ment in care was dramatic. With the ability to start IV’s, read electrocardiograms, administer drugs and use defibrillators, medics were able to revive victims who once would have been considered dead. “They walked out of the hospital,” said Wolf, 76 of the West Side. “It was something else.” In October 1970, an Ohio State official reported that the Heartmobile had made about 1,000 runs that year, including 25 in which patients would have died were it not for paramedics’ prompt inter-vention. The Heartmobile was based at University Hos-pital in a small building that firefighter called the “heart shack.” Initially, doctors were summoned to accompany firefighters on runs. But that led to de-lays, and within about a year, medics had been freed to respond on their own while consulting with doctors by radio.

Kessler, 82, said that call that sticks in his memory involved a 35 year old woman who collapsed while playing softball. “When we arrived, she wasn't breathing,” said Kessler, who lives in Marysville. The medics had been authorized to try a drug that was still being tested. “It actually worked, and her heart started beating again,” Kessler said. “That was just amazing.” Herold, 78, of Grove City, was part of a three-person squad dispatched in 1971 to treat a fellow fire-fighter’s wife, who was having chest pains. As Her-old bent down to pick up a piece of equipment, the woman, 48, collapsed on him with a stopped heart. They shocked the heart back into rhythm and took her to the hospital. “She lived another 13 years,” Herold said. Sampson, who now lives in Phoenix, recalled a case in which a medic climbed a ladder and inserted a breathing tube into a man who had touched a power line while trimming a tree. A doctor later said even he wouldn’t have attempted that. The medics with the unit quickly began respond-ing to emergencies other than strokes and heart at-tacks. “The best day I had was 34 runs in 24 hours, “ said retired medic Russell Young,76 of Hilliard, an-other of the early Heartmobile trainees. What medics learned on the Heartmobile led to increasingly sophisticated care and equipment as the program expanded. In 1975, Emory “Pete” Dorsey, a 12 year old North Side boy fell while walking down a flight of stairs with a sheet of glass under his arm. The broken glass cut the artery in his arm. The medics responded in a vehicle that had just been equipped with “anti-shock-trousers,” which could be inflated around a victim to stop bleeding. They found the youth unconscious. Started an IV was impossible because his veins had collapsed from loss of blood. The medics decided to try the pants. They pumped them up, got him in the vehicle and raced to Children’s Hospital,” Sampson said. “We were halfway there and this kid started to cry. I never heard such a wonderful noise in my life” He was pictured in The Dispatch three weks later, demonstrating to a firefighter that his arm had healed by wiggling his fingers. Dorsey, now 56, lives in New York City but visits Columbus often. He said he knows he’s lucky to have had trained medics, with just the right equipment, reach him in time. “I feel blessed every day I get up. I really ap-preciate those people.

Getting to the point where medics could perform such miracles across the city, though, wasn’t always a smooth ride. After operating the Heartmobile for two years, Ohio State asked the City of Columbus to take over, but the city hesitated because of the ex-pense. The vehicle’s fate was up in the air until Co-lumbus voters approved a municipal income tax, at which point city officials decided they could afford to operate it. The original Heartmobile, somewhat unwieldy and prone to breakdowns, was retired in 1972 in fa-vor of more-nimble vans based at fire stations. (The original vehicle, completely restored, is now kept in a garage behind the Central Ohio Fire Museum, 260 N. Fourth St. The museum will show it on request and has plans to expand so that it can always be on dis-play, director Michael Shimko, said.) Sampson, who initially was employed by Ohio State, said she ran into some resistance when she be-gan training firefighters to become paramedics. “Some of the battalion chiefs didn’t like the idea of a woman telling firefighters how to do the job.” But she proved her competence and eventually became Fire Division employee. On the other side of the partnership, some medical professionals weren’t convinced that firefighters should be rendering the kind of medical care once confined to doctors. But they got a vivid demonstration of the pro-gram’s potential in the early days of the Heartmobile. Warren organized a meeting of doctors at the old Central High School to explain its operation. During the gathering, one of the doctors in the audience had a heart attack, collapsing into the aisle. The medics standing by with the Heartmobile sprang into action, starting an IV, hooking the victim up to a heart monitor and administering oxygen be-fore they transported him to a hospital. Some people in the audience thought it was an act until Warren said otherwise. Sampson recalled him saying, “That guy really had a coronary, and these gentlemen came in, which is what they’re going to do anywhere, anytime. And they have ever since.
