of First United Methodist Church with an understanding that only ordained clergy in full connection and the members of the Board of Ordained Ministry may vote on matters before the clergy session (¶ 605.7, 2012 Book of Discipline). Seconded and adopted by voice vote.

9. MOTION. Deborah Stowers moved, in accordance with ¶605.7 of the 2012 Book of

Discipline, the following persons be given permission to be present at the clergy session with voice but no vote: Director of Ministerial Services Lisa Larson, Conference Secretary Patty LaGree, Bishop Trimble’s Executive Secretary Diane Brockmeyer, pastors of other denominations who are serving under appointment in the Iowa Annual Conference, and Diaconal Ministers of the Iowa Annual Conference. 18.2. He reported the members of the Committee on Investigation (BAC #18.b).

18.3. He then moved the statement on selection of the Committee on Investigation for Diaconal Ministers (BAC #64). Adopted, voice.

19. REGISTRAR’S REPORT. Lisa Larson, Director of the Office of Ministerial Services and Registrar, reported those who are certified candidates for ministry (BAC #19.a); and those discontinued as certified candidates for licensed or ordained ministry (BAC #19.c).

are approved, but are not now appointed (BAC #20).

21. The Registrar presented those approved and appointed as full-time local pastors (BAC #21.a), as part-time local pastors (BAC #21.b), and the student serving as local pastor in another annual conference (BAC #21.d). Approved, voice.

22. The Registrar reported those discontinued as local pastors (BAC #22).

23. RECOGNITION. New graduates of the Course of Study were introduced by the Registrar and greeted by the Bishop. Sharon Andersen, Jill Mack, Diane Townsley, Robert Voels, and Judy Wooton. The Bishop led in prayer for them and their ministry.

24. The Registrar reported those ordained ministers from other Annual Conferences or Methodist denominations approved for appointment in the Iowa Annual Conference while retaining their conference or denominational membership (BAC #24.a, b).

25. The Registrar moved those clergy in good standing in other Christian denominations who have been approved to serve appointments or ecumenical ministries within the bounds of the Iowa Annual Conference while retaining their denominational affiliation (BAC #25.a, b). Affirmed, voice.

26. The Registrar presented the one who is an affiliate member (BAC #26.b). Approved, 2/3 voice vote.

27. EXAMINATION TEAM REPORT. Rev. Scott Keele Kober and Rev. Kerrin Kirkpatrick, Co-chairs, Examination Committee, Board of Ordained Ministry.

27.1 Kerrin Kirkpatrick moved the election of provisional member candidates (BAC # 28).

27.2 Candidates were introduced, then greeted and examined by the Bishop.

27.3 All were elected, welcomed into the body, and prayed for by the Bishop.

28. Kerrin Kirkpatrick moved the election of those recommended for election to full membership and for ordination as elder in full connection (BAC #32, 34).

28.1 Candidates were introduced, then greeted and examined by the Bishop.

28.2 All were elected, presented membership certificates, welcomed into the body and membership in the annual conference, and prayed for by the Bishop.

29. Kerrin Kirkpatrick reported those who are continued as provisional members (BAC #29).

30. CONFERENCE RELATIONS COMMITTEE REPORT. Rev. Charles Luers and Rev. Arnette Pint, Co-chairs, Conference Relations Committee, Board of Ordained Ministry

31. Charles Luers moved the one returned to the effective relationship after retirement (BAC #37). Adopted, voice.

35. Charles Luers reported the one suspended (BAC #47).

36. Arnette Pint reported provisional or ordained members who have received appointments in other Annual Conferences of The United Methodist Church while retaining their membership in this Annual Conference (BAC #49).

37.1 Arnette moved those on voluntary personal leave for less than five years (BAC #50.a.1). Affirmed, voice.

37.2 She then moved those on voluntary family leave for less than five years (BAC #50.a.3). Affirmed, voice.

37.3 She reported those on voluntary transitional leave (BAC #50.a.5).

38. Arnette Pint moved those granted medical leave (BAC #52). Affirmed, voice.

39. CELEBRATING THE MINISTRY OF THOSE RETIRING.

39.1 Arnette Pint and Charles Luers moved those members in full connection retired this year (BAC #53.a). Affirmed, voice. They were honored for their service.

39.2 Arnette Pint then moved those associate members retired this year (BAC #54.a). Affirmed, voice.

39.3 Arnette Pint reported those recognized as retired local pastors this year (BAC #56.a).

39.4 Arnette Pint moved the one retired as a diaconal minister (BAC #72). Affirmed, hand vote.

40. Charles Luers moved those approved for less than full-time service (BAC #73.a, b).

1. CALL TO ORDER. Bishop Julius Calvin Trimble called the 172nd Session of the Iowa Annual Conference to order at 1:34 pm.

2. SERVICE OF GATHERING AND REMEMBRANCE. Clergy and clergy spouses who died in the past year were remembered, as were former Iowa Bishop Rueben P. Job and Conference Lay Leader David J. Decker. Worship leaders included Bishop Trimble; Rev. Karen Nelson, preacher; Becki Kenton; Rev. Katie Dawson; Patty LaGree; and the Conference Music Team: Phil Carver, Colleen McRoberts, Jessica Parkison, Rev. Eric Schubert, Rev. Jacqueline Thompson, Rev. John Augspurger, and Rev. Edgar Solis.

4. EPISCOPAL ADDRESS. Bishop Trimble

5. MOTION. Rev. Jerry Oakland, Chair, Business and Agenda, moved the Organizing motion as presented in the Pre-Conference Manual, p.21, with the addition of Leadership Development Minister Rev. Rebecca Fisher to #3, and adding Chancellor John Moorlach, Rev. Adam Hamilton, Beverly Job, Betty Kiboko, and Dr. Lallene Rector to #3.b. Adopted by hand vote.

6. MOTION. Rev. Karen Nichols Dungan, Assistant to the Bishop for Connectional Ministries, moved to suspend Rule of Order I.D.3 which requires that items not on the Consent Calendars be addressed in the order they appear in the Pre-Conference Manual, to allow three sections to be addressed during our session as follows:

Section IV, the annual meeting of the Conference Board of Pension and Health Benefits, on Monday at 2:26 pm;

Section VI, the report of the Work Force Design Task Force, on Sunday at 1:35 pm; and

Section XII, the annual meeting of the Iowa United Methodist Foundation, on Tuesday at 2:00 pm. Adopted.

8. DATES FOR 2016 and 2017. Conference secretary announced June 4-6, 2016 (with clergy session June 3), and June 10 – 12, 2017, as dates for future annual conference sessions.

9. MOTION. Patty LaGree moved, on behalf of the Annual Conference Session Planning committee, that the 2017 session of the Iowa Annual Conference meet at the Iowa Events Center, Des Moines. Adopted.

15. NOMINATIONS. Erica Shannon presented the preliminary Nominations Coordinating Committee report with additions and invited nominations to fill remaining slots.

16. LEGISLATION. Rev. Karen Nichols Dungan introduced legislative section leaders John Rothlisberger, Courtney Johnson, and Rev. LaTonya Calderon and gave instructions on how legislation is handled.

20. ORDER OF THE DAY. Dr. Wendy J. Deichman, President at United Theological Seminary in Dayton, OH, brought greetings.

21. UMCOR 75th Anniversary celebration with Rev. Dr. J. Denise Honeycutt, Deputy General Secretary of UMCOR. She presented an award to the conference on behalf of the Advance and thanked all for their support.

22. PERSONAL PRIVILEGE. Rev. Deborah Coble Wise, Dean of the Iowa Licensing School, recognized this year’s graduates, including the first two French-language graduates in our first-in-the-country French-language licensing school.

About 70 people responded to the Bishop’s call, including a majority of the high school aged Diakonos. This was a powerful moment as the Holy Spirit moved through the hall.

6. REPORT. Poverty to Opportunity Task Force. The conference was challenged to give 500,000 books to Iowa children at risk of falling behind in reading in the next year and to give one million volunteer hours, over the next two years, to help children in poverty learn to read.

6.1 MOTION. Rev. Joshua Steward moved, on behalf of the Task Force, that the Iowa Annual Conference affirm the Poverty to Opportunity Initiative and authorize the Poverty to Opportunity task force to continue this work through the 2017 session of the Iowa Annual Conference. Adopted by standing vote and great applause.

6.2 Rev. Brian Milford, Book Editor for the UMC, pledged that the UM Publishing House will work with the conference in the effort to get books to children at risk. He offered to purchase half of the 51 remaining Deep Blue children’s Bibles at the Cokesbury booth, if the other half are purchased and donated.

WHEREAS the district superintendent has recommended discontinuance of Ayrshire United Methodist Church and transfer of membership to each member’s church of choice or one of the nearest Methodist Churches; and

WHEREAS the superintendent has recommended that the property be sold and the sale proceeds go to the Legacy Fund; and

WHEREAS the consent to discontinue has been granted by the presiding bishop, a majority of the district superintendents, and the district board of church location and building and all proper Disciplinary requirements have been complied with;

THERFORE, BE IT RESOLVED, that the Ayrshire United Methodist Church be discontinued effective December 31, 2014, with the property proceeds going to the Legacy Fund.

11.2 Resolution for the Discontinuance of the Conesville United Methodist Church

WHEREAS the Conesville United Methodist Church located in Muscatine County was founded in 1892 and has a long and proud history; and

THEREFORE, BE IT RESOLVED, that the Little Sioux United Methodist Church be discontinued effective October 6, 2014, and that the property shall be transferred to the Trustees of Iowa Annual Conference.

WHEREAS the Ventura United Methodist Church located in Cerro Gordo County was founded on June 13, 1898, and has had a long and proud history; and

WHEREAS the charge conference of the Ventura United Methodist Church voted on June 4, 2014, to discontinue the church; and

WHEREAS the district superintendent has recommended discontinuance of Ventura United Methodist Church and transfer of membership to Garner United Methodist Church; and

WHEREAS the district superintendent has recommended that the property be transferred to and [if sold] the sale proceeds to be paid to Iowa Annual Conference Board of Trustees; and

WHEREAS the consent to discontinue has been granted by the presiding bishop, a majority of the district superintendents, and the district board of church location and building, and all proper Disciplinary requirements have been complied with;

THEREFORE, BE IT RESOLVED, that the Ventura United Methodist Church be discontinued effective August 30, 2014, and that the property shall be transferred to Iowa Annual Conference Board of Trustees.

11.5 Resolution for Discontinuance of the Worthington United Methodist Church

WHEREAS the Worthington United Methodist Church located in Madison County was founded in1864 and has a long and proud history; and

WHEREAS the Church Conference of the Worthington United Methodist Church voted on December 3, 2014, to discontinue the church; and

12. ORDER OF THE DAY. Discipleship Ministries One Matters Discipleship Awards and $1,000 grants were presented by Rev. Karen Nichols Dungan, Bishop Trimble, and Doc Hall, General Discipleship Ministries to Bettendorf, Quad Cities Korean UMC; Mount Ayr UMC; and Waterloo, St. Paul’s UMC for their efforts to make disciples of Jesus Christ. Quad Cities Korean had 0 professions of faith in 2012, 1 in 2013, and 8 in 2014. They have reached out to Korean-speaking children in the local schools, to American families which have adopted Korean children, and to biracial couples and families. Mount Ayr has focused on relationship building and received 77 new members since 2009, 50 of them marginal or new Christians, one third of them by profession of faith, and has celebrated about 30 baptisms of infants and children. Waterloo, St. Paul’s is growing by reaching out to its changing neighborhood which has both African immigrants and Burmese refugees. They have celebrated 9 baptisms and 21 professions of faith and received 25 new members, 8 Anglo and 17 African. One Matters.

14. NOMINATIONS. Rev. Fred Lewis moved the slate of nominations, noting corrections. Adopted, hand vote.

15. MOTION. Karen Dungan moved that the Iowa Annual Conference Session authorize the Conference Secretary, the Journal Editor, the Rules of Order Committee, and the Annual Conference Session Planning Committee to edit and reconcile the actions of this Annual Conference Session, so that they may be published in the 2015 Iowa Annual Conference Journal and the 2015 Iowa Annual Conference Book of Resolutions.

16. THANK YOU’S. Bishop Trimble thanked the many who have made the 2015 Annual Conference session possible.

17. PRAYER. Rev. Dale Schoening shared prayer requests and offered prayer.

21. OFFERINGS. Laity Session $1,900.59; Clergy Sustentation Fund $6,697.90; Poverty to Opportunity Initiative $13,451.81; Iowa-Nigeria Partnership $16,193.24 which will be matched by an anonymous donor, Diakonos $8407.21 , Bishop’s Discretionary Fund $4206.33.
