Report Structure

EXECUTIVE SUMMARY

This Semi-Annual Environmental Monitoring Report (EMR) describes the environmental monitoring and mitigation measures undertaken with regard to the domestic Environmental Impact Assessment (EIA) reports, the Consolidated Environmental Impact Assessment (CEIA) and the revised EMP provisions during the implementation period from July to December 2018 of the Gansu Tianshui Urban Infrastructure Development Project (“the Project”). In this report we briefly provide: (i) documentation review and compliance with environmental regulations; (ii) environmental institutional structure and responsibility; (iii) mitigation measures undertaken to minimize adverse environmental impacts arising from the construction of the Project facilities;(iv)environmental monitoring and status of ambient environmental quality; and (v) conclusions and recommendations. As of 31 December 2018, the Project is assessed to be almost 100% completed overall. In this reporting period, the mitigation measures and monitoring program were generally carried out satisfactorily. Attention has been paid on water, air quality and noise control, soil erosion protection, etc. Through the implementation of these measures, the destruction to the environment has been lowered to a minimum level possible during construction and commissioning. However, to some certain extent there were still unavoidable impacts on the environment. Some recommendations are put forward to make improvement on environmental protection in the future. Particularly, timely efforts are required to prepare project environmental completion.

1. INTRODUCTION

1.1 Report Purpose and Rationale

1. As defined in the domestic EIAs and consolidated environmental impact assessment (CEIA, January 20111) for Gansu Tianshui Urban Infrastructure Development Project (the Project) under ADB Loan, semi-annual environmental monitoring reports (EMR) have to be prepared by the borrower in order to evaluate and assess overall project activities to ensure the effective implementation of the environmental management plan (EMP).

2. The purpose of the eleventh EMR is to document the environmental management activities and compliance with the revised EMP of this Project by 31 December 2018, the project completion date. This report is prepared in accordance with the environmental monitoring program as part of the environmental management plan (EMP) revised in December 2014 and disclosed in May 2015 on ADB’s website. As the eleventh EMR, it will not only cover the construction (for component A-heating network) and commissioning phases (for component A-heating network, components B and C-roads and bridges, flood control), but also demonstrate compliance with the EMP for the design, bidding, and construction preparation stages. In line with targets aimed at reducing the negative environmental impacts of the Project and in accordance with all the relevant specifications and standards of the PRC, as well as the policies of the Asian Development Bank (ADB), this report will emphasize: (i) progress made in implementing the EMP, (iii) environmental compliance, (iv) institutional strengthening and training, (v) public consultation, and (vi) problems that have occurred and corrective actions taken. 3. This report is prepared by the TPMO and the two IAs (THC and TUCIC) with the assistance from China General Consultant & Investment Co. Ltd. (CGCI), as the loan implementation consultant. The monitoring plan was updated on the basis of discussion with TEPB and approved by ADB. 1.2 Project Background, Objective and Components

4. The Gansu Tianshui Urban Infrastructure Development Project was approved with the amount of $100 million on 29 June 2011, signed on 25 October 2011 and became effective on 14 May 2012. The Project will assist Tianshui to promote balanced and environmentally sustainable urbanization, and to improve living conditions in Tianshui. The impact of the Project is better living conditions in Tianshui municipality. The outcome of the Project is improved heating, transport, and flood control services in Tianshui municipality. The Project has four outputs: (i) Qinzhou district heating network (component A), (ii) Chengji road and flood control facilities (component B), (iii) Tianshui urban transport improvements (component C), and, (iv) capacity development and institutional strengthening (component D). The Project was delegated to PRCM for administration on 30 June 2015. The original physical completion of the Project and closing date were on 30 June 2016 and 31 December 2016, respectively. Due to the change of heating source plant2, project

implementation of Qinzhou district heating network component is delayed for about two years and the current loan closing date is 31 December 2018. 5. Tianshui municipal government (TMG) is the executing agency, and Tianshui Urban Construction ADB and Investment Group (TUCIC) and Tianshui Heating Company (THC) are the implementing agencies. As of 31 Dec 2018, nine loan administration missions were fielded to Tianshui, including the loan midterm review conducted on 28 October – 5 November 2013.

6. Project components. The Project includes four components/outputs:

(i) Qinzhou district heating network (component A3)—upgrading of Qinzhou district's central heating network by decommissioning 194 outdated coal-fired boilers, building a 33.7 km primary heat transmission network, constructing 76 heat-exchange stations, and increasing district-heating coverage by 6 million m2;

(ii) Chengji road and flood control facilities (component B)—constructing the 12km Chengji road and flood control embankment along the Xi river’s north bank, including two large bridges, with related public transportation facilities4;

(iii) Tianshui urban transport improvements (component C)—improving urban roads and related services especially for public transport and non-motorized transport (NMT) by constructing four new roads with a total length of 4.9 km, rehabilitating one road with a total length of 2.0 km, constructing three bridges, and developing related services, including drainage pipelines and sewers, energy-saving lighting, public green areas, and road-safety features; and

(iv) Capacity development and institutional strengthening (component D)—providing support in two areas (a) to TPMO and implementing agencies to ensure efficient and effective project implementation in compliance with ADB requirements; and (b) an urban transport capacity development program including holistic urban road design and road safety audit, people-centric urban transport planning, road network management and maintenance, and related training.

7. A minor change in scope and implementation arrangement was approved on 9 September 2015 to accommodate: (i) change of associated facility for component A: Qinzhou district heating network: due to 2 years of delay in the construction of the original combined heat and power (CHP) plant source as an associated facility under the Project, in 2013, TMG decided to fully fund and build its own heat plant to supply heating to Qinzhou district without waiting for the CHP; (ii) partial cancellation of roads in Maiji road network (package C06) under component C: to avoid unnecessary delay of project completion due to difficulty in timely resettlement, TMG proposed to cancel some parts of roads under a subcomponent package C06: Maiji road network, and it was confirmed that the urban road network of the Maiji new district remains fully functional without the cancelled portions of roads; (iii) change of procurement packaging for component D: Capacity development and institutional strengthening: the TMG proposed to streamline the consulting packages from five to one since startup consultants (packages CS2 and CS3) were found not relevant by the time of the loan inception mission as the main loan implementation consultant firm under package CS1 was already mobilized; the tasks under packages CS4 and CS1 were found overlapping; and the contents of package CS5 were reviewed with TMG and deemed not relevant anymore for the Project; and (iv) change of funding source: TMG informed ADB in August 2013

that it will no longer avail of the China Development Bank domestic loan for the Project and the required financing would be covered by TMG. 1.3 Project Implementation Progress

8. As of mid-December 2018, cumulative contract awards and disbursement are $99 million (99% of total loan amount) and $97.6 million (97.6% of total loan amount). The construction of Chengji road and flood control facilities (Output 2), and Tianshui urban transport improvements (Output 3) have been completed by 30 June 2016. Due to the change of heating source plant, project implementation of Qinzhou district heating network (Output 1) is ongoing with trial operation started in November 2018. The overall project implementation is on track. The below Table 1-1 shows the latest project implementation progress.

A- Qinzhou 5 district heating network

Partially bidding documents underway. The others being implemented.

The component’s scope includes: constructing a 39.307 km primary network; constructing 76 heat exchange stations and a regulating center; the estimated total investment (including land acquisition and resettlement) is approximately CNY494 million. The amount of ADB loan for the construction of pipeline network is USD29.3 million (equivalent to CNY181.0 million), accounting for 36.2% of the total investment; the rest capital amounts to CNY318.6 million, which is domestic funded, accounting for 63.8%. Detailed progress is provided below.

CH1 - Construction of control center and 46 heat exchange stations. Major construction and installation of 46 HESs has been completed and put into operation in 2018, with the remaining works to be fully completed by June 2019.

CH2 - Primary heat pipeline laying in Chiyu Road to Hongan Road. The contract was awarded for Gansu No.2 Installation Engineering Co., Ltd. in May 2016. The total length of the heating pipeline is 15.4 km. It was completed by Nov 2018.

CH3 - Primary heat pipeline laying in Chengji Road, Huangcheng Road and Yinbin. The contract was awarded to Gansu No.1 Installation Engineering Co., Ltd. on 17 May 2017. The total length of the heating pipeline is 7.78 km and pipeline laying has been completed and put into operation.

CH4 - Primary heat pipeline laid in Xihuang West Road. The contract was awarded in August 2017. The total length of the heating pipeline is 9.36 km and pipeline laying has been completed and put into operation.

CH5 - Primary heat pipeline laying in Chengji Road, Huangcheng Road and Yinbin. The contract was awarded to the No.7 Construction Group Share Limited on 09 December 2016. The total length of the heating pipeline is 11.53 km, and pipeline laying has been completed and put into operation.

CH6 - Primary heat pipeline laying in Minshan Road and Xihuang Road. The

5 Status on associated facility-the Heat Source Plant: The land use right of the Heat Source Plant was obtained. Now the fund for land acquisition and resettlement has been allocated to the Qinzhou District Land Acquisition Office, the land acquisition and resettlement work is being carried out. The design of the heat source plant is in bidding process, and the preliminary design is expected to be approved soon by Gansu Provincial DRC. The civil works contractor has entered into the site and the boilers and related equipment have been manufactured.

E1 - Procurement and installation of automatic control electrical equipment for 46 heat exchange stations (HESs) and the relay pumping station. The bidding documents for re-bidding of the contract was approved by ADB on 3 July 2018. The contract was awarded in October 2018, and the automatic control and electrical equipment for the 46 HESs have been procured and put into trial operation.

E2 - Procurement and installation of automatic control electrical equipment for 30 HESs and the relay pumping station. It was completed by Nov 2018.

E3 – Small equipment procurement: chain excavator, heating breakdown van, hydraulic aerial cage, high-pressure sewer flushing. The procurement for the package of $0.72 million was delayed with bid opening on 18 Dec 2018. Given ADB loan closing date of 31 December 2013, the package will be financed by domestic counterpart fund with the equipment supply by earlier 2019.

Associated Heat Source Plant. The equipment installation of the heating source plant has been completed. Three out of total five boilers were installed in 2017 and put into operation in 2017 heating season. The other two boilers were installed and put into operation in November 2018. The remaining works will be fully completed by June 2019.

B-Chengji road and flood control facilities and

completed and being commissioned

The estimated total investment is approximately CNY680.82 million. Construction of Chengji Road and Flood Control Facilities was commenced in June 2012, and completed and put into operation in June 2016, as detailed below. The domestic completion audit is under preparation. C01 - Chengji Road and integrated flood control facilities (K0+000~K3+250): The contract was awarded for Jiangsu Construction Engineering Group Co. Ltd. on 10 December 2012. The construction was completed on 28 July 2016. The Chengji Road with secondary urban trunk road is 25km long and 24 m wide, including the bridge with the length of 680 m. The road is situated in the north bank of Xi River with the flood control facilities and the design standard of flood return period is one in 100 years. The contract value is CNY43.7 million (equivalent to USD7.0 million). C02 - Sunjiaping Xi River Bridge: The contract was awarded for China Railway 20 Bureau Group Co. Ltd. on 28 May 2012. The construction was completed on 11 November 2014. The Sunjiaping Xi River Bridge was designed by “CSCEC AECOM CONSULTANTS CO., LTD”. The main bridge is the total length of 305m, the width of 35 m. The contract value is CNY79.5 million (equivalent to USD13.0 million). C03 - Chengji Road and integrated flood control facilities (K3+650~K7+000): The contract was awarded for Eight Metallurgical Construction Group Co. Ltd. on 15 November 2012. The construction was completed on 28 July 2016. The road is the total length of 3.35 km, including roadwork, riverbank construction, lighting, drainage and Yangpo Bridge - a medium-size bridge. C- Tianshui urban transport improvement

C06 - Maiji District New Road Network: The estimated total investment is approximately CNY73.58 million. The contract was awarded for Gansu Fourth Construction Group Co. Ltd. on 15 November 2012. The site is located at the south bank of Wei River, Maiji District. The four roads under the road network are urban secondary roads with a total length of 4.9 km. The contract value is CNY61.7 million (equivalent to USD10.3 million). Construction of Maiji District New Road Network was commenced in January 2013, and completed and put into operation in August 2016. C07 - Shuangqiao Bridge: The estimated total investment is approximately CNY119.06 million. The contract was awarded for No.4 Engineering Co., Ltd of CRC on 28 April 2014. The superstructures of Shuangqiao Bridge are four spans arch bridge. The total length of the bridge is 907 m, and the width of the bridge is 24 m. The contract value is CNY87.8 million (equivalent to USD14.3 million). Construction of Shuangqiao Bridge was commenced in January 2013, and completed and put into operation in August 2016. C08 - Shetang Wei River Bridge: The estimated total investment is approximately CNY64.68 million. The contract was awarded for No. 5 Engineering Co., Ltd. of CRSG on 30 November 2012. It is located in the Shetang Industrial Park, Maiji District, crossing the Wei River, connecting the industrial park with National road G310. The Shetang Wei River Bridge is designed by Shanghai Municipal Engineering Design Institute. The total length of the main bridge is 331.4 m, and the width of the bridge is 20 m. Contract value is CNY50.8 million (equivalent to USD8.5 million). Construction of Shetang Wei River Bridge was commenced in December 2012, and completed and put into operation in November 2015. C09 - Chiyu Road rehabilitation: The estimated total investment is approximately CNY73.66 million. The contract was awarded for Tianshui Chengxing Municipal Engineering Co. Ltd. on 10 November 2012. The subcomponent involves 2km long existing Chiyu road widening and rehabilitation, including Nangou River crossing bridge. The construction was commenced in December 2012. Contract value is CNY56.7 million (equivalent to USD9.4 million). Construction of Chiyu Road rehabilitation was commenced in January 2013, and completed and put into operation in June 2014.

D-capacity development and institutional strengthening

China General Consulting and Investment Co., Ltd (CGCI) was recruited and fielded its services in Oct 2012 for the Project management. An overall training program was prepared and submitted to ADB and PMO in the initial report in October 2012. A series of training for PMO and IAs staff were held on contract management, financial management, resettlement plans updating, road and bridges construction and management, heating, GRM and environment management. The PMO submitted and the ADB approved the contract variation request in 2017. The whole contract service will be concluded until the end of ADB PCR mission (Q3 of 2019).

2. PROPONENT’S ENVIRONMENTAL MANAGEMENT RESPONSIBILITIES

2.1 Institutional Responsibilities for Environmental Management

9. Based on the domestic EIAs and the CEIA, the Project environmental management system(EMS), consisting of inspection, monitoring, reporting, and initiating corrective actions or measures, was set up prior to project implementation to ensure smooth implementation of EMP(subject to be updated with the Project progress). In the design stage, TPMO and the IAs passed on the EMP to the design institutes for incorporating mitigation measures into the detailed designs of the components. The EMP was reviewed and confirmed at the end of the detailed design, and was finally passed onto selected contractors. To ensure that contractors to comply with the EMP’s provisions, TPMO and the IAs prepared and provided the following specification clauses for incorporation into the bidding procedures: (i) a list of environmental items to be budgeted by the bidders in their proposals; and (ii) environmental clauses for contract conditions and specifications. Environmental management units (EMUs) were established by the IAs prior to the start of the Project implementation. They are in charge of the responsibility of coordinating and supervising the EMP implementation. The EMUs are headed by the deputy general managers of the IAs. Meanwhile, TPMO has drawn the expertise from TEPB in supervising the Project EMS. TUCIC is acted as one of the implementing agencies signed contract with the Tianshui Environmental Monitoring Station (TEMS) in 2012. TEMS conducted eight semi-annually environmental monitoring campaigns since December 2012. THC as the implementing agency for heating component signed an agreement of intent with the Lanzhou Yitong Environmental Monitoring Company (LZYT), a certified monitoring service company as shown below, in May 2016. Since then, LZYT has conducted four semi-annually environmental monitoring campaigns. Table 2-1 below updates the environmental responsibilities of each organization and the status of fulfillment during implementation.

3. COMPLIANCE WITH ENVIRONMENT RELATED PROJECT COVENANTS

11. So far, all due environmental covenants in Loan Agreement and Project Agreement are in compliance, with some still to be enacted. A list of loan covenants and compliance status is shown in the Table 3-1 below.

12. The ADB midterm review mission was fielded in Tianshui on 28 October – 5 November 2013. The objectives of the mission are to (i) review the main issues that cause the implementation delay for the Project, (ii) conduct due diligence of the district heating component and newly proposed heat source plant as an associated facility to the Project, (iii) examine and assess whether attainment of the Project’s immediate objective is likely, (iv) review the technical, environmental, social, institutional, administrative, organizational, economic and financial aspects of the Project, (v) review the loan covenants, to assess whether they are still relevant, or need to be changed or waived due to changing circumstances, (vi) revise the Project implementation schedule, procurement plan and s-curve to reflect the current project content and situation, and (vii) update the Project administration manual, and relevant appendixes. The Table 3-2 describes the latest implementation status of environmental requirements in the MOU by far. The environmental requirements have been complied with or are being complied with or to be complied with. . 13. The ADB midterm review mission was fielded in Tianshui on 20-24 October 2014. The objectives of the mission are to (i) conduct due diligence of heat source plant and component A design change, (ii) conduct due diligence of design changes under components 2 and 3, (iii) review contract variation proposals, (iv) review consulting package 5 selection progress, and (v) prepare documents required for making minor change in scope and implementation arrangements. The Table 3-3 describes the latest implementation status of environmental requirements in the MOU by far. The environmental requirements have been complied with or are being complied with or to be complied with. 14. An ADB loan review mission (the mission) was fielded in Tianshui on 4-6 May 2015. The objectives of the mission are to review the Project implementation status, and to make arrangement for project delegation from ADB EASS to PRCM. An ADB loan review mission (the Mission) for Loan 2760-PRC: Gansu Tianshui Urban Infrastructure Development Project (the project) was fielded in Tianshui on 2–6 July 2018.6 The objectives of the Mission are to review (i) the overall progress of the project and implementation issues, (ii) status of land acquisition and resettlement, (iii) impacts to environment, labor restructuring, and poverty reduction, (iv) updated project costs and financing plan; (v) audit findings and financial management; (vi) contract award and disbursements achievements, and disbursement plan for the remaining loan amount, (vii) potential reallocation of loan proceeds and increase of disbursement percentage of civil works contracts for full utilization of ADB loan; (viii) compliance with loan covenants, (ix) plan for liquidation of loan account for loan closing, estimated loan savings and cancellation, and (x) domestic project completion report preparation, and identify measures for improving project performance. 8 Being complied with. (i) and (ii): The FSR and EIA on the CHP and transmission pipelines by China Huaneng Group had been finished, but construction has been delayed. During mid-term review in October/November 2013, Qinzhou district heating source plant and associated pipelines are proposed as main heating source for Component A instead of the original designed CHP and transmission pipelines. The revised FSR was finished in March 2014 and approved by Gansu provincial DRC in June 2014. The draft EIA was reviewed by the expert panel in March 2014 and was approved in May 2014 by Gansu Provincial EPB. The land was approved in January 2015 by Gansu Provincial Land Resource Bureau. The detailed drawings were finished in 2015. (iii)Due to the above changes, there will be 194 small boilers to be demolished. THC engaged a licensed institute (Gansu provincial environmental science research institute) in conducting asbestos risk assessment and preparing asbestos management plan for all 194 small boilers to be affected by the Project. Among of them, 5 boilers are outside of THC jurisdiction, so local EPB will handle them, For the remaining 7 boilers, on 11 Sept. 2017, THC engaged a licensed institute who safely removed, transported and finally disposed asbestos containing materials (ACM) at Gansu province hazardous waste disposal center in compliance with the asbestos management plan, under supervision by TEPB. After the completion of this intervention project, the flood control standard of the restored dyke should ensure the annual probability of seasonal flooding along Chengji flood embankment reduced to 1%. In addition, due to potential flooding risks, it is suggested with immediate rectification, emergency response plan and to apply good O&M practices to ensure the flood safety. (for details please see Section 5.2.1)

SCHEDULE Execution of Project; Financial Matters

Environment TMG shall cause each Implementing Agency to construct, operate, maintain, and monitor the Project facilities in strict conformity with (i) the Borrower’s all applicable laws and regulations, including national, provincial, and municipal laws and regulations and standards on environmental protection, district heating, health, labor, and occupational safety, and ADB’s Safeguard Policy Statement; and (ii) all environmental mitigation and monitoring measures detailed in EIAs, Project EIA and EMP under the guidance of TEPB or other designated environmental monitoring centers. TMG shall cause the Implementing Agencies to incorporate such mitigation and monitoring measures into the design and bidding documents and construction contracts.

9 Being complied with. PRC’s environmental laws and regulations, ADB’s SPS are being complied with. (CHP to Qinzhou district heating source plant) were proposed to change during mid-term review in October/November 2013. The domestic EIA report was prepared in accordance with PRC environmental regulations. An EMP including environmental monitoring program was developed, and an environmental due diligence review was undertaken correspondingly in accordance with ADB’s SPS (2009). The changes in the associated facility are reflected in the revised EMP of December 2014, which has been disclosed on ADB’s website since May 2015. The Qinzhou district heating source plant started construction in January 2016, with main structure completed in Oct. 2017, already commissioned in 2017/2018 heating season, and will be fully completed in Oct. 2018 , and put into operation in Nov. 2018 .

TMG shall cause the Implementing Agencies to ensure that sufficient resources and fulltime personnel are provided in monitoring EMP implementation, under the guidance and supervision of the TEPB or other environmental monitoring centers. TMG, through PMO, shall submit to ADB, the EMP progress reports and information on Project implementation and the environmental performance of the Works contractors, the Implementing Agencies and the loan implementation environmental consultants. These reports shall include (a) semiannual environmental performance reports on EMP implementation, and (b) environmental compliance monitoring and audit report of the completion of each major component. TMG shall ensure that ADB may request that further environmental mitigation actions be taken, as deemed necessary, and may determine further mitigation measures for different stages, if necessary. TMG shall establish a grievance review mechanism as provided in the EMPs to receive affected peoples' concerns, complaints, and grievances about the Project's environmental impacts.

11 Being complied with or to be complied with. The Project environmental management system has been established and involves different levels of departments, including TUCIC/THC,TEPB/TEMS/LZYT,LIEC, constructors and CSCs. Lanzhou Yitong Environmental Monitoring Company (LZYT) has conducted three external monitoring campaigns on the heating pipeline network civil works contract (component A) according to the environmental monitoring program in the EMP of CEIA in May/August/September 2016, June/July 2017 and Oct 2017, and May/Oct 2018. Tianshui Xiangyun soil erosion and ecological consulting firm(Tianshui Soil Erosion Protection Monitoring Station (TSEPMS)) conducted the first soil erosion monitoring in April 2014, and the second from May 2014 to May 2015. Some soil erosion monitoring was undertaken through 2016~2017 for the Qinzhou district heating supply plant- the associated facility to component A, and the THC provided data in Oct 2018, then those data are included in this EMR, Section 5.2. The 1st semi-annual external environmental monitoring report as baseline was disclosed on ADB’s website in March of 2013. The 2nd semi-annual external environmental monitoring report was disclosed on ADB’s website in January of 2014. The 3rd EMR was disclosed in April 2014 and the 4th February 2015. The 5th EMR was disclosed in Jun. 2015. The 6th was disclosed in Jan 2016. The 7th was submitted in Oct 2016. The 8th was submitted in Aug 2017. The 9th was submitted in Apr 2018. The 10th was submitted in Jul 2018. This is the 11th EMR.

TMG shall engage an expert geological team to conduct a thorough soil condition evaluation along the Chengji Road and delineate the areas that have potential risks for mudslides before project implementation. Based on the evaluation results, TMG shall develop a detailed land use plan for the entire area between the Xi River and Beishan Mountain. TMG shall ensure that areas with high potential risk of mudslides are clearly defined and marked as a non-urban development zone.

16 Being complied with. Gansu Zhongjian Municipal Engineering Investigation Design Institute, as a qualified institution, did the geotechnical investigation including soil condition. In addition, the monographic study on Xiaoyanzhai, Yanji Village and Yangpo was done. Tianshui Land Resource Bureau attended the expert review meeting.

TMG shall ensure that a mudslide monitoring system is installed in the Beishan Mountain to record rainfall, surface water flow, unusual noise, earth cracks, deformation and movement. TMG shall also ensure that an emergency response plan is developed and implemented to respond to any possible mudslides.

2 Para. 27…. Further to the suggestions provided in the EMR, the Mission

requested PMO to follow up the improvement activities as below: • More efforts are required on water and soil conservation to prevent soil

erosion in the next stage. It is recommended that water and soil conservation at borrow areas and construction waste disposal sites be better considered and strengthened to reduce soil erosion during rainy seasons. However, it is recognized that most water and soil conservation works could be carried out only after the whole construction is finished.

• For these contracts to start construction, environmental management system should be developed prior to implementation, along with good practices of environment, healthy, and safety (EHS) for training. It is necessary to strengthen the internal monitoring and supervision, and take necessary corrective action if required.

• Environmental responsibilities should be more clearly defined and more tailor-made training should be provided for the all relevant environmental management agencies to improve the environmental management, monitoring and reporting during construction period.

• The contractors should strengthen the construction supervision and management, and minimize the negative impact on the environment. Meanwhile, it is necessary to strengthen the environmental management training for the construction workers, and enhance their awareness of environment protection so as to ensure smooth implementation of the EMP.

• Environmental protection costs incurred should be identified and special costs for appropriate environmental protection and pollution prevention should be guaranteed.

External monitors and the PMO were reminded of the need for ongoing public consultation with affected persons throughout implementation.

4 Para. 39. Grievance Redress Mechanism, Information Disclosure and Public Consultation. External safeguard monitors will follow up arrangements for grievance redress mechanism and information disclosure in the safeguard monitoring reports due for submission to ADB in August.

5 Para. 40.Decommission of 194 boilers. In 2014, the asbestos risk assessment report and management plan were submitted to TEPB and ADB for recording. Since some out of 194 boilers will be decommissioned prior to November 2016 when this project starts to supply heating, THC will hire a licensed institute to safely remove, transport and dispose asbestos containing materials (ACM) in compliance with the asbestos management plan; and will confirm through post-cleanup assessment that the sites are ACM-free and ready for deconstruction before decommission of boilers.

Being complied with. THC informed that 12 boilers involved with ACM. Among of them, 5 boilers are outside of THC jurisdiction, so local EPB will handle them, For the remaining 7 boilers, on 11 Sept. 2017, THC engaged a licensed institute who safely removed, transported and finally disposed asbestos containing materials (ACM) at Gansu province hazardous waste disposal center in compliance with the asbestos management plan, under supervision by TEPB.

4. ENVIRONMENTAL MITIGATIONS AND COMPENSATION MEASURES IMPLEMENTED IN THE REPORTING PERIOD

18. Based on the revised EMP (May 2015 version), potential environmental impacts of the Project and the mitigation measures during this reporting period are summarized in the Appendix 2. The implementation status of the mitigation measures are summarized in the last columns of the tables for comparison with the designed mitigation measures stated in the revised EMP. In summary, the mitigation measures have to date been implemented effectively. A scale rating for quantifying each contract’s performance in term of EMP implementation (trial toolkit) was applied and the weighted average rates 3.9 to 4.0 (3 stands for Meets expectations and 4 stands for Exceeds expectation) illustrate that all contracts had effectively implemented EMP during this reporting period. Especially for the contract CH5, excavation methods of heating piping at five urban main road sections with heavy traffic volume (Hezhuo road, Minshan road, Taoyuan road, Tianqing road and Beiyuanzi road) are changed to directional drilling, and at West bridge and Qilidun bridge of Xi River are changed to pipe jacking from original planned open excavation to avoid adverse environmental impacts and lessen traffic disturbance (see below meeting notes from THC in Feb 2017).

19. The Status of the EMP Budget. According to the approved CEIA and EMP, the total environmentally related cost for the Project, including costs for soil erosion protection, is $6.6437 million (CNY44.21 million), or 2.93% of the total estimated budget of the Project. However, the Project plan has been changed slightly since the CEIA was done in 2007. Up to date, most of the mitigation measures are covered by the total cost of the construction contracts. Besides, TPMO and IAs have some budget allocated for external environmental monitoring, institutional strengthening, training and public consultation. Environmental PCR related training was provided to the two IAs, nine road civil contractors/CSCs in April 2016/April and June/October 2018 respectively. The sample data list following the format of the approved CEIA was provided to the constructors for preparation. During site visits in Oct 2018, the LIEC suggested that the contractors collect data on all the relevant EMP cost, including soil erosion protection cost. In addition, the contractors of contract packages CH01, CH02, CH03 and CH06 reported that the actually incurred mitigation costs are CNY75,400, CNY 482,725, CNY 137,500 and CNY 382,500 by 30 September 2018, as shown in the below table. The relevant information is being collected and will be reported in details in the project environmental completion report, to be submitted to the ADB by 2nd quarter 2019. 20. Preparation of project completion review (PCR). The LIEC informed the PMO that the new regulation in the PRC on environmental acceptance after construction completion came into effect since October 2017 and requested them to check with TEPB for the preparation and approval of the environmental acceptance report for the project. Regardless of domestic environmental acceptance procedure, the LIEC is assisting the PMO to prepare a consolidated environmental assessment including all the project components under ADB and domestic financing prior to the PCR mission scheduled in the 3rd quarter of 2019. Environmental PCR related training was provided by the CGCI to the two IAs, all civil contractors/CSCs in April 2016/April and June/Ocotober 2018, respectively. The data list was provided to the IAs/contractors for preparation. The PCR data including environmental mitigation such as soil erosion prevention and control cost, loan covenants compliance (such as mudslide-free land use plan and mudslide monitoring; hydrological monitoring data sharing) and project benefits (eg coal savings) be collected and reported in the future EMRs, project progress reports, and the consolidated environmental assessment.

5. SUMMARY OF FIELD SURVEY AND ASSESSMENT

5.1 Monitoring plan and responsibilities

21. The environmental monitoring, including the environmental benefits monitoring, was incorporated in the project performance management system (PPMS) indicators for the Project. The TPMO, with assistance from the IAs (TUCIC, THC), is responsible for analyzing and consolidating the data through their management information system. The PPMS was designed to allow adequate flexibility to adopt remedial actions regarding project design, schedules, activities, and development impacts. TPMO, the IAs, and the loan implementation consultant are systematically collecting data on inputs and outputs of the Project components, the agreed related environmental and other indicators to be used to measure project impact. 22. One of the impact indicators in the DMF is related to environment , i.e. average of 20% was changed to respectively 15%, 30% and 10% reduction in air pollutants SO2, NO2, and PM10 from 0.068, 0.035 and 0.082 mg/m3 during heating seasons by 2020 (baseline year 2009) in Tianshui municipality. It is noted that the indicator of NOx was removed from Ambient Air Quality Standard (GB 3095-2012) by State Environmental Protection Agency (currently MEE) in January of 2000. Instead, the indicator of NO2 is applied herein. Tianshui City Annual Environmental Reports have revealed relative good air quality (but with relatively high PM10) in Tianshui City, as shown below: SO2, NO2, and PM10 were 0.026, 0.027 and 0.067 mg/m3 respectively in Tianshui City in

2013 SO2, NO2, and PM10 were 0.026, 0.026 and 0.065 mg/m3 respectively in Tianshui City in

2014; slightly better than 2013 level SO2, NO2, and PM10 were 0.032, 0.039 and 0.079 mg/m3 respectively in Tianshui City in

2015; worse than the past years’ level; and the PM10 minor exceeded the annual average standard limit (0.070 mg/m3 ) of Grade 2, Ambient Air Quality Standard (GB 3095-2012)

SO2, NO2, and PM10 were 0.027, 0.036 and 0.080 mg/m3 respectively in Tianshui City in 2016; mild compared to 2015 level; and the PM10 minor exceeded the annual average standard limit (0.070 mg/m3 ) of Grade 2, Ambient Air Quality Standard (GB 3095-2012)

SO2, NO2, and PM10 were 0.024, 0.035 and 0.087 mg/m3 respectively in Tianshui City in 2017; mild compared to 2016 level (sourced from 2017 Gansu Provincial Annual Environmental Statement11); and the PM10 minor exceeded the annual average standard limit (0.070 mg/m3 ) of Grade 2, Ambient Air Quality Standard (GB 3095-2012)

SO2, NO2, and PM10 were 0.013, 0.024 and 0.074 mg/m3 respectively in Tianshui City in the 2018 (calculated according to data from Ministry of Ecology and Environment, while the 2018 Tianshui City Environmental Statement has not been issued yet).

One of the outcome indicators in DMF is related to environment, i.e. heating-related carbon dioxide emissions reduced from 1,082,200 to 654,400 tons per annum by 2016 (baseline year 2009) in Tianshui municipality. Due to the change of the associated facility to the district heating component A causing heating supply area changed, the heating-related carbon dioxide emissions will be reduced from 961,589 to 559,023 tons per annum. Coal inputs per annum for Qinzhou district heating were reduced from 566,396 tons during 2012/13 heating season (base year) to 531,652 tons during 2013/14 heating season, 510,384 tons during 2016/17 heating season and 510,384 tons during 2017/18 heating season. The reduction also contributes about 24% (= (566,396-510,384)/237,120(target value)) of heating-related carbon dioxide emissions from 961,589 to 866,496 tons yearly (=(961,589 -866,496)/(961,589 -559,023)). Coal input for 2017/2018 heating season was under audit and will be provided by THC by early 2019 then reflected in the project environmental completion report scheduled by the 2nd quarter of 2019.

27. An environmental monitoring program as part of the revised EMP is presented in Table 5-3. This program considers the scope of monitoring; monitoring parameters; locations; time and frequency; and implementing and supervising agencies. The monitoring follows the methodology provided in the national standard methods for monitoring pollutants. Other associated standards are national environmental quality standards and pollutant emission standards. The external monitoring will be undertaken on a semi-annually basis.

5.2 Monitoring Results

5.2.1 Emission Discharge (Source) Monitoring Results

31. TPMO/TUCIC and the CSCs regularly and irregularly inspected the environmental status on the construction sites. Tianshui Environmental Supervision Team, the subordinate of TEPB, also periodically conducted site inspection to check compliance status. Internal environmental monitoring was carried out by the contractors. Continuous emission monitoring system (CEMS) is being installed to monitor the exhaust pollutants from the Qinzhou district heating supply plant, the associated facility to component A. The monitoring data will be collected and reported in the future EMRs. The submission status of environmental protection operation and supervision plan/manuals and internal environmental monitoring reports see the Appendix 3. 32. So far, the LIEC conducted several visits to the construction sites to verify the environmental performance, respectively in October 2012, March 2013, June 2013, July 2013, September 2013, October 2013,July 2014,October 2014, April 2015, January 2016, April 2016 , July/August 2017, April/June/Aug/Oct 2018. The results of site inspection have indicated that the mitigation measures have being well implemented on site. The LIEC highlighted the importance of maintaining compliance throughout the entire project implementation. As for environmental safeguards concern, the site visits confirmed that mitigation measures during construction including dust controlling, construction site control, construction wastewater collection measures, the use of adequate safety equipment are satisfactory. The completed heating pipeline network with its associated facility (Qinzhou district heating supply plant) under component A and road & bridge under components B and C do not have any significant adverse environmental safeguards impacts. The LIEC also emphasized that the construction sites management should be strengthened to minimize the potential safety issues to nearby residents in particular at crowed

public places. In addition, by considering the construction safety during rainy season, the LIEC also required the contractors to adopt adequate measures to ensure the impacts mitigation. 33. Flood control concerns. It was informed and observed several sections of flood prevention dykes under component B - Chengji road and flood control facilities were dismantled due to another project intervention (as shown in the below layout figures). This component B was completed in 2016. All construction activities affecting ADB-financed component should get approvals from all relevant government departments, in particular on soil erosion and flood control assessment. After the completion of this intervention project, the flood control standard of the restored dyke should ensure the annual probability of seasonal flooding along Chengji flood embankment reduced to 1% to ensure the flood safety according to Project Agreement Section 2.11(b) “TMG shall at all times operate and maintain its plants, equipment and other property relating to the Project, and from time to time, promptly as needed, make all necessary repairs and renewals thereof, all in accordance with sound administrative, financial, engineering, environmental, urban development, and maintenance and operational practice”. As of Dec 2018, the PMO closely followed up this issue to ensure no adverse environmental impacts will be caused and informed several progresses were made. The Tianshui Metro Company promised to recover those broken sections before March 2019 to avoid risks on soil erosion during rain season in 2019. The relevant information is being collected and will be reported in details in the project environmental completion report, to be submitted to the ADB by 2nd quarter 2019.

Relationship between the flood prevention dykes under component B and other project

intervention

5.2.2 Assessment

34. Based on the aforementioned field survey and internal environmental check, there is no significant environmental impact found, the construction discharge of construction wastewater, emission of dust and acoustic environment are kept at environmentally acceptable level. In connection with flood control facilities under component B, the LIEC will further discuss this issue with PMO, TUCIC and CGCI to collect detailed information and find solutions and report the progress in future quarterly project progress reports and future EMRs. 5.2.3 Ambient Monitoring Program Results

35. In June 2016, the Shuangqiao bridge (across Xi river, one of Wei river’s tributaries) was open to traffic. According to 2016 Tianshui City Annual Environmental Statement12, Xi river was heavily polluted (at EPB’s only one regular monitoring section, about 7km downstream of the Shuangqiao bridge), worse than Class V mainly due to CODcr, BOD5, TP, NH3-N and LAS exceeding Grade V standard limit. During this reporting period, no water water quality test was conducted. The environmental monitoring data of reference project (another domestic project EIA disclosed on TEPB’s website13) also indicated TP, NH3-N and LAS exceeding Grade V standard limit. To some extent, this reflects the background pollution status of Xi river. The contribution from the Project is estimated very minor.

36. The data of the construction air monitoring are shown in Table 5-6 for the 6 sensitive receptors nearby the construction sites of the component A (heating pipeline network). According to the results, it is found that the daily average concentrations of TSP, SO2, NO2 meet Environment Ambient Air Quality Standard (GB3095—2012) Grade II Standard due to the appropriate mitigation measures taken.

38. According to the field survey and environment monitoring, the water, air and noise environment monitoring results are summarized as below:

a) According to the historical monitoring results of the water quality for the Xi River in previous reporting periods, it is found that pH and the concentration of SS, DO, NH3-N, TP, Petroleum, CODCr, Total coliform at the monitoring locations meet the Environment Quality Standard of Surface Water(GB3838—2002) Grade III Standard due to the appropriate mitigation measures taken, excluding 2 river sections were monitored of COD or TP exceeding the standard of surface water quality (GB3838—2002) Grade III, merely meeting the Grade V, which possibly due to the wastewater discharged nearby Shuangqiao Xihe Bridge construction site, Xihe River. TUCIC explained that those sections’ incompliance might be contributed by the following factors: (a) the selected sections nearby are dense areas with high population and traffic flow;(b) dry season with a little rain; and (c) the adjacent domestic wastewater was directly discharged into the water bodies.

During this reporting period, no water quality test was undertaken. According to 2016 Tianshui City Annual Environmental Statement14, Xi river was heavily polluted (at EPB’s regular monitoring section, about 7km downstream of the Shuangqiao bridge), worse than Class V mainly due to CODcr, BOD5, TP, NH3-N and LAS exceeding Grade V standard limit. During this reporting period, the environmental monitoring data of reference project (another domestic project EIA disclosed on TEPB’s website15) also indicated TP, NH3-N and LAS exceeding Grade V standard limit. To some extent, this reflects the background pollution status of Xi river. The contribution from this project is estimated very minor.

b) Ambient Air Monitoring Survey- For the six monitoring points (#H15 to 20) nearby the

component A (heating pipeline network) , the monitoring results can satisfy the national air quality standards. As the monitoring locations are new and quite different from other monitoring points previously monitored, no comparison analysis is undertaken.

c) Noise Monitoring Survey- The noises at those 6 sensitive points adjacent to the Project

(#H15 to 20) have met the requirement of Environmental Quality Standard for Noise (GB3096-2008), Class II. As the monitoring locations are new and quite different from other monitoring points previously monitored, no comparison analysis is undertaken.

d) The onsite supervision, field sampling and laboratory testing results indicate compliance

and mitigation measures were undertaken to control project-related adverse environmental impacts to an acceptable level.

For the Qinzhou district heating supply plant- the associated facility to component A, the THC engaged Shanxi Yangling Shengshidadi Water and Soil Conservation Ecological Consulting company (SYWSCC) to undertake soil erosion monitoring during January 2016 to June 2017. 41. Visual inspections have been carried out for the water and soil conservation works with construction progress. And five quarterly soil erosion monitoring reports have been prepared on basis of site inspection findings and monitoring results by SYWSCC for the Qinzhou district heating supply plant- the associated facility to component A through January 2016 to June 2017. 42. Some soil erosion monitoring was undertaken through 2016~2017 for the Qinzhou district heating supply plant- the associated facility to component A, and the THC provided data in Oct 2018, then those data are included in th below table.

5.2.6 Assessment

Erosion Status in the Monitoring Periods from January 2016 to June 2017(component B -Chengji road and flood control facilities) 43. Soil loss analysis. During the second monitoring periods (January 2016 to June 2017), total erosion amount was 205.73 t with 154t increased amount and baseline erosion of 51.72t. The soil loss calculation is detailed in above Table 5-9. Besides, some recommendations were raised to improve coverage of onsite temporary spoils stockpiling site and dust control on construction access road (the following pictures are extracted from the Q2 of 2017 soil erosion monitoring report).

45. On 16 Oct 2018, the LIEC conducted course training at the THC office meeting room. Some 9 persons from the civil works and equipment installation contracts of heating source plant (the associated facility) and civil works contracts of heating pipeline network CH1/CH2/CH3/CH4/CH5/CH6, including their contractors/CSCs, attended the training meeting. The training contents cover project environmental completion and Grievance Redress Mechanism GRM.

46. In addition, the contractors of heating piping contracts CH1/CH2/CH3/CH4/CH5/CH6 conducted various environmental, health and safety training before and during construction respectively through this reporting period. All training materials and training records have been documented (see Appendix 3).

7. PUBLIC CONSULTATION AND GRIEVANCE REDRESS STATUS

47. The public consultation plan in the EMP is being implemented. Given the significance of most remaining works through the downtown area of Qinzhou district, the LIEC followed up arrangements for grievance redress mechanism and information disclosure. The implementation status of the public consultation plan is shown in the below figure. Future plans in the next reporting period for public involvement during the implementation phase are developed as shown in the below Table 7-1.

9. CONCLUSION

9.1 Overall Progress of Implementation of Environmental Management Measures

54. Based on the external environmental monitoring of Gansu Tianshui Urban Infrastructure Development Project, it is found that the contractors of the 1 HES civil works, 1 dispatch center civil works and 5 heating piping civil works contracts (CH1/CH2/CH3/CH4/CH5/CH6) and another heating associated facility-Qinzhou heating source plant under construction and the roads/bridges under commissioning have undertaken relevant environmental mitigation measures specified in the CEIA/updated EMP and project EIA reports, and shown enough concerns on the possible negative environmental impacts due to the Project implementation. 55. The potential adverse impacts of noise, dust and wastewater generated during construction have been minimized by relevant mitigation measures and there was minor significant impact on nearby sensitive receptors. The air quality and noise monitoring show overall compliance with the requirement of the national standards. 9.2 Problems Identified and Actions Recommended

56. Based on the site survey and monitoring, the relevant suggestions and recommendations are listed as below. Notably, some recommendations are raised to timely prepare project environmental completion (Section 4).

Soil erosion due to construction activities

Ensure noise levels from equipment and machinery conform to PRC standard of GB12523-90 (Noise limits for Construction Site), properly maintain machinery to minimize noise; Apply noise reduction devices or methods where piling equipment is operating within 500 m of sensitive sites, such as schools, hospitals and residential areas; Locate sites for rock crushing, concrete-mixing, and similar activities > 1 km away from the sensitive areas; To reduce noise at night, restrict the operation of machinery generating high levels of noise, such as piling, compacting and movement of heavy vehicles along urban and village roads, between 20:00 and 06:00 the next day in accordance with PRC regulations; Reach agreements with nearby schools and residents regarding heavy machinery work to avoid any unnecessary disturbances. Asbestos impact during demolishing small boilers houses

Identify, properly label and pack asbestos as well as demolishing debris contaminated with asbestos during demolishing small boilers, and transport them in specific closed vehicles to the secured landfill of GDWDC in Lanzhou in accordance with the World Bank‘s EHS Guideline 17 . Proper protective clothing and specific equipment shall be provided by GDWDC to its trained team and demolishing contractors‘ workers involving demolishing and disposal of asbestos during deconstruction of the small boilers. Train workers on the hazards, danger and procedures of working in areas contaminated with asbestos.

Carry out approved traffic control and operation plans, (approved by Tianshui traffic police brigade), which shall include provisions for diverting or scheduling construction traffic to avoid morning and afternoon peak traffic hours, regulating traffic at road crossings, building interim roads, selecting transport routes to reduce disturbance to regular traffic. Include similar provisions in tendering documents for the procurement of new buses by the municipal bus companies. Bidders (bus suppliers) who propose buses with clean fuels and who have installed more advanced emission control systems will be given preferential consideration, assuming all other conditions are equal. Bus manufacturers that cannot meet the new emission control standards will not be allowed to bid;

All vehicles must pass an emission test as part of the annual vehicle safety and environmental protection inspection. Vehicles that cannot meet the standards on the basis of current regulations and environmental considerations shall be upgraded or taken out of traffic;

Air pollution compliance monitoring will be undertaken by TEMS in accordance with the monitoring program in the EMP; and

Set up speed-limit signs and adopt corresponding measures at places where the actual values measured for air pollution exceed the standard.

Dangerous or toxic spills resulting from road traffic accidents

Warning signs to drivers and emergency phone numbers shall be posted along the bridges;

The environmental emergency response plan and an emergency response team under TEPB shall be established before the roads/bridges open to traffic;

Spillage must be immediately reported to TEPB for proper action and response to minimize negative impact to the environment;

Prohibit vehicles transporting dangerous goods from parking near sensitive receivers along the roads, where “No Parking” signs should be put up to avoid traffic accidents; and

Promoting compliance through awareness building and education for relevant transport enterprises and drivers.

Geologic Hazard

Flood control Check integrity of the embankment, and clean the culverts and drainage pipes and other mudslide and flood control system etc. Review and adapt the existing flood early warning system and flood emergency response mechanism. Adjust the existing monitoring system for river hydrology, morphology and sediment transport along the Chengji road and Xi river embankment.

Landslides and mudslides

A mudslide monitoring system will be installed in the Beishan Mountain to record rainfall, surface water flow, unusual noise, earth cracks, deformation and movement.

The early warning and emergency response plan will be reviewed and adjusted with the necessary institutional support to respond to any possible mudslides.

Ensure all slope stabilization sites will be inspected regularly. If signs of failure are discovered, repair will be immediately initiated.

Inspect and clean all road culverts and drainage pipes from debris, repair damages.
