Global environmental issues have drawn wide attention increasingly all over the world since 21st century. As a major responsible country for envi-ronmental protection, China ta-kes sustainable development as its basic national policy, adopts scientific approach for develop-ment, participates in resolving global environmental problems actively, and makes continuously efforts for global environmental protection. So far, China has ra-tified or accessed to more than 30 international environmental conventions. The corresponding mechanisms were built and related laws and regulations were formulated and rectified for implementing conventions. China has done the best to shoulder international envi-ronmental responsibilities and obligations matching current development level, thus, making positive contribution to global environmental protection. In order to further enhance the capacity of implementing conventions, Chinese gover-nment approved of constructing Environmental Conventions Bu-ilding. The construction gained strong supports from related ministries and Beijing municipal government, and attracted great attention and participation from international community.

Foreign countries, interna-tional organizations, as well as all society provided funds, technologies and equipments for the realization of the Building, with special thanks to Italian government, Multilateral Fund for Implementation of the Montreal Protocol. Experts, both from China and abroad, have explored design and its construction. The Building declares China’s positive and careful attitude on global environmental problems and promotes conventions implementation capacity. The completion of the Building will facilitate the cooperation pro-gress and develop multilateral and bilateral cooperation. China’s Environmental Protec-tion has received strong and effective supports from relevant internal and external agencies during past years. Meanwhile, international environmental cooperation builds a platform for China’s development, and enhances friendships with other countries. The Building is a model of international envi-ronment cooperation between China and other countries. China highly appreciates the contribution from Italian gover-nment, the Executive Commit-tee of the Multilateral Fund for

the Implementation of Montreal Protocol and World Bank etc. We would like to extend our heartfelt gratitude and respect to related governments and international organizations for their long-term support.The political willingness, prag-matic actions and concerted efforts from all governments are required for addressing trans-boundary environmental problems in 21st century. The global environmental problems can not be solved without the participation of China, likewise, China’s environmental issues need understanding and sup-port from the world. Let’s join hands together to take good care of the earth—the common homeland of all mankind and compose new chapters for our brighter future.

The building sector accounts for over 40 per cent of the world’s primary energy consumption as well as nearly a quarter of global CO2 emis-sions, and it is a key battle-ground in the fight to reduce emissions.The building sector is a driving force in the development of China.Considering the global and the national environmental impact of the building sector, the Italian Ministry for the Environment of Italy (IMELS) and the Chinese Authorities, within the Sino-Italian Program for Environmen-tal Protection, has been jointly carrying out since year 2003 a group of construction and planning projects in the main metropolitan areas of Eastern China.Excellence in design, excellence in technologies, excellence in environmental protection. Under these three principles, IMELS is involving affirmed Italian architects and promoting Italian leading construction technologies and equipments to showcase the “Italian Way” to sustainable design & construc-tion and its applicability in the sustainable urban development of Chinese cities.Among the Sino-Italian projects, the “Sino-Italian Eco-Efficient Building” in the Beijing Tsinghua University, completed in 2006, and the Environmen-tal Conventions Building/4C Building are a landmark in the Chinese capital city .The Environmental Conventions Building/4C Building is an intel-ligent, ecological and energy-efficient building, designed by Italian architects and

society, that has characterized the last two decades, is a phe-nomenon that implies an ever growing expansion of Chinese cities, with ever mounting need to host new infrastructures and new building endowment, with more need to set up solutionsto mitigate the impact of the urban realm.As already mentioned, the realization of the Environmen-tal Conventions Building/4C Building it is not the only experience in such a coopera-tion field carried out by IMELS in China, not even the first one in Beijing, but it embodies a top symbolic value, for the building hosts the international activities of the Chinese Ministry of Envi-ronmental Protection, as well as the premises of the Sino-Italian Collaboration Program for Envi-ronmental Protection.Located on a highly attractive and centric spot of Beijing the Environmental Conventions Building/4C Building exemplifies aesthetic values, environmental protection, energy-efficiency and functional effectiveness. Its presence shall remind to us all about how these factors may be successfully combined together in the journey towards sustai-nable development and towards enhancing the quality of life in the built environment.

The Environmental Conven-tions Building/4C Building is a model for a new generation of buildings and an example for the dissemination of sustaina-ble practices in the Chinese building industry, which has a rushing development: through the use of a specifically con-ceived architectural shape, the choice of proper construction materials, the installation of energy-efficient equipment, the adoption of a wise building management system, it is possible to dramatically reduce the energy demand of a built structure. In this overall process, Italy has a long and acknowledged tradition and IMELS is proud of facilitating the deployment of Italian know-how to be com-bined together with Chinese experience.The demonstration of environ-mental design & construction practices is not only a matter of environmental self-awareness: it will also pave the way to the compliance to new environmen-tal standards and requirements that are ready to be endorsed by the international community. Moreover, the diffusion of such practices will lead as well to the development of more affordable environmental technologies, reducing the gap between the construction costs of an eco-building with respect to those of an ordinary building. This innovative attitude is even more important when matched with some macro-dynamics that can be easily observed especial-ly in China, where the constant shift from a rural to a urban

在整个过程中,令意大利环境部感到自豪的是,他们凭借意大利自身的传统优势,成功地将意大利的技巧与中国的经验相结合。开展环保建筑设计与施工的示范工作,不仅体现了自觉的环境意识,同时也为遵循即将得到国际社会认同的新环境标准及要求铺平了道路。此外,这些实践的推广,也将促进更经济的环保技术的发展,缩小生态建筑与普通建筑在建设成本上的差距。这种创新的态度,更重要的是与当前中国的宏观形势相呼应。过去20年来,农村城市化进程将城市数量不断扩大,这一现象意味着日益增多的中国城市需要修建更多的基础设施和新的建筑,更加需要寻求新的解决方法来缓解城市化带来的负面影响。如前所述,履约大楼的建设并不是意大利环境部与中国在该领域中的唯一合作,也不是在北京合作建造的第一座建筑,它的真正意义在于,这座大楼将成为中国环境保护部开展国际合作的主要场所,同时也是中意环保合作计划的办公场地。

Environmental Conventions Building/4C Building is one of the locations of the Ministry of Environmental Protection (MEP), more actually, the loca-tion of a government agency responsible for management and inspection of activities related to the implementation of environmental agreements. It is obvious that the coope-ration between the Ministry of Environmental Protection of Italy and the Ministry of Environmental Protection of China is totally initiated from the implementation of relevant environmental protection and major international agreements (from the Montreal Proto-col for protection of ozone layer through convention on persistent organic pollutants to United Nations Framework Convention on Climate Chan-ge). The construction of the bu-ilding with the goal I mentioned is partially sponsored by the multilateral foundation of Mon-treal Protocol for protection of ozone layer. The construction industry is one of the major parties responsible for energy consumption of a country eve-rywhere after all. It is true that the participation of the Ministry of Environmental Protection in the realization of the building plays a key role.The challenge of the project is to create a systematical building. Apart from space for offices, it should feature extremely efficient energy, extensive use of materials, devices/systems of Italian renewable products, highly aesthetic and functional design and competitive perfor-mance/price ratio in Chinese market.

The last point is crucial as we hope the building should also demonstrate the possibility of creating an ecologically persistent building with high performance and high quality at limited cost. These characteristics will be explained in details in following pages. The architectural profile is a further challenge raised by Bei-jing Municipal Urban Planning Bureau, which expected the façade of the building facing the second ring road (the road with heavy traffic around the most central part of the urban area) to embody magnificence in both form and colors. A lot of acuity and finesse from Architect Mario Occhiuto was involved in the building. He combined the demand on profile and the necessary climatic protection of the facade facing north and created an extremely clean and simple surface lightened by some architectural elements (such as horizontal cuts present on windows and vertical curved glass curtain wall) that form a pleasant integration on the basis of restriction required.The curved glass curtain wall on the facade of the building is connected to the left side of the building that is also curved and fitted with glass curtain wall, reaching the south facade in the back naturally without any artificial intervention and brightly open to the public area backward. People can enter the building from the south with continuous surprises as photos do not correctly show the interior.

Aided by two “light machines” like “sunlight” large chandeliers, the light illuminates the inner court and the pleasant floor in the hall like two bright fantasies by light art master Ingo Maurer. I do not know if this building will be available for visit, but it must be worth. Incredibly, what makes me truly pleasant is that I participated in the project at the early prepara-tion stage. The most important is that it not only followed the primary goal of performance, but also successfully controlled the cost absolutely according to “market” level. Just like my words in the begin-ning, this building characterizes demonstration for us. The final result is completely positive and makes us and our Chinese colleagues to realize that even in a small scope, we can also successfully contribute to principles of ecologically su-stainable development in China and the popularity of technolo-gies. Although this building has such a short name of 4C, it will make huge contribution to the global environmental protection.

大楼立面上的弧形玻璃幕墙与呈弯曲形状装有玻璃幕墙的建筑左侧连接,很自然地到达后面的南立面,以明快的方式与后面的公共区域相连。人们可以从南面进入大楼,然后惊喜不断。照片上并没有准确显示出大楼内部的情况。由灯光艺术大师Ingo Maurer设计的两个如同“阳光吊灯”般的“照明机器”,就像两个光亮的梦幻体,照亮着大楼内的两个中庭以及大厅内令人愉悦的地面。我不知道这座建筑是否在将来可以供人们参观,但是它肯定值得一看。难以置信的是,真正让我感到快乐的是,从最初的准备阶段开始我就全程参与了这个项目。而最为重要的是,这个项目不仅实现了最初设定的目标,而且还完全按照“市场”水平成功地控制了成本。就像我在开头中所说的,这个建筑对我们来说具有示范意义。这个项目的最终结果非常令人满意,它使我们以及我们的中国同事们认识到,即使在一个小的范围内,我们也能够成功地在中国生态可持续发展原则及技术普及方面做出贡献,这座建筑的名字虽然短,4C,但它将对全球的环境保护工作做出巨大的贡献。

The Ministry for the Environ-ment, Land and Sea of Italy (IMELS) and the Ministry of Environmental Protection of P.R. China (MEP) initiated coopera-tion program in environmental field in 2000. This program developed by cooperation with several Chinese institutions including Chinese Academy of Social Sciences (CASS), the Ministry of Science and Technology of the People’s Republic of China (MOST), the Ministry of Water Resources of the People’s Republic of China, State Forestry Administration, P.R. China, National Develop-ment and Reform Commission (NDRC), Beijing Municipal Go-vernment, Shanghai Municipal Government, Tianjin Municipal Government, Xi’an Municipal Government, Suzhou Municipal Government, Lanzhou Municipal Government, Urumqi Municipal Government, Tsinghua Universi-ty, Shanghai Jiaotong University and Tongji University. Under this program, up to now, 832 objective guidelines have been established for monitoring and management of environ-ment, enhancement of Chinese institution at national and local levels, protection and conser-vation of natural resources, ma-nagement of water resources, energy recovery of the waste, development of renewable energy and energy efficiency, sustainable urban planning, environmental protection in poorer areas, development of technologies and transport systems with low emission, sustainable agricultural develop-ment, protection of biodiversity and management of forests. These projects were determi-ned according to objectives and plans raised in UN conventions

and protocols in climate change, protection of ozone layer, protection of biodiversity, elimination of persistent organic chemicals and combating deser-tification. In particular, projects on energy efficiency, renewable energy, the energy recovery of the waste and forest management are designed to reach the emission quotas specified in the Clean Development Mechanism (CDM) of Kyoto Protocol. In order to involve more Italian companies in the cooperation program and make full use of the potential of our techno-logies, the Ministry for the Environment, Land and Sea of Italy (IMELS) entrusted Italian Trade Commission (ICE) Beijing Office to be responsible for the management of the cooperation program. The implementation of the pro-gram is assigned to an Italian-Chinese working team with two permanent offices in Beijing and Shanghai respectively, over 60 experts from the Ministry for the Environment, Land and Sea of Italy (IMELS), Chinese ministries and agencies, Italian and Chinese scientific research institutions and universities . For the Italian side, besides the Ministry for Environment, Land and Sea, the National Research Council of Italy (CNR), Uni-versity of Bologna, University of Pavia, University of Turin, University of Tuscia, University of Venice, Bocconi University, Venice International University, Foundation Mattei and the Interuniversity Consortium of Managerial Economics all parti-cipated in the program. Since 2001, the Ministry for the Environment, Land and Sea of Italy (IMELS) has co-

financed these projects with 170 million Euros through direct contributions and trust funds institutions set up in the World Bank and multilateral fund. Chinese institutes financed these projects with 40 million Euros in total. Italian companies supported the cooperation program with 25 million Euros. The United Nations Founda-tion, UN agencies – the united nations environment program-me (UNEP), the United Nations Development Programme (UNDP), the United Na-tions Industrial Development Organization (UNIDO), Global Environment Facility, the World Bank and the Multilateral Fund of the Montreal Protocol for the Protection of the Ozone Layer financed with 29 million Euros. Up to now, the program inclu-des projects with totally about 264 million Euros.In 2005, the Chinese gover-nment realized the value of co-operation with Italy and granted Mr. Corrado Clini, the Director General of the Ministry for the Environment, Land and Sea of Italy (IMELS) the International Scientific and Technological Award.

The life of a building commen-ces well before the building-site scrapers cut furrows into the land when actually building it. Through a lengthy process which will result in new volu-mes carving out a new urban skyline, the city will alter in its form and its functioning and then, over time, integrate them into its organism. The Environmental conven-tions Building/4c Building enriches the panorama of Beijing’s new architectures, to accommodate the seat of the Chinese Authority in charge of managing and supervi-sing activities relating to the implementation of Multilateral Environmental Agreements and the fight against the illegal traffic in hazardous chemical substances. The task, entrusted to mOa by the State Environmental

Protection Administration (SEPA), today MEP (Ministry of Environmental Protection of the P.R. China), in the framework of the Sino Italian Collaboration Program (SICP) on Environ-mental Protection between the Ministry of Environmental Protection of the P.R. China and the Italian Ministry for the Environment Land and Sea, has been to design a building around the idea of sustainability, understood in its complexity; that is to say, to relate the who-le project to a single concept which accommodates multiple meanings, including adaptabi-lity, recognizability, energy sustainability, accessibility, with the aim of creating a buil-ding which conforms to these principles while giving credence to local identities. The building will accommo-date an important centre of

international activities dedicated to environmental protection. mOa, Mario Occhiuto Architetture, developed the project with the collaboration of a team of Italian and Chinese experts, in particular F&M Engineering for the project and construction management and the structural and plant engineering, Prof. Federico Butera and Architetture Sostenibili. for the sustainable energy strategies and solutions, BIAD for the accommodation of the project to Chinese stan-dards and for executive deve-lopment. The realization of the building is the fruit of the deep-seated program of collaboration between the Italian Ministry for the Environment Land and Sea and his Chinese counterpart, the Ministry of Environmental Protection of the P.R. China (MEP). The building is regarded as among the milestones of

international cooperation for protection of the envi-ronment, not merely because the costs of creating it are being born by the Chinese Ministry for Environmental Protection and by the Multilateral Fund of the Montreal Protocol for the protection of the ozone layer, but also because it will be the very centre of operations of the Italo-Chinese collabo-rative program for environ-mental protection. This paper will chart the course of the Environmental Conventions Building/4C Building from the idea of a sustainable building to its actual com-pletion, by means of a design inspired by the complex nature of sustainability on all levels, from the definition of design concepts to the study of specific project details. The architectonic characteristics of

the Environmental Conventions Building/4C Building represent sustainability in its very essence, which has been the cornersto-ne of the technical and formal development of the work, and the architecture gives them recognizable aesthetic overto-nes. The aim of the project has been to create a comfortable and liveable work tailored to the requirements of the client and properly integrated into the surrounding context, in line with the character of a city and a country at the height of its technical development.Exploration of the aesthetic dimension, too, aims to repre-sent the concept of complex sustainability, so as to trace the whole work back to a design unity which is recognisable and strongly identifiable within the urban landscape of the capital.

The Environmental Conventions Building/4C Building takes shape as a building that is sustainable in all senses of the term; it was born from a comprehensive assessment of the context and of its elements, which we at-tempt to evoke by pursuing the objectives of adaptability to the urban context and the environ-ment and recognizability in the civic landscape, thereby expres-sing our intent to valorise local identities. The building will be the workplace of hundreds of city dwellers, who should find it effortless to use, and it will be without sources of danger or fatigue. For this reason, the characteristics of accessibility have been closely examined in order to orient the design of internal spaces. The shape of the building, its position in the urban context, the correct arrangement of apertures and a proper use of materials permit maximi-zation of its energy efficiency, another fundamental principle of the design program. Each constituent part contributes to the generation of a dynamic, collaborative structure geared towards the building’s efficient bioclimatic behaviour and hence the maximum possible energy savings.

• the 2 internal courtyards and the external semi-courtyard, which produces a fissure in the body of the building and opens it out towards the south, thereby fragmenting the façade and placing it in a visual and formal relationship with the residential quarters of Houyingfang hutong”; the courtyards - a reinter-pretation of a typological scheme typical of the city of the hutongs as well as of so many instances of western architecture, permit the direct ventilation and illumination of all the work areas and aid the regulation of the building’s microclimate.

Regarding the relationship with the context, a number of stra-tegic choices were made with a view to pursuing the objectives of adaptability to the environ-ment and energy efficiency: • the closure to the north, ari-

sing from the need to screen the building from the large road network, to protect it from the cold winter winds blowing from the north and north-west, and from the

need - expressed by the client - to confer an element of solemnity to this front;

• the aperture to the south, south-east, which permits a direct relationship with the residential quarters as well as the maximum possible surface area for natural vetilation and illumination, to exploit solar radiation for heating in winter and natural ventilation in the summer.

In order to create genuinely sustainable architectures, it is essential to understand the context in question, its characteristics and how it is perceived by its direct and indirect beneficiaries, the spirit of the place and its identity. The assessment of the context becomes a fundamental element of the design and should be based on two different factors: the examination of the natural system, conducted using the same methods as those used

its identity and is still very influential today. In designing the Environmental Conventions Building/4C Building, the retri-eval and valorisation of local identity, including its material and technical aspects, are a key element of complex sustaina-bility and are made possible through an interpretation of the urban context. The Environmen-tal Conventions Building/4C Building demonstrates a rap-port with the adjacent buildings, recapturing their modular order,

in ecological analyses, and the understanding of the inherent historical and cultural values in question. This continual encounter with the context and the relevant natural and historical factors has been the modus operandi applied in our approach to this project area. Today Beijing appears tran-sformed by conspicuously vertical modern architectures which are richly innovative, but are occasionally at a remove from the heritage which forms

From the climatic point of view, there are a number of disadvan-tageous elements to the north such as the absence of direct insolation and the presence of cold winter winds. The south side of the building, on the other hand, is more favourably exposed, both due to the direct insolation which is beneficial for natural light and, in the winter, for air-conditioning, and due to the existence of cool winds during the summer. From the first project draft, the climatic features (as well as the town-planning conditions) have argued in favour of closing the building to the north and seeking greater permeability to the south.

The building was also examined from the point of view of its positioning with regard to the sun. The shadows produced by the adjacent buildings and the insolation level of the individual façades were simulated, with a view to optimization of the envelope solutions. From these simulations, it was possible to establish that the southern façade receives full insolation all year round, as does the western façade in the afternoon, while the eastern façade remains in shade for most of the time, except for the higher floors which for therefore require a diversified treatment.

The recognizability of the building is one of the aims of the search for complex sustai-nability, ensured by technical expedients aimed at the saving of energy, but also integrated into a broader reflection on the relation of architecture to the urban organism.

The building is completely accessible, even by persons with reduced motor function, given that there are no differences in levels of any kind and it boasts corridors of a width not less than 2m and doorways of a width not less than 0.90 m. the elevators are of an adequate size to accommodate wheelchairs, each bathroom block provides an accessible bathroom for both sexes; and outside, in order to overcome differences in height, small ram-ps are provided with an incline that does not exceed 8%. The rational arrangement of routes, the use of alternative flooring for transit zones leading from relaxation areas and the use of a suitable system of signs will allow all its users to orient themselves and move easily throughout the building.

The characteristics of the urban context and of the road network condition the choices relating to the positioning of access points. The delegation entrance was located on the northern side, to be used for official occasions, made clearly visible from West Deshengmen Avenue as a result of the façade design; on the other hand, the entrances destined for those using the building on a day-to-day basis were placed on the south-facing Houyingfang hutong, as well as the access ramps (west extremity) and the garage exit (east extremity). Vehicular transit around the whole building will, for reasons of safety, service and maintenan-ce, be provided by an internal one-way street, its entrance also facing the south-west extremity and its exit the south-east extremity, of a width of 4 m.

LocalizationThe Environmental Conventions Building/4C Building stands on the lot entitled H3, situated in the Xizhimen quarter of Beijing, between the Jishuitan bridge and the Xizhimen bridge. To the north is the second ring road of Beijing, to the south the Taoyuan Community, to the east the H5 lot which accommodates a building for offices, and to the west the H2 lot, with the same designation of use.

the expresswayWest Deshengmen Avenue, which marks the northern boundary of the area and is a large traffic artery, a dual-carriageway with multiple lanes, of key importan-ce in the Beijing road network.

the zone to the southHouyingfang hutong to the south is characterized, on the other hand, by residential buildings with seven or eight levels above ground, with protruding and recending elements and with indented façades, set apart and provided with common green areas and parking areas; the street separating the 4C area from the residential buildings has more contained dimensions and is much less subject to traffic flows compared to West Deshengmen Avenue.

urban greeneryIt is planned to create a green belt 20 metres in width to the north, distancing the building from the road, protecting it from acoustic and atmospheric pollution, and making it visible in its entirety, so as to qualify the landscape as urban.

In particular, the project evolved around the following points: • the definition of façades and of materials; • the role of courtyards for energy optimization of the building; • the definition of the functional and distribution layout of the building; • the optimization of plant engineering systems; • analysis of the sections of the project, of the horizontal and vertical façade intersection points. A multiplicity of theories have been examined for each of these points, right up to the working out of the definitive solution.

was given the task of “presen-ting” the building by giving a swift and direct indication of its role, identity and objectives. The governmental function of the building made it necessary to develop the façade in such a way as to announce its official status, using a formally rigid and

monumental structure; above all, the particular designation of use assigned to 4C by the Ministry for the Environment suggested the possibility of making the building’s emphasis on environmental issues visible from the outside.

The Environmental Conventions Building/4C Building also counts among the buildings which are to be the new face of Beijing, a city which in recent years has undergone an economic acceleration and an unprece-dented projection towards the future, experimenting with architectural designs with novel combinations of materials and technologies. The choice of how to develop the façades of the new building arose from these considerations, particu-larly the northern façade, so that these various issues were combined with the opportunity to valorise the technical and material aspects intrinsic to local identities.

crowned by the lighting project for the building, which will tran-sform the apertures into sharp slices of light, accentuating the expressive charge of the façade during the nighttimes.The grid framework is inter-rupted and rendered dynamic by the presence of large-scale elements, two double-height loggias, a glazed incision running vertically around the whole building – announcing the presence of a gallery within it – a cantilever roof marking the connection of the stone façade to the glazed double-height volume. These elements have been devised also in accordance with a perceptual logic, in relation to the setting of the building in the locality of a high-speed traffic

axis. it was therefore necessary to develop a vast structure, to make the building recognizable even to someone travelling at speed down Deshengmen West Avenue. In the same way, the design of the other façades was oriented to the maximization of light and energy and to seeking out volumetric and chromatic relationships with the context. Thus, the northern façade is more compact, material, introverted in the dimensions and form of its openings, which express a relation to the ex-ternal context that is limited to the creation of windows, taking into account the necessity for protection from the cold winter winds.

nortHFor the north façade, the project’s evolution traversed complex phases: the presence of a high-speed traffic axis and of cold winter winds enabled us to incorporate an element of dynamism which constitu-ted the nucleus around which various formal variations were subsequently developed. The final solution for the façade of the Environmental Conventions Building/4C Building which faces towards Deshengmen West Avenue was devised as a large parallelepipe-don, suspended over a glazed double-height volume, planned by an articulation of large stone slabs, hollowed with horizontal and vertical cuts revealing their apertures. 北立面的设计经历了比较复杂的过程。大楼北面是交通干线,而且冬季北风凛冽,围绕对这些核心因素的考虑,我们曾提出了多种不同的方案。在履约大楼立面的最终方案中,北立面由一个方正的形状构成,下部是两层楼高的玻璃幕墙,其上是较大尺寸的石材板,有横向和纵向的开缝。立面上布置了景观照明,使其在夜晚具有较强的表现力。网格状的立面中间镶嵌了一些大型元素,其中包括两个双层楼高的露台、一个竖向到顶的玻璃景观墙,以及连接底部玻璃与上部石材的雨棚。

这些元素的设计也考虑了大楼位于交通干道旁边这一因素,采用大尺寸立面结构能够使大楼易于辨识,即使是驾车快速通过德胜门西大街的时候,也能方便辨认。同样,基于照明和节能方面的考虑,以及大楼体型和颜色与周边协调等方面的因素,北立面窗户的大小及形式较为紧凑、实用和内敛,较小的开窗率是为阻挡冬季寒冷的北风。

EASt And wEStThe two lateral façades mediate between the different situa-tions in a somewhat different manner, with a mixed use of facing materials – stone slabs and alucobond panels – which respectively characterize the northern and southern façades. Suitable screening systems are positioned on the southern, ea-stern and western façades with a view to avoiding undesirable effects such as overheating and glare during the summer: horizontal overhangs, whose dimensions are a function of the form and dimensions of the windows, optimize the supply of solar radiation by curbing the use of artificial illumination and maintaining elevated levels of visual comfort.

The planimetrical organization of the Environmental Conven-tions Building/4C Building is set up around two quadrangular courtyards whose dimen-sions are 12.80x12.80m and 12.80x7.35m; these spaces have been analyzed to ensure proper provision of light and air for the offices and to regulate the internal microclimate.Through the detailed design of the internal areas, impro-vements were achieved in the liveability and ambient comfort of the courtyards, each of which evolved around a natural element: the larger courtyard is characterized by greenery, while the smaller courtyard is

natural freshening of the surrounding areas, while it re-mains closed during the winter to create a unique area with a mitigated climate. In particular, provision has been made for placing a system of orientable heliostats on the courtyard roofing, which will intercept so-lar radiation during the different

daylight hours. The light collected will be reflected onto the different courtyard levels by means of suspension systems, “chande-liers” consisting of reflecting prisms devised to scatter the light in various directions.

The functional and distribution organization of the Environmen-tal Conventions Building/4C Building developed from earliest formulations around two leading ideas:• the presence of internal

courtyards as the backbone of the building;

• the permeability of the system on the north-south axis. The two principles are closely linked with the idea of acces-sibility, a founding element of complex sustainability; a di-stribution organization which is characterized by brightness and ease of movement along routes becomes more acces-sible and recognizable for its users. The system of court-yards plays a key role in the perception of the building and

in its vertical formation, be-cause it creates an immediate point of reference for anyone passing through the corridors which run along the courtyar-ds themselves. All the offices and the rooms are therefore immediately identifiable, and from one level of the building to the other, a system of visual targets is created which enables each area to be loca-ted easily, in addition to the presence of an internal sign system. The two distribution rings which run around the courtyards are also linked by a central connecting system. This system, which at ground level gives total permeability from the north entrance to the south entrance across the hall, is repeated on all levels of

the building, and it characte-rizes the common areas of the building as well as those designated for delegations. The central position of the system is announced by a series of features which are fundamental for the system of orientation:

• the central stairway-elevator block, placed in the curvilinear volume at the centre of the south façade;

• the open stairway, linear in formation, which connects all building levels, tangential to the north gallery;

• the double-height hall at the heart of the distribution system, utilizable as a meeting point or relaxation area;

• the crush rooms, located on the north gallery and announ-

ced by a broad, vertical glazed surface, which visually connect the interior and exterior of the building and permit the establishment of an additional relaxation area.

The distribution system aims to communicate the idea of an organism which is bright, transparent, open and integra-ted into the life of the city, as well as being attentive to the needs of its potential users. The luminosity of the distribution system and the modularity of the structure also allow for flexibility in capturing any functional and dimensional variations within it.The functional layout of the Environmental Conventions Building/4C Building allows spaces on the 1st and

2nd level to be opened out to external users; in particular, the bank and the cafeteria are located on the 2nd level mainly accommodates areas for confe-rences and meeting rooms. The levels above this will be ear-marked for administrative use, with a prevalence of offices and open spaces. The 9th level will accommodate areas open for use by the whole building, such as the library and gymnasium, in addition to the whole executive area (vip rooms).The canteen with its associated service areas will be located on the first basement level, in addition to a parking area which is to occupy almost the whole area of the second basement level.

The interiors of 4C have been designed according to a concept of general harmony in terms of form as well as materials used. From time to time the spaces have been conceived in accor-dance with functional, safety and aesthetic requirements.The ground floor, which is of vital importance as it introduces the building and welcomes the public, opens up on a large spa-ce paved with crushed marble tiles, travertine-lined columns and well-defined distributive nodes/distribution ring.The two courts extend all the way to the top of the building . In the hall and the courts, two giant statues and several works of art by Maurizio Orrico adorn the spaces. The vertical space of the building is accentuated by a

three-storey high atrium, cove-red completely with travertine.The solemn elegance of the entrance is transferred to the main staircase, which connects all the floors with its wooden handrails and marble steps. The information desk rests against the curved wall, which is also covered in travertine, continuing on towards the gore area which penetrates the space creating a dialogue between the internal and external areas.A few works of art, in different positions, complete the har-mony between the spaces.The second floor, which is also representative, has a crushed marble floor with a design that has been created for the building, and it hosts the confe-

rence rooms as well as various waiting rooms for VIPs. The floors in light-coloured crushed marble can again be found on all storeys, in the corridors and in the crush rooms. These rest and relaxation halls, which are present on all floors, offer comfortable seating with views towards the outside.

履约大楼室内设计原则是保证装修形式以及装修材料的和谐,空间布置上要根据功能、安全和审美等方面综合考虑。首层的视觉效果非常重要,因为它可以展示大楼形象和迎接公众的到访。宽敞的大堂由铺装了人造大理石地砖的通道、纹理清晰的洞石柱面,以及精心设计的通行节点和环路组成。两个中庭一直延伸至大楼顶部。首层的三层挑空中厅全部采用洞石墙面。庄重典雅的入口与主要楼梯间相连,楼梯通往各个楼层,楼梯扶手采用木材装饰,楼梯踏板由大理石铺装。大堂前台背靠弧形墙体,墙面同样采用洞石装饰,洞石墙面将大楼内外区域有机相连。点缀各处的艺术品更加增添了空间的和谐氛围。二层同样具有很强的代表性,地面仍然采用人造大理石铺装,楼层内分布有各种会议用房以及贵宾接待房间。明快的人造大理石也用于其他楼层的走廊和休息厅。各楼层的休息厅提供舒适的座位,可供人们欣赏楼外景致。

From the third to the ninth floor we find offices of different dimensions and sizes, alternating between open spaces and ma-nagement offices. The ninth and last floor is dedicated to VIP spaces, the gym and the library. The library ceiling is completely covered in wood and follows the curvature of the roof, crea-ting a welcoming atmosphere in which large wooden bookcases and tables adorn the room; the multicoloured crushed marble floor covers the space, remin-ding one of Pompeian mosaics.The north-facing offices have louver windows to reduce heat loss but, to compensate for this, additional light is provided by the glass walls on the corridor, which allow for the diffusion of light originating from the internal courts.

By contrast, on the south side, the offices have large window openings and light shelves to promote the indirect diffusion of light, while the corridor walls, made of bricks, are lined with lacquered glass.The furniture of the second and sixth to ninth floors is tailor-made. The tables, conceived as a modular assembly system to guarantee greater flexibility within the spaces, are made of brushed steel, Plexiglas and have wood finishings. In the mana-gement offices, large wooden walls used as bookshelves blend with large desks, the worktops of which recall the formal desi-gn of the building.

The lighting design, provided by iGuzzini, allows the internal spaces to be enhanced through the correct distribution of light in the offices while also taking energy consumption into account. On the outside, the lighting of the north face as conceived by the architect Fran-cesca Storaro combines space and objects to harmoniously enhance the building’s architec-ture. Energy sustainability has also been respected thanks to the use of low-energy bulbs with high luminous efficiency and long life, in particular LEDs.

Developed in close collabora-tion with F&M engineering, and also with the help of Professor Federico Butera of the Milan Polytechnic and Architetture Sostenibili and BIAD, the design of the façades of the Environ-mental Conventions Building/4C Building gave complete control over the work, closely intersec-ting the design phase with the building phase. All the materials are completely recyclable and of high thermal efficiency.

大楼平面相当规整,大部分为钢结构,柱距为8米,楼板由压型钢板与钢筋混凝土板构成。大楼结构方案由一个三维多层框架构成,此框架钉入地基,并连续用刚性板壳结构将每一层框架连接,从而将水平力引向管状混凝土立轴中,由此而引向地基。因此,通过框架柱传递的荷重主要来自垂直方向,水平荷载较小。

STRuCTuRES

The plan of the building is quite regular, and the majority of the structure is steel framed with frames at approximately 8.00 m centres supporting a corruga-ted steel sheet with reinforced concrete slab.The structural concept con-sists of a global 3-dimensional multilevel frame, pinned to the foundation level, continuously connected at every floor by a rigid structural shell, which acts in order to lead the horizontal forces into the tubolar concrete vertical shafts, and from here to the foundations.Consequently, the loads tran-sferred throughby the frames’ columns are mainly vertical, with small horizontal loads.

More over, a light-weight steel structure better reacts to the important seismic dynamic load then a heavy concrete struc-ture. The short available time to get the building completed is also another consideration which suggested to adopt a steel structure and finally, differently from concrete, steel is a complete recyclable and eco-friendly material.

Consequently, the main structu-ral elements of the building are:• Corrugated steel sheet with

reinforced concrete slab for the floors from level+1 to the roof level;

• Steel double T sections for the beams from level+1 to the roof level;

• Steel tube sections for the columns from level+1 to the roof level;

• Reinforced concrete slabs, beams and columns for the underground levels;

• Reinforced concrete slab and beams for the foundations.

The lift shafts and the staircases are made by in cast reinforced concrete and are destined to react to the horizontal loads on the building.

The curtain wall of the Environ-mental Conventions Building/4C Building was a specific subject of the research made by the italian engineers team. The design of the sections has permitted an increased thermal efficiency of the façades, by arranging an insulation packet outside the wall and finishing elements capable of eliminating any thermal joints. The façade is consistently placed at a distance from the steel structure in order to avoid thermal disper-sion and to allow for a certain

formal independence.Where the façades are covered by slabs of stone material, fastening with a slightly spaced steel section increases the ther-mal efficiency of the envelope, which functions as a ventilated façade. Even in the case of windows high up, the creation of a spandrel fascia, suitably insulated and glazed on the outside, will help limit thermal dispersion, while maintaining a uniform look for the building.

Precision elements, such as the horizontal fascia connecting the cantilever roof onto the north façade, were handled so as to control the down flow of rain, ensuring the formal cleanness of the architectonic dimension. On the internal side of the glazing there is a parapet brick wall to better keeping the internal temperature and

the energy of the building. All double glazing units included in the glass façades will be made in accordance with precise ther-mal calculations. The finishing surfaces of the curtain wall included aluminum sheets, stone panels and glass panels.All visible floors on the double-height spaces are finished with a steel casing (carter) which

ensures architectonic continuity with windows and false ceilings. Even the light-shelves, from their functional aim to maximi-ze the supply of natural light to the interior of the offices and also thereby to cut down on glare, becomes an opportunity for formal definition of the façade, marking the rhythm with horizontal articulations.

The mixture of the types of plants adopted and the technological systems (shape of the building, orientation of the façades, materials of the finishing and high performances of all installed components on the building) allow a remarka-ble reduction of the energy consumption and therefore of the CO2 emissions.

Design elements such as ac-tive beams, solar panels, pho-tovoltaic system, integrated into the general philosophy of the design, make optimal the energy performances, as demonstrated by the plants’ design calculations.The air conditioning system also responds to criteria of

energy efficiency and control of production and operation costs: district heating system have in fact been selected for the wintertime, while cold air is obtained through the use of water chillers.

The designed chillers are particularly suitable to be used in medium/large size air conditioning or process cooling. The units are very compact and all their components are easily accessible for maintenance and control. The active beam type is also particularly suitable for the Environmental Conventions Building/4C Building.Its main advantages are flexi-bility, capability of performing high heating/cooling rates, easy of maintenance, reasonable cost, as here below described:• Flexibility: no terminal units

at floor level and modular distribution at ceiling level.

This is particularly suited for open spaces offices, but also it allows easy change of par-titions for adapting small and medium office rooms to chan-ging requirements; the beams can be individually controlled so that they can compensate different loads such as along façades or in the inner part of the building;

• High heating/cooling rates: the models with primary air (radiant-inductive) or the inductive models can supply cooling loads up to 100 W per square meter of floor area, which is suitable for both the internal loads due to computers, copying machines etc. and external heat gains (if well controlled by the building envelope as here proposed);

The efficient planning of plant engineering systems is neces-sary to maximize the contri-bution of climatic and natural elements – obtained thanks to the correct architectural design – in order to ensure eco-compatible functioning. For the Environmental Conventions Building/4C Building, the natural light utilization systems – light shelf, orientable heliostats, internal courtyards – work in combination with the special low-energy artificial illumina-tion system, which is operated through a system of photo sensors which allows the level of natural light present to be compensated by a level of artificial light that is strictly necessary, in order to ensure optimal illumination consistent with the lowest possible energy consumption.On top of the roof there are glazed skylights covering the atriums, which will allow sunlight, caught by the movable heliostats and reflected by the secondary mirrors, to enter the building and cross at least 9 floors vertically. The Heliostats shall be mounted on a pedestal mounted on top of the roof. The Heliostat-mirrors are tracking the path of the sun by means of a high-precision control unit. Once the sunrays have been caught by the Helio-stat, they are projected onto secondary mirrors facing the Heliostats.

The photovoltaic system is inserted on part of the curtain wall on the curved south side of the building. The “photovoltaic panels” system is made accor-ding to Italian high-technology: an Italian company, specialized in the design, distribution, installation and maintenance of the “photovoltaic system”, is the supplier. The installation is integrated into the grid of the south façade: the system is supported by painted aluminum extruded profiles with typical module subdivision.

The panel orientation shall match with the curved shape of the façade, varying from 0° to 73° from the horizontal position. There are 16x14=224 panels totally, and the total power output is about 20 kW. The PV panels shall be assembled on aluminum frames on the whole perimeter and cabled. The PV panels, for esthetical result, shall be mono crystalline silicon technology. The grid connected system shall foresee the minimization of the power losses along cabling with distributed DC/AC converting system. The inverters and the junction boxes shall be located in the dedicated room at roof level. The system shall be con-nected to the building network, from the roof level down to the basement’s switch room.Measuring devices shall count the energy produced and record the data for the analysis of the system, while protecting devices shall permit a safe maintenance on the lines and protect the system’s integrity.

The aim of this work is to evaluate the average energy consumption of a typical year for the Environmental Conven-tions Building/4C Building.A building simulation with the software DIGITHON has been carried out. This model has been tested in the frame of CEN TC 89 WG 5 and is one of the models used as reference for the guideline on thermal models for simulating buildings in order to predict thermal loads and temperature.When simulating a building equipped with HVAC systems, it is possible to predict some typical behaviour of occupants. Sometimes in practice people behave in different way, there-fore results from simulations seem to be not really accurate when compared to real energy consumptions. Moreover energy consumptions are not measured with accuracy and it is very difficult to compare measurements and simulations. Nevertheless simulations give a very good idea on the problems of buildings and therefore they can be assumed as reference for the evaluation of energy performance of buildings.A particular item when simulating office buildings is

the presence of people inside. The amount of people in the working place differ over the day, as it has been observed in some recent works. It is also difficult to predict the typical user behaviour and interactions between persons and different equipment used for usual tasks. The user behaviour implemen-ted in this work is based on a model, called Lightswitch, which is the result of some studies in buildings throughout the Western World. These beha-viour models mimic how users interact with personal controls (light switches, blinds, window opening). In Figure 1 the typical steps to follow when evaluating the energy performance of a building can be seen. Based on average climate for the place, once defined internal gains, ven-tilation and control strategy, the energy demand of the building can be calculated. From the building energy demand, via the specific plant adopted, the pri-mary energy can be evaluated.

For simulations the program DIGITHON has been used. It is a program which solves the energy balance in multi-room buildings. The software calcu-lates the sensible and latent load hour by hour by using TRY climatic data. The calculation takes into account temperature and direct and diffuse solar ra-diation, as well as internal loads due to people, equipment and lighting. The effect of inertia of walls and roofs is calculated by using the well known transfer function method.When simulating a building the question is always to find the most appropriate compromise between degree of detail, for taking correctly into account geometry, structures, scheduling of internal gains, ventilation and

It is usually very common to divide the space in zones with different orientation, for taking into account the different impact during the day of solar radiation on external opaque walls, on direct load through windows.The whole building has been divided in eight zones (Figure 2), for considering the effect of solar radiation on the different orientations. Light shelves have been taken into account with a suitable model for considering in a proper way the overall effect of solar factor of these special devices.

In order to compare the energies and determining the possibilities in energy saving, five different combinations of envelope, HVAC system and building management have been considered:

• Scenario 1: reference case, i.e. a building with usual construc-tion techniques used in China, without heat recovery on the AHU, equipped with air to water cooled compression chillers; terminal units inside the building run at 60°C in winter time and 7°C in sum-mer time; no BMS installed.

• Scenario 2: actual building with heat recovery on the AHU, equipped with air to water cooled compression chillers; terminal units inside the building run at 60°C in winter time and 7°C in summer time; no BMS installed.

• Scenario 3: actual building with heat recovery on the AHU, equipped with air to water cooled compression chillers; terminal units inside the building run at 60°C in winter time and 7°C in summer time; BMS installed.

• Scenario 4: actual building with heat recovery on the AHU, VAV, equipped with water to water cooled compression chillers; terminal units inside the building run at 30°C-35°C in winter time and 16°C in summer time; BMS installed.

• Scenario 5: actual building with heat recovery on the AHU, VAV, equipped with water to water cooled compression chillers; terminal units inside the building run at 30°C-35°C in winter time and 16°C in summer time; BMS installed; renewable energy due to solar radiation (solar collectors for hot water and photovoltaic systems for electricity).

This work has shown the rele-vant importance of the different solutions adopted in Environ-mental Conventions Building/4C Building. In scenario 1 energy consumption of a standard building with a standard HVAC system has been evaluated: this solution can be considered as the reference for all evaluations (Figure 3).Scenario 2 shows the importan-ce of the envelope and the heat recovery device in the ventila-tion plant with a usual HVAC system (reduction of 8%).Scenario 3 shows the effect of basic technologies and BMS, maintaining a usual HVAC

In order to make possible thiscooperation project of the sinoitalian environmental program, a double project management team has been appointed by the Client: The Italian Project Management Team-Favero & Milan Ingegneria S.p.A., Venice and mOa. The Chinese Project Manage-ment Team-CSCEC Beijing.

The companies closely coope-rated during the construction of the building, being authorized by the Client to take joint responsibilities for coordination and the day-to-day management of the project.Through proper management and control of quality, cost and scheduling, the overall objective of the project management was the completion and hand-over of a cost-effective, high-quality, elaborate and eco-friendly Environmental Conventions Building/4C Building. Specifically, the PMT realized the following objectives:

• Optimized design of the building;

• Smooth and efficient prepa-ration and acquisition of all relevant approval documents;

• Well organized tendering and contracting for building construction;

• Efficient and high-quality con-struction of the building;

• Satisfactory completion and acceptance of the building;

• Final accounting and filing.Both CPMT and IPMT reported to the Client through a well designed reporting, commu-nication and decision-making

mechanism. Each team appoin-ted a responsible executive project manager with duty station at the construction site during the construction phase for coordination and supervi-sion of its work. All documents, orders and reports produced during the construction phase have been jointly signed by both executive project managers.

In general, the CPMT took major responsibilities in acqui-sition of all relevant approval documents and permits, in coordination among all local contractors and other parties and in supervision of the execu-tion of all local contracts, while the IPMT took major respon-sibilities in coordination and supervision of the execution of all international contracts and took the lead in quality control. The services provided by the two PMT included, but not limited to:

• Coordination of design opti-mization;

• Preparation for construction and acquisition of permits;

• Organization and management of tendering and contracting;

• Management of contracts;• Management and control of

project scheduling;• Management and control of

quality;• Management and control of

为了确保这一中意环境合作项目的成功,业主聘请了两个项目管理团队:意方项目管理队伍 - Favero & Milan工程公司与mOa建筑事务所。中方项目管理队伍–中建城市建设发展公司。这些公司在大楼施工期间密切合作,受业主委托,共同负责项目的协调和日常管理。通过对质量、成本和工期的有效控制,项目管理的总体目标是完成并向业主移交一座成本有效性高、质量过硬、精心制作的生态友好的履约大楼。具体地,项目管理团队应实现下列目标:• 优化建筑设计;• 顺利高效的准备和取得全部相关的批复文件;• 圆满组织建筑施工的招投标和签约工作;• 高效高质量的建筑施工;• 建筑物的圆满竣工和验收;• 最终结算和归档。中意双方项目管理团队通过精心设计的报告、联络和决策机制来向业主汇报工作。每个团队要指定一个现场执行经理,其任务是在施工阶段负责协调和监督各项工作。施工阶段产生的所有文件、指令和报告都要由两个执行经理共同签字。一般情况下,中方项目管理团队主要负责取得所有的相关批复文件和许可证,协调所有当地承包商和其它各方的工作;监督所有当地承包商的合同执行情况。意方项目管理团队主要负责协调和监理国际承包商的合同执行情况,并进行质量管理。

两个项目管理团队提供的服务包括但并不局限于下列各项:• 设计优化的协调;• 施工准备和许可证获取;• 组织和管理招投标和签约活动;• 合同管理;• 项目计划的控制与管理;• 质量控制与管理;• 建筑成本控制与管理;• 安全管理;• 环境管理;• 信息管理;• 风险分析与控制;• 组织和监督竣工与验收工作。

The Environmental Conventions Building/4C Building construc-tion site – Centre for China Compliance with International Environmental Convention – was inaugurated on the day when the first stone was laid, on 5th of July 2006., and was celebrated in the presence of Chinese and Italian technicians and institutional representatives.

A few months were required to establish the foundation level and the basement levels. The works, constantly monitored by the team of Italian and Chinese experts, proceeded with diligence, interrupted only for important events, such as the ceremony for installation of the last steel beam. on the 26th October 2007, and the cere-

mony for seal the roof, 17th November 2007. Completion of the building is planned for September 2009.

2006年7月5日,履约大楼施工工地 — 履约大楼举行奠基仪式,出席仪式的有中国和意大利两国的技术人员以及各相关机构的代表。基础和地下室工程花费了几个月的时间。工程一直由中国和意大利两国的专家团队指导,工程进展很快。期间举行过几次重要活动,如2007年10月26日的最后一根钢梁安装仪式,以及2007年11月

17日封顶仪式等。大楼计划于2009年9月完工。
