On Monday September 28th, 2015, I Chief Lance Schu[ier was contacted bythe hieh school principal, Lynn Baldus, abdut an incident that happened at theschool. I went to the sohool, and met with the princþal and Superintendent, JodyGray. Mrs. Baldus told me that there had been an incident that was caught on thevideo oamera at the school, of several boys attacking another student on TuesdaySeptember 22od,2A15, after the volleyball game. Mrs. Baldus said that thishappened in the hallway that was on the east side of the school, and was near thesoience rooms.

I observed the videq and saw where a gloup of boys wer. #akiog down thehallwa¡ and they tacHed another boy, and began to stike him on his body. Itappeared that one of the boys stuck his finger into the rectum ofthe victim whilehe was on the ground through his clothing. On the video it shows that the victimput his hands on hís buttocks to possibly prevent this from happening again.

After this happened, the boys all got up and continued dor¡m the hallway andleft the school. After watching the video, \rye were able to identifr the subjectsinvolved Mrs. Baldus toldme that the school would like to prooeed with possible criminal charges, and askedif I would assist them in doing this. TVe agreed tfiat on Tuesday September 29Ù,Iwould interview the people involved and see what their story was.

On Tuesday September 29ú,20L5, I met with Mrs. Baldus and she advisedthat she had tatked with some other people on the video, and learned that what thcboys were doing in the hall way was called o'aping". She told me that another videoin the music hallway the same night showed this "aping", but this also had boysdragging a student out into ttre hallway by his feet/Ìrands, and removing hisclothing. The same students as before werc involved, along with

All of the subjects that I interviewed had a parent present, and Mrs.Baldus was present for all ofthe interviews except forIIII where Ms.Gray was present.

During each of the interviews, I asked the students what "aping" was. All ofthem gave different versions of what this was, each admitted to doing this in somefonn. I also questioned them about what "oil checking" was, and they advised methat this is when a person sticks their finger into the rectum of another person.They said that some of the äping involved this, but always through the clothing.They also said that there was no intent to cause harm to anyone, but as I explainedto them, it appeared that the "aping" went from a harmless pranlç to possibly anassault when the "oil check", and being tackled to the floor and drug out into thehallway ocoured.

I explained to eaoh of the boys andtheirparents that the school and the

police wilibe looking into possible criminal and good conduotpolioy viglations. Itold them that I wiil forwarã the information that I have to the Juvenile Officer,and that he would make a detemínation as to whether or not oriminal charges

would be filed. I did explain that the school's good oonductpolicy is separate from

the criminal charge, and thut the sohool can expel a student and eiract the good

conduct polioy as they see fit.Each of the boys did write out a statement, along with a couple of witness

statements and the victim statement. Mrs. Baldus will also write out a statement.

I am chargíng each of the boys with Simple Assault and ttris will be referred to the

Juvenile Court officer.
