1 Dredging Report

1.1 Date and Location

Geomara was commissioned by L&M Keating to carry out a program of Marine Mammal

Observation on the Rossaveal, New Harbour dredging and dumping at Sea operations. The Marine

Mammal Observation operations were carried out from 18 September to 29 November 2016. The

observations covered all aspects of the project dredging and dumping at sea operations. The

dredging area included the approach channel to the new harbour and the New Harbour area itself.

The dump site was located in an area of open sea, c. 6km to the south of the new harbour area

between Irish Grid Co-ordinates:

1.2 MMO Details

The marine mammal observer’s (MMO) who monitored the implementation of NPWS guidelines

during the dredging and dumping were Shay Fennelly and Thomas Joyce, each of whom are

experienced JNCC trained marine mammal observers (See CV’s in Appendix I).

Shay Fennelly and Thomas Joyce undertook shore based observations before the commencement of

all dredging and dumping at sea operations. Once operations were underway, they would then

transfer to the dredging vessel, where they would observe during dredging operations. The MMO

would then transfer to the dumping barge tug for dumping at sea operations. Visual distance and

low shore heights meant that shore based observations of the dump site were not possible.

1.3 Observation Platforms

One MMO was required for each dredging operation in order to implement the mitigation guidelines

for this project. Depending on operations, they had the opportunity to conduct watches from a

number of observation platforms. These included a land based platform adjacent to the dredge area,

the dredger itself and the dumping at sea tug.

The land based observation points provided viewing height of 7.5 - 9m above sea level and allowed

excellent views of the surrounding area. The dredger and the dumping at sea tug each provided

excellent views of all the areas to be dredged and the dumping at sea tug provided an excellent

observation platform (+9.5m) for the dumping at sea operations.

The land based and vessel based observations were carried out from dawn to dusk. The observers

used 7*50 binoculars and recorded their data onto data forms for coastal/marine works which were

sourced from the National Parks and Wildlife Services’ document; “Guidance to Manage the Risk to

Marine Mammals from Man Made Sound Sources in Irish Waters”. These were later transferred onto

an excel spreadsheet.

2. Operations

2.1 Dredging and Dumping at Sea operations

Time durations for each dredging operation varied according to material type, conditions and depth.

They normally ranged between 6 and 8 hours, although there were times that these timescales were

increased and others that they were shorter. Dredging was carried out using the spud legged

backhoe dredger. The dump barge would be positioned alongside the backhoe dredger pontoon and

the excavator would load directly into the barge. When deemed full, the tug boat would bring the

dump barge to the dumping at sea site and discharge the contents. The Tug boat would then return

the empty barge to the side of the backhoe pontoon for further filling.

A total of 147 Dumping at sea operations were undertaken during the project. These operations

typically lasted between 210 and 240 minutes depending on sea conditions. Transit to and from the

dump site would normally take 60 -70 minutes, respectively and dumping operations would last 10-

15 minutes.

Owing to the narrow nature of the approach channel to the dredge site and the excellent visibility

that it afforded, 30 minute pre-start watches were able to be conducted towards the end of the

transit between the dredge and dump sites, and before the commencement of new dredging

operations.

It should be noted that Dredging operations were not continuous. Once the dumping at sea barge

departed the dredge area, all dredging operations ceased. Consequently, dredging operations would

not recommence until the dumping at sea barge had returned.

2.2 Environmental Conditions

Environmental conditions throughout the project varied. As the project was undertaken in

wintertime, daylight times tended to be between 08:00 and 17:00. After these times light quality

tended not to be of sufficient quality to allow for competent observations. Sea state, swell and

winds were not as favourable as in other times of the year.

2.3 Details of sound-producing operations

A total of 147 no. dredging operations and 147 no. dumping operations were undertaken during the

project. Operations ran on a 24 hour basis, 7 days a week except during scheduled breaks, bunkering

/ resupply and unexpected breakdowns. Marine Mammal observations were undertaken of all

operations during daylight hours for the entire duration of the project.

2.4 Details of monitoring watches

A total of 283 hours and 48 minutes of monitoring effort was completed during the project. Of this,

transiting between the dump and dredge sites accounted for 24.2%, dredging activities accounted

for 72.2% and dumping activities accounted for 3.6%. A combined total of 164 pre-start monitoring

watches were carried out between dredging and dumping at sea operations.

2.5 Details of marine mammal sightings recorded during monitoring

watches

Of the 147 dumping at sea operations, 82 were undertaken during daylight times when observations

were possible. A similar number of dredging operations were observed when daylight conditions

allowed observations. Temporary delays to both dredging and dumping at sea operations were

encountered throughout the project. Harbour seals were commonly noted in Rossaveal Harbour and

on a number of occasions commencement of dredging operations was delayed until such time as the

mammals were outside the designated safety zone.

Delays were also encountered during the dumping at sea operations. On several occasions,

mammals including Common Dolphins were noted in the dumping at sea area. These mammals

tended to be transiting through the area and when sufficiently far from the dumping at sea sites,

operations were allowed to commence. At no times was there any impact on marine mammals

during the dredging and dumping at sea operations.

2.6 Details of all marine mammal sightings recorded outside

monitoring watches (e.g. incidental observations), including records

from additional personnel on board.

There were no incidental reports where a sighting was recorded.

2.7 Details of any problems encountered during marine mammal monitoring, start-up

procedures, ramp-up (soft-start) procedures or during full scale operation/activity.

There were no problems encountered.

2 Conclusions

A best practice approach was taken towards implementing the mitigation measures required for this

project. Dredging and associated dumping at sea operations were continuous during operation. As is

industry practice, watches were undertaken during daylight hours for all operations, both from a

land based platform and vessel based platforms.

A total of 283 hours and 48 minutes of monitoring effort was completed during the project. Of this,

transiting between the dump and dredge sites accounted for 24.2%, dredging activities accounted

for 72.2% and dumping activities accounted for 3.6%. A combined total of 164 pre-start monitoring

watches were carried out during the dredging and dumping at sea operations.

Previously worked for MRAG Ltd. as an ICCAT Blue fin tuna Fishery Observer. My previous contract was as a Marine mammal observer (MMO) for Aquafact Environmental Consultants on a new pier build in Doolin, County Clare. The project involved multiple underwater seabed blasting to improve access to a new ferry pier in Co. Clare. I have over 40 weeks experience at sea in marine mammal observation as an MMO for Marine Institute, National Parks and Wildlife Service and Irish Whale and Dolphin Group on fisheries surveys and marine mammal surveys. I am a member of the European Cetacean Society, the Irish Whale and Dolphin Group, Birdwatch Ireland and the Acoustical Society of American. I graduated with a BSc Honours (2.1) in Freshwater and Marine Biology from GMIT in 2012.
