1.0 INTRODUCTION____________________________

On 7 March 1997, the Roy F. Weston, Inc. (WESTON®), Site AssessmentTechnical Assistance (SATA) team was directed by U.S. EnvironmentalProtection Agency (EPA) Remedial Project Manager (RPM) Cesar Lee to performfile reviews of data for the Metals Bank/Cottman Avenue Site located inPhiladelphia, Philadelphia County, Pennsylvania, and to assist EPA withresponses to comments by the property owner on the Human Health RiskAssessment (HHRA) section of the Remedial Investigation (RI) report. Inaddition, SATA was also tasked to verify the cancer risk calculations for the adultand child fish ingestion, future industrial worker ingestion of courtyard surfacesoil and dermal contact of future construction workers to light non-aqueous phaseliquid (LNAPL) in monitoring well MW-6.

2.0 BACKGROUND______________________________

The Metals Bank/Cottman Avenue Site is listed on the National Priorities List(NPL). An RI Report for the Metals Bank/Cottman Avenue NPL Site wasprepared by Earth Tech hi Wayne, Pennsylvania for the Cottman AvenuePotentially Responsible Parties (PRP) Group. The property owner was not partof the PRP Group whose contractor prepared the RI report. .Roy Smith, Ph.D.,senior lexicologist for EPA Region m, prepared the HHRA (EPA, 1995a). Theproperty owner reviewed the report and submitted comments for EPA review.

SATA was tasked to review the property owner's comments related to theHHRA portion of the RI report, search EPA files, verify EPA responses to theowner's comments concerning the HHRA, verify cancer risk calculations forcertain portions of the HHRA noted below and to provide documentation tosupport the statistical methods used by EPA for HHRA calculations.

3:0 HUMAN HEALTH CANCER RISK VERIFICATION__________________

SATA was tasked to verify and support EPA's HHRA findings for the adult andchild fish ingestion, future industrial worker ingestion of courtyard surface soiland dermal contact of future construction workers to LNAPL in monitoring well6. SATA searched site files to verify that the data used hi the HHRA wasaccurate and reflected present site conditions.

SATA verified the cancer risks associated with consumption of fish caught inthe Delaware River near the site. Both adult and child fish ingestionpolychlorinated biphenyls (PCB) cancer risk calculations were verified using aslope factor (SF) of 7.7 (the January 1995 SF) and the most current SF of 2 (seeTables A-l and A-2 in Appendix A).

SATA verified the cancer risks to future industrial workers associated with theingestion of surface soils hi the courtyard area at the site using a slope factor of7.7 and the most current slope factor of 2 (see Table A-3 Appendix A).

SATA verified the cancer risks to future construction workers via dermalcontact with LNAPL in the groundwater at the site using a slope factor of 7.7and the most current slope factor of 2 (see Table A-5 Appendix A).

4.0 STATISTICAL EVALUATION OF DATA USED FOR HHRA_________

The reasonable maximum exposure (RME) concentration for PCB in the catfishfillets and surface soils hi the courtyard were checked to verify that the properRME was used hi the cancer risk calculations.

The Aroclor 1242, 1254 and 1260 concentrations for the catfish fillets wereadded to determine the total PCB content. Only Aroclor 1242, 1254 and 1260were used, because these were the only Aroclors detected in the fish or riversediments. If a particular Aroclor concentration was non-detect for a sample,one half of the detection limit of the Aroclor was used as the Aroclorconcentration. The data was checked to determine if it fit a normal or log-normal distribution using the Shapiro-Wilks statistical test for normality (seeTable C-l Appendix C). The data used to calculate the upper confidence limit(UCL) for total PCBs in the catfish fillets fit a log-normal distribution and wasused as the RME concentration, as per EPA protocol (EPA, 1992).

The UCL for Aroclor 1248, 1254 and 1260 concentrations in surface soils hi thecourtyard were calculated by individual Aroclors. Aroclors 1248, 1254 and1260 were used for the RME concentration because these Aroclors weredetected hi the surface soil samples at the site. If a particular Aroclorconcentration was non-detect for a sample, one-half of the detection limit of theAroclor was used as the Aroclor concentration. The data was checked todetermine if it fit a normal or log-normal distribution by the Shapiro-Wilksstatistical test for normality (see Tables C-2 to C-4 in Appendix C). TheAroclor 1248, 1254 and 1260 data fit a log-normal distribution and the UCLwas calculated accordingly. The Aroclor 1248 UCL exceeded the highestsample concentration; therefore, the highest concentration for Arolcor 1248 wasused in the RME calculation, as per EPA HHRA guidance (EPA, 1992).

5.0 VERIFICATION OF REPORTED PCB CONCENTRATIONS__________

SATA reviewed the site files and verified the concentrations reported in theHHRA for PCBs in the surface soils in the courtyard, catfish fillets and LNAPLfor MW-6. The LNAPL PCB concentration for MW-6, the PCB concentrationfor Catfish #11 Fillet sample and the PCB concentration for Courtyard SurfaceSoil sample MBK TBS2-0.5 were verified.

Example calculations for these PCB concentrations can be found hi Appendix Bof this report. The supporting raw data for each sample calculation checked,along with the Aroclor standard fingerprints for the detected Aroclors, can befound hi Appendix D of this report.

6.0 VERIFICATION OF EPA RESPONSES TO SITE OWNER'S HHRA COMMENTS

SATA verified EPA's responses to the property owner's HHRA comments aboutthe courtyard surface soils, verified the most current PCB slope factors wereused to calculate cancer risks, cited references for property owner's commentsand cited references for EPA responses. In addition, SATA reviewed theproperty owner's comments and suggested additional comments which could beaddressed by EPA.

SATA formatted the EPA responses and added the reference citations as well asany SATA findings which would support EPA's comments. SATA is submittinga diskette of these comments to EPA with this report.

SATA compared the Region UJ Risk-Based Concentration (RBC) table, suppliedas part of Appendix 4 of the HHRA, to the 9 February 1995 RBC table (EPA,1995b) and verified .the most current SF was used.

SATA searched the administrative records and verified the pages EPA cited werecorrect for the HHRA comment responses.

Attached is the EPA Region lH Risk-Based Concentration (RBC) table, which we havedistributed quarterly to all interested panics since 1991. Please see below for sorr.e importantannouncements concerning changes in the Table and administrative issues with our mailing list.

Major Changes in this Issue of the RBC

1. IRIS and HEAST have matured, and EPA has revised them at a decreasing rate over thelast few years. Lately, each quarterly RBC update has been virtually the same as i:spredecessor. Meanwhile, the mailing list for the RBC table has expanded exponentiallyand the quarterly mailings have become a substantial burden to the Region. Uponreflection, we've decided to change to semi-annual distribution. We think this change willextend our ability to keep producing the RBC table, while having little effect on thetable's usefulness. (For example, there have been no changes to toxicity constants in IRISor HEAST in the three months since the 4th quarter table was published.)

2. The RBC table now includes soil screening levels (SSLs) for protection of groundwaterand air. Most of the new entries were taken directly from EPA/OSWER's newly proposedSSL guidance document. We've added some additional SSLs based on the same proposedmethodology. Sources of SSLs are noted in the table. SSLs incorporate all the sameexposure assumptions as RBCs, plus many additional assumptions needed for inter-mediaextrapolation. SSLs are therefore distinct from RBCs, and should be used only in theframework proposed in the OSWER document. If you have not yet seen this proposalyou can obtain it from NTIS (703-487-4650, as document numbers 9355.-M, PB95-963530, or EPA540/R-94/105).

Administrative Issues

Our situation on the administrative front can be summarized in one word--"HELP"!! TheRBC mailing list now includes more than 1300 recipients and we are experiencing significantproblems with our current "delivery system." We would appreciate your suggestions for makingour future mailings more efficient. We are also exploring the possibility of providing access tothe RBC through an electronic bulletin board and would like your feedback on that idea. In themeantime, we will be examining our current mailing list and limiting .future mailings to oneindividual per organization; we need your help in distributing the RBC within your organizationif there are others who would like copies. .

Minor Changes

1. As many have requested, the soil ingestion rate for commercial/industrial exposure hasbeen revised to include EPA's national default assumption that only 50% of ingested soilis associated with work. The worker soil exposure is now fully consistent with EPA'sstandard exposure factors for Superfund.

2. Many callers have complained about the lower case 'e' and 'o' notations on the table,which can't be easily distinguished. All such notations have been capitalized.

The table contains reference doses and carcinogenic potency slopes (obtained from IRISthrough January 1, 1995, HEAST through March 1994, the Superfund Health Risk TechnicalSupport Center, and other EPA sources) for nearly 600 chemicals. These toxicity constants havebeen combined with "standard" exposure scenarios to calculate RBCs - chemical concentrationscorresponding to fixed levels of risk (i.e., a hazard quotient of 1, or lifetime cancer risk of 10"*,whichever occurs at a lower concentration) in water, air, fish tissue, and soil.

Tne Region III toxicologists use the table to screen sites not yet on the NPL, respondrapidly to citizen inquiries, and spot-check formal baseline risk assessments. The backgroundmaterials provide the complete basis for all the calculations, with the intent of showing usersexactly how the RBCs were developed. Simply put, RBCs are risk assessments run in reverse.For a single contaminant in a single medium, under standard default exposure assumptions, theRBC corresponds to the target risk or hazard quotient.

The RBCs also have several important limitations. Specifically excluded fromconsideration are (1) transfers from soil to air and groundwater, and (2) cumulative risk frommultiple contaminants or media. Also, the toxicity information in the table has been assembledby hand, and (despite extensive checking and years of use) may contain errors. It's advisable tocross-check before relying on any RfDs or CPSs in the table. If you find any errors, please sendme a note.

Many people want to know if the risk-based concentrations can be used as valid no-actionlevels or cleanup levels, especially for soils. The answer is a bit complex. First, it is importantto realize that the RBC table does not constitute regulation or guidance, and should not be viewedas a substitute for a site-specific risk assessment. For sites where:

1. A single medium is contaminated;

2. A single contaminant contributes nearly all of the health risk;

3. Volatilization or leaching of that contaminant from soil is expected not to besignificant;

4. The exposure scenarios used in the RBC table are appropriate for the site;

5. The fixed risk levels used in the RBC table are appropriate for the site; and

6. Risk to ecological receptors is expected not to be significant;

the risk-based concentrations would probably be protective as no-action levels or cleanup goals.However, to the extent that a site deviates from this description, as most do, the RBCs would notnecessarily be appropriate.

To summarize, the table should generally not be used to (1) set cleanup or no-actionlevels at CERCLA or RCRA Corrective Action sites, (2) substitute for EPA guidance forpreparing baseline risk assessments, or (3) determine if a waste is hazardous under RCRA.

Age-adjusted factors

Because contact rates with tap water, ambient air, and residential soil are different forchildren and adults, carcinogenic risks during the first 30 years of life were calculated usingage-adjusted factors. These factors approximated the integrated exposure from birth untilage 30 by combining contact rates, body weights, and exposure durations for two age groups- small children and adults. The age-adjusted factor for soil was obtained from RAGS IB;the others were developed by analogy.

Volatilization terms were calculated only for compounds with a mark in the "VOC" column.Compounds having a Henry's Law constant greater than 10"5 were considered volatile. Thelist may be incomplete, but is unlikely to include false positives. The equations and thevolatilization factor (K, above) were obtained from RAGS IB. Oral potency slopes andreference doses were used for both oral and inhaled exposures for volatile compoundslacking inhalation values. General

In December 1994 the EPA Office of Solid Waste and Emergency Response proposed SoilScreening Guidance (Document9355.4-l,PB95-963530,EPA540/R-94/101, available throughNTIS at 703-487-4650). This draft document provides (1) a framework in which soilscreening levels are to be used, (2) a detailed methodology for calculating soil screeninglevels, and (3) soil screening levels for 107 substances.

Consistent with this new guidance, the risk-based concentration table now includes twocolumns of generic soil screening levels (SSLs). OSWER's 107 proposed soil screeninglevels have been added verbatim. In addition, the proposed SSL methodology has beenused to calculate soil screening levels for more substances, which are also included in the

new table. The table clearly distinguishes the OSWER SSLs from the "unofficial" ones.

These SSLs provide reasonable maximum estimates of transfers of contaminants from soilto other media. One column contains soil concentrations protective of groundwater quality;the other contains soil concentrations protective of air quality. "Protective" is defined in thesame terms as the risk-based concentrations for tap water and air -- that residential contactscenarios will yield a fixed upper bound risk of 10"6 or a fixed hazard quotient of 1(whichever occurs at the lower concentration).

OSWER's SSLs should be used only within the framework proposed in the guidance document.The additional SSLs included in the RBC table are intended for the same uses (although theyobviously carry less weight than the formally proposed numbers).

consulting that document The "unofficial" SSLs were developed under the followingconditions:

Soil Screening Levels for Inhalation

Inhaled reference doses and potency slopes were used if available. If inhalation values werenot available, oral RfDs and potency slopes were substituted. SSLs were calculated only forsubstances for which aqueous solubility, Koc, Henry's Law constant, and diffusivity in airwere available. SSLs were calculated only for substances for which a volatilization factorcould be calculated. This was done because OSWER's large proposed paniculate emissionfactor rendered it pointless to estimate SSLs for particulate emissions alone. The finalcalculated SSL shown in the RBC table is the smaller of the risk-based SSL and the soflsaturation concentration. All calculated SSLs were rounded to 2 significant figures.

The OSWER risk algorithms for inhalation were revised in order to be consistent with therest of the RBC table. Only calculated SSLs were affected by this; SSLs proposed byOSWER are presented verbatim. Calculated SSLs for inhalation of carcinogens were basedon an integrated lifetime exposure rather than adult exposure. SSLs for inhalation ofnoncarcinogens were based on adult exposure for 350 days per year rather than 365 days peryear. The following algorithms were used to calculate inhalation SSLs:

Soil Screening Levels for Groundwater Use

All algorithms were as proposed by OSWER. MCLs were used as target groundwaterconcentrations if available. If MCLs were unavailable the risk-based concentration in the"tap water" column of the RBC table was used as the target groundwater concentration. AllSSLs for groundwater are based on a dilution-attenuation factor (DAP) of 10. Since theseSSLs scale linearly with DAF, the SSLs for DAF=1 would be ten times lower. They wereomitted to conserve space. All groundwater SSLs were rounded to 2 significant figures andcapped at unity.
