Story by Martha Bootle 50 years ago, yet another wonderful Folly

tradition was born. Long time residents say it was started

because there were more visitors, so going door-to-door for

candy became riskier. Others residents say the parents didn’t

want to climb the stairs to all of those houses! But whatever

the reason, the Halloween Carnival held each year at the Folly

River Park has brought joy and fun to the children of Folly for

50 years! For many years, there have been 400+ attendees,

including parents, children, and community members. While

the Civic Club sponsors this event, many organizations, as well

as businesses, members of city council, the Mayor, and

Our curbside hours are:

Monday 9 a.m.– 5:30 p.m. Tuesday 9 a.m. – 5:30 p.m. Wednesday & Thursday CLOSED Friday 1 p.m.– 5 p.m. 2nd and 4th Saturdays 9 a.m. – 2 p.m.

I hope everyone had a great summer! At this time the Folly library is still closed to the public, but we are doing curbside service. Just call us when you are on your way or once you get here. We will bring your items to you at our front door, or if you prefer, we can run them to your car. Our book drop is open for returning materials. Please know we are trying to figure out the best way to open safely. We miss our patrons! Things are always changing so the best place to find updates is our website www.ccpl.org, or give us a call us at 843-588-2001. --Mary Bushkar

We thank the City of Folly Beach for their

continued support of our seniors. If any

senior needs help, please let us know.

We are spending time at home during the

virus; therefore, we are creating more

garbage and trash to be picked up.

Remember to thank and show our

appreciation to our Sanitation Department

workers for a job well done. They help our

beach and streets look pretty and clean.

Halloween, from pg. 1 The costume contest has been a tradition for children, adults, and

whole families who don costumes in order to win a prize and the title of “best costume.” The

cake walk is another amazing part of the festivities. Cakes are donated by stores and individu-

als, and children pay a quarter to play. If they win, they take home an entire cake! Other food

is also provided, so you can get a meal such as a hot dog, plus candy and possibly a cake!

Besides the food, the Carnival always features fun and games such as “frog flipping,” the “eye

ball toss,” and the “scary duck pond,” as well as an amazingly realistic graveyard, a chance to

take home souvenir photos, and of course, face painting. Last year, in 2019, the “witches

dance” was added and quickly became a City favorite with women of all ages dancing while all

dressed up as witches! Of course, since this is a family-friendly event, you won’t hear much

creaking, rattling, cackling or thumping! We save that for the adults only after parties!

To conclude the festivities every Halloween there is always live music, costume contests and

parties for the adults at the local bars and restaurants along Center Street.

Civic Club Photos September’s photo of the month was “Surfer’s Delight,” submitted by Kara Aledort! Congratulations!

Yard of the Month 502 East Hudson, October's Yard of the Month, is home to Jay and Lynn Lowans. The former owner, Mrs. Lemon, who was a gardener, came knocking on the door during the first year stating she never would have sold to him if she knew he wasn't going to take care of the yard! This propelled him to establish a "Yard of the Month" worthy garden, and he took a photo and stuck it on her new front door! He has been planting and repurposing found objects ever since. The plush bed of zoysia grass is defined with a fence and arch he made from pilings and ship rope. Old palmettoes and palms stand behind. The left offers orange and pink lantana for the butterflies. Rose oleanders and orange cala lilies lead to found treasures. An old boat, license still intact, hosts a seagull statue and crab pot, while a buoy and shells accent the palms. This shaded area is well lit, leading to an enormous live oak. Jay built stone beds for his home's front beds. Confederate jasmine and purple Mexican petunias dominate here. A flag pole with a fish for adornment floats overhead. A sand dollar walkway was personally laid to the right. Monkey grass borders this bed full of banana trees, palmettos and windmill palms. Sagos, Boston ferns, and bamboo surround actual dual windmills above a bird bath and bird house. Jay finds gardening to be a stress relief, and always likes people stopping and commenting on his creation. Kudos to the Lowans on all the hidden treasures to be found on their corner of Folly. The Garden Club continues its sabbatical, wishing all on Folly to be safe. Happy Halloween! Lynn Ray Smalley

Folly Beach Baptist Church The Folly Beach Baptist Church now has an established prayer line. The number to call is: 843-588-2309. The person requesting prayer can leave the request on the line and one of our Prayer Ministry Team will receive the message and pray to our Lord Jesus for that need. All prayer requests are confidential. Also, we have begun the Operation Christmas Child Ministry. Info about Operation Christmas Child: This is a project of Samaritan’s Purse, an International Relief Organization. Their mission is to provide local partners around the world with shoeboxes filled with small toys, hygiene items, and school supplies as a means of reaching out to children in their own communities with the Good News of Jesus Christ. The boxes are shipped outside of the United States to children affected by war, poverty, natural disaster, famine, and disease and to children living on Native American reservations in the United States. Folly Beach Baptist Church is a drop off location for Operation Christmas Child. They will have a large container in the front of the church where residents and guests to Folly will be able to pick up a shoebox. You can select the gender of the child who will receive the box, then fill it and return it to the church. This is an outreach opportunity for all to participate in which can be shared by the entire family. It’s easy, but most importantly, it’s a way to provide HOPE to needy children. THE FOLLY CALENDAR! In the past, the primary mission of the Civic Club calendar was to be a

fundraiser, promote island activities, and celebrate the beauty and images of Folly Beach. However, because of issues relevant to the Covid-19 pandemic we have decided to support FAB, local businesses, and nonprofits that have worked with us in the past. Therefore, we waived all advertising expenses. Donations are still welcome from the businesses and we appreciate any support given to the Club. This decision means that we will need to focus our efforts on the sales of the calendar during a time when we cannot sell to the public in our usual locations such as at Festivals, the City Hall, and the Community Center. We will be selling the calendar at our Halloween Programs and outside the Post Office for $10.00. Additionally, you may order a calendar through the Civic Club by mail at PO Box 884. If you want the calendar delivered by mail, the cost is $13.00 ($10.00 plus $3.00 shipping). Lastly, you may order the calendar by mail for $10.00 and receive a receipt and directions for pick up. Fellow Citizens, As I sit here contemplating on what to say, it is very disheartening to think of the season of Holidays upon us and the Corona Virus continuing to be the Headless Horseman trying to steal Halloween from all of our young citizens. But, have heart, and never fear! The City and the Civic Club have come together to create an event to host Halloween again this year! While it will not be the same as our full-fledged carnival, it will allow us all to participate in a proper social distancing setting. So, stay tuned for all the festivities coming that can involve the whole family for some fun times with no tricks, just treats. Everyone needs to keep those positive thoughts of NO HURRICANE! This so far has been a terribly busy and worrisome year. I have almost run out of fingers and toes to keep tract of the named storms, Whew. But, stay prepared just in case, and always stay tuned for any storm reports and warnings that may come our way. King tides have not treated us very kindly this year. While our Public Works Department has worked tirelessly with the State and County Flood managers, there is only so much they can do with rising water on a barrier island. I know it is not what you want to hear, nor is it what I want to hear as one who seems to regularly get flood waters no matter what I do to try to protect from flood inundation (all legal with DHEC approval). But know that the city is continuing to address these problems as rapidly as possible. But, when the tide is 7 to 8 feet high and the North East winds blow, some who live on the river and around marshes are going to see unwelcomed flood waters. That’s all for now, I will be addressing the other Holiday celebrations in the November Sandspur as we draw closer to the Christmas Season. Census 2020 Help Folly officials help you by completing the 2020 Census

questionnaire you’ve been hearing about, or may have received by mail.

The 10-minute questionnaire updates the 2010 Census, helps aid disaster & rescue efforts, determines distribution of federal & state funding, and guides other important funding considerations like highways, hospitals, and even school lunch programs. Take a few minutes to make a big difference at https://my2020census.gov/

City Council will be filling the At Large Vacancy (Term Ending 2023) on the Planning Commission vacancy in November and is seeking interested applicants. Please follow the instructions on the webpage to apply: https://www.cityoffollybeach.com/officials-and-ordinances/boards-and-commissions/ The deadline is October 31st . Please note: Household waste will be picked up each Monday and Thursday. Recycling will be collected every other Monday now. Please remove cans promptly. Dock repairs at Folly River Park are making

great progress. We hope for an opening announcement in November!

From DPW and Building Safety- Keeping the Right of Way clear.

As a reminder, the public right-of-way (ROW) is owned by the City and typically extends from the center of the road approximately 25’ in both directions. The shoulder of the road areas is required, per Ordinance 150.009, to remain clear of obstructions (plants, fences, seawalls, or other objects) in order to allow for Utilities, safe pull off areas, and public parking. Property owners may legally protect compliant driveways with signs purchased from the City in accordance with the applicable ordinance. If you are unsure of where your private property ends, you should have your property surveyed by a regis-tered SC land surveyor. News from the City of Folly Beach, and the Civic Club

The Chief’s Corner Friends, What a drop off after Labor Day! It’s a great chance to take a deep breath and get back to the small town feel of our island…back to seeing more faces you recognize. This is also the time of year that folks with bad intentions use to victimize the homes which now might be empty or unoccupied vehicles. You all do a great job looking out for one another, which is what makes this community so great. We would ask that you continue that vigilance and notify us of any suspicious situations you may encounter. Those might include someone trying door handles on cars, hanging around homes that are unoccupied, etc. We had a recent situation where some visitors from outside Folly thought they would steal from some vehicles. Due to some vigilant folks calling in what they saw, and some good police work, the items were recovered and suspects went to jail. I would also like to take the time to remind folks that although we live in a safe city, please lock your car doors and homes. Theft from vehicles is often a crime of opportunity; it is absolutely rare that anyone “breaks” into a vehicle, It is often due to it just being unlocked. In closing, if you see something, say something. We are open for business and taking your call 24/7 – 365 days a year. -Andrew

Happy Halloween! October 31, 2020, COVID-19 Style on “Funky and Living on the Edge,” Folly Beach, SC

Please be advised that pandemic rules and regulations will be strictly

enforced for these Folly Beach fun-filled community festivities!

House Decoration Competition Begin decorating your spooky, colorful, wacky, creative, and ghostly houses and property for daytime viewing and judging throughout the week before Halloween. All participants will need to register on the Home Page of the City website. Applications open on October 7th and the deadline for submissions is October 21st. Beginning on October 26th the judges will be traveling the neighborhoods during the day to select the winners!

The Witches Dance The County Park is the location of the witches dance on the beach the morning (10:00am) of the 31st. Please begin registering on the Home Page of the City website on October 7th and registration will close on October 21st so that we may anticipate and plan for the event. Once you register, we will provide you with the music and dance. The dance will take place on the beach in front of the Dunes House. There will be ample parking at the Park. The witches will be distanced, masked, and costumed. Additionally, they will have their brooms, and be ready to dance around the smoking caldron complemented by last year’s carnival music and dance steps! Witches may be accompanied by a guest that will enjoy the viewing and celebrate the witchery, revelry, and festivities.

Costume Contest Registration for the Costume Contest will be open on October 7th and close on October 21st. Participants will register on the Home Page of the City website. The Costume Contest will begin at 2:00pm on October 31st at the Community Center. West Indian Street will be closed near the Center to provide sufficient space and distance. We will need to organize the sequence of the participants by selected scheduled times. Please be on time and prepared to be judged. As a result of the pandemic and regula-tions if you have not signed up prior to this event, you may not participate. The categories for the contest are: Ages Infant to 4 years 5 to 8 years 9 to 12 years Family/Group During the contest trick or treat bags will be distributed to all participants. Please be advised that no gathering may occur, therefore, we will need to be efficient with the judging, distributing of the bags, and designating of the awards. All award winners for the House/Property Competition and the Costume Contest will be notified and posted on the Home Page of the City website.

As always volunteers will be essential and truly needed for all of these events. Please consider volunteering and participating in all of these celebrations and activities. Donations of funding and candy for the treat bags are always welcome.

Although this is a different “Carnival,” the program reflects a diversity of options for significant intergenerational community engagement and celebration. We appreciate the extensive and comprehensive commitment of the City and the assistance of the County Park system to work with and support the efforts of the Civic Club.
