1 Introduction
Canada Lands Company (CLC), in collaboration with Public Services and Procurement Canada
(PSPC), is undertaking preliminary studies and community engagement for the future redevelopment
of the site, municipally known as 530 Tremblay Road (“the site”). The site is envisioned as a new
Federal employment node within a compact, transit-supportive, mixed-use community in the City of
Ottawa.
This report presents a summary of “as we heard it” feedback received during the Open House for
this project, held on June 24, 2019, as part of the ongoing community engagement process that CLC
and PSPC are committed to, throughout the site redevelopment planning and design process.
2 Project Overview
2.1 Site Context
The 530 Tremblay Road Site is approximately 10.67 hectares in size with frontage on Tremblay Rd.
and St. Laurent Boulevard, as illustrated in Figure 1. The site is a former Ministry of Transportation
(MTO) property, and is currently vacant.

2.2 Planning Policy Framework and Approval Process
The site redevelopment will be guided by the City of Ottawa’s planning policy documents including
the Official Plan; Tremblay, St. Laurent and Cyrville Secondary Plan; St. Laurent Transit-Oriented
Development Plan; and Transit-Oriented Development Guidelines, among other City design
guidelines.
As part of the site redevelopment process, CLC will be required to obtain Draft Plan of Subdivision
approval from the City of Ottawa for the components of the proposed development which do not
comprise Federal office space, and intends to submit their application in August 2019. The City’s
approval process will include additional opportunities for public involvement including public notice,
comment and issue resolution periods, and a public meeting.
A Project Charter will be established to form a Joint Design Review Panel, consisting of members
from the City of Ottawa’s Urban Design Review Panel and the National Capital Commission’s Advisory
Committee on Planning, Design and Realty. CLC and PSPC will present their proposal to the Joint
Design Review Panel, which will provide comments and advice on design principles and the
Development Concept Plan for the site redevelopment.
2.3 Proposed CLV Development
This report summarizes feedback received at the June 24, 2019 Open House for CLC and PSPC’s
proposed redevelopment of the 530 Tremblay Road site, as shown in Figure 1. It should be noted
that the adjacent vacant lands to the west of the site are subject to a separate development
proposal by CLV Group. CLV Group’s proposal, consisting of two mid-rise residential buildings, was
presented to the community on June 13, 2019.
3 Open House – June 24, 2019
3.1 Participants and Approach
CLC staff, supported by WSP, hosted the Open House at the Ottawa Conference and Event Centre,
200 Coventry Rd., in Ottawa, from 5:30 pm to 9:00 pm on June 24, 2019. A total of 51A community
members attended the event. Notice of the open house was published in the Ottawa Citizen and Le
Droit on June 12, 2019. Approximately 233 invitations were mailed to residents in the area and
streets surrounding the site. Participants generally included residents of the local neighbourhood,
members of the public who work in the area, members of community and neighbourhood
associations, and local media.
Two identical bilingual presentations were provided by CLC and WSP at 5:45 pm and 7:15 pm.
Presentation materials are included in Appendix A, and consisted of the following information:

• Introduction of CLC, PSPC, and project team members present;
• Description of the site characteristics;
• Overview of the planning policy framework and zoning;
• Overview of the Development Principles for the site’s redevelopment;
• Overview of the Development Concept Plan, including building assumptions and potential
unit counts; and
• Summary of next steps and ways to stay informed.
Before and after the two presentations, community members were invited to review a series of 10
display boards, in both French and English. The display boards are included in Appendix B, and
consisted of the following information:
• Introduction to the project and site;
• Overview of the applicable Federal and municipal planning framework;
• Overview of the Development Principles for the site’s redevelopment;
• Presentation of the Development Concept Plan;
• Interactive board seeking feedback on preferred open space features; and
• Presentation of the proposed pedestrian bridge, connectivity, and circulation.
Community members were also invited to complete a Participant Feedback Form seeking input on
the format of the event, interest in the site, and best methods to be kept informed. CLC and WSP
also collected feedback, questions, comments, and suggestions captured ‘on the ground,’ as
community members viewed the display boards and interacted with project team members. Photos
from the Open House are shown in Figure 2 to Figure 4.

3.2 Development Concept Plan
A Development Concept Plan was presented to members of the community at the Open House for
their review and feedback. The Development Concept Plan is illustrated in Figure 5 and includes the
following design features:
• 150,000 square metres of Federal office space in three (3) buildings;
• Approximately 500 residential units;
• Approximately 3,485 square metres of commercial uses;
• One (1) park block;
• A sun court;
• A stormwater management pond;
• A connection to St. Laurent station by way of a pedestrian/cyclist bridge;
• A potential pathway connection to the existing tunnel underneath Highway 417;
• A pedestrian/cyclist pathway connection to the existing Eastway Gardens community;
• A potential driveway connection to the CLV lands; and
• Realignment of Tremblay Road
Open House participants were also invited to share their ideas and input on the Development
Concept Plan by marking-up and illustrating directly onto a copy of the Plan. One English-language
and one French-language version of the Development Concept Plan were provided for mark-up, and
are shown in Figure 6 and Figure 7.

The public input provided on the Development Concept Plan, as illustrated in Figure 6 and Figure 7
and, is summarized in Table 1.

3.3 Open Space Features
Community members were invited to provide input into the development of the park and open space
areas proposed in the southern and central portions of the site. As shown in Figure 8 and
Figure 9, display boards presented the question “What is your priority or ‘must-haves’ in the
community park and open space. Place a dot in the corresponding box.”

Figure 10 summarizes the priorities of participants, as indicated by community members on both the
English and French display boards.
As shown in Figure 7, strong support was shown for a farmer’s market, pathways, seating, and
community gardens by participants who provided input on the open space priorities. In addition,
community members added their own suggestions, as follows:
• Dog park or off-leash fenced dog area;
• Complement the park on Avenue N;
• Coffee shops;
• Bar or pub;
• Grocery store or fresh food store; and
• Water fountain.

3.4 Participant Feedback Forms
Participants of the Open House were asked to complete a Participant Feedback Form prior to leaving
the event. A total of 40 Participant Feedback Forms were completed. The following section presents
a summary of the Participant Feedback Form questions and results. It should be noted that in some
cases participants did not answer all questions on the form, and in some cases participants selected
multiple responses.

Participants who answered this question heard about the Open House in the following ways:
• Postal mail notices (16);
• Word of mouth (9);
• From their local Councillor (8);
• Through the Eastway Gardens Community Association (6);
• Ottawa Citizen newspaper notice (4);

• Facebook (1).

Participants who answered this question used the following means of transportation to access the
event:

Participants were asked to grade their satisfaction about the amount of information presented;
quality of information presented; answers to questions during the event; opportunity for discussion
and questions with project representatives; and whether the event was well advertised. Figure 11
illustrates the scores given by respondents for each question.

The results illustrated in Figure 11 indicate that participants were generally satisfied with the amount
and quality of information presented. Participants were generally satisfied with the answers to
questions received during the event, and the opportunity for discussion and questions with project
representatives. The results indicate that there is an opportunity to improve event advertising in the
future.
In addition, some participants left the following general comments on the Participant Feedback
Forms (responses provided verbatim):
• “No balconies overlooking the existing bungalows and community”
• “Just not enough notice” [event advertising]
• “A group Q&A would have been appreciated”
• “Please have sufficient parking for employees and residents so that they won't be parking on
the avenues or on Tremblay Road. Please ensure proposed road east of Coughlin will be the
access road into the CLV apartment building rather than opening up Avenue P on the west
side”
• “My worry is parking overflow onto Tremblay Road and the avenues, in the winter with the
snow the streets are narrow”
• “Suggest more condos as opposed to rentals; hope there is sufficient parking for federal
government as not all employees live in the city, several travel in from Gatineau, Orleans,
Russell, Embrun”
3.5 Participant Feedback and Questions on Display Boards
Throughout the event, CLC and WSP engaged with community members as they viewed the display
boards, shown in Appendix B, and collected feedback, questions, and comments. The community
feedback and questions captured “on the ground” are summarized in Table 2.

3.6 Supplementary Comment Submissions
Following the Open House, supplementary email submissions were received by CLC from community
members. These are summarized in Table 3.

4 Next Steps
CLC will host a final community drop-in to present a refined final Development Concept Plan that
considers all of the feedback received from the community in June and July of 2019. The
Development Concept Plan will then be presented to the Joint Design Review Panel, consisting of
members from the City of Ottawa’s Urban Design Review Panel and the National Capital
Commission’s Advisory Committee on Planning, Design and Realty, for preliminary comments.
Following this, CLC will submit their application for Draft Plan of Subdivision to the City of Ottawa,
anticipated in August 2019. These timelines may be subject to change as the project progresses.
