  • 2013 has started well for Hawkins, although it is hard to believe that we are already five months into the year! We all began the year with a sense of new beginnings putting the extraordinary challenges of 2012 behind us and moving firmly forward. This has certainly been the case, and we have entered the second quarter of the year in a very good place.

During February and March we completed our formal business planning process. Given the changes of the last year the Senior Leadership Team took the opportunity to step back and comprehensively review our business, from top to bottom and bottom to top. This process has made it very clear that after some tough years post-GFC, our industry is entering a phase of recovery and opportunity. Most importantly, Hawkins is uniquely placed in the industry 2013 is the start of a very exciting time.

Reflecting back on 2012, I would like to thank you all for coming through some significant challenges with our heads held high and with the respect of the market. You have all got on and done what we do best built great buildings for our clients! We do not get measured by whether we have problems We get measured by how we respond to problems. On this measure we can all be extremely proud of Hawkins and everyone in our teams.

The closure of the SFO investigation on the Hobson Street project in February, with the announcement that there was no case to answer, was great news for us all, particularly those in our team who were directly involved.

The first quarter of the year has seen the successful completion of some great projects:

New Lynn Merchant Quarter, Auckland ASB Theatre, Auckland Hobsonville Point Primary School, Auckland Sky City Lift Lobbies and Gaming Floor Toilet Refurbishment, Auckland Christchurch International Airports terminal Upgrade James Hyatt Building at the University of Canterbury Queen Margaret College, Hobson Complex, Wellington Les Mills, Hamilton University of Waikato Environmental Research Institute, Hamilton

Congratulations to everyone involved in these projects and thank you again for the hard work that has produced outstanding results and satisfied clients.

New work was slow in the first quarter, but the flow of projects to market has accelerated rapidly. In April the Christchurch team won the NZ Blood Service project for Ngai Tahu and the Rangers Park housing project for MBIE and the Auckland team secured the MIT Campus Transport Interchange project - collectively $110M of new work. Great results and great rewards for a huge amount of hard work well done.

As you are aware, 2012 saw significant changes to our leadership team with the appointment of Gary Walker to Auckland Regional Manager, Steve Taw to South Island Regional Manager and Dean Boston to lead the Canterbury Recovery Project. These new leaders have not only settled into their new roles, but have really grabbed the reins to guide the business to the next level the Senior Leadership Team is functioning very effectively as a unit and it is a pleasure and privilege to work with them and the regional and project teams throughout the business.

We have recently been pleased to provide opportunities for a number of great people from Mainzeal and I would like to formally welcome them to the team and to assure them that the transfusion from blue to orange blood will not be life threatening!

Lastly, I would like to thank you all for your generous support of the trust fund established for the three families who tragically lost loved ones as a result of the Hobsonville tornado in December the Trustees are in the process of distributing the funds to the respective beneficiaries. We hope that this financial support helps them to cope a little easier in their grief.

Overall, Hawkins is in a great space we have been strengthened by our challenges, are respected by the market and are exceptionally well positioned for the emerging opportunities. Keep up the good work!

    01 HAWKTALK _ MAY 2013

Welcome back to HawkTalk! This is our first edition since August last year, and you will notice a few changes as with many things in our business we have taken the opportunity to give it a fresh new lease of life.

FEEDBACK: We would love to hear your feedback on HawkTalk email us at [email protected]

  • GREENPROPERTy SUMMIT 2013In March Hawkins sponsored the 2013 Green Property Summit, which was hosted by the Property Council of New Zealand (PCNZ) and the New Zealand Green Building Council (NZGBC).

Craig Watkins and Rod Graham set up and manned the Hawkins stand on behalf of the company and attended day one of the conference. A Hawkins green building capability brochure was prepared and proved a successful and popular hand out to interested attendees of the conference which was held in Auckland.

Presentations were made by speakers from around the world, including Wade Lange (American Assets Trust & Chair-Elect, Lloyd EcoDistrict). Wade gave an insightful update on the five Portland EcoDistricts and the programme run by the Portland Sustainability Institute. Key questions were asked on how this can be translated to other cities around the world and what, in particular, Auckland could learn from this in relation to the development of its Unitary Plan.

Alex Cutler (CEO, NZGBC) gave an insightful presentation on how the National Australian Built Environment Rating System (NABERSNZ) has been developed for the New Zealand market. This is aimed at assessing the performance of building stock and providing

clarity to property owners on the benefits of building green. NABERSNZ has been developed in conjunction with NZGBC and EECA Business and is giving clear indications of performance gains on Green Star rated buildings. The current trends show an increased total return of up to three per cent for buildings that have a Green Star rating against those that do not.

San Francisco has been ranked as the number one Greenest City in North America in a research project conducted by the Economic Intelligence Unit. Numerous discussions were held on how San Francisco is leading the way with sustainable and renewable energy sources. Of particular interest was the citys access to vast supplies of hydro and photovoltaic electricity, which is supplemented by biogas closer to the city. Moving away from sustainability, also discussed was the comparison on seismic activity between San Francisco and New Zealand, in particular how New Zealand is coping with the proposed stregthening of heritage building stock.

Hawkins Construction is thrilled to have won nine awards including the coveted Registered Master Builders Supreme Award at the prestigious New Zealand Commercial Project Awards.

New Zealands most impressive commercial buildings battled it out at the national event, with Dunedins Forsyth Barr Stadium beating entries from 40 of the countrys other construction projects to scoop the top award. The 30,000 seat, indoor stadium also picked up the Gold Award in the Industrial section and was named National Category winner.

Other successes include the Gold Award and National Category Award in the Commercial and Civic section for the Christchurch Civic Building; a Silver Award in the Tourism and Leisure section for the Hilton Queenstown; a Silver Award in the Education section for the University Ovals Temporary Lecture Theatre; and the Bronze Award and National Category Award in the Residential section for the Christchurch Temporary Accommodation at Linwood Park and Kaiapoi Domain.

These awards are recognition of a huge team effort involving all parts of our supply chain.

South Island Regional Manager, Steve Taw, said: The success of all our projects is largely down to a truly committed team effort and everyone involved deserves to be congratulated on their high level of performance.

These projects reflect the way we do business and we are privileged to work with high quality sub-contractors who are experts in their field.

The Supreme Award is particularly satisfying and appropriately celebrates a venue that combines innovative architecture, engineering and construction into a world-class building.

I cant praise enough the talented Hawkins team along with the dedicated sub-contractors who were at the coalface for all the award-winning projects.

Ngai Tahu was named Maori Business of the Year at the Aotearoa NZ Maori Business Leaders awards.

The iwi was commended on the programmes it put together after the Canterbury earthquakes as providing strong examples of social accountability that enhance the quality of life for Maori, Pacific and other indigenous peoples.

Included in these initiatives is the innovative Maori apprenticeship scheme He Toki ki te Rika (He Toki), a partnership with Christchurch Polytechnic and Hawkins Construction that has

trained more than 150 Maori workers.

He Toki was launched to connect local Maori to the recovery of Otautahi. Hawkins has been involved with the programme since its inception by developing the Work Readiness Passport component of the programme. This prepares students for employment by developing their skills in CV writing, gaining site safe certificates and drivers licence preparation. Hawkins also provides work placements and job opportunities within the trades.

Since He Toki was launched in June 2010, more than 150 Maori have completed the course; 89 of those students are now employed and most of the remainder have enrolled in further training. Another 71 students enrolled in January this year and a further 80 students were inducted in the May intake.

If the economy is going to succeed, business must understand parliament and parliamentarians must understand business.

Since 2008 Hawkins has been a member of the NZ Business & Parliamentary Trust, an organisation set up in 1991 to increase parliamentarians understanding of business in New Zealand and to increase businesses understanding of Parliament and how government is exercised through Parliament.

Members include many of New Zealands

largest businesses, a cross section of 65 industry and sector leaders. Over the course of each year there are opportunities for member organisations to send representatives to participate in day-long seminars where the operational aspects of Parliament are explained by a cross section of parliamentarians.

In July Louisa Wall, MP for Manurewa in Auckland, will be visiting Hawkins to undertake a study programme. This is another opportunity that the Trust provides; MPs can elect to do a 3-5-day study programme of a business belonging to the

Trust. This gives them an opportunity to gain an understanding of how businesses operate, the opportunities and challenges that exist and the contribution that they make.

Earlier this year Nancy McConnell was appointed to represent Hawkins on the Board of the NZ Business & Parliamentary Trust. This is the governance group that fulfils the important role of ensuring that the Trust maintains its educational purpose now and into the future.

On the back of events in Auckland and Wellington the National Association of Women in Construction (NAWIC www.nawic.org.nz) launched its Canterbury branch in April with more than 200 guests turning up on the night.

Hawkins was one of the evenings sponsors and while Dan Ashby, Steve Taw and Andrew Holmes were not the only males in attendance, they were definitely outnumbered, by the Hawkins ladies alone.

Sara Fox, an international property development consultant in commercial real estate and construction management, as guest speaker, gave an excellent presentation on her career journey with an obvious highlight being management of the (Pounds)350M Swiss Re Tower, more commonly referred to as the Gerkhin an iconic London landmark. She also shared her perspective on the importance of public toilet design and how underrated this art is!

Steve Taw, as part of a wider panel discussion, gave the contractors perspective on collaborative contracting.

Membership is open to the broad spectrum of women involved in construction, and the organisation is always looking for mentors (male and female) to provide support for women in the industry.

  • HAWKINS MODEl FOR SEISMIC RETROFIT PROjECTS A new Hawkins model for seismic retrofit projects is gathering support and approval from building owners and councils around the country.

Roger Feast, Hawkins seismic retrofit national project lead, says that the 7-step negotiated design and build model provides a one-stop shop for seismic retrofit projects.

Its different from the traditional procurement process in that has a wider focus to include commercial as well as technical considerations. Very early on in the process, before the expenditure of significant sums of money, the client will be presented with design options reflecting different levels of seismic strengthening with high level cost estimates and valuations relative to the options.

Hawkins ability to provide this mixture of technical and commercial understanding will allow building owners to select the optimal strengthening solution for their buildings in the sometimes harsh light of commercial reality. Another element of the Hawkins model particularly attractive to building owners is that it provides reasonable cost certainty for each stage of the process.

Currently, building stock around the country is being assessed on earthquake ratings according to the current building code. If a building is below 34% of the code, then it is considered to be earthquake prone and there is a statutory requirement to strengthen such a building in accordance with local Territorial Authority policy.

Given the recent Christchurch earthquakes, there is also a push in the market to bring buildings up to a minimum of 67% of the

code. While this is not compulsory, there is a certain amount of pressure from lending institutions, insurance companies and tenants, who are more aware than ever of the risk of earthquakes, to achieve a higher strengthening standard.

In April, Hawkins was asked by Wellington City Council to host a booth at the Wellington Rocks! Earthquake and Building Safety Expo and to present a half-hour paper on its new delivery model.

Roger, Mike Farrelly and some of the Hawkins Wellington team, including Wellington Regional Manager Matt Wilton, manned the booth and fielded queries from Expo attendees. The feedback from building owners was very positive with specific strengthening leads being received for follow-up.

What became clear, says Roger, is that the many questions we thought building owners would have when they were told their building was earthquake prone were answered by our seismic retrofit model.

This was extremely encouraging, as it validated the research done by the Hawkins team in developing the model for a specific market.

We initiated discussions with consultants and building owners and realised that there is a significant sector of the market, particularly the middle tier commercial and multi-unit residential market, that is not well versed in the design, build, consenting and construction processes, says Roger. They can benefit from our ability to combine assistance from the best designers, our extensive building expertise and our commercial knowledge.

Roger says that as far as he is aware, Hawkins is the first cab off the rank with this one-stop shop approach to seismic retrofitting projects with its enhanced benefits of service, risk transfer and cost certainty.

Hawkins has done the research and is prepared to take the risk around this innovative approach. As with any new idea, it definitely carries some risk, and

retrofitting buildings is a complex area. But combined with the expertise and experience of the Hawkins team, we believe it has the potential to provide real value and efficiency nationwide for a wide range of seismic retrofit projects that will need to be undertaken in the near future.

And others agree. Not only has Wellington City Council, through Neville Brown, Wellington City Councils Earthquake Resilience Manager, already shown its support of the project at the recent Expo, but early discussions with Auckland Council and Property Council of NZ are also proving positive.

This is a flexible and collaborative approach, says Roger. While we will always engage actively in the traditional tender process, this will be an innovative and attractive option for an important sector of the commercial and residential market; one in which Hawkins is very proud to be leading the way.

  • AUCKlAND REGION ROUND UP

The Auckland market has moved from one of subdued confidence to one where there are positive signs of increased workload. Our projects have been closing well and our existing projects are all on target to meet their completion dates. The key projects for the region at the moment are Hobson Street, Hobsonville Schools and Middlemore Hospital.

Our goals for the year are:

    1. Build our workbook from the great project opportunities coming to market in May and June.

    2. Continue with the good work that is coming out of the regional forums (commercial, technical, construction and operations) so that we make real ground on operational excellence.

MeeTING THe MArkeTThe $3M-$15M project range, while competitive, is a very busy market and makes up just under half of the annual Auckland construction workload. As a building company we need to balance our portfolio and cannot afford to ignore this market segment. I am pleased to announce that following the demise of Mainzeal we have been fortunate to secure the services of key people from that business who have proven their success in medium-sized projects.

It is my pleasure to confirm that Nigel Crosland, Stewart Lovelock and Tony Urlich have joined the team to bolster our offering to this market. Nigel will take on the role of managing this market segment and will be supported by Stewart in contracts management and Tony on commercial matters.

This will fit seamlessly into our existing management structure with Steve, Mark and Jonathan taking care of large projects; Nigel, Stewart and Tony on medium projects; and Justin and Graham on interiors and specialty projects.

The team has recently been selected to complete the new Manukau campus project, which has been on hold since the Mainzeal collapse earlier in February.

The $95M complex, a partnership between MIT and Auckland Transport, will provide a modern and future-proofed tertiary education facility and integrated transport hub in the centre of South Auckland. It is being constructed above Auckland Transports already operational Manukau Station.

The project was the largest on Mainzeals books and was two thirds complete when the company went into receivership.

The team commenced on site in early May and will spend the new eight weeks waterproofing the structure before recommencing full construction.

    NEW FACES AKlD CURRENT PROjECTS

The Auckland region welcomes the following people to the team: Stewart Lovelock, Nigel Crosland, Vincent Lyman, Tony Urlich,Tristan Lewis, Christine ORourke, Steven Wildermoth and Darren Lewis. Welcome back Melissa Underwood who has been on maternity leave.

NEW TEAM oN THE BLocK Ive been asked to write a little something about myself by way of introduction to the Hawkins family but thought I would introduce the four of us (2 POMEs and 2 kiwis) as we are the new team on the block.

A bit of background on us all is that we are all family guys and have supportive and patient wives Kim, Karen, Haika and Michelle (married to Nigel, Stewart, Tony and Tristan) who for us old fellas have thank fully stuck around with us for a number of years. The four of us are all into sports, albeit more arm

chair viewing nowadays than on the field (apart from Tristan) with rugby being number one on the list. We all enjoy the occasional round of fair-weather golf and are always up for company team challenges.

Our service at Mainzeal was 34 years and we have worked together as a team for the past 4 years. Waitangi day 2013 was a sad day for us all and for the industry and I would not want this experience to be imposed on anybody again. Its quite amazing how many people it has had an impact upon.

Looking positively ahead this is a good opportunity to thank the senior management team for their foresight in introducing us to compliment the already highly successful construction division.

Word is out there and opportunities are making themselves known to us.

Feedback we hear is positive about the introduction of a medium sized delivery team within the already reputable construction arm at Hawkins.

The four of us wish to thank all those that we have met to date for making us feel most welcome and look forward to meeting the rest of the Hawkins family over the next couple of months.

Mark Katterns kindly invited us out to Middlemore Hospital to see the team out there and we wish to thank everybody for the warm welcome and congratulate all on such a successful project. Our initial thought around the invite was a check up on the progress of the blood transfusion from Blue to Orange?

    Cheers

    Nigel, Tony, Stewart and Tristan.

Hobsonville Primary School is a Public Private Partnership (PPP) between Learning Infrastructure Partners (LIP) and the Ministry of Education and provides the first PPP for new schools in New Zealand. Hobsonville Primary is the first of two schools to be constructed on the greenfield site. The new schools will service the developing Hobsonville community and will be a catalyst for further development of residential communities within the wider area.

Hawkins and ASC Architects were commissioned to design and construct both the primary and secondary schools for a combined student population of 2,290 students. The bar has been raised in terms of the construction quality, building performance and effectiveness of these 21st century learning environments; these schools will be like no others in New Zealand.

The common design philosophy of the layout and organisational programme for the schools centres on making learning environments that are focused on delivering enquiry-based learning, now regarded internationally as educational best practice.

There has been a concerted effort made in the selection of all building materials for this project. This is for two reasons; firstly, the school required a 5 Green Star built rating. Secondly, LIP is responsible for the maintenance of the school for 25 years, so it was important

to ensure that the school was as efficient and sustainable as possible. All materials were locally sourced where possible, and robust and resistant to mechanical damage.

With the first sod being turned in February 2012, the primary school was successfully delivered for the start of the school year in 2013. The secondary school commenced construction in October 2012 and is due to open in early 2014.

CHANGES IN THE REGIONThere have been a series of developments within the region, including, regrettably, some staff departures.

After a very industrious 10 years with the company, our Engineering Manager Tim Jones has decided to take a leap of faith and start his own business. During his decade with Hawkins Tim has taken engineering innovation to a new level, producing solutions to complex construction problems that have often made the difference between Hawkins winning or losing the industrys trickiest jobs, including Aotea Square, Viaduct Events Centre and SkyCity.

Edmond Leung, Quantity Surveyor, has been with Hawkins for eight years and has decided that the time has come to make some changes in his life. Edmond has taken off for a well-earned rest and to do some travelling, including visiting his homeland in time for his mothers birthday.

Andrew Houghton, Interiors Manager, resigned from the company in March this year. Andrew joined us in July 2011 at a time when workload

in the construction market was at an all-time low and tendering was exceptionally competitive. Despite this difficult environment we managed to pick up and deliver several good projects as a result of Andrews and the teams courage, conviction and hard work.

INTERIORS CHANGESAs a result of Andrews departure and the declining workload of our Interiors brand, we have decided in the short term to pool the resources of Auckland Construction and Interiors. This will allow us to better respond to the constantly changing market and be more flexible in our approach to tenders, project resourcing and staff allocation.

Justin de Beer and Graham Smith will continue to provide service and support to existing Interiors clients and will continue to focus on what our Interiors team does best, namely:

Refurbishing and fitting out existing spaces; Fitting out new built spaces; and Small works solutions to key existing clients.

I would like to stress that the Interiors brand is still very important to Hawkins and that we will continue to market the brand in any client interactions.

We will, as a result of these changes, be better placed to meet the market head on, across the board. The uniting of all staff in Hawkins Construction will have us ready to respond to change. We are working towards a more efficient and effective Hawkins, one that will make the boat go faster.

City Gate is a five-storey 5,300m2 office building being developed by McConnell Property and will be home to major tenants PWC and Southern Cross. Hawkins has recently been awarded the integrated fitout contract for levels 3 and 4, which will be occupied by PWC. We will also be pricing the Southern Cross fitout in the upcoming months. The building is almost fully leased with only 235m2 remaining.

The project is a design and build contract that we have been involved with for over two years, from concept phase. The bulk of the project is due for completion mid-July this year with some tenant fitout areas to follow.

Lead by Craig McCullough PM, Nigel Carrington SM, Ian Morris SM, Doug Sutherland FM, Christine Reynolds QS, Arnold Mercado SE, and Kumsun Reddy DM, this project has overcome some unique issues by way of design challenges and ground conditions: despite this the team is on target to complete this iconic Hamilton Project.

City Gate is the first Green Star certified building in the Hamilton CBD and the fifth in the Waikato and will deliver an efficient, healthy and productive work environment.

Hawkins won the open tender for this concrete frame building in November 2011. Work commenced in early December that year and is due for completion by end of May 2013. With approximately 8000m2 of floor space this building will be home to 80-plus bedrooms, which will form part of a 300-room complex.

There have been some challenges on the project, with interfaces of several varying faade elements along with a heavy

    concentration of ceiling services.

The site team is being led by Craig McCullough PM, Lance Strawbridge SM, Jim Davis SM, Dave Horwood FM, Arnold Mercado SE, Chris Benfell LH and Ben Connick as QS.

The client has predicted that this project will be award winning given the attention to detail and execution that the site team has been able to implement and deliver on this project.

We have now been on the campus for just over three years and the Waikato Clinical Centre (Mead Clinical Centre) project is drawing to a conclusion. Works originally commenced in 2010 and we have now completed the majority of the works with only 3 floors left to handover.

The new build has included numerous general consulting suites, new radiology department, 10 new operating theatres, two post-anaesthetic care units, dental department, angiography and endoscopy suites, and new high dependency and intensive care units, all of which have been handed over floor by floor in order to keep hospital operations running smoothly.

In addition to this and to allow the final completion of the building we are required to demolition an eight storey concrete structure in close proximity to many existing building some of which housed vibration sensitive equipment.

The project has had numerous challenges,

including the tight hospital site, restrictions on noise, dust, access, and hours, working around live and life dependant services as well as complex staging sequences and interfaces with five existing buildings, some of which have had to be partially demolished.

The team has had to deal with just over 6000 variations one of which had a value in excess of $10m. Another key component on this project is being defect free at completion.

Over the past several years the Wellington market has been typified by low margins and tight competition a result of the decline in government sector work, corporate downsizing / head office relocation and private development work drying up. We are still in a tight market with large construction projects $20M+ being few in number and well contested, however we are seeing an increase in volume in the latter part of the year.

Hawkins Wellington business has developed a strong mix of clients over the past six years that

spans the local government, commercial and development sectors. The team is currently engaged in 16 projects within the Wellington Region in value from $25k to $36.6M. This includes both the Construction and Interiors/Small Works teams.

Some of the key projects in the region at present include Newtown Park Flats, Berkeley Dallard Flats, Kapiti Airport Retail Precinct and the Keith Spry Pool extension.

    HAWKTALK _ MAY 2013 10

In early 2013 Hawkins decided to once again support one of the best golf events in Wellington -

The Property Council Golf Day. On one of the hottest days in March our sponsored hole and rodeo (with a mechanical bull activity!) was organised by Alicia Jansen, Carleen Taylor and Rachel Byrne. Andrew King and Dave Westlake fielded a team with clients John Burrell and Brian McInnes (Octa). The day was a lot of fun and a great chance to relax outdoors and network at the same time.

In mid March 2013 the international cricket summer saw the BLACKCAPS host England for the 2nd Test Match at the Hawkins Basin Reserve, Wellington. We put up our corporate marquee to host three very different days. The first two days saw a group of our key clients being invited along for a day of cricket, socialising and networking. The third day was a Hawkins family day where many of the team came along with their families for some well deserved R&R. Even though the test turned out to be a draw with the last day and a half day of play being rained off, the two-day event went off without a hitch and we received plenty of positive feedback from both our clients and staff.

Our Senior QS Clayton and his fianc Emma welcomed to the world a 3.4kg baby boy (Liam Burre Shanks) on 20 March.

The Hobson Development at Queen Margaret College is an exciting addition to the schools existing facilities. The Hobson Development provides provide the school with a full-size gymnasium with seating for up to 120 spectators, fitness facilities, physical education teaching

and resource rooms, substantial underground equipment storage facilities, an all-weather outdoor court, a common room, a private outdoor courtyard, four state-of-the-art language classrooms and language resource rooms.

As the work was undertaken while the school was operational, working hours were restricted, partly due to the school environment and partly due to the high profile neighbours, which included the Mexican Ambassador and the French Embassy.

Works are now complete and Prime Minister John Key opened the development on 10 May 2013.

This project is a major refurbishment of five accommodation buildings (two low-rise and three tower blocks), plus the demolition of another five-storey building. The work includes extensive demolition and seismic re-strengthening, asbestos removal, new services installation, a mix of new and refurbishment of existing fitout, external painting and landscaping. It is split into two key stages: stage one involves the refurbishment of a tower and a low-rise block and associated landscaping. Stage two is the completion of two towers, a low-rise block, demolition of the five-storey building and associated landscaping.

Each building will be handed over separately and tenants will need to be able to move in the day following practical completion. It is therefore critical that zero defects are made and that the completion dates are locked in well in advance to ensure the Wellington City

Council can provide its tenants with early notice and certainty regarding dates. The health and safety requirements are also very important, given that we are working in an operating accommodation facility with multiple critical tenant moves.

The project is nearing its final stages with the last of the Hawkins team finishing up on site by June 2013.

THERE IS A FOCUSED EFFORT AT PRESENT TO GAIN MORE MARKET SHARE AND REPEAT BUSINESS:

Through consistent great delivery A focused work programme was introduced in early 2012 to support the team to focus on delivery. This has resulted in a transformational shift in the business, with more capable, productive and client-focused teams producing excellent results in the field and gaining subsequent market recognition.

By developing an Interiors/ Small Works team This team has been running as an established unit for 12 months and has gained a very good

client base and ongoing stream of work.

Having specialism in seismic upgrades - A recent initiative is the development and launch of a one-stop-shop for clients who require upgrade work. This is in support of our already significant traditionally procured seismic projects.

Looking at the wider region outside the Greater Wellington area Target projects are being highlighted but will require excellent teams to ensure great delivery.

Increasing the front-end capability of our team As well as increasing our estimating resources, we are finalising a pre-construction/design management function to support the front end so

that we are able to add more value earlier in the process for our clients.

Targeting and developing relationships with clients who have long-term, large-value capital expenditure programmes This includes a focus on sectors that we have not previously been involved with in the region, including health and airport projects.

Hawkins Construction Wellington has an excellent team and the success and development of the business will be determined by consistent great project delivery for our clients.

    - Matt Wilton, Wellington Regional Manager

MARKET SUMMARYThe damage to buildings and infrastructure in Christchurch continues to surprise all of us. Large demolition plant dominates the inner city, and many people are not looking forward to yet another winter with exterior walls missing from their homes. Despite this, people remain upbeat about Christchurch and there are pockets of the city (such as Victoria Street) that show real signs of progress. Crane jibs still dominate the skyline, but for a different reason from that of demolition. There is certainly an increase in the number of real projects coming to the market and we are updating our plans to ensure that we can continue to service our existing clients.

PROJECT OVERVIEWThe new terminal upgrade for the Christchurch Airport has now been completed. This extremely challenging project was officially opened on 18

April with much fanfare. Ted Senner received a special mention from Jim Boult (CIALs CEO) and the team was also commended for the delivery of a fantastic product. This has been no mean feat, as the construction has taken place in the middle of a fully operational airport with a couple of earthquakes thrown in for good measure.

Eliot Sinclair building was handed over on time last month, despite the extremely tight timeframe and a number of design changes. The property owner (Ngai Tahu) has commended Paul OConnor and his team for the product they have delivered by recognising the value that Hawkins has brought to their project.

The University of Canterbury project handed over the James Hight building in February, having completed $30M worth of work with over 300 people at its peak making it the one of the largest projects in Christchurch at the time.

Check out the pictures of how close we are as a team very social working environment. Due to earthquake strengthening we are all crammed in the downstairs area of the office.

The works will be followed by renovations and an extension to Level 1. We only have to be cosy until mid-June when we will have a wonderful new working environment to enjoy. We are assuring ourselves it will all be worth it!

Stage one of the project for Christchurch International Airport Limited (CIAL) included the new check-in hall and integrated baggage handling system. The check-in hall has 54 check-in counters and numerous self-service kiosks. The integrated model allows check-in desks to be configured for either domestic or international flights, allowing all passengers to be checked in at the same processing hall.

A major feature of the new terminal is the $15M state-of-the-art baggage handling system spanning 750 meters. The system separates baggage by flight number and automatically x-rays luggage as required for international flights.

Construction of stage one spanned 22 months and included intensive testing to ensure that the baggage handling system was fully operational before being handed over.

Stage two of the project involved the demolition of the former domestic terminal and completion of the new terminal including airside lounges, domestic baggage reclaim area, revitalised international facilities and improvement of aircraft parking areas.

The project was carried out while the airport was fully operational and the new terminal was constructed over the footprint of the existing terminal, construction sequences were pre-planned in order to minimise disruption to normal airport operations. The staged programme allowed new operating systems to be commissioned and tested before the old systems were taken out of service.

For nearly two years, during the most intensive period of works, between 200 and 400 workers

were active on the construction site, rain or shine, each day. The project began in late June 2009 with a planned completion date of mid-May 2012. Following the Christchurch earthquakes in 2010 and 2011 and the delay effects of dealing safely with large quantities of asbestos during demolition of the old terminal, the completion date was amended to mid-March 2013 and was achieved.

Congratulations all staff who toiled away for over three years to deliver such a magnificent gateway to the South Island.

SOCIAL EVENTS/SPONSORSHIPSHawkins continues to support the He Toki programme, which provides training for young Maori. The next intake of students was last Wednesday. The most recent intake of 80 students was in mid May; the induction event was strongly supported by our staff and we look forward to following the next leaders of the industry through the programme. We have chosen to support SCAPE again this year. SCAPE is a not-for-profit organisation that provides public art to the region. Hawkins sponsorship-in-kind sees us providing project management

and construction services to the project - a sculpture called Tree Houses by local artist, Julia Morrison. The piece is due to be completed and on display between 20 September and 2 November. See http://goo.gl/LxfaC for more information.

LOOKING FORWARDThe next 12 months will provide more certainty around the Christchurch rebuild. There will be a number of new people joining us as the quantum of work increases. It is an exciting time for the region with larger and more interesting projects coming to the market that will generate opportunities for our team.

I want to personally thank you all for your continued commitment to Hawkins. Our brand is stronger than ever and the business is well positioned to make a real difference to our city.

Hawkins Infrastructure, as part of a joint venture with OHL from Spain, are one of two teams shortlisted to tender for a design and construct contract opportunity for the Ruataniwha Water Storage Scheme in the Hawkes Bay. The Hawkins / OHL team outdid Downer, MacDow, HEBS and Fulton Hogan to secure their invitation to tender.

The scheme, which comprises an 83m high, 140m top width concrete-faced rockfill dam on the Makororo River with spillways and a 6.5MW hydropower station, is anticipated to provide environmental, economic and social benefits for Hawkes Bay. It has the potential to open up another 25,000 hectares of land for farming, creating new job opportunities and giving a real boost to the regions economy, especially in Central Hawkes Bay. The scheme would improve the water quality and flows in the Tukituki River as the same time as providing secure water to irrigators. The irrigation area is approximately 22km from the dam.

The design phase, which will span between New Zealand and Australia, will run over four months, concluding in August.

This is a significant achievement for Infrastructures specialist water sector team reflecting the efforts put into developing track record and relationships over the past two years.

Brian was also honoured to partake in the ribbon cutting ceremony for the Plaza and proposing the toast at plaza luncheon along with leaders of Korean trade and industry.

Hawkins completed work on the Papakura Station on 6 May 2013 for Auckland Transport and KiwiRail. The scope of work included the construction of two new station platforms, relocation of the existing heritage station building, associated storm water drainage, new station shelters and urban design elements.

This was a large project, which had many challenges for the team, not least of which was working next to a live rail line and in areas to which the public had access. The team met all project milestones despite a tight timeframe and we are pleased to report that there were no accidents on site.

Site access was a big challenge on this project. Work had to be carried along the rail corridor in order to allow installation of structures, such as

steel shelters and 9m light masts.

Platforms 1 & 2 were due to be handed over at Easter. Despite delays in receiving design information for platform surfaces we achieved the Easter deadline working hard with our subcontractor to strip and re-grade the surface, strip the existing shelter and reassemble it with its glass and seats, install additional utility ducts and drainage and asphalt the whole area.

The station is currently fully operational, but will be officially opened by the Minister of Transport at a future date.

The Hawkins team is proud that we have finished this project to such a high standard further cementing the excellent working relationships we have in the rail sector.
