    Resolved by the Senate and House of Representatives of the UnitedStates of America in Congress assembled, That the first sentence ofsubdivision (b) of section 5 of the Act of October 6, 1917 (40 Stat.411), as amended, is hereby amended to read as follows:"During time of war or during any other period of national emer-gency declared by the, President, the President may, through anyagency that he may designate, or otherwise, investigate, regulate, orprohibit, under such rules and regulations as he may prescribe, bymeans of licenses or otherwise, any transactions in foreign exchange,transfers of credit between or payments by or to banking institutionsas defined by the President, and export, hoarding, melting, or ear-marking of gold or silver coin or bullion or currency, and any transfer,withdrawal or exportation of, or dealing in, any evidences of indebted-ness or evidences of ownership of property in which any foreign stateor a national or political subdivision thereof, as defined by the Presi-dent, has any interest, by any person within the United States or anyplace subject to the jurisdiction thereof; and the President may requireany person to furnish under oath, complete information relative to anytransaction referred to in this subdivision or to any property in whichany such foreign state, national or political subdivision has any inter-est, including the production of any books of account, contracts, letters,or other papers, in connection therewith in the custody or control ofsuch person, either before or after such transaction is completed.".SEC. 2. Executive Order Numbered 8389 of April 10 , 1940, and theregulations and general rulings issued thereunder by the Secretary

    of the Treasury are hereby approved and confirmed.SEC. 3. Nothing in this Joint Resolution shall be deemed to repealor to modify in any manner any of the provisions of the Act of April13, 1934, 48 Stat. 574 (the Johnson Act) or of the Neutrality Act of1939 (Public Resolution Numbered 54, Seventy-sixth Congress).Approved, May 7, 1940.

    Be it enacted by the Senate and House of Representatives of theUnited States of America in Congress assembled, That the Secre-tary of the Navy be, and he is hereby, authorized to accept on behalfof the United States the personal property bequeathed to the UnitedStates Naval Academy by the terms of the will of the late Dudley F.Wolfe.SEC. 2. There is hereby authorized to be appropriated, out of anymoney in the Treasury not otherwise appropriated, such sums asmay be necessary to effectuate the purposes of this Act.Approved, May 11, 1940.

    Resolved by the Senate and House of Representatives of the UnitedStates of America in Congress assembled,That (a) the joint resolutionentitled "Joint resolution to permit articles imported from foreigncountries for the purpose of exhibition at the New York World's Fair,1939, New York City, New York, to be admitted without payment oftariff, and for other purposes", approved August 16, 1937, as amendedand supplemented, is extended and made applicable to the New YorkWorld's Fair, 1940, Incorporated.(b ) The joint resolution entitled "Joint resolution providing for theimportation of articles free from tariff or customs duty for the purposeof exhibition at the Golden Gate International Exposition to be heldat San Francisco, California, in 1939, and for other purposes",approved May 18, 1937, as amended and supplemented, is extended andmade applicable to the Golden Gate International Exposition to beheld at San Francisco, California, in 1940.(c) The six-month periods provided for in the joint resolutionsreferred to in this section, with respect to articles heretofore or here-after imported under such joint resolutions or under such joint reso-lutions as amended and extended, shall begin to run from the closeof the respective expositions in 1940.SEC. 2. The Act entitled "An Act relating to the importation ofdistilled spirits for consumption at the New York World's Fair, 1939,and the Golden Gate International Exposition of 1939, and to dutieson certain articles to be exhibited at the New York World's Fair,1939", a pproved April 29 , 1939, as amended, is extended and madeapplicable to the New York World's Fair, 1940, Incorporated, andthe Golden Gate International Exposition to be held at San Francisco,California, in 1940.

    AN ACTTo authorize the striking of an appropriate medal in commemoration of thethree-hundredth anniversary of the establishment of Greenwich, Connecticut,as a town.

    Be it enacted by the Senate and House of Representatives of theUnited States of America in Congress assembled, That in com-memoration of the three-hundredth anniversary of the establish-ment of Greenwich, Connecticut, as a town, and the granting of acharter for such establishment, there shall be struck at a mint of theUnited States to be designated by the Director of the Mint fiftythousand commemorative medals of a special appropriate singledesign, size, weight, and composition to be fixed by the Director ofthe Mint with the approval of the Secretary of the Treasury.SEC. 2. Such commemorative medals shall be delivered to the dulyauthorized officers of Greenwich Tercentenary Committee upon pay-ment to the Director of the Mint of an amount to be fixed by theDirector of the Mint not less than the estimated cost of manufacture,including labor, materials, dies, use of machinery, and overheadexpenses; and security satisfactory to the Director of the Mint shallbe furnished to inden _nify the United States for the full payment ofsuch cost.
