55. Employment Services Referrals

55.1 Benefits Staff Procedures [42-701]

All CalWORKs clients must be referred to CalWORKs Employment Services (CWES) unless they are exempt from participation. 55.1.1 Exemption Request

If the client requests consideration for an exemption, the EW must issue the “CalWORKs and Welfare to Work Time Limit Exemption Request Form” (CW 2186A) to the client to determine if the client is exempt from CWES participation. All exemptions must be verified.

The CW 2186A must be provided by the EW when the client:

• Requests to be exempt from CWES participation, or• Disagrees with the CWES participation requirement.

55.1.2 Exemption Determination

The “CalWORKs and Welfare to Work Time Limit Exemption Determination” (CW 2186B) must be completed by the EW and provided to the client who requests an exemption. The CW 2186B is used for notification of the exemption approval or denial. The original CW 2186B is given to the client and a copy is scanned and indexed into IDM.

55.1.3 Mandatory and Voluntary Referrals

The EW must refer all mandatory and voluntary CalWORKs clients to Employment Services at the following times:

To complete the Employment Services referral, refer to the CalWIN OLUM for Employment Services Referral instructions.

55.1.4 Informing Requirements

Inform clients of the following:

• Their rights and responsibilities and the Financial Sanction penalties for non-cooperation.• Core & Non-Core Activities (provide informing notice)• Requirement to attend Employment Services Orientation (they will receive an appointment notice

in the mail)• The ES Orientation takes three to four hours.• The client cannot bring children to the ES Orientation. If the client needs to arrange child care for

the Orientation, they should call 4C’s at least one week prior to the Orientation. The phone number for clients to call is: (408) 928-3622.

55.1.5 Referral When Employment Services Status Changes

When an individual’s Employment Services registration status changes, the EW must take appropriate action to modify the Employment Services windows in CalWIN.

55.2 Request For Reevaluation Of Exemption Status

55.2.1 CWES Staff Procedures

If the CalWORKs Employment Services (CWES) worker receives a request for an exemption from WTW activities (CW 2186A) from the client, or otherwise discovers that an individual should be exempt, these procedures must be followed:

1. CWES Worker Receives completed CW 2186A from the client or other information indicating the cli-ent may be exempt from WTW participation.

Notifies the EW, using a user to user alert in CalWIN, that it appears the client should be exempt from mandatory registration and scans the CW 2186A or other medical verification into IDM.

Notifies their CWES Supervisor if there is no response from the EW within 30 days.

2. EW Takes action within 10 days to correctly determine the work registration status of each client.

Reviews information on the CW 2186A and medical verification or other verification provided by Employment Services.

Contacts the client for more information, if necessary.

• Notifies the CWES worker using a user to user alert if the client is NOT exempt or a delay of 30 days is needed in order to verify exemption status.

• Makes the final determination of work registration status.

• Completes the “CalWORKs and Welfare to Work Time Limit Exemption Determination” (CW 2186B).

3. CWES Supervisor Notifies the EW Supervisor if the EW fails to take requested action within 30 days and follows up with the EW Supervisor to ensure the required action is taken.

55.2.2 Client Request

The client has the right at any time to request an evaluation of their work registration status.

If the client... Then the client...

Does not agree with the EW's determination, May request a review of their work registration status, either verbally or by completing and submitting a CW 2186A.• The EW will request verification of the exemption, and• Enter the expiration date when verification is provided.

55.3 Employment Services

55.3.1 Orientation

Employment Services Orientation is a group meeting. At orientation the following information is explained:

• CalWORKs and TANF time limits,• WTW activities,• Participation requirements (core & non-core activities),• Hours of participation,• Attendance and Satisfactory progress,• Monthly reporting requirements,• Non-Compliance process,• Learning Disability Screening and Evaluation,• Appraisal process,• Rights and Responsibilities in the CalWORKs ES Program,

Note:If verification is not provided, the client continues to be a mandatory participant.

• Child care, transportation and ancillary supportive services, and• Any other available services.

The client will complete the following forms:

• “Acknowledgement of Limited Sharing of Information for the Administration of the CalWORKs Program” (SC 103)

• “Appraisal Questionnaire” (SC 1772),• “Employment Verification” (SC 1818)• “Employment Release Verification” (SC 1838),• “CWES Orientation Checklist” (SC 1859),• “Rights and Responsibilities” (WTW 1),• “Welfare to Work Activity Agreement” (WTW2), and• “Child Care Form” CCP 7

55.3.2 “Acknowledgement of Limited Sharing of Information for the Administration of the CalWORKs Program” (SCD 103)

It is necessary to use an “Acknowledgement of Limited Sharing of Information for the Administration of the CalWORKs Program” (SCD 103). This acknowledgment advises our client that we may share limited information about them and/or the persons for whom they receive CalWORKs benefits. The information shared is directly connected to the administration of the CalWORKs program and eligibility to services or benefits provided by community partners.

55.3.3 “Appraisal Questionnaire” (SCD 1772)

The CWES worker will use the “Appraisal Questionnaire” (SCD 1772) to determine the appropriate WTW activity in which the client must participate.

55.3.4 “Welfare to Work Activity Agreement” (WTW 2)

The CWES “Welfare to Work Plan Activity Agreement” (WTW 2) is an agreement between Employment Services and the client for a WTW plan. The Activity Agreement specifies the WTW plan in which a client must engage and the supportive services that will be provided to the client.

Supportive services for CWES clients can include:

• Child care,• Transportation expenses,• Work or training related expenses, and• Ancillary expenses.

55.4 Intern & Earn Program

Intern & Earn is an ongoing program available to CalWORKs youth.The program offers internships and workshops for CalWORKs eligible youth ages 16-18 years of age.

The program is available year-round during five cohorts with each scheduled cohort duration being eight weeks. The first week of the cohort will provide an on-boarding workshopof On the Job (OJT)

55.4.1 Youth Workshops

Components of the Intern & Earn Program are year-round life skills and career development workshops, referred to as the World of Work (WOW) Workshops. These workshops are designed to address the needs of youth entering the workforce and higher education; and to provide exposure to basic life skills.

To maximize youth participation, workshops are scheduled during accessible hours after school and school breaks at Employment Connection Centers. Workshop information and schedules are available at the Employment Connection website: https://www.sccgov.org/sites/ec/internandearn/Pages/home.aspx

Outreach

Participation in WOW Workshops is voluntary and eligible youth are recruited via:

• Mailers,• Text messages,• Phone, email, social media, • Information provided to the parents/guardians of the youth, and• Referrals.

55.4.2 Year-round Internship

Through engagement in the year-round workshops and annual recruitment efforts, youth may opt to participate in a paid internship throughout the year, Intern & Earn. Funding for these positions is through the Subsidized Employment Program for CalWORKs.

The County of Santa Clara Social Services Agency is the employer of record and responsible for all job development, placement and payroll responsibilities. Positions provide up to 30 hours of work each week for up to 8 weeks at a time, at a pre-approved hourly rate.

Earnings

Earnings from the Intern & Earn program are exempt for CalWORKs if the youth is:

• Under the age of 19, • A full time student, or • Has a school schedule equal to at least one half of a full time curriculum and is not employed full

time.

55.5 Home Visiting Program

The CalWORKs Home Visiting Program (HVP) is a voluntary program designed to pair new parents with a Public Health nurse who makes regular visits in the client’s home to provide guidance, coaching, access to prenatal and postnatal care, and other health and social services. The pairing of the HVP with CalWORKs provides an opportunity to connect parents with necessary resources, improve their parenting skills and household order, and ensure that their children have a safe and nurturing environment that allows them to thrive and grow.

As a voluntary program, county caseworkers play a critical role in promoting the HVP program and supporting clients as they engage in the program.

55.5.1 Target Population

• A member of a CalWORKs assistance unit who is pregnant, or

• A pregnant individual who has applied for CalWORKs within 60 calendar days prior to reaching the second trimester of pregnancy and would be eligible for CalWORKs other than having reached the second trimester of pregnancy, or

• An individual who has applied for and is apparently eligible for CalWORKs; “Apparent Eligibility” means that the information provided on the application and information otherwise available indicate that the applicant would be eligible for aid if the information was verified, or

• A parent or caretaker relative of a child less than 48 months at the time he or she enrolls in the HVP program.

Note:

The Public Health Department provides services through multi-tier models. The services they provide may be extended by the provider to the non-custodial parent with the custodial parents’ consent. This change will allow both parents to receive the benefit of consultation from a trained home visitor. Privacy of case information between the parents must be ensured.

55.5.2 Voluntary WTW Participation

Clients eligible for the CalWORKs HVP may volunteer for the Welfare to Work (WTW) program. Volunteers are not required to participate in WTW due to qualifying for a WTW exemption but choose to participate. Volunteers in WTW may end their voluntary participation at any time without loss of eligibility for aid, provided their status has not changed in a way that requires participation.

55.5.3 Benefits and Services Available

While working with a pregnant mom or a parent/caretaker relative with a child less than 48 months of age, explain to them the benefits and services that are available to them and their child(ren) if they choose to participate in the CalWORKs HVP. Participation in this program is strictly voluntary and will provide parents/caretakers the opportunity to obtain necessary support and resources.

A Public Health Nurse or other trained professional will make home visits to provide;

• Access to prenatal and postnatal care and other health and social services

• Connection with resources to improve parenting skills

• Encouragement for parent(s) to enroll his/her child(ren) in an early learning setting (i.e. child care center)

• Work experience and learning more about the physical, cognitive, and social-emotional development of his/her child(ren)

• Infant and child nutrition; and developmental screenings and assessments

• Other resources to ensure children have a safe and nurturing environment that fosters healthy development and school readiness.

55.5.4 Supportive Services

While participating in the CalWORKs HVP, recipients may be eligible for supportive services, which include:

• Child Care,

• Transportation,• Ancillary services, and • Diaper assistance for qualifying children in the home.

55.5.5 Referral Process

Referrals to the CalWORKs HVP may be made by both EW’s and/or EC’s and are initiated through the CalWIN Referral process. Upon completion of the referral, an email is generated and automatically sent to the Public Health Referral Center.

5. • When the Inquire on Case Listing window displays, [click] to close the window.• The Manage Referrals Detail response window appears with the individual tab displayed.

• Select the Referral Language from the drop-down field, if the language is not pre-filled.• Enter N in the Confidential field.• Enter N to prevent additional copies.• Enter N to not send additional email.• Enter Y to suppress client copy.

6. • Click the Referred to Office tab to identify the referral service need.• Select CalWORKs Home Visitation from the Need drop-down menu.

• Click on [Find] in the “Office Information” group box to search for the provider name and location name.

7. The Search Location response window appears with the CalWORKs Home Visitation Need pre-filled.

• From the Area Served (Census Tract Number) drop-down, select any value.• From the Language Served drop-down, select the client’s primary language.• Click [Search].• From the search results, choose CalWORKs Home Visitation provider at 1879 Senter

Road, San Jose, and click [Select].

8. The Manage Referral Detail Response window displays with the Provider’s Name and Location Name in the Office Information group box.• Click on the Referral Notes tab.• Include CalWORKs family demographic information: name(s) and ages of children in the

home; gestational period for mom, if pregnant; and any other information that may assist the home visitor such as the reason for the referral. This information is critical to ensure

that the appropriate home visitation service provider is linked to the family.• Click Save.

9. No entries are needed in the [Follow up] tab. No follow-up is required. Referrals are sent to the Public Health Referral Center. Note: Home Visitors assigned to the cases will provide status reports to CWES Clerical Support.

• From the Follow-Up Required [Y/N], select No from the drop-down.• Click the [Print Referral/Send] button to send the referral.• When the System Information window appears, click OK.

10. The above step completes the referral. Notice that the Print Referral/Send button is no longer enabled and the fields previously completed are protected.

• Close and save the Manage Referral Detail window.

11. You return to the Display Referrals window.

The client’s name remains in the Individual field on the window. Notice the Reference # and the status of the referral are now Closed, because the referral was sent.

• Close the window.

12. Enter comments in the Maintain Case Comments window of CalWIN.

55.5.6 Collect Individual Cal-OAR Detail window

All CalWORKs HVP referrals and outcomes must be tracked for reporting purposes. The data must be tracked in the Collect Individual Cal-OAR Detail when an individual has been offered HVP, when the client declines the offer or when the individual participates in the HVP.

HVP Fields:

• Offer is defined as verbally providing information to the client and offering a referral to HVP, either in person or by phone.

• Declined is defined as verbally providing information to the client and the client declines the offer, either in person or by phone.

• Participant is defined as first home visit has been completed.

If... Then...

HVP is offered... • In the Collect Individual Cal-OAR Detail window enter:• Yes in the Offered field.• The date of the referral in the Date field.

Note:When a client is subsequently offered HVP (for example, at RRR/Re-application), the new data must be entered to capture the data for the measure. The previous data will be retained in the View History window.

55.5.7 Forms

The “Home Visitation Program Acknowledgement” form (CW 2224) must be completed, indicating the client’s desire to opt-in to the program. A copy is given to the client. The CW 2224 must be included in the Intake and RRR Packets.

CalWORKs Home Visiting Program flyer (SCD 2552)

A “CalWORKs Home Visiting Program” flyer (SCD 2552) is available in the DEBS Forms Library and may be distributed to clients that may be eligible for this program. The SCD 2552 provides a general overview of the program and the benefits available to participants. The SCD 2552 must be included in the Intake and RRR Packets.

55.6 Family Services Program

55.6.1 Background

In Santa Clara County Social Services Agency (SSA), the Family Stabilization services and the CalWORKs Housing Support Program (CHSP) are incorporated into the Family Services (FS) Program. This includes intensive case management designed to address crisis situations. This strategy is designed to enhance and assist with participation, prior to, or concurrent with WTW activities. In addition to housing services, FS includes mental health counseling, substance abuse counseling, domestic violence services and access to Social Work staff.

55.6.2 Family Services Program

FS is a multi-disciplinary approach to WTW services with the purpose of helping the client stabilize any family situation, issue, problem or barrier to employment that is adversely affecting the client’s ability to participate in WTW. Participation is voluntary and failure to comply with the FS plan without good cause is not subject to the non-compliance process.

55.6.3 Eligibility Criteria

With the exception of the CHSP criteria, FS participants must meet eligibility criteria:

• An active CWES registrant, or• In Good Cause Status, or• Exempt Status, or• Welfare to Work (WTW) sanctioned who agree to cure sanction and sign curing sanction plan; or• An active CWES registrant’s family member in the Assistance Unit (AU), and• Have time remaining on the WTW 24-month time clock.

55.6.4 Family Services Referral

Eligible WTW clients may be referred for FS at any point in the participant flow as follows:

• Client request (self-referral)• Service Provider recommendation• Eligibility Worker• Employment Counselor• Social Worker

55.6.5 Family Services Housing Assistance

Housing is a major barrier to WTW participation and family stability. As part of its wrap-around services, the Family Services Program helps eligible CalWORKs families with housing assistance and support. The Family Services Program includes the Family Stabilization Housing Assistance Program, which focuses on homeless prevention, while the CHSP aims to assist families who are already homeless by providing housing support. Each of the two housing programs has its own rules and procedures, although some may be the same.

CWES clients who are eligible for either program are referred to the Family Services Unit for housing assistance and support. The first housing program option to be explored with the client is CHSP.

55.6.6 Supplemental Housing Assistance Payments

In coordination with Eligibility Workers, FS Employment Counselors issue supplemental housing assistance payments to eligible CalWORKs families who are in receipt of Temporary Homeless Assistance (THA). The Eligibility Worker issues the first homeless assistance payment, followed by the FS EC who issues supplemental payments via the Employment Services Subsystem. Refer to CW HB Chapter 36 for the Family Services Supplemental Housing Assistance Payments Process.

55.6.7 CalWORKs Housing Support Program

The CalWORKs Housing Support Program (CHSP) is designed to assist eligible CalWORKs families who are experiencing homelessness. This program is separate from the Homeless Assistance that is issued by the Eligibility Worker, and is in addition to the Family Stabilization Housing Assistance program. The FS ES Specialist is to explore CHSP as the primary housing program. The CHSP is included within the menu of services offered through the FS Unit. The FS EC Specialist coordinates these services for eligible CWES participants and initiates the referral to the CHSP service provider.

55.6.8 Eligibility Criteria

Eligible CalWORKs families must meet the criteria below to be eligible to apply for the CHSP:

• Lacking a fixed and regular nighttime residences and either is:

• Having a primary nighttime residence that is a supervised publicly or privately operated shelter designed to provide temporary living accommodations, or

• Residing in a public or private place not designed for, or ordinarily used as a regular sleeping accommodation for human beings, or

• In receipt of a judgment for eviction, as ordered by the court.

55.6.9 Eligible CalWORKs Families

All CWES clients (active, exempt, curing sanction), including those who have exhausted their WTW 24-Month Time Clock are eligible to receive CHSP.

In addition, Non-WTW CalWORKs (Safety Net) families with an undocumented parent or parent that is timed-out from the 48-th Month Time on Aid Clock are eligible.

Referral Guidance

If the client is... Then...

An Active CWES Participant. The client shall be referred to their CWES Employment Counselor (EC). The EC will initiate a referral via the existing Family Stabilization referral process.

Sanctioned or exempt, The EW shall instruct the client to call (408) 758-3500 and request to speak to the Engagement Unit.

An adult in a Safety Net/Timed-out case, The assigned EW will initiate a referral to the CHSP via the CalWIN Referral subsystem.

To generate a CHSP referral in CalWIN, EWs will:

• Select the Registration function in CalWIN• Double-click on Client Referral • Select the Display Referrals window and click [Open]• Click [Find] next to the Individual field (the Clear Individual through CalWIN window appears)• Enter the client’s name and SSN and click [Search]• Click [Select] on the client’s name• On the Display Referrals window click Add on the tool bar

On the [Referred to Office] tab of the Manage Referral Detail window select the appropriate CalWORKs Housing Support Pgrm (CHSP) reason from the Need drop-down menu

• Click [Find] in the “Office Information” group box, to search for the location and provider• In the Search Location window, select any number from the Area Served drop down box, then

click [Search]• Select Abode Housing Services, Benefits,1870 Senter Road

Now the Manage Referral Detail response window displays with the Provider’s Name and Location Name in the “Office Information” group box.

• On the [Follow-up] tab, enter “Y” to follow and enter 1 month from referral and any other pertinent information.

• Click Save.• Click Print Referral/Send.• Enter Case Comments.

Note:

Case will reflect “Open” status in CalWIN if all data elements have been accepted.

55.6.10 Services Offered

The CHSP includes, but is not limited to the following services:

• Intensive case management• Assistance locating and securing housing• Payment of security deposit (first month rent, deposit/last month rent) required to secure housing• Emergency lodging/hotel assistance

• Utility payments needed to retain/obtain housing• Moving arrangements and moving costs• Assistance understanding leases• Renter’s insurance if required to secure housing• Short-term housing subsidy where household transitions gradually to full payment of rent• Mediation and outreach to landlords• Financial education referrals• Incentives• Other service referrals to support housing stability

55.6.11 CHSP Liaisons

A CHSP liaison is designated at each district office. The liaison will facilitate communication between the HSP provider and the EW. The HSP provider will contact the designated CHSP district office liaison to update them when a CHSP application is denied. The liaison will inform the EW. EWs shall follow-up with the client to assess additional referral options. The HSP provider will contact the liaison when the CHSP application is approved when the recipient is in receipt of TS.

55.6.12 Cal-OAR Measure

The California Outcomes and Accountability Review (Cal-OAR) includes the Homeless Assistance (HA), both Temporary and Permanent housing, and CHSP. The calculation for the measure is a combined measure for both the HA and CHSP.

Eligibility Workers complete the CalWIN fields for both HA and CHSP (in CalWIN that will be the Housing Support Program (HSP) when there is a HA request and the client meets the eligibility criteria listed in 55.5.3 or 55.6.9. Entries in the Collect Individual Cal-OAR Detail window are as follows:

• Select “Yes” in the Housing Support Program group box.• Enter the “Date” when client is referred to HSP based on current process.• Select “Yes” in the Received Services within 30 Days of Referral [Y/N] field when notification is

received indicating that the client received services within 30 days of referral,.

Note:

Services are defined generally as any initial related HSP services.

55.7 Welfare To Work (WTW) Activities

Any non-exempt client is required to participate in WTW activities. A client may be enrolled in more than one WTW activity at the same time.

55.7.1 Job Club

Job Club is a 5-day workshop. Participation in all 5 days of the workshop is mandatory. In Job Club, the client learns how to complete job applications and resumes, prepares for interviews, builds self-esteem and locates job openings.

55.7.2 Job Search/Networking

Job Search may last up to three (3) weeks, unless employment is obtained prior to the end of the session. The client will work closely with an Employment Counselor who assists clients in finding a job. The client will be given interview leads and have access to job listings, resource materials, video equipment, telephone banks, computers, fax machines and computers to assist with the job search.

55.7.3 Self-Initiated Program (SIP)

A Self-Initiated Program (SIP) exists when a client is already enrolled/attending an educational or training program at the time he/she becomes an active Employment Services client. Employment Services MAY allow a client to continue in a SIP if:

• The program is likely to lead to self-supporting employment, • The program provides skills needed in the local job market, and• The client is making satisfactory progress in their assigned program.

Note:

The EW must never tell a client that he/she will have to drop out of school or a training program. EWs must not attempt to answer client's questions regarding education or training because of the complexity of the Employment Services program requirements. Clients should be told that their questions about education or training will be answered by the CWES worker at the time of their Orientation appointment.

55.7.4 Adult Basic Education (ABE)

Adult Basic Education services are provided to clients who have not completed high school. These services include reading, writing, arithmetic, high school proficiency, English as a Second Language (ESL) or General Equivalency Diploma (GED).

55.7.5 ESL

English as a Second Language (ESL) teaches English skills to clients who need help speaking and/or understanding English.

55.7.6 GED

The General Equivalency Diploma (GED) services prepare those who do not have a high school diploma or the equivalent to get a GED certificate.

55.7.7 Assessment

The goal of Assessment is for the CWES Assessment Counselor and the client to develop an employment plan that will help the individual obtain employment and become self-sufficient. To do this, the CWES Assessment Counselor will look at the client’s abilities, interests, achievement tests, work history and education.

55.7.8 Vocational Training

Vocational training teaches clients skills to qualify for a specific job. This training is generally provided in a classroom setting.

55.7.9 Education and Training

Education and training activities could be college courses, vocational ESL, or adult education. Special services may include job search workshops, supervised job search, unsupervised job search, and job counseling.

55.7.10 Work Experience

Work Experience is unpaid training and work in a public or private nonprofit organization. It is designed to help the client gain work experience, develop job skills or enhance existing job skills that will lead to employment.

55.7.11 Employment

Work activities may include unsubsidized employment, subsidized private sector employment, or subsidized public sector employment.

55.7.12 Safety Net Subsidized Employment Program

Individuals who are approaching 42 months of their CalWORKs 48-month time clock and individuals who have timed-out may be eligible to participate in a subsidized employment program. Individuals who participate in the subsidized employment program may be eligible to receive supportive services for up to 12 months provided that they were placed into a subsidized employment activity within 12 months from the date of the discontinuance due to timing out from their 48-month clock. EWs shall provide the “Subsidized Employment Program Informational Letter/Flier” (SCD 2467) during time on aid (TOA) reviews to inform clients about the program.

55.8 Good Cause

If the client has a condition or other circumstance that temporarily prevents him/her from participating in WTW activities, Employment Services will determine whether the client has good cause for not participating in WTW activities.

Note:

A good cause determination is made only by the CWES worker and monitored monthly.

The CWES worker will first pursue possible exemptions for CalWORKs clients before determining good cause.

Good cause may include the following:

Good Cause Definition

Illness/Injury The client is temporarily ill or physically or mentally unable to participate in WTW activ-ities.

Court/Incarceration The client is required to appear in court or is temporarily incarcerated.

Family Crisis The client is experiencing a family crisis or a change in individual or family circum-stances, such as:• Death of a spouse, parent, or child, or

• Illness of a spouse, parent, or child which requires the client’s immediate attention.

Lack of Supportive Services The client is in need of transportation, work or training-related expenses to participate, and these have not been provided.

Child Care Licensed or exempt child care is not reasonably available during the client’s hours of training or employment, or arrangements have broken down or have been interrupted for:• A child 12 years old or younger, or

• A child who is in Foster Care or is an SSI recipient and who is living in the same home but not included in the AU.

Homelessness The client is considered homeless when verification is received that the AU:• Lacks a fixed and regular nighttime residence, or

• Has a primary nighttime residence that is a supervised, publicly or privately operated shelter designed to provide temporary living accommodations, or

• Is residing in a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings, such as a hallway, bus station, lobby, or car.

Domestic Abuse The client is a victim of domestic abuse and participation would be harmful to the indi-vidual or his/her family.

55.9 Notification to Employment Services

The EW must notify Employment Services within three days of any determination which may affect a client's Employment Services status. Use this chart to determine how to notify Employment Services:
