The Muslim Converts’ Association of Singapore (Darul Arqam Singapore) is a registered charitable organisation with the Registry of Society of Singapore dedicated towards public education, social welfare and religious enhancement of the community. The cross-cultural fabric of our members and community indeed represents the essence of harmonious living in a multi-racial country that transcends global boundaries.

The blessings of 2013 are still reverberating within the Association. Alhamdulillah. As this vigour propels waves of motivation for us this year, we step forward in our cause for Islam, having learnt from previous experiences and striving to be better guided in righteousness for the community every day. In 2013, we have expanded our support programme for new Converts to include an integrated pastoral care system that works towards building better network and social support for all newcomers to Islam. This enhancement helped to provide wider coverage in outreach to the Converts, besides the existing Befrienders Scheme, Multi-National Clubs, and other volunteer-based programmes already available at the Association. Continuing efforts to spread understanding of Islam, we had a dynamic stream of programmes bringing forth discussions on contemporary subjects pertaining to Islam and Muslims in plural society. The Singapore Muslim Youth Debate, in its fourth instalment, earned national recognition with participation by almost 80 debaters representing several non-profit bodies such as PRAXIS (Young AMP + Mendaki Club), tertiary institutions (local polytechnics and universities) and Madrasahs. This national-level debate series, one of the many innovative programmes by the Youth of Darul Arqam (YODA), engaged the younger Muslim generation, bolstered their confidence and also, reflected quality potential force for the Association. As we strengthened our resources and quality of courses at the Association, we explored the option to facilitate the learning of new Converts who were staying in the northern and western parts of Singapore by holding several courses at Al-Khair Mosque.

We also continued to serve the community with the Zakat contributions entrusted upon us, through our activities for the asnaf (beneficiaries) as mentioned in the Qur’an. Significantly, this indicated the continuity of the monthly and annual financial aid programmes for the fakir and miskin (poor and needy). On behalf of the staff of the Association, we want to thank those who have supported the Association, especially our executive committee and council, our members, our volunteers and those who are served by our programmes. Your willingness to continually support us and remind us of our mission in caring for the welfare of the people strengthens our spirit. A hadith narrated by A’ishah (RA) states, “The actions which Prophet Muhammad (SAW) loved most were those which were done most constantly.” Insha’Allah, let us carry forward in 2014 the consistent supplications for Allah (SWT) to guide us towards being a righteous people that contributes positively to the community.

Investment Sub-Committee The Investment Sub-Committee was tasked to improve the return on capital of the Association’s reserves. The members of the Sub-Committee were:-

Sale of Property 970 Geylang Road #01-02 Tristar Complex The sale of property at 970 Geylang Road #01-02 Tristar Complex was approved by Council for sale on 27 October 2012 and was completed on 15 February 2013. The property was sold through an open tender for $8,900,017.

Renovation Renovation works costing $529,623 was awarded to the contractor through an open tender and the Council approved the tender award on 31 August 2013. The works at the following locations commenced on 12 September 2013 and was completed on 10 January 2014.

One-Stop Centre for Converts (OSCC) In 2013, Darul Arqam as a One-Stop Centre for Converts continued to facilitate the issuance of the following:

- Conversion Card - Conversion Kit - Reimbursements of fees for

o transport o circumcision o charges incurred upon insertion of Muslim name in identity card for

Singaporeans

All Converts had been advised and highly encouraged to attend the Knowing Islam Session (KIS), Beginners’ Course in Islam and Solah Tutorial prior to making an appointment for conversion. On the day of conversion, the Converts were personally invited to participate in the upcoming activities and attend the talks that would be organised by Darul Arqam. This is part of the efforts to build a strong relationship with the Converts as well as encouraging them to continue attending more classes that are made available for them in Darul Arqam

Pastoral Care Programme (PCP) The Pastoral Care Programme (PCP) introduced new Converts to Mentors/Befrienders with the hope that a friendship ensue, catalysing the Convert to further understand the way of life of a Muslim. Where necessary, the Mentor guides the new Convert to the established resources of The Association such as: educational services, social events, financial assistance, counselling services, legal advice, etc. In the long run, through the PCP, we hope to identify selected Converts to contribute as volunteers to the organisation. The PCP commenced from the middle of the year with a total of 224 of 403 Converts participations showing 56% take-up rate. Those who declined PCP cited that they already have stable social and religious support.

Monthly Discussion Monthly discussions were held for the Converts, members and non-Muslims in various languages. These discussions were conducted by volunteers and asatizah who speak the particular languages and were conducted on Sundays. Once a year, all the different group congregate so as to form better ukhuwah among each other.

Iftar The 4 Iftars were held on 13 July, 20 July, 27 July, and 3 August. The attendance for every Iftar ranged between 500 to 650 pax. On 28 July, an Iftar was organised for the volunteers who helped out for all the Iftar preparations such as setting up of the tables and chairs, collection of food and crowd management etc.

Zakat Disbursement in Ramadhan On 28 July, the yearly Zakat Disbursement was conducted, benefiting 555 families each receiving $270 in cash and $80 in NTUC vouchers. The Guest of Honour was Mr Lawrence Wong, Acting Minister for Culture, Community and Youth. A total of $194,250 was distributed ($149,850 from Zakat funds and $44,400 from Fidyah).

Befriending Scheme Throughout the year, there were activities that focus to assist future Converts (who attended the BCI) to be familiar with Islam and its practices while fostering bonds among the staff, volunteers and students. volunteers attended this training. Mar – Jun 15 volunteers were involved in the scheme. They held discussion sessions with the

students of BCI after the class. Apr – May A befriending training of 7 sessions was held for new and existing volunteers. 17 new

volunteers attended this training. May – Jul 15 volunteers were involved in the scheme. They held discussion sessions with the

students of BCI after the class. Aug A post-befriending session was held to invite all the students and volunteers to celebrate

Eid Fitri together. This served as a platform to engage the students to continue learning about Islam.

Sep A befriending training of 6 sessions was held to train new and existing volunteers for the scheme. A total of 21 new volunteers have attended this training.

Sep – Nov 15 volunteers were involved in the scheme. They held discussion sessions with the students of BCI after the class.

Oct A Hijab Workshop cum Tea Party was held by the female volunteers for the ladies of BCI. A total of 41 participants (volunteers and befriendees) came together for an interactive session about how to don the hijab and the importance of it.

The Muslim Reader Magazine The Muslim Reader (TMR), the Association’s flagship magazine, provided relevant information to the new Muslims, who are in tune to learn more about their faith, and to the English-speaking members of the Muslim community. Maintaining a circulation of 4,000 copies, TMR is distributed to members of the Association. The magazines were also available for subscription and sale at the English Islamic Bookshop. The themes of the editions released in 2013 were “The World in Front”; Towards Inner Peace”; and “Down To Earth”. Teens’ Crossroads Magazine Teens’ Crossroads (TC) is geared primarily toward secondary and tertiary students. A column-based publication, TC presents lively articles with colour photos and illustrations to convey the energy and thought-stimulating attitude inherent in the rapidly changing world of youths. Distributed free-of-charge, TC appeals to youngsters, aged between 14 and 21, who are curious about the world and are interested in the intriguing and youthful scenes of arts, sports, social action and technology. The themes of the editions released in 2013 were “All Things Social Media”; “Real Life”; and “The Gift of Blessings”.

The Muslim Reader Application on iOS This mobile application was developed to make The Muslim Reader (TMR) and Teens’ Crossroads (TC) magazines available for users of iOS devices (i.e. iPhone and iPad), through download on the iTunes store. With the availability of TMR and TC magazines electronically, the opportunity for da’wah is also opened for the growing segment of consumers within the e-reader market, regardless of proximity to Singapore. By end December, about 1,000 downloads of the App is recorded. Five videos of lectures recently recorded in 2013 are also available for viewing on the App, uploaded between October and December. External Courses Fiqh, Quran and Solat courses were also held at Al-Khair Mosque for accessibility of students staying in the Western and Northern parts of Singapore.

Personal Coaching The Individual Personal Coaching (IPC) was provided for students who had irregular working hours, travelled frequently, and required a language other than English as the medium of instruction, or on a very short stay in Singapore. The IPC was conducted at the mutual convenience of the teacher and the student. In 2013, 166 students had been assigned a teacher to undergo IPC.

Basic Para-Counselling Workshop In March and August, Ust Saif-ur-Rahman conducted the workshop for a total of 37 participants, consisting of Converts as well as born Muslims.

Shari’ah Law Workshop Two workshops were organised respectively on 6 and 13 April. Ust Saif-ur-Rahman conducted the workshop. The total number of participants was 70.

Internalising Islam In March, a half-day workshop was organised for new Converts and potential new Converts. Besides learning the definitions of “Islam” and “Muslim”, participants were also taught about our Holy Prophet Muhammad (SAW), our Role Model as a Leader who has Brought Light and Guidance for all Mankind. In September, participants learnt about the Concept of Submission and Sacrifice; Lessons from the Past, our Prophets Ibrahim (AS) and Ismail (AS). Both workshops were conducted by Ust Saif-ur-Rahman.

Religious Guidance and Iqra Classes for Indonesian Domestic Helpers The Indonesian Domestic Helpers programme was conducted on the first Sunday of each month. On the average, about 120 Indonesian Domestic helpers attended each religious class. In 2013, the Iqra class for the Indonesian Domestic Workers continued to be conducted on every first Sunday of each month, prior to the religious guidance session.

The Singapore Muslim Youth Debate (SMYD) – SM Jaleel Challenge Trophy The debate series was elevated to a national level and SMYD is now a flagship event of YODA. There were three sponsorships. The sponsors for SMYD 2013 were – 1st cash prize and challenge trophy totalling $5,000 from SM Jaleel, 2nd cash prize of $2000 from Muhammad Baiross and 3rd cash prize of $2,000 from Salleh Marican. A series of debates to encourage active social participation and instil skills in intellectual discourse, critical thinking and creativity. Participating teams consisted of various organisations, tertiary institutions and mosque youth wings.

14 – 21 Sep SMYD Quarter Finals held at Khadijah Mosque Auditorium & the Semi-Finals held at Mydin Mosque Auditorium.

Previously known as Youth Forum, it was a one day event which comprised of two parts - Talk/Forum and Hands-on Activity. The interactive talk/forum session was conducted by Ust Noor Derus on the topic entitled Pursuit of Knowledge, A Path To Paradise. This Hands-on Activity session comprised of games and activities that challenged the participants to expand their thinking about the topic.

Inter-Faith Initiatives This programme was meant to expose members to inter-faith dialogues and engagement to bridge healthy, constructive and positive relations in Singapore’s plural society. This also helped to establish a cohesive blending of universal values amongst the different ethnic and faiths. ISLAM4ALL Da’wah Workshop ISLAM4ALL was a Da’wah workshop organised twice this year. Formerly known as Islam & Its Challenges (IIC) Seminar, was repackaged as ISLAM4ALL Da’wah Workshop in 2013 to reflect the more holistic content of the workshop beyond just the challenges faced by the religion and its community. The workshop was held in June at Mydin Mosque Auditorium and attended by 82 participants, mostly tertiary students. Da’wah and Book Sale at

Fairs/Exhibitions

With the prime objective of sharing Islam to both Muslims and non-Muslims visitors, Noorudeen Mi Guang Jiang, a renowned Calligrapher from China was invited to showcase his work during the Singapore Book Fair. He attracted members of the public, delivered a brief presentation at Suntec City on 9 June about the valuable contribution of Admiral Cheng Ho to the Chinese Muslim civilization and had a sharing session at the Association on 10 June with the Mandarin Multi National Club.

We responded to several queries on Islam from the general public and distributed more than 100 copies of the Quran to non-Muslims during the fairs/exhibitions.
