5.

PRESIDENT:

Senator Rock? did you have a matter that you wanted

to...

SENATOR ROCE:

Yes, Mr. President: I have a bill whlch was filed

yesterday, SB 1144. I have just checked with SenatorGraham, it's in the Committee on Assignment of Bills.

I would ask leave of the Body at this time, Mr. Presldent

to discharge the Commitkee on Assignment of Bills and

move SB 1144 to the order of 2nd reading without reference

to committee.

PRESIDENT:

Senator...senator Grahan indicates his acknowledgment

charge the Committee on Assignment of Bills from further con-

sideration of SB 1144 and have advanced to 2nd reading with-

out reference. signify by saying aye. Contrary no. The

4.

PRESIDENT:

Senator Graham.

SENATOR GRAHAM:

I'm qoing to explain my position on this bill.

I...indicated to Senator Knuepfer yesterday thak I was

very reluctant to acknowledge that this should happen.

However, his bill will be in jeopardy if it doesnft.

But I am not sure what the future of the bill is going

to be inasmuch as the contenk of his bill with regard

to the election of County Board members is in fact, I

am sure, a part of our big election code which is now

in the Rules Committee. And with that thought in mind,

and I told Senator Knuepfer that if we can't work that

out I will resist it on 3rd reading because if we are

intent upon passing the big election code, then I cannot

sit idly by and see that cpde fragmented by other bills

and thus lose some support of the Code. So, We have an

understanding on that, and Senator Knuepfer realizes

that.
