5(a). TRAM IDENTITY

5.1 ThischaptersetsoutDetailedDesignRequirementsfortheTramsystem.Therequirementsareframedasguidanceandasadetailedchecklistandthesewillbeusedprimarilyinthedesignandprocurementprocess.Elementswithinthedesignofthetramsystem,suchastramstops,depotsandstructureswill requireagreater levelofsitespecificconsideration.Statementshavebeenpreparedforallofthemajorstructures.Theseconcludewithaseriesofobjectivestobeconsideredindevelopingthedesignproposal.AfurtherlevelofreviewwillberequiredthroughtheDesignWorkingGrouptoestablishmoresitespecificdesignstatements.Thesedesignstatementswillalsobeconsideredforotherelementsofthetramsystem.

5.2 It isexpected that the tramsbought tooperate theEdinburghTramSystemwillbevariantsofexistingmanufacturer’sdesigns.Itisdesirablethataprovendesignisusedtomaximisereliabilityandvalueformoney.ThereareanumberofareasofthetramdesignthatmayneverthelessbecustomisedtotheparticularrequirementsoftheEdinburghTramSystemandallowadistinctivetramtobeproduced.ThiswillbevitaltoensurethatthetramchosenmeetstheaspirationofbeinginstantlyrecognisableastheEdinburghTram,andisofaqualityappropriateforScotland’scapitalcity.

5.3 Therangeofcustomisationavailablewillvarybetweenmanufacturers,andpartoftheprocurementprocesswillbetoidentifythespecificelementsofthedesignthatmaybecustomisedandthepotentialrangeofchoicethatmaybeavailable.Oncethecontracthasbeenlet,therewillbeaclearprogrammewithinwhichthedecisionsmustbemadeinordertoallowmanufacturetoprogresstotherequirementsoftheproject.

5.4 Selectionof thetramtobesuppliedshouldalsotakeaccountof issuesofquality inconstruction,finishinganddetailingaspartsoftheevaluationcriteria.

5.5 Fundamental to the successof the tramstopswill be their ability tobe instantlyrecognisableaspartofthetramsystemwithoutbecomingvisuallyobtrusive,andtoenhanceratherthandetractfromEdinburgh’spublicrealm.

5.6 Thedetailedsitingoftramstopsshouldrelatewelltolocationsofhightripgeneratorsandinterchangeswithothertransportmodes.Wherepossible,walkingdistancesshouldbeminimisedtoentrancesoflargegeneratorsofpotentialusers.

5.7 Treatingalltheelementsrequiredatatramstopasasingledesignexercisewillresultinamorecoherentandvisuallycomposeddesignsolution.

5.9 Tramstoplocationsneedtobeplannedwithdueconsiderationofthefollowing:

• existingviews

• destinations

• keybuildings(i.e.listedbuildings)

• pedestrianandtrafficpatterns

• accessibility

5.10 Insomeinstances,wherethereareimportantvistas,groupsofbuildingsorstreetlayoutssuchascrescentswithintheWorldHeritageSite,thepreciselocationoftheproposedtramstopwillbecriticalandprioritywillhavetobegiventoheritageissues.Inotherlocations,economicorenvironmentalissuesmaybemoreimportant.

• ThesitingofproposedtramstopsmustfitwithinEdinburgh’sstreetscape.

• Tramstopsmustrelatepositivelytotheirexistingandplannedcontext.

• Tramstopsshouldbelocatedconvenientlyforusersandbeclearlyvisible.

• Tram stopsmust not detract from key public spaces or impede pedestriancirculation.

• Keyviewsorvistasmustnotbeinterrupted.

• Alltramstopsmustseektointegratewithothertransportmodes.

• All components required at the tram stop should be designed to be visuallycoherent.

• Amodulardesignsolutionofconsistentdetailingshouldbeadopted.

Platforms

5.11 Thetramplatformsareraisedtoallowlevelaccesstothetram.Goodqualitydesigndetailingisrequiredtoensurethattheplatformbecomesapositivefeaturewithinthepublicrealm.Ingeneralterms,thedimensionsofthetramplatformswillbedeterminedby thechoiceof the tramvehicle, theparticular locationand the levelofpedestrianactivity.

5.12 Tramplatformsshouldbedesignedasunobtrusiveextensionsofthefootway,whereverpossible.Platformsshouldbedesignedsothathandrailsarenotrequired.

5.13 Accesstoplatformsshouldbeaseasyaspossibleforallusers.Carefulconsiderationshouldbegiventomaterialsandhowtheseareused.

• Minimumdimensionswill be influencedby the final specification of the tramvehicle.

• Platforms should be of an appropriate area to accommodate the expectedpatronage.

• Theplatformheightmustbesettoensurelevelaccessintothetrambutbeaslowaspossible.

• Rampsuptoplatformlevelsmustbedesignedasanintegralpartofthestreetscape,avoidingtriphazards.

• Considerationshouldbegiventoloweringthetrackthroughtramstopstoavoidraisingthefootwayheightforplatformswherethiscouldconflictwithadjacentthresholdlevelsorwiththevisualidentityofthestreet.

• Platformsmustbeaccessiblebyallusersofthetramsystem.

• Abruptchangesinlevel,stepsandrailingsshouldbeavoided.

• Accesstotramstopsshouldbedirect,avoidinglengthydetours.

• Atgradeaccessacrosstramlinesshouldbeprovidedatstrategicpointsrelatingtotramstoplocations.

• Platformsurfaceandedgingshouldcomplywiththe“EdinburghStandardsforStreets”document.

• Materialsused shouldbe in accordancewith theprovisionsof the “EdinburghStandardsforStreets”.

• Ahighstandardofdetailingisrequiredtoensurethatallpartsoftheplatformfittogethervisuallyandthatjointsandchangesofmateriallinethrough.

• TactileandvisualcontrastmaterialsshouldbeusedinaccordancewithHMRIandDDArequirementsandDfTGuidancebutbeimplementedinsuchawaythattheydonotcreateunsubtlecontrastsorvisualconfusion.

• Changes incolourorcoursingshouldbeused todelineateboundaries,edgesorhighlightfeatures.

• Whereaccesscoversareintegratedintotheplatformsurfacetheyshouldbeorientatedparalleltothefrontedgeofplatform,withrecessedcoversandpavinginfill,laidouttomaintaintheoverallpatternoftheplatformsurface.

• Themodulesize/scaleofproposedpavingmustreflectitscontext.

• Streetfurniture,tactilepaving,crossings,coversetc.shouldbeorientatedtoavoidawkwardjunctionsandcuts.

• Considerationshouldbegiventoincorporatingasanedgecopingamonolithicblockthefullheightoftheplatformsuchthatthereisnohorizontaljointvisibleinthefrontfaceoftheplatform.

• PlatformedgesintheWorldHeritageSiteandconservationareasmustbeofnaturalstoneunlessspecificallyagreedotherwisebytheplanningauthority.

• Needforrailingsshouldbekepttoaminimum.

• Ifhandrailsarerequired,considerationmustbegiventotheirintegrationwithseatsandotherequipment,reducingvisualandphysicalclutter.

• Handrailsshouldberounded/curvedwithnosharpedges.

• Designshouldemphasisetransparencyandreducevisualimpact.

• Allrailings(includingguardrailsatpedestriancrossings,whererequired)mustbeofhighdesignquality,robust,vandal-resistantandbefullyco-ordinatedwiththetramsystem‘kitofparts’.

SheltersandCanopies

5.14 Thetramshelterswillbethemostvisiblepartofthetramstopsandanimportantfocalpoint.Consequentlytheirdesign,detailingandsubsequentmaintenancewillinfluencemorestronglythananyothersingleelementhowthetramsystemisperceived.

5.15 Eachlocationmustbeassessedindividuallyintermsofitssuitabilityasasiteforashelteroracanopy.Thearchitecturalsettingofimportantbuildings,theurbanqualityofbuildinggroupingsandexistingvistasthroughthetownscapeshouldnotbecompromised.

5.16 Sheltersshouldaccommodateawidevarietyoffunctions,suchas:

• Ticketmachines

• Seating

• Litterbins

• Passengerinformation

• Equipmentcabinets

• Signing/Advertising

• Lighting

• PASystem

5.17 Itisnotanticipatedthatamulti-functionalshelterincorporatingalltheabovefeatureswillbeappropriateateverylocation.Thefinalsitinganddesignofashelterwillbedictatedbybalancinganumberofcriteriaincludingavailabilityofspace,hierarchyoflocation,engineeringandeconomicfactors.

• Ashelterorcanopyshouldbeprovidedoneachplatformofeverystop.

• Sheltersmustbecarefullylocatedtoaddressfullytheirurbancontext.

• Afamilyofdesignsforsheltersandcanopiesshouldbeagreed,withdesignvariationsfordifferentcharacterzonesandamountofspaceavailable.

• Sheltersandcanopiesshouldbesufficiently transparent toallowvisibility inandout, should incorporate appropriate lighting, and should seek to enhance thestreetscene.

• Shelterdimensionsshouldbekept toaminimum toprovidea lightandelegantstructure,butstill sufficient to reduce the impactofwindanddriven rainand toprotecttheanticipatednumberofwaitingpassengers.

• Stopnameplatesshouldbeconsideredasanintegralpartoftheshelterdesign.

• Provisionmustbemadefortheblindandpartiallysighted.

• Commercialadvertisingmaybeappropriateincertainlocations(seeGraphicIdentityandSignagesections).

• Particularattentionshouldbepaidtothedesignoftheroof,panelsandfittingstoensureadaptabilityofdesignandrobustness.

• Theapproachingtramvehicleshouldbeclearlyvisiblefrombothseatedandstandingpositionswithintheshelterorcanopy.

• Loweredgesshouldfollowplatformgradientwithconsistentgap.

• Allsurfacesmustbeeasilycleanable.Allfixingsaretobeconcealedandvandal-proofbutaccessibleformaintenance.

• Allclearpanelsshouldbeoftoughenedglassandanyglazedpaneladjacenttoaroadshouldincorporateahorizontalrail(toprotectpeoplefromfallingthroughgapwhenglazingisbrokenormissing).

• Waterrun-offsystemshouldnotbevulnerabletoblockageandrainwaterdischargeshouldberemotefromtheaccessopenings.

• Seatingshouldincorporateprovisionsforpramsandwheelchairusers,butshouldnotdominatethelengthoftheshelter.

• Seats should not be located so as to impede the circulation of passengers/pedestrians.

• Seatsshouldbeconvenientforallambulantusers,includingsomewithbackrestsandsomewitharmrests.

• Seatingsurfacesshouldbeofamaterialcomfortabletouseinwinter,andunabletocollectorretainliquid.

• Seatsshouldbeeasilycleanable,robustandfireproof.

• In thedesignof every tram stop shelter consideration shouldbe given to theincorporationof appropriatepassenger informationsystemscomprisingdisplaypanels,RealTimeInformationandpublicaddresssystem.

• APublicAddress(PA)systemisrequiredatalltramstops.

• ThePAsystemshouldbemounteddiscreetlyoutofsight.

• ThePAsystemshouldbeclearlyaudibleandintelligibletoallpassengers(exceptthosewithhearingdifficulties)insheltersandonplatformsunderallweatherconditions.

• Sufficientspeakerpointsshouldbeinstalledforthevolumeattheloudestpointtobecomfortabletopassengersatthatpointandsuchthat,inresidentialareas,thevolumeislowenoughnottocauseanuisance,especiallyatnight.

• At stops other than Park andRide sites, the PA system should only be usedfor emergency, security and severedisruption announcements.General publicannouncementsandadvertisingarenotpermitted.

Lighting

5.18 The lightingof sheltersand their immediate surroundingswillbe crucial inmakingpassengers feel safewhilst enhancing their ability to read transport informationpanels.

5.19 Itisimportantthatanambientilluminationoftheshelterandstopareaisachieved,whichmayincorporatelightsourcesatseveralheights,includinggroundlevel,intermediate,andlightingfromstructuresoverhead.Theuseofmultiplespotlightsshouldbeavoidedduetothevisualcluttertheycreateandtheaddedmaintenanceofnumerouslightingfixtures.

5.20 Lightingcanbeincorporatedintotheoveralldesignoftheshelter,suchas:

• lightingsituatedwithinperforatedcolumnsandbeams(easeofmaintenanceshouldalwaysbeconsidered);

• lightingattachedtotheroofstructureorsurroundingstreetfurniture;

• lowlightingincorporatedinbollardsandrailings;and

• recessedlightingusedtodenotethestopperimeters,orstructural/designfeaturesoftheshelter.

5.21 Lightingshouldbeprovidedtoallwaitingareasandaccessroutes,tothefrontedgesofplatforms,topassengerinformationsystemsandtoanyidentifiablehazardpoints,sufficienttoprovidesafety,comfortandpracticalityforpassengers.

• Lightinglevelsshouldbeprovidedduringallhoursofpoorlight,includingwhentheserviceisnotoperational.Theuseofmotionsensorscouldallowincreasedlightinglevelswhenmovementissensed.

• Lightingprovisionshouldtypicallybeindependentofotherlightsourcesinthevicinity(streetlighting,shopfronts,etc.).However,othersourcescancontributeandcanbeconsideredasanopportunitytoreduceclutterprovidingthatsuchalternativesourcescanbesuitablycontrolledandmaintained.

• Thelightingcolourmustenablegoodcolourrendition.

• Glaremustbeavoidedforpassengers,tramdriversandroadvehicleusers.

• Legibilityofdisplaypanelsshouldnotbeimpairedbyreflectedlight.

• Nuisancelightspillageforlocalresidentsandnight-skypollutionmustbeavoided.

• Allequipmentmustbevandal-resistant,robustandeasilycleanedandmaintained.

Security

5.22 Asafeenvironmentisanecessaryconditionforthesystemtobesuccessfulandtobeanenjoyabletravelexperience.Allpartsofthetramstophavetobeunobscured.Itmustbeobviousthatsecurityisprovided.

5.23 SecurityaspectsaddressedareCCTV,EmergencyCallPoint,andVisibility,asfollows.

• Securityshouldbeprovidedinamannersuchthatitisobviousbutintegralwiththe‘kitofparts’.Thesecurityequipmentmustnotdetractfromtheaestheticintegrityoftheoverallstationdesign.Forexample,dome-typeCCTVcamerasarepreferred,astheseareidentifiablebutreasonablydiscreet.

• Allcrossingpoints,platforms(includingwithinshelters)andanyotherareaswherepassengersmight reasonablybeconsideredvulnerablemustbevisible from thecontrolcentrebyCCTVlink.

• Cameranumbersandlocationsshouldbesuchthatallareasarevisibleevenwhennewlyplanted treeshavematured. For example, dome-typeCCTV cameras arepreferred,astheseareidentifiablebutreasonablydiscreet.

• Eachplatformmusthaveanemergencycallpointfordirectcommunicationwiththecontrolcentre.

• Emergencycallpointsmustbepositionedinaconsistentlocation.

• Thelocationofatleastthenearestemergencycallpointmustbevisiblefromanywhereontheplatform.

• Shelterswithfrontpanelsmusthavemorethanoneentrance(anescaperoute).

• Passengersapproachinga shelter entrancemustbe visible to those inside theshelter.

5.24 Informationpanelsandadvertisingifappropriateshouldnotdominatethedesignofthesheltersorimpingeuponthelightandelegantdesignethos.Caremustbetakentoensurethatlargepanelsdonotblockviews,posingasecuritythreat.Formoreinformationonadvertising,refertosectiononGraphicIdentity.

• Advertisingshouldnotblockviews.

• Advertisingand logos shouldbe restricted inaccordancewith currentplanningguidance.

AncillaryElements

5.25 Thenumberofancillaryelementssuchasseatingandlitterbins,andtheirdispositionshouldseektoavoidoverprovisionandclutter.(CabinetsandequipmentareconsideredinthesectiononTracksideEquipment.)

• Alltramstopcomponentsshouldbekepttoaminimuminbothsizeandnumber,minimisingbothvisualandphysicalclutterfromthestreetscene.

• Stopsandtheirassociatedelementsshouldbedesignedasmulti-functionalmodules.Forexample,theshelterorcanopycanprovidenotonlyshelterandseatingspacebutalsohouseancillaryelementssuchaslitterbins,lighting,informationandspaceforadvertising.Bollardsmayalsoprovidesecondaryseatingandincorporatelightingtofurtherreduceclutter.

• Litterbinsmustbeofahighqualitydesign,consistentwiththeotherelementsofthestop.Theycouldbefixedtotheshelterpostsorlightingcolumnsorintegratedwitheitherseatingorhandrailstoalleviateclutteratthestop.

• Litterbinsare tobevermin-proofwhenclosed,havea closed topunsuitable forstandingobjectsontop,andtohaveeasilycleanablesurfacesinsideandout.

• Kiosksandancillaryfunctionsareonlyappropriatewheretherearehighpedestrianflowsandsufficientspace,reinforcingthehierarchyofstops.

TRACKSIDE EQUIPMENT

Guidance

5.26 ItisimportanttounderstandtherangeoftracksideequipmentwhichisrequiredfortheTramsystem.Thissectionseekstogiveaclearideaoftherangeofequipmentwhichwillbenecessary,andhowthecumulativeimpactoftheequipmentcanbekepttoaminimum.Theavoidanceofclutterthroughthesharingoffacilitiesforequipmentmustbefullyconsideredinallcasesandinallpartsofthecity.Whereproposed,equipmentwillbedesignedtobeunobtrusive–modernandelegantdesignofthesesmallelementswillassistgreatlyinengenderingapositiveimageoftheTram.

5.27 Substations-primarilyforthesupplyoftractionpowertothesystem-arerequiredatintervalsofaround2-3kmalongtheroute.LocationshavebeenidentifiedontheplanssubmittedatpartoftheBillsforeachLine.Dependingonthefinaltractionpowersystemdesignitmaynotbenecessaryforalltheidentifiedsitestobeusedinpractice.

5.28 Eachsubstationisafully-enclosed,usuallyrectangularbuilding.Allcablingtoandfromthebuildingwillbeductedunderground.Suitablevehicularaccessisrequiredtothebuildingforinstallationandsubsequent,albeitrare,replacementofheavyequipment.Relatedparkingformaintenancestaffisrequiredclosetothebuilding.Doorwaystothebuildingarerequiredforpersonnelaccess,usuallyseparatelyforstaffofthetramwaymaintainerandtheDNO,andfor(infrequent)exchangeofheavyequipment.Thesecurityofmaintenancestaffenteringandleavingthebuildingatallhoursmustbeprotected.

5.29 Thegeneraldimensionsofthebuildingarelikelytobesimilarforallthesubstations,withtheexceptionofthatwithinadepotsitewhichislikelytobelargerasadditionalequipmentisrequiredatthislocation.
