How homes are built has changed a lot over the past few years. Government and environmental legislation and regulations now specify building fabric standards to ensure that homes are built to be as airtight as possible. As a result there is an increased requirement for well designed ventilation, heating and hot water systems. Electronic control of lots of different services in homes e.g. lighting, windows and audio is becoming more and more common but these often require separate controllers or are not integrated. We drive cars that have computerised engine management systems, run our lives from smart phones, and as such expect much more from the technology in our homes. This presentation will take you through the building services options for the self builder, how they relate to these challenges and how fully integrated smart control is paramount.

BUILDING CONTROL

APPROVED INSPECTORS

In the old days there was no choice but to use your local council for Building Control but since 1998 private Approved Inspectors, licensed by the government via the Construction Industry Council (CIC) can also carry out Building Regulations Approval.

The majority of commercial work in the UK is now undertaken by Approved Inspectors. The full register can be found at cic.org.uk.

If you choose to use an Approved Inspector, they will notify your local authority who will then have no further involvement. It is important that you allow fi ve working days before starting work for this notifi cation process (it is however okay to proceed with site clearance or trial holes.)

If choosing between Approved Inspectors, in addition to price, you may want to consider whether you will have a dedicated project manager, how much notifi cation they need for site visits and whether they offer any additional services that can make your build go smoothly and save you money. Above all, speak to them and see if their attitude is friendly and helpful! Building Control can be engaged by the homeowner, or by the builder or architect who may include it in their fees but ultimately it is the owner of the property who will receive the Final Certifi cate and who must be happy with the choice.

WHAT TO EXPECT

When making a Building Control application you will need to provide details such as a description of the works, value of the project, the address and a site location plan.

Before you start work your Building Control Surveyor will want to see more detailed plans, a design stage SAP calculation and structural calculations if appropriate. They will then undertake a plan check and let you know any areas of likely non-compliance. The earlier your Surveyor gets the plans, the more time you will have to discuss any issues with them and to rectify any problems before works start.

As works get underway you will need to notify your Surveyor of key stages and book inspections. These stages might typically be:

Foundations excavation; damp proof course/ membrane; wall cavities/ roof structure; completion.

At all stages you should be provided with a site inspection report indicating what has been inspected and any issues that have arisen.

You should be able to talk to your Surveyor or call them out at any time if you have concerns as to how to resolve problems.

At the end of the work, Building Control will need to see various certifi cation - such as for SAP and Air Tightness testing - and if these are satisfactory, a Final Certifi cate can be issued which rests with the property owner and will need to be available if the property is ever sold.

Building Regulations can seem daunting for people starting on their fi rst self-build project and it pays to choose your Building Control provider carefully: they will be with the project from the beginning right through to completion so it’s essential to choose a Building Control provider who can work as part of the team, not just pointing out compliance problems if they arise but also helping to solve them.

Building Regulations allow many different ways of achieving compliance and your Building Control Surveyor has a fair amount of discretion as to what is acceptable. Their skill and knowledge will be particularly important if you are building in less conventional building materials such as straw bale or rammed earth or if innovative technologies or build systems are used.
