Who is APPA? Spanish Renewable Association

POINT OF DEPARTURE What steps have been done?
1. European Directive2009/28/EC on the promotion of use of RES:
Transposition required by Member States until end of 2010.
Emphasizes Distributed Generation. Sets binding targets.
Stresses the integration of renewables in town planning and building.
2. Publication and communication of the NREAPs 2011‐2020 to the European Commission as required by Directive 2009/28/EC
Establish FOR THE FIRST TIME a framework for small wind power.
Capacity target of 370 MW by 2020.
Opens the door to the development of small wind energy in Spain.

3. Approval of the Renewable Energy Plan (PER 2011‐2020)

As the most important step until now, on 11 November 2011, the new Renewable Energy Plan for the period 2011 to 2020 was finally approved, providing a series of measures to achieve the
objective of 300 MW small wind power to be installed by 2020.

3. Approval of the Renewable Energy Plan (PER 2011‐2020)
These measures include:
Specific regulatory treatment for the connection and administrative authorization of small wind power installations.
Harmonization of the existing regulations to promote the integration of facilities (municipal ordinance).
Standardization of technical instructions and procedures affecting the equipment (Certification of Wind Turbines).
Regulation of the figure of authorized installer applicable to small wind power.
Establishment of a specific remuneration framework for wind turbines <100 kW.
Lines of support for distributed generation facilities based on Small Wind Power.
Funding mechanism for installations up to 10kW (residential and commercial).
Subsidy Program for technological demonstration projects (up to 5 kW).
Grant Program for installations (up to 10 kW) NOT supported under the Special Regime (off grid and net metering consumption).

4. Royal Decree 1669/2011 of 18th of November 2011
Royal Decree regulating the grid connection of small power generating facilities was finally approved (published in the Official State Bulletin as RD 1669 / 2011 of 18th of November).
As a new feature the requirements for small power plants that seek to connect at points where there is already a supply havebeen simplified.
Similarly, production facilities with a rated power not exceeding 100 kW have been excluded from the administrativeauthorization procedure.
Furthermore, a new regulation for the supply of electricity produced within the internal network of a consumer has beenestablished which will encourage own consumption.
These measures aim to develop and promote distributed generation, providing system benefits such as reduction of grid losses, lower investment needs in grid networks and, ultimately, a minimization of theenvironmental impact of electrical installations.

5. Draft Royal Decree for own consumption based on a Net Balance scheme Besides, in November 2011 the former State Secretary of Energy (within the Ministry
for Industry, Tourism and Trade) presented a “draft Royal Decree establishing the regulation of the administrative, technical and economical conditions of the mode of electricity supply based on Net Balance”. Until 12th of December 2011, involved actors were invited to submit comments on the draft regulation (which APPA prepared in due time). The sector and the society are STILL WAITING for the RD to be published!!
Toll of endorsement, strict administrative procedures and disproportionate penalties (60 M€) have been established (Draft).

1. PUBLICATION OF THE RD FOR OWN CONSUMPTION BASED ON A NET BALANCE SCHEME.The approval of this Royal Decree (initially expected for April 2012) will put the citizen at the center of the energy system. It opens the door to the transition to a new paradigm: an energy model in which energy savings must be the priority based on own consumption of energy and renewable energies.

It is essential to achieve the approval of a regulation, which allows the Own Consumption with Net Metering to consolidate as a reality in our country.
The OWN CONSUMPTION WITH A NET ENERGY BALANCE (NET METERING) enable consumers to COVER part of their electricity CONSUMPTION and use the network to “STORE" the PUNCTUAL SURPLUS that cannot be self‐consumed in an instantaneous way and to recover them later in times they need them.

Distributed generation for own consumption appears as the main way of development of this change of energy model and makes sense technically, economically and administratively, as it also generates
advantages for the consumer, the electrical system and society in general.
The own consumption is an interesting option as it is estimated that the cost of renewable generation facilities can achieve GRID PARITY in the coming years
A supply mode that DOES NOT INVOLVE COSTS for the electrical system.
Could be a good tool for DEMAND SIDE MANAGEMENT.
Allows to channel private savings to a local and close investment that will benefit the whole society.
Will be an opportunity for the development of technologies for self consumption and their integration in the building sector.
Will reactivate the national economic and industrial activity and will increase the competitiveness of companies, thereby strengthening the national business (sector) and fostering the GENERATION of distributed, stable and qualitative EMPLOYMENT
In the case of SMALL WIND, the fact that administrative procedures for own consumption are unlocked, gives it great potential for development but has to be supplemented by specific measures (see PER 2011‐2020).

Urban Integration: A guide of good practice:
Recognizing the important role to be played by local authorities (the PER itself provides a measure for the harmonization of existing regulations to promote the integration of installations) with the strong commitment to support the use of small wind technology, the Small Wind section of APPA has elaborated a document with the aim to facilitate the installation and construction of small wind energy systems at municipal level, both for municipal buildings and private owners, subject to reasonable restrictions, which preserve the public health and safety (good practice guide).

• Unify criteria and ensure quality facilities which allow an orderly growth of small wind energy in Spain. Set up legislation (now nonexistent) to establish certain minimum requirements of noise, vibration.
• Provide municipalities the processing of small wind facilities, ending the current complexity and ignorance that exists today. The City Councils itself should establish a control to prevent poor quality facilities (noise, vibrations) that could discredit the small wind technology.

Activate the market in Spain. Generate qualified employment. Boost ancillary industry, installers, etc.

Certification of Small Wind turbines:
WHAT DO WE LACK? CERTIFICATION OF SMALL WIND TURBINES
As established in the PER, the standardization of technical instructions and procedures affecting the equipment (Certification of Small Wind Turbines) is required. A collaboration in this field with all stakeholders (administration, manufacturers and certification centers) is taking place based on the recommendations of the IEA. It has also been decided to adapt the corresponding label of the IEA (RECOMMENDED PRACTICES FOR WIND TURBINE TESTING AND EVALUATION. CONSUMER LABEL FOR SMALL WIND TURBINES).

At a national level: Small Wind sector is still in a nascent state, but there are more and more reliable SWTs coming to the market.
We must find and support international synergies in order to define a common European strategy for the Small Wind. It would be useful to undertake joint actions (Joint lobbying) in the European Comission.
Standarization of the requirements and a certification scheme will help the reach the market sooner and easier.
The governmental support is essential to accelerate the market development in this initial stage:
Appropiate legal framework (Self‐Consuption, Net‐Metering…)
Economic Incentives (fiscal benefits, feed in tariffs…)

At an international level:
Small Wind sector is expanding their capacities, developing projects abroad (developing and non developing countries) , finding new distribuitors, installers, operators,new governments interested in the technology and its potential.
The international governmental support (EUROPEAN COMISION AND OTHERS) is essential to accelerate the market development in this initial stage:
Appropiate legal framework (Self‐Consuption, Net‐Metering…)
Economic Incentives (fiscal benefits, feed in tariffs…)
