billion of estern ai(s an( the #!ncon(itional4 )hinese (onations that $o% An an( his

people receive( since 8--8, seems to be !nimportant.

9vi(ently, $o% An, as well as his comra(es, ha( to contin!o!sly renew his re:!ire(

allegiance to the )omm!nist Party of "ietnam +)P" which tightly (ominates the )PP

since 8-7-. 3he )PP, formerly %nown as the Peoples ;evol!tionary Party of

Kamp!chea +P;PK, which celebrates, each year, the anniversary of its formation on

members, 27 of whom were "ietnamese, ? )hinese, an( only @ )ambo(ians. 3he

P;PK by&laws ha( to be translate( from "ietnamese to Khmer +for the attention of the)ambo(ians members.4 +8.

n 8-7-, the P;PK central committee ha( less than a (oen members an( ha( a har(

time fin(ing #goo( Khmer comm!nists4 to fill in the government positions of its rep!blic.

3ho!san(s of "ietnamese #eperts4 th!s le( the party, the government, the army,

police, the B!stice, an( the newly create( mass organiations, as well as the provinces,

all the way (own to the smallest village were controlle( by their troops. )ambo(ians

were force( to learn "ietnamese to be able to !n(erstan( the or(ers an( the teaching

"ietnam&)ambo(ia cooperation at all levels.4

A sham #total with(rawal4 of "ietnamese troops was organie( by 1anoi in $eptember

8-=- in or(er to show that the )ambo(ian conflict was being simply a )ambo(ian #civil

war.4 n fact, at least two million "ietnamese settlers an( their militias were alrea(y

a(opte( )ambo(ian names, as party lea(ers, generals, high&ran%ing officials,

governors or (ep!ty governors of large cities an( provinces, to %eep on #cooperating4

agree( !pon lies, an( necessarily, by the contin!ing an( increasingly violent

repressions of opponents an( protesters. On the other han(, those who accept these

lies are benefiting from favoritism, from the #right4 to practice corr!ption, an( from the

regime imp!nity.

3he weight an( the obstacles erecte( by the system set in place by "ietnam are so

restricting that, even if 1!n $en or someone else sincerely wante( to, they co!l( never

realie the political, B!(icial, or a(ministrative !nity re:!ire( for the co!ntry, an(, a

fortiori, for a r!le of law in )ambo(ia an( for the transparency of its government.

'eanwhile, the co!ntry is f!rther s!n% in lies, corr!ption, all %in(s of repression, an( it

can no longer fin(s a soli( pop!lar s!pport. 3he so&calle( #spectac!lar4 economic

(evelopment, obtaine( thro!gh foreign help an( foreign capitals > mainly !n(er the

g!ise of spec!lative investments > is only artificial, an( co!l( > as 1!n $en sai( an(

%ept on repeating it > #cr!mble !n(er the slightest change in political (irection.4 1!n

$en is conscio!s that, even after 2- years of eistence, his regime remains fragile.

At this pace, ta%ing into acco!nt the historical evol!tion, face( with a revolt which was

bottle( !p too long, an( face( with the patriotic conscience of the )ambo(ian people
