City brassin prisonprogramTwo of Walla Walla s top city
administrators have becomeinvolved in the WashingtonState Penitentiary's inmate self-government program.
Walla Walla Mayor DanSwank and City Manager LarrySmith have accepted invitationsto join the prison's newly-reac-t iva ted Ci t izen Adv i so ryCommittee ( C A C ) at thep e n i t e n t i a r y ' s M i n i m u mSecurity Building (MSBI.
The third "free world"committee member is Dr.Hollibert Phillips. Walla WallaCollege professor, according toJan Townsend. the prison'spublic affairs representative.
Mrs. Townsend said thegroup's purpose is to act asadvisors to the prisoners'Resident Governmental Councili R G C ) a n d m a k e r e c -o m m e n d a t i o n s t o t h epenitentiary administration.
They will also involve thelocal community in decision-making for programs andpolicv. she said.
As such, the CAC becomesthe third part of the self-government program, accordingto Penitentiary Supt. B. J.Rhay.
Under that concept, thepenitentiary administration,p r i s o n e r s a n d C A C'representing free citizens) allpar t ic ipate in the state'spenology program.
Rhay said there are pro-visions for a CAC to work withmen in maximum custody, inside the walls, but that grouphas not yet been re-activated.
The CAC concept, importedby Rhay from a Netherlandstrip, was part of the state'spenal reform plan started in1970.
However, it fell by thewayside in 1972 after the CACcouncil at that time sent anexplosive report to the stateabout conditions within theinstitution.
The CAC has been dormantsince then.
The new committee hasalready held its first orientationsession, Rhay said.
"We feel we selected the bestWalla Walla has to offer for ourpurposes." said prisoner BuddyMcFarland. president of theMSB-RGC.
"We will achieve somethingpositive this term and leave thenew RGC something to live upto. rather than live down."

A $160,700 electrically-operated locking device is being
installed to replace an old.wornout, hand-operated systemin the prison's Six Wingbuilding.
"There are times when wethrow it (the old mechanism) tounlock the doors and it doesn't
work," said Robert Jones, thep e n i t e n t i a r y ' s b u s i n e s smanager.
"So it's become a healthhazard and everything else withthe old system."'

The suit says Cantrell wasdenied his right to legal counselat his Nov. 1. 1973. parolerevocation hearing, conductedby Mrs. Radcliff.'"Considering the petitioner's

A shift to the opposite sidewill follow when the first half ofthe changeover is completed.
The business manager saidSix Wing will now be in lockstepw i t h the pen i t en t i a ry ' selectrical systems in its otherthree cell wings.
Part of the problem with theold system. Jones said, was thatit dates back to 1933. It wasrebuilt in 1955.
"The company that built ithas since gone out of businessand there were no repair partsavailable," said Jones.
"We could manufacture somerepair parts at the prison, butwe couldn't get others."
Should the magic electricalwand fail in the Northwest, theprisoners will still have accessthrough their sliding cell doors.
The institution has a back-upemergency generator.
