Office of the Secretary of National Defense (OSEC)
The Department of National Defense (DND) proper is
responsible for the overall management and administration of the Department, formulation and implementation of policies, plans and programs, and day-to-day supervision and administration of its functional units.
The Honorable Voltaire T. Gazmin (2010- present) is the 35th Secretary of National Defense. He was appointed to the Cabinet by President Benigno S. Aquino III, the 15th President of the Republic of the Philippines.
Among his major accomplishments as Defense Secretary are the security sector reforms, institutional reforms and administrative reforms that are being implemented under his guidance and leadership.
In December 2012, President Aquino signed Republic Act No. 10349 or the Revised Armed Forces of the Philippines Modernization Act, which
extended the previous modernization program to another 15 years, with additional allocation of at least Php75 billion for the first five years.
With Secretary Gazmin at the helm, the Defense Department made the capability upgrade of the AFP and the modernization of Government Arsenal its top priority. From June 2010 to October 2014, the department has completed 46 modernization projects with big ticket items such as aircraft and combat utility helicopters to rapidly deploy air mobile battalions of rapid reaction forces and assist in national development, search and rescue and disaster relief operations; naval helicopters to support maritime air patrol and amphibious air operations; and frigates for territorial defense and internal security.
Following the national leadership’s emphasis on transparency, accountability and good governance,
administrative reforms were instituted during Secretary Gazmin’s leadership. These include the Integrity Development Action Plan (IDAP), Integrated Personnel Performance Management System (IPPMS), Defense System of Management (DSOM), to name a few.
With the rapidly evolving regional and global defense and security landscape, Secretary Gazmin underscored the importance of regional and global cooperation in addressing the security challenges that confront the nation. His administration is marked by robust defense relations with other countries and active participation in defense cooperation organizations, as well as the cultivation of new partnerships based on common interest as the Philippines continue to be a partner of the international community in promoting peace and stability.

Office of the Undersecretary of National Defense (OUSND)
As the most senior Undersecretary in the Department, the USND
serves as the Deputy to the Secretary. When the Secretary is unable to perform the duties owing to illness, absence or other cause, as in case of vacancy in the Office, the USND shall temporarily perform the function of said Office.
The USND assists the Secretary of National Defense (SND) in providing
executive guidance, supervision and control over all activities of the Department.
The USND also assists the Secretary in coordinating the programs and projects of the Department, and is responsible for their economical, efficient and effective administration.
The Office has the lead responsibility in the general administration and
management of the DND Proper.The OUSND is the office of primary
responsibility (OPR) for the Defense System of Management (DSOM) throughout the Department as well as OPR for DSOM among Civilian Bureaus.
The USND exercises functional supervision over the following offices: Office of Civil Defense; Assistant Secretary for Human Resource (ASHR); Administrative Service (AS); Management Information System Service (MISS); and Legal Affairs Service (LAS).
He also chairs the DND Promotions Board for third-level positions.
Formally organized on November 1, 1939 by virtue of President Manuel L. Quezon’s Executive Order Number 230 to implement the National Defense Act of 1935 and Commonwealth Act No. 430 which was enacted on May 31,1939,
The Department of National Defense (DND) celebrates its 75th Anniversary on November 1, 2014. The Department’s role in the country’s journey to freedom and democracy and in fortifying the Philippines’ defense and security as well as in nation building, has been indelibly ingrained in the country’s history.
This 75TH Anniversary Special Issue of the Philippine Defense Newsletter presents the men and women of the Department of National Defense (DND Proper) and their respective offices. As the Department celebrates its Diamond Jubilee, its entire workforce renews its commitment to serve the country and the Filipino people, with fervor and integrity, to accomplish its mandate to maximize effectiveness in guarding against external and internal threats to national peace and security, promote the welfare of the soldiers and veterans, and provide support for the country’s social and economic development.

Formerly known as the Undersecretary for Defense
Affairs, the USDO advises and assists the Secretary in formulating and implementing Department objectives and policies on matters pertaining to defense operations.
The USDO exercises functional supervision over the following offices: ASSA on matters concerning UN Peacekeeping Operations and Philippine Expeditionary Forces; ASPP on matters pertaining to Maritime Security and Coast Watch; Internal Security
Operations; and Terrorism The Undersecretary also exercises
functional supervision over the Armed Forces of the Philippines (AFP), as well as AFP Reserve Force development, Citizen Armed Force, civilian volunteer organizations, and civil-military operations.
Office of the Undersecretary
for Defense Policy (OUSDP)
Formerly called the Office of the Undersecretary for Legal and
Legislative Affairs and Strategic Concerns, the Undersecretary for Defense Policy advises and assists the Secretary in formulating and implementing defense plans, policies and legislations.
The USDP assists the Secretary in overseeing and coordinating matters on legal and legislative affairs, and serves as the DND’s congressional liaison.
The Office has the lead responsibility for developing DND-led strategic plans requiring “whole-of-government” inter-
agency responses.The USDP exercises functional
supervision over the following offices: Assistant Secretary for Strategic Assessment (ASSA) on matters pertaining to strategic assessment, international
policy, and peace process; Assistant Secretary for Plans and Programs (ASPP) on matters pertaining to the peace process (CPP-NPA-NDF); and the National Defense College of the Philippines.

Office of the Undersecretary for Finance, Munitions, Installations and Materiel (OUSFMIM)
The USFMIM advises and assists the Secretary in formulating and
implementing Department objectives and policies on matters relative to finance, munitions, installations and materiel.
He supervises all DND-AFP investment projects, including those funded by the AFP Modernization Program, Capability Upgrade Program, Capital Outlays, Foreign Security Assistance, Inter-Agency Fund Transfers through special allotment
release orders, trust receipts and other non-appropriated funds and revenues.
The Undersecretary also formulates and implements the Self-Reliant Defense Posture (SRDP) program.
It is also the task of the Office to initiate, implement and supervise income-generating projects through Public-Private Partnerships (PPP) and the SRDP program to support DND-wide programs.
The USFMIM supervises the implementation of sound business and
financial management procedures throughout all offices, bureaus, agencies, major services, commands and units within the Department.
The Undersecretary also oversees and provides strategic direction/guidance for the effective and efficient management, utilization and development of defense/military installations and real estate properties.
The USFMIM exercises functional supervision over the following offices Assistant Secretary for Financial Management (ASFM), Assistant Secretary for Acquisition, Installations and Logistics (ASAIL), DND Bids and Awards Committees (DND BAC); and Government Arsenal (GA).

The Undersecretary for Civil, Veterans and Reserve Affairs
advises and assists the Secretary in formulating and implementing Department objectives and policies on public, veterans and retiree affairs.
He also advises the Secretary on the following matters: public affairs and public information; veterans administration and retiree matters.
The USCVRA exercises functional supervision over the following offices: Public Affairs Service (PAS) and the Philippine Veterans Affairs Office (PVAO), including the Veterans Memorial Medical
Center (VMMC). The Undersecretary also provides principal staff supervision over DND Strategic Communication matters.

Office of the Assistant Secretary for Plans and Programs (OASPP)
The ASPP is responsible for formulating, reviewing, and
supervising the implementation of policies, plans and programs of the Department and its Bureaus.
Office of the Assistant Secretary for Acquisition, Installations and Logistics (OASAIL)
The ASAIL is responsible for formulating and implementing acquisition, logistics
and installations management policies and procedures for the Department.
Office of the Assistant Secretary for Strategic Assessment (OASSA)
The ASSA is responsible for developing strategic assessments in relation to the
country’s defense and security, implementing bilateral and multilateral engagements and managing defense cooperation agreements and programs.
The Office ensures harmonization of the Department’s strategic plans with national policies that have an impact on the country’s security.

Office of the Assistant Secretary for Financial Management (OASFM)
The ASHR is responsible for the formulation, review and supervision of the implementation of human resource management and development policies and procedures of the Department and its bureaus. The office is formerly
called the Office of the Assistant Secretary for Personnel.
The ASFM develops and implements effective budgetary and financial management policies, practices, and procedures throughout the Department. This is formerly called the Office of the Assistant Secretary for Comptrollership.

Administrative Service (AS)
AS provides economical, efficient and effective services to the Department relating
to information, records, delivery and receipt of correspondences, supplies, equipment, collections, disbursement and custodial work.
Public Affairs Service (PAS)
PAS serves as the information dissemination and public affairs arm of the Department,
tasked with directing, supervising, and managing the DND’s public information programs and activities as well as establishing and maintaining rapport with the media and the general public.
It is also the OPR for Strategic Communication in the Department.
Legal Affairs Service (LAS)
LAS provides legal advice to the Department. It is also responsible for interpreting laws
and rules affecting the operations of the Department as well as providing assistance in the promulgation of rules governing the activities of the Department.
It prepares Contracts and instruments to which the Department is a party and interprets provisions of contracts covering work performed for the DND by private entities.

Management Information System Service (MISS)
MISS provides the Department with services concerning the development
and implementation of information and communication technology (ICT) and cyber security.

Internal Audit Service (IAS)
IAS provides advice to the Secretary on matters pertaining to management control and
operations audit. It conducts management and operations audits
of Department functions, programs, projects and activities with outputs, and determines the degree of compliance with the DND’s mandate, policies, government regulations, established objectives, systems, procedures/processes and contractual obligations.

Protocol Office
The Protocol Office serves as liaison between the Department and other agencies on protocol matters. It is also tasked to attend and facilitate actual engagements of the Secretary as well as organize and prepare all necessary protocol requirements in events which the Secretary attends.
It gives advice and assistance to the Office of the Secretary and its organizational staff during ceremonial and social activities.

Defense Intelligence and Security Group (DISG)
The DISG conducts intelligence operations and provide effective intelligence
coverage on matters of immediate interest to the Secretary and his office, as well as Departmnet-wide counter-intelligence operations to detect and counter enemy activities directed against the Department and its subordinate agencies. Its Defense Situation Monitoring Center (DSMC) monitors current and developing situations of national concern.
Office of the Senior Military Assistant (OSMA)
OSMA renders professional assistance regarding military matters, including
liaison with the AFP. It also supervises and coordinates defense and military related travels of the Secretary, as well as the administrative requirements of all military personnel of DND.
Office for Defense Reform (ODR)
The ODR assists the Secretary in the crafting, administration and integration of all
Defense Reform and Transformation programs, projects and activities of the Department to improve overall defense capabilities and professionalize the entire organization.

Office of the Resident Commission on Audit (COA)
The Commission on Audit (COA) is the Department’s partner in promoting the people’s
trust in government by upholding public accountability.
The Office of the DND Resident COA, in pursuance of the Commission’s mandate, examines, audits, and settles all accounts pertaining to the revenue and receipts of, and expenditures or uses of funds and property, owned or held in trust by, or pertaining to, the DND.
Also among its functions is recommending measures to improve the efficiency and effectiveness of the Department’s operations.

Defense Acquisition Office (DAO)
The Defense Acquisition Office (DAO) serves as the centralized defense acquisition unit
managing defense procurement. It directs the transparent implementation of the AFP Capability Upgrade Program and the AFP Modernization Program to optimize the use of the Modernization Trust Fund.

Bids and Awards Committee Secretariat (BAC)
The DND Bids and Awards Committees (BAC) have been established to facilitate the
professionalization and harmonization of procedures and standards in procurement.
The DND BAC Secretariat provides assistance to the BAC in the conduct of its activities pursuant to its functions as provided for under Section 12 of Republic Act 9184 and its Revised Implementing Rules and Regulations.
