    Electrical General Provision

    PART 1 GENERAL

    1.1 Description

    A. The work under this Division specification consists of Electrical

    Systems and other related works, such as but not limited to

    fabrication, supply, delivery, coordination and installation, shall be

    complete in all aspects for a proper completion and turnover of the

    project except to those portion clearly stated to be done by others.

    B. All works to be done shall be in accordance with the latest edition of

    Philippine Electrical Code (PEC), National Building Code,

    Regulation of locality, Utility provider, Manufacturer standard, other

    Governing applicable codes and this Specification.

    C. This Specification provide a broad outline, understanding of the

    required system and other associated equipment requirements for

    the project, but not includes all detail in the design and construction.

    1.2 Work Included

    A. Under this Division of specification and as shown in plans, provide all

    materials, equipment including all necessary accessories and

    perform all the work needed to complete execution of electrical

    system but not limited to the following main items:

    1. Supply and installation of APPROVED, COORDINATED and

    COMPLETE power services as shown in the plans.

    2. Supply and installation of APPROVED, COORDINATED andCOMPLETE electrical system as shown in the plans.

    3. Supply and installation of APPROVED, COORDINATED and

    COMPLETE grounding system as shown in the plans.

    4. Supply and installation of APPROVED, COORDINATED and

    COMPLETE Telephone system as shown in the plans.

    COMPLETE Public Address and Back Ground Music System as

    shown in the plans.

    7. Supply and installation of APPROVED, COORDINATED and

    8. Supply and installation of APPROVED, COORDINATED and

    COMPLETE low voltage switch gear, panel boards, enclosed

    shown in the plans.

    9. Supply and installation of APPROVED, COORDINATED and

    COMPLETE wiring devices and accessories.

    10.Unless otherwise specified, supply and installation of

    APPROVED, COORDINATED and COMPLETE power andcontrol wiring to mechanical and sanitary equipments.

    11.Supply and installation of APPROVED, COORDINATED and

    COMPLETE standard and special lighting fixture and

    accessories as specified by the Architect or Lighting Designer.

    12.Termination of all electrical system including all electricalequipment and devices.

    13.Painting of all exposed electrical conduits, enclosures and otherequipment as required by the Architect.

    14.Supply and installation of APPROVED, RECOMMENDED and

    COMPLETE fire stop sealant

    15.Perform complete testing and commissioning of all electrical

    power and lighting systems.

    16.Close coordination with other trades involved to the project.

    17.Payment for Electrical Permit and Securing Certificate of

    Electrical Inspection.

    18.Application, securing approval and preparation for all necessary

    plans, shop drawings, payment, forms other related documents

    and coordination with electrical utility provider and/or building

    administration personnel involved for permanent power

    connection.

    19.If anything has been omitted for any items of materials or workthat are necessary for the completion of this project, such item is

    deemed included in this division of work.

    shall be checked, review and acceptable to the standard of Authority

    having jurisdiction. (Design Engineer, Architect, Owner, and Building

    or local Officials)

    1.4 Guarantees

    A. The Contractors shall guarantee that the entire electrical systems are

    free from all kinds of defect (workmanship and materials) with a

    minimum covered period of two (2) years from the final date of

    acceptance of the owner. Except for those guarantees or warranties

    for longer terms are provided or specified herein, the longer term

    shall apply.

    PART 2 PRODUCT

    2.1 Material Standards

    A. All Materials to be use shall be brand new, in good conditions, free

    from any defects, damage and corrosion.

    B. All Materials shall conform and certified or listed to a reputable 3rd

    party certifying body, such as UL, IEEE, NEMA, IPCEA and ASTM,

    on where such standard has been established for particular types of

    materials.

    C. Sample of any materials shall be submitted to Design Engineer andArchitect for approval.

    D. All Materials shall be approved from both location and purposed

    intended.

    2.2 Approvals, Substitutions, Samples and Submittals

    A. All materials prior to installation, fabrication or order contractor shall

    secure approval from Design Engineer and Architect based onMaterial standard specification. All materials shall be brand new and

    delivered to site with their original packaging.

    B. Contractor shall submit material catalogue, brochures, product

    specification, product certificate from reputable 3rd

    party certifying

    bodies, shop drawings, samples, test report etc to Engineer and

    Architect for review and approval.

    C. Contractor shall prepare and submit to the Engineer shop drawings

    and cuts of all equipment, appliances and fixture to be furnished forreview, comments and approval.

    D. The reviews of submittals are intended for general compliance to

    the design concept and contact documents. Contractor shall be fully

    responsible for details and accuracy for confirming and correlating

    all quantities and dimensions and for coordinating the work with

    other trade, contractor shall prepare and submit shop drawings for

    Engineer and Architect review and approval.

    2.3 Wires, Cables and Busbars

    A. All wires and cables shall comply with the requirements of

    applicable standards and 3rd

    party certifying body such as UL,

    ASTM, and IPCEA.

    B. All wires shall be copper with 99.9% conductivity, soft-drawn and

    annealed.

    C. All wires shall be 600V rated THHN/THWN, unless otherwise

    indicated.

    D. Minimum size for Lighting and power system shall be 2.0 mm dia.

    (solid) THHN/THWN.

    E. For Fire pump and Jockey pump conductor wires shall be rated as

    Fire Rated/Fire Resistance Wires, Low-smoke, halogen-free cables

    (LSHF)

    F. Sizing for Busbars shall be 1000Amps per square inch.

    G. All wires shall be color coded as follows:

    Line ABlack GroundGreen

    Line BRed Control wire #01Brown

    Line CYellow Control wire #02Blue

    Fire Rated CableOrange

    2.4 Conduit, Fittings, Hanger and Supports

    A. The use of Metallic and Non-Metallic conduit depends on the area

    where it will be installed, as indicated on plans.

    B. No Conduit smaller than 15mm.dia. Electrical trade size shall be

    used and conduit shall not be bend more than 3 times with the

    radius of 90degree.

    C. The interior and exterior of metallic conduits shall be standard

    weight, mid steel, hot-dip galvanized and interior coating.

    D. Non-metallic conduit shall be high impact schedule 40 series.

    E. Conduit shall be provided with guy-wires for wire pulling.

    F. Conduit shall be properly sealed to avoid entry of foreign object,

    dust, moisture, water etc.

    G. 1.5 Meter should be the spacing from one conduit support to

    another support. By means of C channels clamps, or by U-bolt.

    2.5 Outlets, Boxes, Pull Box and Fittings

    A. Outlet boxes shall be galvanized deep-type pressed-steel of

    standard gauge #16.

    B. All outlets, boxes and pull box shall be provided with suitable fittings.

    C. Boxes without wiring device shall be provided with suitable metal

    cover plate as manufactured standard.

    D. Pull boxes shall be powder coated, hinge type and minimum of

    gauge #16 depending on the size. Contractor shall submit shop

    drawing and secure approval from the Engineer and the Architect of

    pull boxes size and location before fabrication and installation.

    2.6 Wiring Devices

    A. All plates (Appearance and color) for receptacle, switched and

    special outlet shall be approved by Architect, Interior Designer and

    Owner.

    B. All switched one way, two way, three way as indicated in plans shall

    be rated 15 Amperes, 300Volts. The termination shall be quick

    connect.

    C. Receptacle outlet shall be grounding type 3 wires, rated at 10

    Ampere, 240Volts. Termination shall be quickconnect.

    D. Special outlet shall be grounding type rating as indicated in the

    plans.

    2.7 Panels, Breakers and Disconnecting Means

    A. Panels shall be fabricated by a reputable fabricator. Only one brandof circuit breaker will be allowed for the entire project. Using multiple

    or combination of brand will be rejected.

    B. All Panel and cabinet shall be gauge # 16, with dead front

    construction furnish, light gray enamel in color, powder coated.

    C. Standard Grounding busbars shall be provided in all panels,

    minimum size of grounding busbars should be 50% of the line

    busbars.

    D. Standard enclosure and mounting for panels and cabinet as per

    load schedule. For indoor panel shall be NEMA 1 enclosure and for

    outdoor it should be NEMA 4X or as indicated on plans. And it shall

    meet NEMA and UL specifications.

    E. As Indicate in the plans, provide individual disconnect switch and

    circuit breakers.

    F. Contractor must first secure approval from the Engineer prior tofabrication and delivery. Contractor must submit shop drawings of

    panel boards, in full details including location, cable entry and exit,

    dimension of panel (Wire Gutter and Breaker Area), brand of

    breaker, and size of busbars Line, Ground and Neutral if applicable.

    G. By means of Actuator level (ON or OFF/Tripped) status of the circuit

    breaker shall indicates. Circuit breakers shall consists of quick-

    make, quick-break type entirely tip free operating mechanism

    contacts with arc interrupter and thermal magnetic trip andenclosed with molded phenolic case. The thermal magnetic trip of

    the circuit breaker shall provide time delay for overload protection,

    instantaneous short circuit protection and will operate internal

    common trip bar which will open all poles in chase of short circuit or

    overload.

    H. The minimum interrupting capacities of its circuit breaker are as per

    indicated in the plans (Load Schedule).

    I. Individual circuit breaker sensitivity shall be always coordinatedbetween its circuit breaker.

    J. Disconnecting means shall be non-fusible, rating as indicated on

    plans (Load Schedule). Enclosure shall be gauge #16, NEMA 1 for

    indoor and NEMA 4X for outdoor except otherwise indicated on

    plans. Its motor shall be provided with disconnecting means rating

    same as the load schedule, unless otherwise provided by the motor

    supplier.

    K. Disconnecting means shall be lockable type, push button stationthat can be locked in the open position unless otherwise specified in

    plans.

    2.8 Low Voltage Switch Gear

    A. Provide Switchgears and ratings as indicated in the plans and load

    schedule. Switchgear shall be free-standing totally enclosed dead

    front. Enclosure shall be NEMA 1A fully gasketed and NEMA 3R if

    there are present of sprinkler system in its location.

    B. Switchgear shall be accessible to the rear, front and side with

    removable panels and it shall be small enough for easy handling

    and maintenance.

    B. The minimum radius of protection for the lightning arrester as

    indicated on the plans. Contractors to submit shop drawing in full

    details showing the proposed radius of protection mounting details

    and etc, prior to purchasing and installation for the said item this isfor Engineer review and approvals.

    C. The system shall composed of lightning air terminals, down

    conductors, counter, conduiting system, fibreglass mast, pull boxes,

    test pit and grounding system as shown in the plans.

    D. The location of air terminals shall be coordinated to site and other

    trades to avoid conflict to other utility/operation on the roof deck.

    E. The design for the air terminal of lightning arrester shall have the

    ability to intercept a lightning discharge and pass it immediately to

    the ground conductors, Its shall be unipolar, self-controlled high-

    voltage device, initiate early streamer emission and air terminal shall

    be noradioactive and environmentally safe.

    F. The down conductor shall be insulated from the building structure,

    can carry the lightning strike and discharge it to ground without

    electrification to the structures. The down conductor shall consist of

    cooper conductors with a minimum cross section area of 60mm or

    as indicated on plans. Cooper conductor shall not be bends of lessthan 600mm in radius. The system bonding for ground rods and

    cooper conductor shall be made thru exothermic welds.

    G. Lightning protection system shall conform to the requirements of

    latest edition of French standard NFC 17-102 using early streamer

    emission air terminals.

    2.11 Lighting Fixture and Accessories

    A. All lighting fixture aesthetic (Standard, decorative, special lighting,

    etc) shall be approved by Architect, Interior Designer, Lighting

    Consultant and Owner.

    B. Provide lighting fixture and accessories in accordance with the

    requirements of the following plans: Electrical, Architectural, Interior

    Designer and Lighting Consultant.

    C. Contractor shall submit catalog with technical specification in full

    details, enclosure ratings (IP), finishes and dimensions, metal

    thickness and gauge, electrical provision (watts, Voltage, frequency,

    ampere rating) and electrical connections. Submit actual sample for

    Engineer and Architect review and approval.

    D. Provide ballast that is suitable for the operation of specified lamps,

    Contractor / Supplier shall be liable for the coordination of the

    supplied ballast and lamps and for proper operation of lighting

    fixture. No extra additional charge to the owner if the lamps andballast are not properly coordinate and failure to operate.

    E. Ballast shall be listed to the third certifying bodies such as

    Underwriters Laboratories and Certified Ballast Manufacturers

    Association. And shall be designed, built and tested in accordance

    to the standard, rules and regulation of ANSI, NEC and PEC.

    F. Lighting fixture that are clearly equipped with ballast or other similar

    operation with proper coordination to the lamp types, Programmed

    start ballast shall be specified.

    G. Ballast shall be high power factor, have a guarantee against defects

    for a period of two (2) years, except for electronic ballast that have a

    minimum of three (3) years.

    H. Fixture shall have housing for discharge lamps (fluorescent, H.I.D.)

    to make electrical components easily accessible and replaceable

    during maintenance. Fluorescent lamps shall be spring load type.

    I. Provide reflectors and baffles as required, for Architect and

    Engineer approvals.

    J. For outdoor fixtures which are directly exposed to water or other

    foreign elements/materials shall be IP rated / effectively gasketed to

    prevent access of moisture into electrical components or enclosing

    diffusers, depending on their location and proposed. Contractor /

    Supplier are required to submit sample for Architect and Engineer

    review and approvals

    K. Provided necessary / required support for the fixture such as plates,

    plaster frames, hangers etc for safe supports of fixture in ceiling

    (close or open), open space, walls, in ground and others which they

    shall be installed. Materials shall be made with non-ferrous metal, or

    of steel that has been suitably rustproof.

    2.12 Firestop Sealant

    A. Firestop sealant shall be UL-listed and FM approved that comply to

    the latest recommendation and standard with the following: ASTM

    E814, ASTM E84, ASTM E1399, UL 1476 and UL 2079. All

    electrical penetrations (wall, ceiling or floor) shall be provided with

    firestop sealant.

    B. Firestop sealant shall be asbestos-free, no toxic fumes and provide

    immediate fire seal. And shall not deteriorate the electrical cabling

    that pass to it.

    C. The installation methodology of firestop sealant shall match UL-

    listed standard, certified by the manufactures QC technical

    representatives.

    D. Firestop sealant and installation methodology shall be fire-rated up

    to 3-hours minimum.

    2.13 Grounding System

    A. Grounding Busbars and wires shall be sized 50% of the size of the

    Line busbars and wires. And for Neutral System it shall be size100% of the line busbars and wires.

    B. Triangular configuration:

    Triangular configuration will be the grounding system for thisproject having the 3 ground rods with 3meter spacing. All

    electrical equipment will be effectively grounded such equipmentbut not limited to the following:

    1. Transformers2. Generators

    3. Low voltage switch gear

    4. Panel board

    5. Disconnect switch

    6. Auxiliary grounding

    7. Lightning arrester

    C. Grounding system shall composed of the following components:

    Bare cooper wires (Stranded), ground rods cooper clad steel with

    the standard diameter of 20mm by 3000mm long or as specified,

    grounding connectors and ground wells or test pit.

    D. Exothermic process shall be the type of grounding connector.

    E. All the electrical panel boards or cabinets disconnect and

    equipments shall be properly grounded and bonded.

    F. Electrical contractor shall be responsible in insuring the continuity

    and resistance to the ground having the maximum rating of 5 ohms

    for power and 3 ohms for auxiliary. Contractor shall submit testresult to the engineer.

    PART 3 EXECUTION

    3.1 Fees and Permits

    A. All the legal fees and permit for the installation and finishing of

    electrical works required by the rules and regulations of Butuan

    City and the requirements of the local power provider shall beobtained by and at the expense of electrical contractors.

    B. After finishing the electrical works, electrical contractor shall furnish

    the Engineer and the Owner final certificate of inspection and

    approval from the government authorities. Electrical contractor shall

    prepare as-built plans including all necessary documents required

    by the government, engineer and the owner.

    3.2 Coordination and Minor Modification

    A. Electrical contractor shall be responsible in coordinating his or her

    works with other trades. Contractors shall be fully cooperative to

    other trade contractors, suppliers, etc to avoid clashes and conflict

    in works. Contractor is required to assist General Contractor.

    B. Contractors shall prepare shop drawings in relation and coordination

    to other trade or supplier supplied apparatus, detailed equipment,

    and location of pipe sleeves, location of disconnect for the loads that

    requires it.

    C. Electrical drawings and documents established scope of materials,

    electrical system and methodology but not detailed installation.

    Drawings are diagrammatic correct based on architectural plan.

    Drawing detailed and layout shows and scale accurately as it is

    possible. The contractor shall be responsible for the adjustment;

    placing the outlet, lighting fixture, equipment and appliances in their

    actual and proper location that are acceptable to the Engineer,

    Architect and Owner.

    D. The plans don not show all the necessary accessories, fittings etc.

    The contractor shall be responsible in completing this required

    necessary item in finishing the project.

    3.3 Services

    A. The power supply shall be 230 Vac (Line to Line), (Three Phase),

    (Three-wire plus ground), 60Hz coming from the existing tapping

    point.

    3.4 Installation Requirements

    A. Contractor shall submit complete set of materials and equipment for

    engineer approval prior to purchasing and delivery. All materials

    shall be new and shall conform/meet with the requirements and

    specifications.

    B. Minor modification on the location of fixture, electrical devices and

    equipment shall be done by the contractor without any cost

    implication to the owner. Contractor shall responsible for the proper

    coordination and actual location at site. Cutting and fittings that are

    required for the installation and finishing of work shall be done and

    properly coordinate by contractors to other trades in accordance to

    the plan.

    C. Contractor shall save and cover the Owner, Architect and the

    Engineer against from all liability that may raised, injuries or

    disabilities to persons or damage to property including all legalexpenses, in time where contractor have lapses or have oversight to

    their work.

    D. Protection from work. The contractor shall protect his work from

    damage during and after until it was properly turn over to the owner.

    E. Equipment installation. The contractor before fixing the electrical

    equipment permanently the contractor shall submit first shop

    drawing and ask for approval to the Architect, Owner and the

    Engineer. Location, spacing and working clearance of all electricalequipment shall be satisfying to Engineer, Architect and to the

    requirements of the latest governing code or required by local utility

    provider or local municipality ordinance.

    F. Grounding system. The contractor shall unsure that the electrical

    system shall be free from any improper ground and short circuit.

    Each electrical panel, circuit breaker, wires and feeder wires shall

    be tested and recorded witness is owner or owner representative.

    The test result shall be satisfying to the owner or owner

    representative.

    G. Electrical system test. Contractor shall be responsible to test all

    electrical system including power, lighting and auxiliary installations

    for proper operation of the system.

    3.5 Contract Drawings

    A. All the electrical fixture, devices, equipment, conduit layout and

    others that are indicated in the electrical drawings are presumed to

    approximately correct, however slight revision necessary to

    accommodate actual site condition. The exact location and

    installation for all electrical equipment and layout shall be

    responsible by the contractor. Contractor shall fully examine the

    architectural drawings in full scale. No major changes in the plan

    shall be made by the contractor without prior approval by the

    engineer in writing.

    3.6 Workmanship

    A. All electrical works shall be supervised by a Registered Electrical

    Engineer.

    B. All electrical works shall be executed in manners that are

    contentment to the Architect and to the Engineer. Architect and

    Engineer shall have the power to reject the materials and work done

    which in their judgement not in full accordance to the plan and the

    specifications.

    C. After all the electrical works are done the contractor shall have set

    of files ready for access and reference indicating all works that are

    installed and incorporating any changes during the installation

    period.

    A set of this file shall be turn over to the engineer.

    3.7 Mechanical Connection and Motor Connectors

    A. Electrical contractor shall do all wiring for power, connection to themotors, including motor starters, speed regulators, circuit breaker or

    disconnect switch, unless otherwise not part of electrical contractor

    3.8 Power and Lighting System

    A. Lighting and power system shall be complete in every aspect as

    indicated in plans.

    B. Provide and installed power, lighting panels all required electrical

    panel boards as indicated in load schedule.

    C. Drop wiring for lighting fixture, electrical metallic tubing shall be used

    concrete tight fittings and compression-type or screw type

    connectors as indicated in the plans.

    D. Mounting heights for all devices shall be as follow or as per

    recommended by Architect, Owner and Interior Designer.

    3.9 Ceiling, Floor and Wall Electrical Penetration Fire Seals

    A. Provide fire sealant according to the areas and conditions were fire

    sealant shall apply. All electrical pipes including conduit, electrical

    wireways, cable tray, cable ladder, duct and busways that penetratethru walls partitions and slabs in vertical and horizontal shall apply

    with fire sealant.

    B. Electrical contractor shall submit technical specification, technical

    data including methodology of installation to Engineer for approval.

    C. Manufacturer, supplier shall provide instructions for installation of

    fire stop sealant. Supplier shall conduct seminar to electrical

    contractor on how to apply and install fire sealant.

    3.10 Testing

    A. Upon completion of electrical works the electrical contractor shall do

    the detailed testing witness by the owner or by owner representative

    but not limited to the following.

    Insulation Resistance Test Phase Sequence

    Test

    Ground Resistance Test Hi-Pot Test

    Operational Test System TestPhase Balance Test Routine Test

    B. Other testing that is necessary for the completion of the project shall

    be done and recorded.

    3.11 Punch-list

    A. Prior to turn over contractor shall certify that the system and

    equipment are operational and complete with respect to owner

    requirements and with this specification.

    B. Any defects misalign layout or other deficiencies that are not

    acceptable to owner shall be rectify by the contractor without having

    extra cost to the owner before project close out.

    3.12 Project Close-out and Turn Over

    A. Upon completion of the project the contractor shall leave the area

    and premises that are clean and have condition satisfactory to the

    Owner and Engineer.

    B. The contractor shall compile a complete equipment maintenance

    manual technical brochure for all the equipment.

    C. The contractor shall record all the changes in the drawing and

    submit copy of As-Built drawings to the Owner and Engineer.
