Building your new home8 simple steps to settlement

With your new home really taking shape, it won’t be long before you can pick up your keys at your settlement appointment. To make sure you are ready for this appointment, we have outlined all that needs to be done prior to settlement taking place.

Telephone Trenching

Underground cabling is required to install your telephone line, so you will need to contact your telephone provider and arrange

for these works to be completed. Once a date and time has been agreed upon, you will need to advise your Client Relations

Officer so they can arrange access to the site.

Your Client Relations Officer can also suggest an approved contractor for you.

Telephone trenching:

1) Will be required at Fixing Stage

2) Must take place before driveway paving

3) Must take place before any landscaping

4) Can only take place after settlement if there is no driveway paving, landscaping or Fibre Optics included in your Build Contract.

Note: Actual connection of your telephone takes place after settlement.

This trenching may not be required if you have a Fibre Optic option which incorporates your telephone line included in your

Burbank Tender/Contract. To find out, consult your Build Contract/Final Tender document or contact your land developer/Client

Relations Officer. For further information, refer to appendices 11.1, 11.2 and 19 (pages 38 and 39) of your Build Contract.

Gas Meter Connection

Energy Australia will contact you directly to connect your gas and arrange a meter connection. If your contact details have

changed since your contract signing appointment, please notify your Client Relations Officer so they can advise Energy Australia.

It is important your gas meter is connected in time for your Practical Completion Inspection (PCI) so you can check all your gas

appliances at this inspection. If not, your Occupancy Permit cannot be issued and therefore your settlement date will be delayed.

For further information, refer to appendices 11.1, 11.2 and 19 (pages 38 and 39) of your Build Contract and pages 1 and 2

of the General Specifications. Should you wish to change suppliers from Energy Australia to another, we advise this will effect

power supply to your home at settlement and may result in no power being available until your new selected supplier has made

the necessary arrangements. Burbank will not be responsible nor able to assist should you change suppliers.

Fixing Appointment

You will be invited to visit the site with your Site Supervisor at Fixing Stage where you can ensure all tender items and variations

have been incorporated into your home, along with colour and electrical selections.

The purpose of this 30 – 45 minute appointment is to ensure all contractual items are addressed and any concerns are

investigated and finalised prior to the PCI.

Now is the time to discuss any concerns, queries or questions, with your Site Supervisor or Client Relations Officer.

Appointment Attendance: Only those listed on the Build Contract may attend a site appointment. If any parties listed on the Build

Contract are unable to attend an appointment, please complete the “Notification of Representative and Sign Off” authority form.

This notification authority is valid for all site inspections as well as the settlement appointment.

Practical Completion Inspection (PCI)

You will need to attend an onsite PCI when your home reaches completion stage.

Prior to this inspection, we ensure the Building Surveyor has inspected your home and has requested the Occupancy Permit.

We will forward the Occupancy Permit to you along with a copy of your Final Payment Invoice and a letter from your Client

Relations Officer confirming your PCI appointment. The Occupancy Permit and Final Payment Invoice must be sent to your

Lender once you have received them so they can prepare the Final Payment (refer Final Payment section).

The PCI is a 90 minute appointment which will be scheduled by your Site Supervisor and will occur on a weekday between

7:30am and 3:00pm.

During the appointment:

• You will be given a full working demonstration of all fixtures, such as doors, windows, cupboards and drawers

• You can ensure all items in the Final Tender, along with any variations, have been completed and that all hard surfaces

are free from dents/scratches

• You will be notified of how the Warranty process works

Any items deemed defective will be listed on the Inspection Certificate of Practical Completion and will be rectified within

21 days so settlement can proceed.

If a second PCI is required, your Site Supervisor will book and confirm this appointment with you at this PCI.

They will also schedule the installation of your appliances in time for your second PCI.

If you do not attend your PCI, all works will be deemed complete and final payment will be due within 7 days.

For further information, refer to clause 17 (pages 22 – 24) of your Build Contract.

Bank Valuation

Your Lender may require a Bank Valuation Inspection before they release your final payment required for your settlement

appointment. Please ensure you discuss this with your Lender and, should a valuation inspection appointment be required,

please advise your Client Relations Officer urgently so site access can be arranged.

Final Payment

As soon as you receive the Final Payment Invoice and Occupancy Permit from Burbank, give this to your Lender who will provide the Final Payment.

We strongly suggest you do this as a matter of urgency as Lenders can take some time to release the funds.

The Final Payment must be a bank cheque in the name of Burbank Australia Pty Ltd. Alternatively, your Lender can direct debt into the following account:

If your Lender chooses to direct debit, the funds can take up to 3 working days to clear. Settlement cannot take place until we have confirmation the funds have been received.

Please ensure you reference your job number or construction address on your direct debt application to ensure payment is traced back to your job.

Please ensure the Final Payment is the same amount as on your invoice as a discrepancy might mean your settlement is postponed.

Note: Personal cheques are not accepted at Final Payment stage.

For further information, refer to clause 17.7 (page 23) of your Build Contract.

Second Practical Completion Inspection

A second PCI is only required should there be any items listed on the Inspection Certificate of Practical Completion.

You will be asked to reinspect these items and to sign the form confirming all items have been actioned and completed.

This form will then be taken with you to your settlement appointment, which generally takes place immediately after your second PCI.

This PCI will be arranged through your Site Supervisor who will contact you to make a meeting time, unless it has already been confirmed at the original PCI. You will need to be available and on site for this inspection to ensure settlement is not delayed.

This inspection appointment will take place on a weekday between 7:30am and 3:00pm and will take less than 30 minutes. Only those who attended the PCI may attend the second PCI.

Please refer to notes regarding Appointment Attendance in Step 3.

Settlement Appointment

Your settlement appointment will take place directly after your second PCI at our office in Altona.

You will need to bring the signed Inspection Certificate of Practical Completion and the Final Payment.

You will also be given a complete information folder together with a detailed explanation of the warranty period plus emergency contact details.

Please note any additional questions or concerns need to be addressed with your Client Relations Officer prior to the settlement appointment.

For further information, refer to clauses 17.8, 17.9, 17.10, 17.11 and 19 (pages 24 – 25) of your Build Contract.
