This was announced by Yamuna Authority CEO Arun Vir Singh on Wednesday. Cur- rently, Delhi’s Indira Gandhi International (IGI) airport is the only one in the country to have three runaways. When finished, Jewar air- port will also be counted along with two of the largest air- ports in the world — O’Hare International Airport in Chi- cago, which is spread over 7,200 acres and has eight run- ways, and Dallas/Fort Worth International Airport in the US state of Texas that has se- ven runways. “Some 5,000 hectares in Je- war is earmarked as an avia- tion hub in Yamuna Express- way Industrial Development Authority’s (YEIDA) master plan. Everything, including the six runways, will fall wit- hin these 5,000 hectares desig- nated for the airport. After completion, Jewar will defini- tely become India’s largest airport,” CEO Singh said. The formal announce- ment by YEIDA comes more than six months after Prime Minister Narendra Modi said at an event in Greater Noida that Jewar would become the country’s biggest airport and “all the formalities for it are being completed”. CEO Singh said the state civil aviation di- rector Surya Pal Gangwar di- rected him on Tuesday to ex- pedite proposals pertaining to extending the two proposed runways of Jewar airport to four and eventually six. YEIDA will now hire Pri- cewaterhouseCoopers (PwC) to prepare a feasibility report. “The UP government has di- rected me to begin the study and submit a report on the matter at the earliest. I will ask PwC to conduct the feasi- bility study,” he added. However, Shailendra Bha- tia, the nodal officer for Noida International Airport Limited that’s spearheading the pro- ject, said, “While Jewar air- port is expected to start opera- tions with two runways in the first phase by 2022-23, building additional runways is a com- ponent of the subsequent pha- ses, which will start after pha- se 1is commissioned.” In its Vision 2040 report, the Indian Civil Aviation mi- nistry had said, “The natio- nal capital with 66 million passengers in fiscal 2018-19 is now the seventh largest air- port in Asia. It will see a sig- nificant growth when its fo- urth runway and fourth ter- minal are commissioned in three to four years.” According to CEO Singh, YEIDA’s airport traffic projec- tions for next 30 years indicate 50-70 million passengers by 2050 from areas such as neigh- bouring Haryana, Delhi, Gha- ziabad and Noida. The auto driver was also critically injured. The family was heading towards Delhi-Faridabad border at 4am, when the auto driver lost control of the ve- hicle and smashed into the dumper. DCP (east) Jasmeet Singh said that a case was re- gistered for causing death due to negligence and negli- gent driving. It was found that the auto driver had not noticed the truck parked on one of the side lanes and crashed into it from behind. Saurabh Kumar (34) had boarded the auto with his wi- fe Shefali and two-year-old daughter from Anand Vihar railway station for Jaitpur. As the auto was crossing the Akshardham flyover, the dumper slowed down and stopped on the lane ahead of them. Witnesses said that the three-wheeler was going at a high speed, due to which it was completely smashed under the truck. The truck driver then fled. Under it, the amended section 439 of CrPC (dealing with powers of ses- sions court and high court to give bail) specifically provid- ed that these courts, before granting bail to a rape ac- cused, shall give notice of the application for bail to the public prosecutor (PP) with- in a period of 15 days from the date of receipt of the notice of such application. It further lays down that it is obligatory for the survivor or complainant to be present either in person or through her lawyer, at the time of hear- ing of the application for bail. Sources said nearly a year after the amendments were made, enforcement of the same by courts was found to be less than satisfactory, since it is the IO and the prosecutor who steer arguments in cases of bail relating to IPC sections 376 (3) (rape) or 376AB (puni- shment for rape of a woman under 12 years of age) or 376DA (punishment for gang rape on a woman under 16 years of age) or 376DB (puni- shment for gang rape of a woman under12 years of age). “In many cases, the vic- tims were not even aware of bail pleas being filed and only after the accused was out did the information reach them, depriving them of a chance to oppose the same. The amendment came in the backdrop of the horrific rape and murder of a minor girl in Kathua and an- other woman in Unnao. It stipulates stringent puni- shment for perpetrators of rape, particularly of girls be- low 16 and 12 years while pro- viding death sentence for ra- pists of girls under 12 years. The minimum puni- shment in case of rape of women was increased from rigorous imprisonment of seven years to 10 years, exten- dable to life imprisonment. HC directive stems from CrPC changes New Delhi: Delhi government has relaxed some of the stringent ru- les regarding the operation of gu- esthouses that were framed in the aftermath of Hotel Arpit Palace fi- re tragedy. The communication issued by the directorate of local bodies stated that for the buildings covered under Delhi Special Provisions Act, the fire de- partment would no longer insist for demolition of the fourth floor and abo- ve for issuance of an NOC. “Instead of imposing that fire safety certificate may be granted only if the floors abo- ve third storey are closed, we may ob- tain an affidavit from the hotel owners that such spaces will not be used for any purposes that violate any of the clauses stipulated in the earlier notifi- cation,” the directive by the deputy di- rector (local bodies) read. The dilution order issued on September 21 stated that the hotels that have been shut already should be allowed to reopen and given time till December 31 to make changes in their buildings. In case of an emergency, a person can dial 112 from his or her phone or press the power button thrice quickly on a smart phone to activate a pan- ic call to the emergency re- sponse centre. It offers the caller an option to speak to an emergency response team by pressing the digit ‘8’ on the keypad. Following this, the location of the person is beamed through a GPS loca- tor system to the control room and is displayed on a large screen that also shows the location of the nearest PCR units. The location of the caller is then shared with the re- sponse unit which are equipped with phablets or smart phones. It is mapped on a navigator that guides the unit to the location in less than five minutes. Earlier, calls made to 100 or 101were recorded at the po- lice control room before be- ing transferred through wire- less system to a police post or police vehicle concerned. Senior police officers say that now, once the distress caller informs the control room, the message will be en- crypted into a text immedi- ately even while the caller is online and sent as messages to the mobile phones of the nearest PCR unit, the area SHO and the beat officer. The location of all the po- lice officers will then be dis- played on a screen at central police control room. The CPCR can even direct more than one emergency units to a location if the feed- back from the earlier units are found to be unsatisfacto- ry. The handlers at the CPCR will also direct the response units to the new location of the caller in case, he or she moves away from the old one. Special CP (operations) Muktesh Chander said that the response time for police under this system will reduce by almost 50% due to this. The response time for other de- partments, like fire and disas- ter management team, too, will be halved since the mess- age will be relayed simultane- ously with the click of a but- ton. While the call is being at- tended by the emergency ve- hicles, the CPCR will monitor the location of every unit. They will be allowed to install prepaid meters — witho- ut having to get an NOC from the landlord — after depositing a nominal fee. Most of the tenants have so far been deprived of the subsidy because many landlords do not provide separate meters and of- ten charge them Rs 8-10 rupees per unit. While the last census estimated the number of te- nants in the city to be around 28% of the population, political parties believe the figure is now close to 40%. A large number of them belong to the lower middle class which is believed to be Aam Aadmi Party’s major vo- ting block. They have been rai- sing this demand for a long time. Mukhyamantri Kirayedar Bilji Metre Yojana, unveiled by Kejriwal at the Delhi secretari- at, is designed to ensure equali- ty in distribution of the govern- ment subsidy on power. “24-ho- ur, cheap electricity is a right of every Delhiite. The tenants we- re not able to get a separate po- wer meter so far because they were required to take an NOC from the house owner to get an independent connection. We ha- ve removed this requirement and the tenants will now get a ki- rayedar meter with just two do- cuments — rent agreement or rent receipt and any identity card," said the chief minister. These special meters will carry stickers indicating that these have been installed under the tenant power scheme. It will reassure the landlords of the sanctity of the tenancy. "Many home owners have multiple tenants which signifi- cantly increases power con- sumption against a single con- nection, bringing them under a high tariff slab," pointed out Kejriwal. The tenants need to call on helpline numbers and the meters will be delivered to their houses after documenta- tion and verification, he added. The chief minister said that the landlords need not feel inse- cure and suspicious about the scheme because the meters will not be a ground for the tenants to claim themselves as a land- lord in any condition. Moreover, the scheme may lead to low elec- tricity bills for the landlords too. “One power meter for properti- es results in huge electricity bills. With separate connec- tions, many tenants will now get free electricity. The landlord is also likely to get the benefit of the subsidy,” said Kejriwal. Since August 1 this year, po- wer consumers in Delhi have not been required to pay anyt- hing for using electricity up to 200 units per month. Digital India initiative. InDelhi, the main call centre tohandle distress calls has beenset up at the Operations andCommunications complex inShalimar Bagh and will bemonitored by DCP (oper-ations and communication).

In case of an emergency, aperson can dial 112 from his orher phone or press the powerbutton thrice quickly on asmart phone to activate a pan-ic call to the emergency re-sponse centre. It offers thecaller an option to speak to anemergency response team bypressing the digit ‘8’ on thekeypad. Following this, thelocation of the person isbeamed through a GPS loca-tor system to the controlroom and is displayed on alarge screen that also showsthe location of the nearestPCR units.

The location of the calleris then shared with the re-sponse unit which areequipped with phablets orsmart phones. It is mapped ona navigator that guides theunit to the location in lessthan five minutes.

Earlier, calls made to 100

or 101were recorded at the po-lice control room before be-ing transferred through wire-less system to a police post orpolice vehicle concerned.

Senior police officers saythat now, once the distresscaller informs the controlroom, the message will be en-crypted into a text immedi-ately even while the caller isonline and sent as messagesto the mobile phones of thenearest PCR unit, the areaSHO and the beat officer.

The location of all the po-lice officers will then be dis-played on a screen at centralpolice control room.

The CPCR can even directmore than one emergencyunits to a location if the feed-

back from the earlier unitsare found to be unsatisfacto-ry. The handlers at the CPCRwill also direct the responseunits to the new location ofthe caller in case, he or shemoves away from the old one.

Special CP (operations)Muktesh Chander said thatthe response time for policeunder this system will reduceby almost 50% due to this. Theresponse time for other de-partments, like fire and disas-ter management team, too,will be halved since the mess-age will be relayed simultane-ously with the click of a but-ton. While the call is being at-tended by the emergency ve-hicles, the CPCR will monitorthe location of every unit.

New Delhi:In a major outreachto lakhs of tenants in the capi-tal, chief minister Arvind Kejri-wal on Wednesday announcedthat they can now avail free elec-tricity up to 200 units and 50%subsidy on 200 to 400 units beingprovided by the AAP govern-ment to all domestic power con-sumers. They will be allowed toinstall prepaid meters — witho-ut having to get an NOC fromthe landlord — after depositinga nominal fee.

Most of the tenants have sofar been deprived of the subsidybecause many landlords do notprovide separate meters and of-ten charge them Rs 8-10 rupeesper unit. While the last censusestimated the number of te-nants in the city to be around28% of the population, politicalparties believe the figure is nowclose to 40%. A large number ofthem belong to the lower middleclass which is believed to beAam Aadmi Party’s major vo-ting block. They have been rai-

Bilji Metre Yojana, unveiled byKejriwal at the Delhi secretari-at, is designed to ensure equali-ty in distribution of the govern-ment subsidy on power. “24-ho-ur, cheap electricity is a right ofevery Delhiite. The tenants we-re not able to get a separate po-wer meter so far because theywere required to take an NOCfrom the house owner to get anindependent connection. We ha-ve removed this requirementand the tenants will now get a ki-rayedar meter with just two do-cuments — rent agreement orrent receipt and any identitycard," said the chief minister.

These special meters willcarry stickers indicating thatthese have been installed underthe tenant power scheme. It willreassure the landlords of thesanctity of the tenancy.

"Many home owners havemultiple tenants which signifi-cantly increases power con-sumption against a single con-nection, bringing them under ahigh tariff slab," pointed out

Kejriwal. The tenants need tocall on helpline numbers andthe meters will be delivered totheir houses after documenta-tion and verification, he added.

The chief minister said thatthe landlords need not feel inse-cure and suspicious about thescheme because the meters willnot be a ground for the tenantsto claim themselves as a land-lord in any condition. Moreover,the scheme may lead to low elec-tricity bills for the landlords too.“One power meter for properti-es results in huge electricitybills. With separate connec-tions, many tenants will now getfree electricity. The landlord isalso likely to get the benefit ofthe subsidy,” said Kejriwal.

Since August 1 this year, po-wer consumers in Delhi havenot been required to pay anyt-hing for using electricity up to200 units per month. The AAPgovernment is giving 50% sub-sidy on power since it came topower in 2015. Apart from ma-king power consumption chea-per, it has also encouraged peo-ple to conserve electricity.
