INTRODUCTIONThe promotion of Sustainable Transport solutions, including clean transport modes is a key component of the National Development Plan (NDP). Investment in green transport corridors for walking and cycling is one of its key transport goals. The achievement of such goals is critical, if Ireland is to meet its international obligations to reduce greenhouse gas emissions.
Westmeath County Council is proactively seeking to deliver a long-term strategy for sustainable movement in Mullingar based on a Green Route Strategy and Smarter Travel Policy. This strategy seeks to reduce pressure on the environment and to offer alternatives to travelling by car, promoting safe travel, improving health and increasing tourism.
“ACTIVE TRAVEL MULLINGAR”The “Active Travel Mullingar” project is made up of 2 separately funded projects, which are being led by Westmeath County Council in partnership with Westmeath Sports Partnership Ltd., the HSE and Waterways Ireland.
1. MULLINGAR CYCLE NETWORK PROJECT
This project will deliver 20k of cycle lanes in Mullingar and environs and is progressing under the Greener Routes Strategy and part funded by the European Regional Development Fund (ERDF).
The vision is to establish Mullingar as a sustainable movement centre, using best practice principles with a view to promoting “Green Routes” to achieve sustainable growth both economically and physically thereby promoting safe travel, improving health and increasing tourism in the greater Mullingar area.
2. SMARTER TRAVEL MULLINGAR PROJECT
Under the Smarter Travel Project fund part funded by the Department of Transport, this project in collaboration with Westmeath Sports Partnership Ltd., Waterways Ireland and the HSE, seeks to provide cycling and walking infrastructure, utilising the Royal Canal towpaths around Mullingar town, to encourage commuters to park their cars on the outskirts of the town and either walk or cycle to their destination.
Both projects aim to increase recreational cycling and walking in the Mullingar area.
Bike Shelters and bike parking facilities will be available at strategic points within the town, including primary and secondary schools. There will also be Cyclesafe, walking and health education within local communities, primary schools and secondary schools.
MULLINGAR CATEGORY ONE CYCLE HUB TOWN:The National Cycle Network is being developed throughout Ireland with Failte Ireland as Lead
Agency. A number of Cycle Hub towns are located across the country with Mullingar now recognised as a Category One Cycle Hub Town. The Mullingar cycle routes (117km in total) include a range of half-day to full-day cycling opportunities along three inter-linked and particularly scenic routes with stunning views of rich pastureland and beautiful lakes and not forgetting the very pleasant towpath along the Royal Canal.
Bike hire facilities are available at participating cycle shops in Mullingar and the project is promoted by Failte Ireland, Westmeath County Council, Co. Westmeath Tourism Ltd, Westmeath Sports Partnership, etc..
ROAD SAFETY“Active Travel Mullingar” will vastly improve the safety of all cyclists and pedestrians in Mullingar who use the cycle routes to commute to their destination. Each of the routes chosen will seek to provide a safe footway and cycleway complete with ample lighting as well as sufficient warning signs for motorists.
“Cyclesafe” training will be provided to each of the schools in the locality by Westmeath Sports Partnership and training will also be available to any group who wish to avail of it.
As always, Commuters are advised when using these routes and any other routes to “Be safe & Be Seen”, and always wear the proper protective wear and Hi –Visibility Clothing.
HEALTH BENEFITSThe Active Travel Mullingar Project has the potential to significantly benefit the health and wellbeing of local communities of all ages, through the increased level of physical activity involved in cycling and walking. The increased provision of safe and accessible cycling and walking routes in Mullingar should go some way towards encouraging active living within our communities.
WATCH OUT FOR OUR NEW WEBSITEAs part of the overall “Active Travel Mullingar “ project there will also be a dedicated website which will provide information on active travel planning to any facility within the “Active Travel- Mullingar” project. It will also promote the health benefits of walking and cycling, show bike maintenance tips, CO2 calculator etc. Work on establishing the webpage is currently ongoing.
The collection of baseline data will allow for the measurement of the impacts of the “Active
Travel Mullingar” project on cycling and walking activity in Mullingar as the infrastructure is put in place and as the
information, awareness and education campaigns build up. The impact will be measurable for each route based on calories used by
walking, calories used by cycling, and CO2 equivalent if journeys were taken by car. Surveys will be carried out using cycle counters
where possible and manual counting techniques.
GREEN SCHOOLS PROGRAMMEGreen-Schools, known internationally
as Eco-Schools, is an international environmental education programme,
environmental management system and award scheme that promotes and acknowledges long-term, whole school action for the environment.
The aim of Green-Schools is to increase students’ and participant awareness of
environmental issues through classroom studies and to transfer this knowledge into
positive environmental action in the school and also in the wider community. Schools that have successfully completed all the elements of the programme are awarded the ‘Green-Flag’.
Cycle Safe is a Westmeath Sports Partnership Programme targeted toward 5th and 6th Class pupils in Westmeath Primary Schools. The four week programme aims to assist young people in gaining the skills and knowledge to safely cycle and encourage them into the world of cycling as a mode of transport and as a source of recreation and sport.
The key objectives of the Cycle Safe programme are:• To develop key lifestyle activity skills among
primary school children.
• To provide increased opportunities for children to participate with an activity they can easily connect with.
• To ensure that children are aware of the importance of safety when cycling.

WALKING ROUTESThere are many benefits related to recreational walking, including health and wellbeing benefits. Walking is an inexpensive form of physical activity that anyone can enjoy. The element of social interaction can help renew traditional community values. It also has inherent environmental benefits and presents economic benefits that can be derived from domestic and overseas walking tourism.
In addition to the nationally recognised Waymarked Way in the form of the Westmeath Way, which is a 33km linear walk from Kilbeggan to Mullingar, there are also many other recognised local walks which people walk from day to day as a recreational activity. Mullingar also has a 4km Sli na Slainte Walking Route, established in association with the Irish Heart Foundation. Westmeath County Council aims to identify all the existing walking trails in the county, which will then be supported by appropriate promotionand marketing strategies.
OUR STAKEHOLDERSOur Stakeholders who are key to the success of the “Active Travel Mullingar” project will include: Local Communities, School Principals, Teachers, Students, Parents, Chamber of Commerce, Bike Shops, Sports venues, Shopping Centres etc. Working closely with our partner agencies it is intended to interact with all stakeholders in order to explain the projects, how stakeholders can become involved and outlining the many benefits to all of us in doing so.
