Drivers for Portfolio Management

Legislation and GAOClinger-Cohen Act of 1996. This Act requires agencies of the US federal government to adopt an investment approach to IT projects.

In 1998, the GAO followed with "An Executive Guide: Measuring Performance and Demonstrating Results of Information Technology Investments" that describes portfolio management as one of four strategic enterprise objectives.
