    Political Underrepresentation

    East Pakistan was in a higher majorityand was supposed to get more seats inthe national assembly with this in mind.

    West Pakistan came up with the OneUnit scheme which meant the provincesof Balochistan, NWFP, Sindh, andPunjab will comprise of one unit.

    This policy concentrated the politicalpower in West Pakistan.

    One Unit Dissolved

    When Bangladesh was formed, theOne Unit system disfavored Punjabwhich was in a higher population.

    To safeguard Punjabs politicalinterests, the Government of Pakistanreverted to the system of seats bypopulation.

    This was clearly a hypocritical actionand angered other provincesespecially Balochistan.

    Economic Grievances of EastPakistan The majority of Pakistans exports

    were jute prepared in East Pakistan.

    More money was spent on West

    Pakistan. During the years 1950-1970 the total

    percentage of Pakistans expenseswhich can be attributed to East

    Pakistan were 28%. East Pakistan had more people than

    West Pakistan.

    Economic Grievances ofBalochistan 1 Money is not spent on Balochistan

    according to its area.

    Natural Gas is extracted from Sui but

    before trying to provide it to areas inBalochistan, other areas in Pakistanare provided natural gas.

    The profit from the gas sales goes tothe national treasury.

    Economic Grievances ofBalochistan 2 Gwadar port is a warm-water port

    situated in Balochistan and has a veryhigh geostrategic importance.

    The Balochistan government sees this

    as a golden opportunity for economicadvancement of the region and demandsthat the federal government involveBalochistan more in the project.

    The federal government want therevenues from the port to end up directlyin the national treasury without passingthrough any Baloch hands.

    Worsening the Situation

    Balochistan never wanted to joinPakistan in the first place.

    Baloch nationalist ideas were alive

    then and are alive now. Such mistreatment from the Pakistani

    government gave birth to newfound

    resentment of Pakistan in someBaloch circles.

    Liberation Parties / Armies /Militias The Balochistan Liberation Army

    (BLA) states the liberation of

    Balochistan as its objective and kills

    all non-Balochis. The Mukti Bahini (MB) was a

    nationalist group in East Pakistan

    which carried out public rape andkillings in large numbers.

    After the liberation of Bangladesh,author Qutubuddin Aziz collected 170eyewitness accounts and published

    them in Blood and Tears whichdescribes the human rights violationson West Pakistanis, Biharis, and all

    non-Bengalis.

    MB versus BLA 2

    BLA abducts Punjabis and kills themafter torturing them.

    An example is the rape of Dr. Shazia

    Khalid in 2005 at Sui. She eventually had to flee the country

    due to lack of justice.

    Human rights violations andkidnappings happen everyday inBalochistan on a large scale.

    MB versus BLA 3

    In both cases, Bangladesh andBalochistan, the natives found it hard toopen their eyes and blame their fellow

    citizens for their wicked criminal activities. With such a public attitude, it became

    easier for the MB and BLA to make

    people side with them. These organizations convince the general

    public that they are working for their goodand everyone else is against them.

    Anti Government Sentiments

    The BLA has been quite successful atinfluencing people.

    Public is increasingly siding towards the

    BLA.

    On 14th August 2007, Baloch womenmarched the streets of Quetta, burned the

    national flag and cheered the BLA.

    The Hypothetical Separation ofBalochistan

    Pakistans gas supply from Sui will be cutoff.

    Pakistan will no longer share a border

    with Iran. Pakistan will never have access to the

    minerals of Balochistan.

    Pakistan will now have two enemies as

    neighbors, India and Balochistan. Therefore separation of Balochistan will

    be much worse than the separation of

    Bangladesh.

    What to do?

    The government of Pakistan needs to givethe Baloch people hope and earn their trust.

    One major step would be to give the BLApolitical power since fighting them will onlygain them public sympathy and breed moreBLA members.

    The law and order situation should be highlyimproved to prevent human rights violations.

    An economic balance should be createdwhere Balochistan is able to realize its fullpotential.
