JB MDL LakehurstFive Year Review

Lakehurst Basewide Five-Year Review
Statutory Requirement for Five-Year Reviews
Under CERCLA § 121(c), if a remedial action results in hazardous substances or contaminants remaining at the site above levels that allow for unlimited use and unrestricted exposure, the remedial action must be reviewed every five years to assure that human health and the environment are being protected
21“WIN AS ONE”
Lakehurst BasewideFive-Year Review
The purpose of a five-year review is to determine whether the remedy implemented at a site is protective of human health and the environment
Three core questions:A. Is the remedy functioning as intended?B. Are the assumptions used when the remedy was selected still valid?C. Has any other information come to light that could call into question the
protectiveness of the remedy?
All Lakehurst active CERCLA sites with remedies in place included in this review

IMPACTS OF COVID ON PBR
Overall impacts of COVID on PBR progress have been minimal
• Contractor and government teams have continued to work effectively through telework and virtual meetings (like this one)
• JB MDL was closed for non-essential work between 18 March and 8 July Mission Essential letters were issued to Arcadis to ensure on-going remedial systems were
maintained and continued during that period New activities were restricted which stopped several sites moving forward as planned (soil
mixing at NW042, completion of buildout at TU003, new sampling activities etc.) BOMARC and MAG1 sites outside the fence were not impacted and significant progress was
made on those sites during this time period On-site work is now proceeding again

Remedial Actions• First: Limited excavation (utility
strike) 2012 prior to PBR• Second: (AS/SVE) – pilot test
completed but did not support this approach
• Third: Larger excavation in 2017 Residual LNAPL and groundwater
impacts remain and additional action is required
